• Sustainable mobility is
– a determinant factor in a sustainable urban
development. Consequently, the growing
dependence on private vehicles and the resulting
traffic congestion problems become bottlenecks
on the cities functional systems and act negatively
in its citizen’s life quality.
– a fundamental step to promote the global urban
environment quality also acting as an incentive for
the economic growth.

• These concepts must be present in an integrated strategy
(Sustainable Urban Development and Sustainable Mobility)
• New settlements must be planned thinking about mobility
• Mobility issues are central in urban rehabilitation and realm
projects.

• European guidelines concerning the promotion of
sustainable spatial development and mobility :
– The definition of a spatial development strategy that is
both able to reduce the need to daily commute by car and
to supply other transport alternatives (Supply and
Demand);
– The promotion of connected public transport systems and
the promotion of the non-pollutant transport modes
(cycling and walking; electric vehicles) and networks;
– The promotion of driver’s reeducation together with the
promotion of the citizens basic needs and rights for
mobility.

• From strategy to practice
– The effectiveness of these strategies implies a coordinated
board of policies and actions, a strategic vision of the
entire system and a tight cooperation between
institutions.
– In the core of this integrated vision, two issues play a key
role:
• transport multimodality and transport inter-modality.
Keys to achieve the objectives

• From strategy to practice
• Three fields of action must be consider:
– Transport Systems Planning
– Land Planning
– Mobility Management

• Transport systems
– Hierarchy – activities functions of urban space
– Restrictions to private car in central areas / implementing
expensive parking
– P&R systems + public transport systems
– Bus Corridors, information, tickets, interfaces quality
– Alternative sources of energy
– Pedestrian/cycling networks
– Lanes, urban green spaces, crosswalks, multimodal
interfaces/ ….and supporting services.
– All these issues are clearly integrated with town planning
issues

• Land Planning
– Compact cities
– Multinucleated cities
– High-density urbanization
– Urban areas of mixed use
– Facilities location
– Transit Oriented Development
More favorable to sustainable mobility actions

• Mobility management
–Information and awareness campaigns
–Stakeholders participation in a
coordinated set of campaigns and shared
actions
–Mobility plans for facilities and services
–Benchmarking – best practices

• The concept of sustainable urban mobility must
be correctly transmitted to the stakeholders
involved and therefore must clearly define
interrelated actions in the following areas:
– Road hierarchy
– Crossings and intersections treatment
– Parking supply and management
– Public transport
– Pedestrian and cycling networks
– Modal interface

• Aveiro, four examples of different projects
that did not account for the involvement off
all the stakeholders and the population, and
did not include, in the desirable way,
• Urban planning issues - Mobility issues
(and therefore failed):
– Alboi neighborhood
– Pedestrian bridge
– Parking
– Bugas – Bike sharing system

Protests, failure:
• Alboi neighborhood – The residents needs, the historical and
cultural heritage not considered.
– Done!
• Pedestrian bridge – The city, the image, cultural vision of the city
not considered.
– Stopped !
• Parking – the excess of supply near the center – lack of a scientific
justification, the idea that it was mainly a business.
– Stopped!
• Bugas – Lack of infrastructure and bad connected
– Not a full working system as initially desired

• What do we want for the future?
