Miami: Two people were killed and at least 20 injured Sunday when three
shooters fired indiscriminately into a crowd outside a concert in Miami,

New Delhi: Reiterating that vaccines are the path
to our victory against covid, PM Narendra Modi
said that India is moving forward with the pledge of
“service and cooperation” while maintining social
distancing and wearing masks. “The pandemic has
plagued the world, people have lost loved ones. Even
big countries were not spared. In the midst of this
pandemic, India is moving forward with the resolve
of service and cooperation,” he said in Mann ki Baat.
New Delhi: Addressing the “Mann Ki Baat” radio
programme, PM Narendra Modi thanked drivers
of cryogenic oxygen tankers, COVID warriors who
helped the country during the second wave of the
pandemic by working on a war footing. During
the programme, PM Modi conversed with a liquid
oxygen tanker driver Dinesh Upadhyay and Shirisha
Gajni, a loco pilot of Oxygen Express, who informed
him about the challenges they face in work.
New Delhi: PM Narendra Modi on Sunday appre-
ciated the farmers across the country and pointed
out that there was a record production of crops
even during the COVID pandemic. He said that
every sector but the agricultural produced record
crops. “Our country faced such a big crisis that

31. According to an offi-
cial release, the corona
curfew will continue in
20 districts that have
more than 600 active

abad,Gorakhpur,Muzaf-
farnagar, Bareilly
, Gau-
tam Buddha Nagar, Bu-

Baghpat, Moradabad,
Ghazipur, Bijnor, and
Deoria.
According to the
guidelines, in the re-
maining 55 districts,
shops will be allowed to

function with limited
attendance.
Coaching centres,

Traders Unhappy
Deep resentment seems
to be brewing among
traders associations in
the 20 districts where no
relaxation has been giv-

curfew. In fact traders

seeking relaxations in a
phased manner as their
business had been hit
and they had suffered
huge losses during the
month-long curfew.

UP DECKED UP FOR VAX DRIVE
UP has decked up its strategy to create more vax
centres to accelerate the Covid inoculation drive.
Recently, the administration passed orders to convert
Lucknow’s Chhota Imambara and Eidgah into vac-
cination sites, for the same. Mega centres are also
underway at KD Singh Babu and Ekana Stadium in
the capital to expedite the mass vax drive from June
1. The latest to be added to this list of new vaccina-
tion centres, is the sugar mills in Western UP. As per
reports, 8 vax centres have come up in the sugar
mills in Muzaffarnagar alone, for the benefit of local
cane farmers.

rolling out a scheme for
destitute children hit by
covid, the Uttar Pradesh
government said it has
identified2,000suchkids
from all over the state,
who will be given bene-
fits of the scheme.
“We have identified
2,000 children who will
be given direct benefits
of the Bal-Seva Yojana
announced by the State
government,” said
Chairman of Child Pro-
tection Commission, Dr.
Vishesh Gupta. The list
hasbeencompiledonthe
basis of data on desiti-
tutes below 10 years pro-
vided by child care
homes of Mathura, Luc-
know, Prayagraj, Agra,
Rampurof boththestate
andcentralgovernment.
Along with this, Kastur-
ba Gandhi Balika Vidya-
laya has also been told to
take care of the educa-
tion of minor girls.
He said to enable the
eligible children in the
state to get benefits,
monitoring work of this
scheme will be imple-

combat malnutrition in rural UP

63,000 self-help groups
(SHGs) of women are
procuring and packag-
ing dry ration consist-
ing of wheat, rice,
gram, pulses and edible
oil from National Agri-
cultural Cooperative
Marketing Federation
(Nafed) in all the devel-
opment blocks of 75 dis-
tricts of the state.
Dry rations are being
distributed from
1,64,714 Anganwadi
centres to 1,47,99,150
beneficiaries including
malnourished children
aged six months to
three years, pregnant
and lactating women
and teenage girls.About
6,30,000 women have got
employment through
the dry ration project
launched by the state
government. Anganwa-
diworkersandmembers
of SHGs have been en-
gaged in distribution of
nutritious food to mal-
nourished children and
pregnant women while
onlinemonitoringof the
distribution is also be-
ing done.Now, the gov-
ernment is also setting
up production units in
204 development blocks
of 43 districts under the
‘Recipe for best take
home ration’ scheme.

