Main reasons for India’s lagging behind in research and
innovation
investment in R&D sectors is much less than the requirement.

SUCCESS MANTRA TO OPTIMIZE BRAIN GAIN
Scientists, researchers and all highly skilled professsionals
should be given their proper due to make their job more
attractive and passional.
Implementation
 They may be given celebrity status, by giving them proper media coverage
 Documentary movies should be made on them, sponsered by government
 Various seminars should be held,on district and state levels under the guidance
of state and district authorities.
 Salaries should be increased in order to stop brain drain and to get more talented
individuals in R&D works.
 Other incentives should be given to research personals ,so as to make their job
attractive.

Reduce brain drain
Effects of brain drain:
 India loses $2billion each year due to emigration of computer experts.
 Indians contribute to the technical and economic advancement of most
of the developed countries while India itself is lagging behind.
 Most of the talented students of the best institutions of India leave the country for a
better job in foreign countries.
Some steps to reduce brain drain:
 students of the best government institutions,on whom the government spends so much,
should be made to fill a bond that they will serve the nation for atleast specified period
(say 5 years) ,and only then, if they wish ,they can work for another country or firm.
 motivational programs can be held in all the educational institutions to promote
research and innovation works for the nation.
 provide research scholars with proper lab facilities and also monetary support
 Centrally sponsered programs should be launched for bringing back those who have left
the country,and to make use of their talent for country’s growth.
 Scientist and other research scholars should be given celebrity status,by giving them and
their works proper media coverage,and for doing so media can be given some tax
relaxation.
 And more such steps can be taken to promote research works in India,rather than to do
so by going to foreign universities.
 Approximately 10% of the total number of physicians trained in the country go to
abroad.
 In 2010, India with an estimated stock of 11.4 million emigrants was the second
largest emigration country in the world.

and biotechnology go to the US after the
completion of their studies in India.

Modification in present education module
How to implement:
 syllabus should be revised in order to promote research and development
 Centrally controlled voluntary activities to promote research and development.
 R&D departments should be included and promoted in all colleges and schools .
 Parallel courses of research and innovation should be included in schools and
colleges
 Child innovation projects should be suitably rewarded.
 More of practical works should be stressed upon in engineering colleges.
Promotion of R&D through movies and celebrities
 Movies on lives of scientists, their innovations and on more such topics should be
encouraged by making them tax free.
 Inviting scientists and research scholars in award ceremonies of movies and
cricket matches, and on other popular platforms ,so as to make their profession
attractive and hence to draw in more youth in this sector.

NGO’S should be roped in to promote R&D
Organisation like UNESCO & other NGO’s should be set up at grass root levels to
promote scientific temperament among the masses. A model of such program is
shown below , in which, the local government bodies can participate actively.

Positive interference from leaders of various sectors
Political interference:
 some new legislations to promote and enhance R&D and to curb corruption in
this sector.
 proper central investment in this sector
Private business firms:
 companies can make more investment in its R&D departments , with incentives to
employees who perform well in this sector.
 staff rotation mechanism, temporary attachment to project teams, short term
contracts to make room for new talent pool in an organisation .
Educational professionals:
 scientists and other prominent personalities from various sectors have to be more
vocal for better infrastructure and facilities for R&D .
 They can take visiting lectures in various institutions and promote innovation.
Media :
 media can bring in limelight successful innovations and highlight neglected issues.
 Media can run campaigns to promote the importance of research and innovation
among the masses.

How can various research organisations turn brain
drain into brain gain
Put in place policies that motivate and identify high
potential talent, such as:
 Base reward and promotion on performance not
seniority.
 Have professional governance to avoid permanent
directors, board and senior staff.
 Create opportunities for young an mid-career
professionals to take responsibility
 Involve more young people and women in decision
making
 Create team environments that encourage good ideas
from all.
 Create opportunities for staff mobility and rotation.
 Donors – broaden their base of contacts and work in
regions and countries.
 Donors – support broader south-south and north-
south partnerships with new groups of people, beyond
the groups that have privileged access to donors and
donor agendas.

Challenges in promoting research and innovation
Conceptual challenges
Implementation challenges
 India being a developing country is facing many other shortages which need
immediate attention .
 Getting the necessary financial help seems to be difficult.
 Youth sees better future in other fields, and even for those who want to go in this
sector don’t find India to be a attractive destination to work in.
 Government and corporates don’t see any immediate profit from this.
 New legislations and curriculum design need a massive effort.
 High rate of unemployability makes the youth more interested in faster means of
income .
 High level of corruption at all levels is the most important implementation
challenge.
 Since the majority of Indian are from middle class families they can’t overcome
the greed of earning more money in foreign countries.

