The World Bank is pursuing an open development agenda to increase access to information about its operations, projects, finances, and development knowledge. This includes the Open Knowledge Repository, which contains over 15,000 documents and receives around 3.5 million downloads annually. The Bank partnered with institutions in Africa to interconnect repositories and increase access to content through its Africa Partnership Initiative. Challenges included technical capacity and content quality, but a new approach using "OKR Virtual Sets" may help overcome issues of time and managing partner expectations.