Mucormycosis cases.
The total case count in
the state has now
touched close 960.
At Lucknow based
King George Medical
University (KGMU), in
thelast24hours,11fresh
cases were reported
while the total number
of patients admitted
here are 211 till date.
Nine persons have
died in the last 24 hours
while the death toll has
reached 63 in the state.
At KGMU, 12 patients
who were earlier treated
of Covid19andlatercon-
tracted Mucormycosis,
wereoperatedupon.One
person died of the dis-
ease. She was identified
as65-year-oldresidentof
Arjun Ganj region of
Lucknow.
Importantly
, the UP
government has de-
clared black fungus as a
notifiable disease.
“A 65-year-old patient
of black fungus died
during treatment here,”
said a KGMU spokes-
person.
How to lower risk
of Mucormycosis?
Since during the Cov-
id-19 pandemic, cases of
Mucormycosis are on
the rise, experts sug-
gest that people
should try to
avoidareaswitha
lot of dust like
construction or
excavation sites.
If one can’t avoid
these areas, wear an N95
respirator to visit the
site. Avoid direct contact
with water-damaged
buildings and flood
water especially
after rains or nat-
ural disasters.
Avoid activities
that involve close
contact to soil or dust,
such as gardening. If
this isn’t possible,
Wear shoes, long pants,
and a long-sleeved shirt
when doing outdoor ac-
tivities.Doctorsalsosug-
gest wearing of gloves
when handling materi-
als such as soil, moss, or
manure. To reduce the
chances of developing a
skin infection, clean
skin injuries well with
soap and water, especial-
ly if they have been ex-
posed to soil or dust.

old COVID-19 patient,
who was also diagnosed
with black, white and
yellow fungal infections,
has passed away here,
the doctor treating him
said on Saturday
.
“Kunwar Singh was
under treatment but
passed away due to tox-
emia(bloodpoisoningby
toxins) at 7.30 pm on Fri-
day
,” Dr B P Tyagi, an
ENT (ear, nose, throat)
specialist at Harsh Hos-
pital in the city’s Raj Na-
gar area, told PTI.
ThedoctorsaidSingh,
alawyerfromSanjayNa-
gar in the city
, had ap-
proached him recently
with Covid conditions.
“The yellow fungus,
besides white and black
fungus, was detected
during endoscopy on
May 24,” Tyagi added
Meanwhile, he said
his hospital is treating
another 59-year-old man
from Muradnagar who
has also been detected
withyellowfungusinfec-
tions.
“The fungus in Rajesh
Kumar,aresidentof Mu-
radnagar, was detected
near his brain. Half of
his jaw has been re-
moved,” he said.
He too has toxemia but
the level of infection is
lesser than what Kun-
war Singh had, the doc-
tor said, adding that the
patient is on anti-fungal
medication.

Bhadohi: The health
department of Bhadohi
district, which is often
embroiled in contro-
versies, has found it-
self again in troubled
waters after news of
the department buying
oxygen cylinder for Rs.
52,000 instead of Rs
12,000 has come to the
fore.
The second wave of
corona virus infection
had brought the whole
state to a standstill and
the district of Bhadohi
was also one of the
highly affected dis-
tricts.
The health depart-
ment had designated
L-2 hospitals and 6 pri-
vate hospitals to pro-
vide medical facilities
to the people of the
state.
As the number of
cases were high during
the second wave, it was
decided to buy oxygen
cylinders to support
the demand.
The CMO of the dis-
trict was made respon-
sible for buying these
cylinders and the CMO
bought these cylinders
from an agency in the
district of Mirzapur at
Rs. 52,000 when at the
same time, the CMO of
Mirzapur had bought
these cylinders at Rs
12,000.
Even more surpris-
ing fact is that the cyl-
inders sent for refilling
were of nitrogen rath-
er than oxygen.
The oxygen filling
agency in Mirzapur
filled these cylinders
with oxygen and deliv-
ered it to the office of
the health department.

CLOTH MASK: The effectiveness of a normal
cloth mask will depend on its construction. Ac-
cording to experts, one should look for a mask
with at least three layers of fabric, ideally, mask
constructed from tight-weave 100% cotton cloth.
A typical cloth face mask “is probably at least 50
percent” protective, while “high quality masks
could be 80-95 percent protective, and even low-
quality masks made of very thin materials could
still be 10-20 per cent protective.

