Overview of OECD CEFIM Programme
CEFIM country partners: Colombia, Egypt,
India, Indonesia, the Philippines, South
Africa, Thailand and Viet Nam
OECD programme funded by Australia, Canada,
Denmark, Egypt and Germany
Aim: to help accelerate clean energy finance and
investment by strengthening domestic enabling
conditions
Scope: renewable power, energy efficiency and
industry decarbonisation
Activities:

Private finance is primarily mobilised in climate mitigation-
related sectors and mostly middle-income countries

Key challenges and opportunities to mobilise private
finance for climate action in EMDEs
1. For international climate providers, improving their effectiveness to
catalyse private finance for climate action, including through
increased use of blended finance.
2. In EMDEs, strengthening domestic enabling conditions for financing
climate projects and creating pipelines of bankable projects
3. Across countries, address financial and other barriers to institutional
investment flows to climate projects in EMDEs.

✓ Ongoing CEFIM work with Indonesia’s financial supervisory authority
OJK to develop a needs assessment of energy savings insurance in
Indonesia

• Cross-country knowledge sharing and capacity building
on targeted issues to unlock clean energy finance
(e.g. OECD-IEA workshop on transmission grid financing, Jan 2024 and new work)
• Support financial regulators and supervisors
(e.g. sustainable finance work with Indonesia OJK; annual Training Week in Indonesia)
