Role of adaptation-related
reports in assessing collective
progress on adaptation
Jane Ellis (OECD), jane.ellis@oecd.org
Based on 2016 Kato T. and J. Ellis, “Communicating Progress in National
and Global Adaptation to Climate Change”
CCXG Global Forum
March 2017
2. 2 Climate Change Expert Group
Main messages: adaptation
component of the global stocktake
More information is needed to undertake global
stocktake than countries are asked to report
individually
Feasibility of objectively meeting each of the four
aims of adaptation part of global stocktake varies
3. 3 Climate Change Expert Group
Presentation outline
Context
Information needs for the global stocktake (GST), UNFCCC,
Paris Agreement
Options for meeting the adaptation-related GST components
a) Recognising adaptation efforts (dvp’ing countries)
b) Enhancing implementation of adaptation action
c) Reviewing adequacy & effectiveness of adaptation and
adaptation support
d) Reviewing overall progress in achieving the global
adaptation goal
Conclusions
4. 4 Climate Change Expert Group
Adaptation has multiple facets…
… and needs are uncertain, shifting
5. 5 Climate Change Expert Group
Information needs partially overlap
under UNFCCC, Paris Agreement, GST

Options to meet global stocktake
components a) and b)
a) Recognising adaptation efforts of developing countries
Three options identified:
o Qualitative overview, summary report, collating
adaptation information submitted by countries
Coverage may not be comprehensive, if based on country
submissions where timing and content not mandatory
b) Enhancing adaptation implementation
Three options identified (to do so indirectly)
o E.g. summary and synthesis of Party submissions
Feasibility varies from good-medium; resource
requirements vary from low to high
7. 7 Climate Change Expert Group
c) Reviewing adequacy, effectiveness of
adaptation & adaptation support
Five possible options identified – all give only a partial picture
and may include subjective elements:
o Qualitative assessment of adaptation effort
o Approximate assessment of support, needs
o Trends in envtl, economic impacts of climate events
o Quantitative assessment of adaptation effort, adequacy
o Review of effectiveness
Feasibility mainly medium to poor
Resource requirements potentially
high
8. 8 Climate Change Expert Group
d) Reviewing overall progress to
adaptation goal
Three possible options identified:
o Qualitative self-assessment (e.g. scorecard)
o Qualitative self-assessment (report to UNFCCC)
o Use of 3rd Party information (e.g. IPCC)
Feasibility medium to high
Resource requirements mainly low or medium – depends
on scope of assessments
Likely to result in only a partial picture, if based on self-
assessments
9. 9 Climate Change Expert Group
Conclusions
Feasibility of objectively meeting the 4 aims of adaptation
part of global stocktake vary
o Qualitative assessments more feasible than
quantitative/comprehensive assessments
o Assessing adequacy and effectiveness particularly
challenging
More information is needed to undertake global stocktake
than countries are asked to report individually or what
they monitor nationally
o Increases information needs from third parties