Experts says that prolonged use of N95 and surgical masks can cause adverse
effects such as headaches, rash, acne, skin breakdown, and impaired cognition.
As a third wave of COVID-19 is expected, and in preparation for future pan-
demics, it is imperative to identify solutions to manage these adverse effects.
Frequent breaks, improved hydration and rest, skin care, and potentially newly
designed comfortable masks are recommendations for future management of

Prime Minister Nar-
endra Modi’s seventh
year in office amidst
criticism of the government for
shortage of vaccines. The occa-
sion coincided with the prime
minister addressing the nation
through the 77th edition of his
Mann ki Baat. Modi talked of the
severity of “the worst pandemic
in 100 years” and how the coun-
try has been able to increase the
production of Liquid Medical
Oxygen from 900 metric tonnes
to 9,500 metric tonnes daily. He
also lauded frontline corona war-
riors, farmers, lab technicians,
citizens etc. He also highlighted
the strides made by his govern-
ment in these seven years.
The Congress was, however,
not impressed. Spearheading the
attack on the prime minister was
Rahul Gandhi who tweeted that
to fight the pandemic one needed
to have the right intention and
determination. On Modi’s claim
on achievements, the Congress
reminded him of “disasters” like
demonetization and GST.
However, a large section of
the populace may not share Con-
gress leaders’ views.

care of them. Yasmin Haque,
the India head of UNICEF,
summed up the situation.
“Such children are not only
living an “emotional trage-
dy”, but they are at high risk
of neglect, abuse and exploi-
tation,” she is reported to
have said.
The fear of abuse and ex-
ploitation is indeed high. So-
cial media platforms were
suddenly flooded with adop-
tion requests for adoption of
suchchildren.Althoughadop-
tion laws in the country are
tough,theirbreachbyunscru-
pulous elements cannot be

for adoption as they could be

A way has to be found that
such children reach safe
homes and loving adopted
parents. Government homes
can keep them in safe custody
until their adoption, but not

homes are ideal centres.
There have been quite a few
cases of children’s exploita-
tion and abuse by those run-
ning some of the centres.

RAJASTHAN CAN EMERGE AS A
MODEL STATE IN PUBLIC HEALTH
he COVID-19 pandemic has
shown how vital it is to have
a robust healthcare infra-
structure. States have a con-
siderable role in creating and
maintaining the healthcare
system. Over the last few
years, Rajasthan has consist-
ently endeavoured to im-
prove its health services with
public and private invest-
ments. The question is- Can
Rajasthan become a model
state with a strong and resil-
ient healthcare system?
Every year the State budg-
et contains important an-
nouncements on healthcare-
the budget for 2021-22 is no
different; health is the cen-
tral focus of the budget. It an-
nounced the ‘Rajasthan Mod-
el of Public Health’ compris-
ing preventive care, primary
care, and curative care to be
implemented as per WHO’s
norms. Towards this end, a
Universal Health Coverage
scheme for the entire popula-
tion of the State- perhaps the
first for any Indian state- was
announced. The ‘Chiranjeevi
Health Insurance Scheme’
with a cashless facility of Rs
5 lakhs per family was later
rolled out to fulfil the objec-
tive of universal coverage.
Other significant announce-
ments made were 25 Nursing
colleges at the district level,
8 Public Health Colleges at
the divisional level, ‘Hospital
Management Cadre’, ‘Right
to Health’ and a host of other
public health measures. With
several medical colleges
opened in the state, Ra-
jasthan would soon become
the first State in the country
where every district will
boast of a medical college-
this is no mean achievement.
During the second wave of
COVID-19, the Government
took steps towards installing
oxygen plants in hospitals,
free Covid treatment in gov-
ernment hospitals, distribut-
ing essential medicines and
opening several Covid cen-
tres. Before this, Mukhy-
amantri Nishulk Dava Yoja-
na, Mukhyamantri Nishulk
Janch Yojna, Janani Shishu
Suraksha Yojna, subsidized
food through Indira Rasoi Yo-
jana and many more pro-
grammes were launched.
The objective of all these ini-
tiatives is to reach out to the
most vulnerable and under-
privileged persons.
CRISIS HANDLING
Better preparedness and
strengthening of the health
infrastructure are the keys to
meeting any health crisis.
There is no dearth of success-
ful models in the country
.
Kerala has been lauded for its
robust and caring public
health infrastructure, which
helped reduce the State’s mor-
tality rates. Two places in Ma-
harashtra - Nandurbar dis-
trict and Brihanmumbai Mu-
nicipal Corporation (BMC)-
have done commendable
work at the local level during
the second wave of Covid-19.
Thereisalotof learningfrom
these models. Rajasthan has
been able to manage things
relatively better despite its
limited resources.
The State Government
should declare 2021-22 as the
year of health infrastructure
and start working post haste
for strengthening the same in
a time-bound manner.
DISTRICT ACTION PLAN
Each district is unique in
terms of the local resources
and potential for improve-
ment. Immediate mapping of
theexistinghealthinfrastruc-
ture should be carried out.
Based on this, an action plan
for improvement should be
prepared with resources re-
quired - hospital beds, ICU
beds, oxygen plants, ambu-
lances, medicines, human re-
sources- down to the PHC
level. Community participa-
tion can generate additional
resources at the district level,
and the state government can
do gap funding. Work done in
district Nandurbar can be the
guiding template for the dis-
tricts.ADistrict-levelEmpow-
ered Task Force under the
District Collector can be
formed to implement the plan
by 31 December 2021 (first
phase) and the remaining
work by 31 March 2022. A
State-level task force can
guide and oversee the imple-
mentation. A senior officer
should be made a full-time
NodalOfficerforthispurpose.
LONG TERM PLAN
India has one of the lowest
public health expenditures
globally - 1.26% of GDP in
2020-21, while most developed
countriesspend9-10%of GDP
,
the US is 16%, Brazil is 8%. As
pertheNationalHealthPolicy
2017, public spending on
health in India should be in-
creased to 2.5% of its GDP by
2025.Forthistohappen,States
must allocate 8% of their
budget to health (the average
figure for states is 5.4%, Ra-
jasthan appears to be 5.8% for
2021-22). And 70% of the state
health budget should go to-
wards primary healthcare.
Rajasthan can take the lead in
meetingthistwintargetwhich
will have a significant impact
on all the healthcare services.
A comprehensive plan is
needed to improve and sus-
tain the healthcare infra-
structure in the State. NITI
Aayog has started ranking
states in terms of their per-
formance based on 23 health
indicators. As per the second-
ranking of states in 2017-18,
Rajasthan ranks 16 with 43.10
points out of 100 (in 2015-16,
Rajasthan had ranked 20 out
of 21 large states).
The involvement of our
NRIs, particularly in health,
should be institutionalized
in a meaningful manner, now
that remote conferencing
and telemedicine have be-
come the new normal.
With visionary leadership,
constant focus on public
health, all-round efforts and
a participatory approach, Ra-
jasthan can, in the foreseea-
ble future, emerge as a Model
state in healthcare services
in the country
.

