2. ABOUT MASUM
– MASUM was co-founded by Dr. Manisha Gupte and Dr. Ramesh Awasthi in 1987 during
their five year stay in the drought-prone Purandar block of Pune district.
– Mahila Sarvangeen Utkarsh Mandal (MASUM) aims to develop awareness about various
forms of exploitation and abuse faced by the underprivileged and minority groups in
these communities & assists them in organizing themselves to deal with these problems.
– MASUM’s primary belief is that people can resolve their own problems collectively with
some amount of external support; thus, rather than create dependence on itself.
– MASUM’s community level involvement is primarily with rural women in perennially
drought- prone areas of Pune and Ahmednagar districts of Maharashtra state.
– At the state and national levels, we are committed to training and capacity building of
NGOs, CBOs and a variety of stake-holders in increasing people’s access to economic,
social and cultural (ESC) rights.
3. COMMITTEE
1. Sexual Harassment of Women at Workplace: MASUM has constituted Internal
Complaints Committee (ICC) according to Protection of Women against Sexual
Harassment at workplace (Prevention, Prohibition and Redressal) Act, 2013.
2. Grievance Resolution Committee: MASUM has constituted a dispute resolution
committee to resolve grievance of any MASUM staff-member.
TEAM
As a policy MASUM gives priority to employing people from minority and marginalized
groups. Presently MASUM has the strength of 42 people.

6. GOALS
– To strengthen women’s self reliance and consciousness of human and constitutional
rights.
– To empower women to put pressure on the state for fulfilling its obligations towards its

8. MASUM AS TRAINING INSTITUTE
– As an ongoing activity of MASUM the entire staff goes through regular workshops on
pertinent issues like secularism, violence against women, poverty, globalisation for
developing social and political perspective on caste, class and gender issues..
– MASUM’s staff members are invited all over Maharashtra by other community-based
organisations for capacity building on women’s health, gender, VAW and social
perspective.
– MASUM is recognised within India and in South Asia as a credible training resource in
the areas of women’s health, gender-mainstreaming, the human rights based approach,
CEDAW, reproductive and sexual rights, gender based violence, minority and dalit rights,
and the Economic, Social and Cultural Right (ESCR) framework.
– MASUM also conducts intensive training programmes for state and national level NGOs
and government officers on the implementation of PWDV Act, prevention of sexual
harassment at the workplace, and child rights.
9. CAMPAIGN INITIATIVES
– MASUM has been on the forefront of the Right to Health Campaign at the state and
national levels.
– MASUM has been active in Maharashtra in campaigns related to right to education, right
to food and right to housing.
– MASUM initiated the annual five-day Lokshahi Utsav (Democracy Festival) in Pune city
in 2003, which has now become a joint activity of 40 organisations. Some other cities
also occasionally celebrate this festival (26th January to 30th January).
– MASUM initiated campaigns against corporal punishment and sexual harassment in
schools in Pune.
– MASUM organised a campaign for implementation of NREGA in Purandar block of Pune
district.
– MASUM has been an active supporter of organisations working for sex-workers’ rights in
Maharashtra.
