INTRODUCTION
What is a commercial block?
Commercial block can be defined as a real estate intended for use by for-
profit businesses, such as office complexes, shopping malls, service stations and
restaurants. It may be purchased outright by a developer for future projects or
leased through a real estate broker.
For my commercial block, it basically:
Consist of 4 floors which includes basement, ground floor, 1st floor
and 2nd floor.
Basement is the car park
Ground floor consistof main entrance, hypermarket and

SUGGESTION AND PROPOSAL
I have decided to proposea commercial block building there. Since there
are a lot of residential area such as the Olives Residence, and also the sportarea
which is the Subang Racquetand SportCentre, it would be convenient. There
are only a few restaurants near the residential area and thus this would benefit
them. They would not have to eat the same food. In this commercial block
building, I will include:
- Fast food restaurants, diners and food court
- Convenient stores such as 7-eleven
- Hypermarket
- Clothing and shoe store
- Sports store
- Saloons
- Basement car park

RATIONALE OF THE
PROPOSAL
The main purposeof this building to make the life of the residence
around the site to be much easier. It will definitely be very convenient for the
residence as the building consists of stores which provide the daily necessities
for the residence such as, food and drinks.
The purposeof the basement is to increase the amount of car parking
space. In our site, there is limited amount of space for people to park their car. If
there isn’t any car park, this will worsen the traffic jam. Building a basement as
a car park builds benefits because you do not need to use another valuable land
to build a car parking area. The land can be used to build other stuff or even
leave it there as natural land.
The stairway from the higher ground area to the site is built is to allow
residence living there to be able to access into our site. If it isn’t built, then they
have to make a big round around to enter the site. With the stairs, all they have
to do is walk. Not only that but this also reduces the amount of carbon
monoxide produced by the cars which will reduce air pollution and also the risk
of getting “CarbonMonoxide Poisoning”.

BENEFITS
The land is almost flattened which makes it easier for the
development and construction process.
The land is actually quite big and has lots of grass and a few trees.
This makes area to be much less humid than it would be.
The land has a higher ground and it can be built with something.
Not only that but at the higher ground are residential area.
Since our site is located at the opposite golf court, it would be
convenient for the golfers to get to the commercial building easily.
Able to get daily necessities easily.
Reduce traffic with basement car park.
Can be a place for people to relax and hang-out
IMPACTS
Will cause traffic jams as there is only one road entrance and exit to and
from the site.
Basement car parking has limited amount of space which will again
worsen the traffic.
Not convenient as there is a small temple near the site.
Residence from the higher ground will have to cross the main road
without an overhead bridge which is dangerous.
Only one drainage which will cause a small flood when heavy rain hits.

SKETCH PLAN OF THE
PROPOSAL
The commercial block building is a 3 storeys building, the ground, first
and second floor. This excludes the basement which is mainly for the car
parking area. The basement is accessible from the front entrance of the building.
It can roughly keep at least 50 cars only.
There are two entrances and exits to and from my commercial block
building. One is from the main road where people can access to the building
with foot and car. The other entrance is from the higher ground where the
residence from the other side can easily access to the building. There is a
stairway leading down towards the commercial block building.
The ground floor consist of a hypermarket and some convenient stores.
An example of hypermarket is the “Giant”. Giant is a hypermarket that sells a
wide range of goods. Forexample, it sells food, beverages, cutleries and many
others. This will provide the daily necessities of the residence which will make
their live very convenient. Besides that, the convenient stores are open 24/7.
Examples of convenient stores are 7-eleven and myNEWS.com. With these, the
residence need not to go far to get their daily necessities.
The first floor is the food areas which consist of the fast-food restaurant,
diners and food court. The residence can enjoy different varieties of food. Not
only that but they can have their meals in a quick time with the food court. This
makes their life much easier. Examples of fast-food restaurants are KFC,
McDonald, Subway and others.
After eating, the residence can access to the second floor which consists
of the shopping area. For example, the clothing stores such as the famous H&M
and many others. There will be also some saloons so that the residence can keep
up with the latest hair fashion especially the women.
At every floor, there will be at least 2 public restrooms for the male,
female and the disabilities. They are usually located at each end of each floor so

that they do not need to wait for a long time to do their business. This is also to
reduce the time needed to get to the restroom.

CONCEPT
The conceptmainly focus on nature. Since the site has the greenery view,
it would be a great idea to apply it in constructing the commercial block. The
idea is to build a small garden in the middle of the commercial block building.
Basically nature consists of elements suchas woods and plants. The
conceptof nature brings people together and enable them to feel more
connected to nature. Not only that, plants provide oxygen and absorb carbon
dioxide during the day. This provides fresh air for the people who visits the
commercial block. Besides that, we all know that plants undergoes
transpiration. With that, the air wouldn’t be as humid and it would actually be
quite cooling which makes it very comfortable for the customers. Also, it is
scientifically proven that looking at the greeneries can really help to improve
our eyes.
A small pond would also be introduced in the building to provide a more
soothing and cooling area. There will be also some benches and table for the
resting area. People can come by and sit after a long day to relax.

