Background
Julie is a manager in KPMG’s Advisory Services practice with more than 20
of customer, operations, and advisory business experience. She has a strong
background in training, education, resource development, organizational
change, and business analysis with software implementation, infrastructure,
and maintenance and operations projects. Her current and past clients
include state and local government agencies along with some of the leading
entities in the healthcare industry.
Professional and industry experience
Julie’s experience includes working in both the commercial and government
procurement, finance, and healthcare sectors, as a consultant and training
manager. She has an in-depth understanding of the Affordable Care Act
(ACA) and related programs, including Medicaid Information Technology
Architecture (MITA), Medicaid, Child Health Insurance Programs (CHIP),
Supplemental Nutrition Assistance Programs (SNAP), Temporary Assistance
for Needy Families (TANF), Health Insurance Exchanges, Qualified High
Deductible Health Plans (QHPs), Flexible Spending Accounts (FSAs), Health
Reimbursement Arrangements (HRAs), Health Savings Accounts (HSAs),
fully-insured, and self-funded benefit plans. She also has a strong
background related to full system development life cycle (SDLC) of integrated
eligibility system implementations, from initial design through maintenance
and operations phases.
Organizational Change Management and Training
―Led the Readiness and Go-Live Organizational Change Management and
Training initiative for the CHSRA Financial Office's migration to the
Financial Information System for the State of California (FI$Cal).
―Was instrumental in providing key deliverables, with a focus on staff

―Was instrumental in providing key deliverables, with a focus on staff
capabilities, current state analysis, leading practice analysis, gap analysis,

for the County of Santa Clara Procurement function.
Financial Information System
―Led the organization assessment team of a multi-year implementation of
California's integrated Enterprise Resource Planning (ERP) and financial
systems.

providing insight into cross-functional workstreams.

―Supported the New York Medicaid Management Information System
(NYMMIS) implementation, providing an assessment of independently

administrative, and reporting guides for proprietary on-line commercial
eligibility and enrollment systems; a functional manual for a proprietary
governmental integrated eligibility system; a functional specifications guide
for a state health insurance exchange system, and an end-user guide for a
proprietary healthcare data analytics platform.
Maintenance and Operations
―Has an in-depth healthcare operations experience, including:
- Account management for Fortune 500 organizations.
- Advisory services to group health plans on compliance and regulatory
