• Innovation in public services is a key part of good local governance.
• A study is undertaken by the GIZ TRANSFORMASI team in mid-2018
to learn more about innovations and replication of innovations in public
services and to determine the role of provincial innovation hubs in
fostering and replicating innovations in local governance.
• The study examines how three provincial innovation hubs have
fostered and replicated innovations.
• It is intended to be an input to KemenPan-RB in its efforts to provide
regulatory and other guidance to regional governments

About the Innovation Hub
TRANSFORMASI11/21/18
• The innovation hub supported by TRANSFORMASI is a platform for
learning about and sharing innovations in public services, aimed at local
governments and other partners such as civil society.
• These hubs have proven useful in various countries in motivating local
governments to identify creative solutions to local problems and in
promoting a mindset change with regards to public services.
• Innovation hubs in Indonesia have been established through provincial
government decrees (Surat Keputusan) and are funded by the provincial
budget.

innovation have been increasing.
• Innovation can help achieve greater welfare
and better governance. Some are crucial in
fulfilling minimum service standards and in
achieving the SDGs.
• Public service innovation has been
incentivized through competitions and other
recognition programs: JPIP ProAutonomy
Awards, KOVABLIK, SINOVIK, UNPSA.
• Intensity varies by regional government.
Combination of senior leadership support and
second tier staff familiarity with services and
users drives innovation.

• Replication occurs through a variety of means mostly in the frame of IH:
• JIPP Jatim website (database of innovations, complete with contact details
of innovators)
• Documentation and publication of innovation success stories
• Innovation replication forum
• Roadshows, study tours, expos.
• Scaling-up of innovations at the service delivery unit level within a district is
seen as less important than the creation of ‘new’ innovations.
• Upscaling of innovations to the national level has so far had limited success.

• Boosts innovation and replication
• Provides both online and off-line support for innovation.
• Website is most commonly- and easily-accessed aspect of IH, but is actually only a
small part of the program. Website offers ideas on new innovations, how to best
document innovations, and solutions for common public service problems.
• Off-line activities are crucial for ensuring ideas are well-incubated, brought to life,
properly implemented, and sufficiently supported.
• The Innovation Hub also focuses on regional governments with low
intensity of innovations.

Innovation versus replication dilemma

• Focus of discourse and incentives/support of Indonesian government
has been on innovation, often leaving out the importance/usefulness of
replication.
• A perception exists that developing original ideas to improve services is
better than replicating approaches already in place elsewhere. This can
lead to too much focus on coming up with ‘new’ ideas when in fact
good solutions to public service problems already exist.
• Replication of innovations is happening on a big scale, however not so
obvious, since it is parts of innovations that are replicated.

Role of IH to support Innovation Replication

• Provincial Government teams in managing the IH takes up a supportive
role and provides motivation and capacity development to district level
innovators.
• IH through its Provincial Government team provides a productive
environment for innovation/replication creation:
• Meeting point for innovators and interested learners to exchange
• Qualifies Innovators to take up the role of replicators
• Conducts ‘replication and learning forums’
• Provides coaching support and access (e.g. trainings,
dissemination of innovations in clusters, peer-to-peer, etc.).

• IH can boost innovation and replication in the delivery of public services:
the model is worth adopting in more provinces.
• Getting maximum benefits of IH depends on making good use of all of its
features (online and offline)
• Innovation and replication in regional government depends on a
favourable eco-system: legal framework, incentives, knowledge sharing;
and IH manages that even in a poor enabling environment, actors can
be prepared.
• National adoption of local innovation: possible but limited so far.

• Continue support of public service innovation hubs.
• Additional focus and support should be given to
replication of innovations. Discourse and incentives
need to value replication more highly.
• Encourage local governments to use (DID) regional
incentive funds to support innovation and replication.
• Select innovations of broad relevance and adopt
them/encourage their adoption at the national level.
• Recognise and highlight the importance of public
service innovations in achieving the SDGs and
attaining minimum service standards.
• Encourage links to sector agencies, private sector
and philanthropy.