  • 2. 9/5/2013 Main reasons for India’s lagging behind in research and innovation investment in R&D sectors is much less than the requirement. 3.Lack of interest among students: very few students take research field as their careers. these issues are never a priority for political parties. : 4.Political involvement: 5.Education module: present module encourages students to work for MNC’s , private firm rather than to work for the country’s well being .
  • 3. 9/5/2013 SUCCESS MANTRA TO OPTIMIZE BRAIN GAIN Scientists, researchers and all highly skilled professsionals should be given their proper due to make their job more attractive and passional. Implementation  They may be given celebrity status, by giving them proper media coverage  Documentary movies should be made on them, sponsered by government  Various seminars should be held,on district and state levels under the guidance of state and district authorities.  Salaries should be increased in order to stop brain drain and to get more talented individuals in R&D works.  Other incentives should be given to research personals ,so as to make their job attractive.
  • 4. 9/5/2013 Reduce brain drain Effects of brain drain:  India loses $2billion each year due to emigration of computer experts.  Indians contribute to the technical and economic advancement of most of the developed countries while India itself is lagging behind.  Most of the talented students of the best institutions of India leave the country for a better job in foreign countries. Some steps to reduce brain drain:  students of the best government institutions,on whom the government spends so much, should be made to fill a bond that they will serve the nation for atleast specified period (say 5 years) ,and only then, if they wish ,they can work for another country or firm.  motivational programs can be held in all the educational institutions to promote research and innovation works for the nation.  provide research scholars with proper lab facilities and also monetary support  Centrally sponsered programs should be launched for bringing back those who have left the country,and to make use of their talent for country’s growth.  Scientist and other research scholars should be given celebrity status,by giving them and their works proper media coverage,and for doing so media can be given some tax relaxation.  And more such steps can be taken to promote research works in India,rather than to do so by going to foreign universities.
  • 5.  Approximately 10% of the total number of physicians trained in the country go to abroad.  In 2010, India with an estimated stock of 11.4 million emigrants was the second largest emigration country in the world. Percentage of foreign students for research and postgraduate courses in US  90% of post-graduates of genetic engineering and biotechnology go to the US after the completion of their studies in India.  About 25% of students from top engineering and management colleges leave India after the completion of their studies Some data we can see that Indians form the largest foreign group of research scholars in the US
  • 6. 9/5/2013 Modification in present education module How to implement:  syllabus should be revised in order to promote research and development  Centrally controlled voluntary activities to promote research and development.  R&D departments should be included and promoted in all colleges and schools .  Parallel courses of research and innovation should be included in schools and colleges  Child innovation projects should be suitably rewarded.  More of practical works should be stressed upon in engineering colleges. Promotion of R&D through movies and celebrities  Movies on lives of scientists, their innovations and on more such topics should be encouraged by making them tax free.  Inviting scientists and research scholars in award ceremonies of movies and cricket matches, and on other popular platforms ,so as to make their profession attractive and hence to draw in more youth in this sector.
  • 7. 9/5/2013 NGO’S should be roped in to promote R&D Organisation like UNESCO & other NGO’s should be set up at grass root levels to promote scientific temperament among the masses. A model of such program is shown below , in which, the local government bodies can participate actively. District offices NGOs Individual volunteers Central Management System School Government building Education camps Volunteer homes Working placesOrganiser Central system to manage the working of the programs
  • 8. 9/5/2013 Positive interference from leaders of various sectors Political interference:  some new legislations to promote and enhance R&D and to curb corruption in this sector.  proper central investment in this sector Private business firms:  companies can make more investment in its R&D departments , with incentives to employees who perform well in this sector.  staff rotation mechanism, temporary attachment to project teams, short term contracts to make room for new talent pool in an organisation . Educational professionals:  scientists and other prominent personalities from various sectors have to be more vocal for better infrastructure and facilities for R&D .  They can take visiting lectures in various institutions and promote innovation. Media :  media can bring in limelight successful innovations and highlight neglected issues.  Media can run campaigns to promote the importance of research and innovation among the masses.
  • 9. 9/5/2013 How can various research organisations turn brain drain into brain gain Put in place policies that motivate and identify high potential talent, such as:  Base reward and promotion on performance not seniority.  Have professional governance to avoid permanent directors, board and senior staff.  Create opportunities for young an mid-career professionals to take responsibility  Involve more young people and women in decision making  Create team environments that encourage good ideas from all.  Create opportunities for staff mobility and rotation.  Donors – broaden their base of contacts and work in regions and countries.  Donors – support broader south-south and north- south partnerships with new groups of people, beyond the groups that have privileged access to donors and donor agendas.
  • 11. 9/5/2013 Challenges in promoting research and innovation Conceptual challenges Implementation challenges  India being a developing country is facing many other shortages which need immediate attention .  Getting the necessary financial help seems to be difficult.  Youth sees better future in other fields, and even for those who want to go in this sector don’t find India to be a attractive destination to work in.  Government and corporates don’t see any immediate profit from this.  New legislations and curriculum design need a massive effort.  High rate of unemployability makes the youth more interested in faster means of income .  High level of corruption at all levels is the most important implementation challenge.  Since the majority of Indian are from middle class families they can’t overcome the greed of earning more money in foreign countries.
