NCQG Chapeau: Foundational context
• The NCQG represents an opportunity
to capture more comprehensively
the global financial landscape
compared to the USD 100 bn goal.
• This implies integrating a diverse array
of sources of finance and actors.
• These different elements could be
organised in three interconnected
clusters, each potentially being a
dedicated section of the NCQG
decision text.
Overview: The possible building blocks of the NCQG
Cluster 1: International support for climate action
• Emphasises the critical role of international
public support and non-commercial finance
in supporting climate action in developing
countries.
• Ideally include a mandatory public finance
element for developed countries, and
recognise growing role of non-traditional
donors
• Important to explicitly delineate the role of
MDBs and climate funds.
• Can include elements that address issues of
access to finance; sustainability of debt
burden; effectiveness of support.

and country contexts hold different
mobilisation potentials.

improve enabling environments for
private sector investment; and the use of
innovative instruments for raising
resources.
