PAR Strategy Indicators

The Strategy includes 28 outcome
indicators
• 19 indicators to be measured by
government institutions
• 9 indicators to be measured externally
(SIGMA, World Economic Forum)
• Only 14 indicators had the baseline
data
Challenges faced

• Lack of the methodology for some indicators
that were defined in the strategy
• Uncertainty about data required to measure
some indicators
• Confusion about who will be the responsible
institution for reporting on some specific
indicators
• Resource needed – staff, funds to conduct the
surveys
The process

• It took more than 3 months to develop the
passport indicators June – September 2015
• An action plan for data collection was
develop with specific actions to be taken by
the respective institutions from September
– December 2015;
• In January – February 2016 all foreseen
indicators to be measured in 1st year were
reported
Important !!

• Based on SNRAP experience would be
important to make sure:
 You know what to measure and how to measure it
– indicator/methodology
 You have all resources available for data collection
and processing - human resources/ financial
resources
 Commitment on carrying out the process properly
and on time

  • 2. PAR Strategy Indicators 1 The Strategy includes 28 outcome indicators • 19 indicators to be measured by government institutions • 9 indicators to be measured externally (SIGMA, World Economic Forum) • Only 14 indicators had the baseline data
  • 3. Challenges faced 2 • Lack of the methodology for some indicators that were defined in the strategy • Uncertainty about data required to measure some indicators • Confusion about who will be the responsible institution for reporting on some specific indicators • Resource needed – staff, funds to conduct the surveys
  • 4. The process 3 • It took more than 3 months to develop the passport indicators June – September 2015 • An action plan for data collection was develop with specific actions to be taken by the respective institutions from September – December 2015; • In January – February 2016 all foreseen indicators to be measured in 1st year were reported
  • 5. Important !! 4 • Based on SNRAP experience would be important to make sure:  You know what to measure and how to measure it – indicator/methodology  You have all resources available for data collection and processing - human resources/ financial resources  Commitment on carrying out the process properly and on time
