HR Manager Job Responsibilities:
Maintainsand enhancestheorganization'shuman resourcesby planning,implementing,and evaluating employee
relationsand human resourcespolicies,programs,and practices.
Job Descriptions& Additionaltasksof HR & Manager:
 Recruitment:
o Maintainstheworkstructureby updating job requirementsand job descriptionsforallpositions
o Maintainsorganization staffby establishing a recruiting,testing,and interviewing program,
counseling outletmanager on candidateselection, conducting and analyzing exitinterviews,
recommending changes
o Preparesemployeesforassignmentsby establishing and conducting orientation and training
programs
o Directly reportto Director of Operation forRecruitment and TurnoverReport
 Regulation and Policy:
o Monitoring implementation of HRpolicy and procedure
o EnsuresRegulation & Policy complianceby monitoring and implementing by Human Resource
Departmentto conduct investigation,Outletsurvey,and SiteVisit
o Assisting Director of Operations to develop and updateCompany Regulationand Policy
o Maintainsmanagementguidelinesby preparing,updating,and recommending human resource
policies and procedures.
o Checking and Verify the internalmemo and announcement
o Monitorand checking staff record into staff HRData Base
 Training, Development and Career Management:
o Conducting and Organizing thetraining coursesfornewly staffs
o Do survey and testing staff’s performance after training
o Identify strong and weak point of staffs and conduct training if require
o Planning & consulting with Training Coordinator for better topic for Training Course
 Performance Measurement and evaluation:
o Monitoring implementation on staff’s performance
o To ensure staff’s performance is up to standard
o Assisting Operation Manager and Director of Operation to do staff’s evaluation (after Probation)
o Assisting Operation Manager and Director of Operation to do Yearly Performance Appraisal
o Deal with HR Issue regarding to staff issue, poor performance, regulation & policy issue
 Payroll Process:
o Process and prepare Staff Payroll for each month
o Checking and clarify attendance report with all outlets
o Checking and verify with all support documents (Overtime pay, AL&PH Record, Staff Transfer, New
Staff, Resignation Staff, Computation AL&PH Balance, WING#, Staff Lateness & absent)
o To ensure Payroll is settle to staff on time base on payment date.
 Termination/Resignation and Transition:
o Prepare Staff Termination base on Poor Performance of Staff
o Computation Annual Leave and Public Holiday balance for Termination Staff
o To ensure the compensation and benefit is in place for staff for Staff’s termination and resignation
o Conduct Exit Interview with Staff’s resignation
o Inform and give a notice period to staff base on Cambodian Labor Law
o Prepare Staff Transfer base on requirement of each outlets
 Legal and Government Obligation:
o Monitoring and checkto submitof NationalSocialSecurity fund with Ministry of Labor
o To ensureNSSFpaymentissettle on time for each month
o Making closed liaison with publicsector and ministries
o Monitoring and checkto processCertificateand License of Tourism(Ministry of Tourist),Hygiene
Certificate and Logo of Hygiene (Ministry of Health),License of Logo DSE &EOC (PhnomPenh
Municipality)
o Deal with governmentofficefortheirinspection to all outletregarding to Labor,Immigration,
Hygiene,and PhnomPenh MunicipalPolice Fire Brigade
o Monitoring and processWORKPERMITforForeigner Staff
o Preparing all supporting documentto registerWORKPERMIT forForeignerStaff
o To ensureWORK PERMITis settle on time for each year
 Other Tasks:
o Administrating and Supporting Operation to allbranches
o Supporting allbranch to purchaseitem when require
o Monitoring DIMSUMDelivery TUKTUK to all branches
o Monitoring and Supporting on maintenanceof DIMSUMDelivery TUK TUK
o To ensureDIM SUMDelivery TUKTUK arrive to all branch on time
o Monitoring and checking extend Visa forforeignerstaff,and theAir Ticket for Chinesestaff
o Monitoring and checking Staff Rental house & Rental Contract (Local and Chinese Staff)
o Register and Delete staff name list for PKMI Insurance company
o Register and Update staff name list for WING company
o Organizing and supporting the Weekly, Monthly, or Urgently Meeting
