2. More than 90% of India’s workforce belongs to the informal
sector and accounts for 50% of the national product. 99.9%
workers in the agriculture and forestry sectors are
unorganized. 98% of unorganized industrial labour does not
have any social security protection [1].
Informal labour can be viewed in different ways among which
we are concentrating on three views of informal sector workers:
Vulnerable people who lost every thing due to natural
disasters [2].
Older age people (above 60 years) [3].
People who comes under Below Poverty Line (BPL) , not able
to start any business in his/her own [4].

3. SOLUTION
Whenever there is natural disaster, people loose every
thing that they earned in their life especially poor people
and becomes vulnerable without any aid to recover their
status.
In such case government must provide aid to them by
using our proposed method for helping vulnerable. The
principle behind this is collecting money in terms of
current bill.
The proposed solution can be repeated for more than
one month then any range of amount can be collected and
this can be used for providing aid for old people, People
under BPL to start their own business with strong
foundation. 9/5/2013 3Manthan
4. Let amount be collected is 10Rs per month per home.
This 10 Rs. is added to their monthly current bill
which will not be a burden for even BPL family per
month.
In total if there are (approximately) 20 crores
buildings in entire India who use current. Then the
amount collected will be
20 crore * 10 Rs. = 200 crores per month.
If this amount is not sufficient, this procedure must be
repeated for another month.

7. Challenges !!!!!!!!!!!
Proper survey of buildings must be made , it
involves the difficult procedure as census.
Account maintenance of each company will be
the big problem.
Distributed money must reach the informal sector
workers properly.
The maintenance of mobile number database
becomes the big issue which is used for aid receiver
confirmation. 9/5/2013 7Manthan