Contractor
Contractors are responsible for overseeing construction on both new and
old buildings and structures. A contractor helps to organize and manage all
aspects of a building site. The job requires someone who is detail-oriented and
who enjoys working on construction sites but may not be enthusiastic about
rewiring cables or rerouting plumbing themselves.
Contractors generally don'tdo any of the heavy lifting on a construction
site themselves, but they oversee teams of contractors and subcontractors who
are doing the work. Contractors also fill out necessary paperwork and adhere to
local, regional or national guidelines. Contractors may also be asked to check
the structural integrity, such as foundation settlement issues or improper cement
curing.
Architect
Architects work in the construction industry and are involved with
designing new buildings, extensions or alterations to existing buildings, or
advising on the restoration and conservation of old properties. They can work
on individual buildings or on large redevelopment schemes, and can be
responsible for the design of the surrounding landscape and spaces.
Architects work closely with their clients and users to make sure that
projected designs match their needs and are functional, safe and economical.
They usually controla project from start to finish and work with a the quantity
surveyors and engineers, producing drawings and specifications that the
construction team works to.

Landscape Architect
Landscape architects create the landscape around us. They plan, design
and manage open spaces including both natural and built environments for
people to enjoy while ensuring that the changes to the natural environment are
appropriate and sustainable.
The work covers diverse projects which includes both the urban and rural
that range from designing the layout of parks, gardens and housing estates to
city-centre design, sporting sites and improving land affected by mining or
motorway construction.
A landscape architect collaborates closely with landscape contractors, as
well as other professionals, especially architects, town planners,
environmentalists and peopleworking in surveying and
engineering functions.
Quantity Surveyor
A quantity surveyor manages all costs relating to building and civil
engineering projects. Quantity surveyors seek to minimise the costs of a project
and enhance value for money, while still achieving the required standards and
quality.
A quantity surveyor may work for either the client or the contractor,
working in an office or on site. They are involved in a project from the start,
preparing estimates and costs ofthe work.
When the project is in progress, quantity surveyors keep track of any
variations to the contract that may affect costs and create reports to show
profitability.
Civil and Structural Engineer
Civil engineers are involved with the design, development and
construction of a huge range of projects in the built and natural environment.
Their role is central to ensuring the safe, timely and well-resourced completion
of projects in many areas which highway construction, waste management,
coastal development and geotechnical engineering.
Consulting civil engineers work together with clients to plan, manage,
design and supervise the construction of projects. They work in a number of

different settings and, with experience, can run projects as a project manager.
Civil engineering offers many opportunities as well as the satisfaction of
helping to improve and enhance public quality of life in many settings.
Structural engineers design structures to withstand stresses and pressures
imposed through environmental conditions and human use. They ensure
buildings and other structures do not deflect, rotate, vibrate excessively or
collapse and that they remain stable and secure throughout their use. They work
in close partnership with architects and other professional engineers.
Structural engineers have to chooseappropriate materials, such as
concrete, steel, timber and masonry, to meet design specifications. When
construction has begun, they are often involved in inspecting the work and
advising contractors.
They also examine existing buildings and structures to test if they are
structurally sound and still fit for purpose. Structural engineers have to make
efficient use of funds and materials in order to achieve structural goals.
Mechanical and Electrical Engineer
Mechanical engineers provide efficient solutions to the development of
processes and products, ranging from small component designs to extremely
large plant, machinery or vehicles. They can work on all stages of a product,
from research and development to design and manufacture, through to
installation and final commissioning.
Most industries rely on a form of mechanical systems and mechanical
engineering is thought to be one of the most diverse of all engineering
disciplines. Due to this, there are employment opportunities in a wide range of
sectors which manufacturing, power, construction and medical.
Mechanical engineers can be involved in the management of people and
resources, as well as the development and use of new materials and
technologies.
Electrical engineers design, develop and maintain electrical control
systems and/or components to required specifications, focusing on economy,
safety, reliability, quality and sustainability.
They design and manufacture electrical equipment for use across many sectors
which includes the building industry and services, including lighting, heating

Electrical engineers are involved in projects from the conceptand detail
of the design through to implementation, testing and handover. They may also
be involved in maintenance programmes.
Project Manager
A Project manager plans and evaluates the project activities. They
accomplishes human resource objectives by recruiting, selecting, orienting,
training, assigning, scheduling, coaching, counselling, and disciplining
employees.
Project manager contributes information and recommendations to
strategic plans and reviews, preparing and completing action plans,
implementing production, productivity, quality, and customer-service standards,
resolving problems, completing audits, identifying trends, determining
system improvements and implementing changes.
Meets financial objectives by forecasting requirements; preparing an annual
budget; scheduling expenditures; analysing variances; initiating corrective
actions.

Building Plan Approval Process &
Procedures
Types of plans that can be submitted
Registered Architect – Any building plan except where there is engineering
works such as reinforced concrete detail or other structural works.
Registered Engineer - Any Engineering Plan.
Registered Building Draughtsman – Only for Building Plan that is endorsed on
his certificate (limitation of floor area) issued by the Board of Architect
Malaysia
Method of application
Building owner must appoint a Qualified Person as consultant to submit the
necessary documents together with the Building Plan as mentioned below:-
(a) Letter of authorization on appointment as consultant.
(b) Sign copyof the building application form.
(c) Photocopyofthe land title.
(d) Name and address of the owner and consultant to be stated on the drawings
and to be endorsed by them.
(e) A copyof approved land subdivision plan.
(f) To pay processing fee.