Dehradun: Border Roads Organisation (BRO)
on Sunday said that it has re-established the
Gunji-Kutti-Jolingkong axis on the India-China
border which is a critical route to the sacred Adi
Kailash Yatra. The axis is located at an average al-
titude of 14,000-feet and is subjected to massive
landslides. “65 Road Construction Company, part
of 765 Border Road Task Force of Project Hirak
was able to open the axis on 29 May this year as
compared to the axis being opened in Aug 2020
last year,” official statement by the BRO said.

faced the cyclone storm
bravely, PM Modi said.
At the time of the
disaster, people of the
Cyclone-affected states
showed courage and
fought the battle with
patience and discipline.
I humbly acknowledge
their efforts, he added.
I salute the people
who participated in the
relief and rescue opera-
tions during the cyclon-
ic storms, PM Modi
said. I express my
deepest condolences to
those who have lost

New Delhi: In a huge
relief to workers who
lost their earning mem-
ber to the COVID-19
pandemic, the Labour
Ministry on Sunday an-
nounced a slew of ben-
efits through ESIC and
EPFO schemes to ad-
dress the fear and anxi-
ety of such workers
about the well-being of
their family members.
The social security
cover by the Centre is
“sought to be provided
to the workers without
any additional cost to
the employer,” the min-
istry said.
Currently for the In-
sured Persons (IPs) un-
der ESIC, after death or
disablement of the IP
due to employment in-
jury a pension equiva-
lent to 90% of average
daily wage drawn by the
worker is available to
the spouse and widowed
mother for life long and
for children till they at-
tain the age of 25 years.

six states” with more
than 100,000 active cases
of the viral disease.
“Only 6 states with
more than one lakh ac-
tive Covid-19 cases (As

ments in Haridwar and

lakh RT-PCR tests were

trict from January 1 to
April 30 out of which
only 1,954 (0.2 per cent)
were positive.Citing an-
other reason why the
Kumbh Mela cannot be
considered a super-
spreader event, he said
out of over 16,000 police
personnel deployed in
the Kumbh Mela Kshet-
ra only 88 (or just a little
above 0.5 per cent) had
tested positive for Covid
by April 30.
“It is a fact worth tak-
ing note of as the secu-
rity personnel on duty
were directly dealing
with the crowds con-
verging at Har ki Pairi
and other Ganga ghats
for a holy dip in the riv-
er. In spite of that, a
very low percentage of
security personnel test-
ed positive,” Sanjay
Gunjyal said.

Maharashtra CM Ud-
dhav Thackeray an-
nounced that the re-

state to curb the spread
of the infection will be
extended till June 15.
He said that the state
government will take
stock of the situation in
each district and may
tighten or relax the
curbs in specific areas.
“I don’t know when and
what date the third
wave will come. So we
should not let our guard
down,” he said. “In the
last three-four days, the
numbers matched the
peak of the last wave.
But one good thing is
the recovery rate which
is now 92 per cent,” Ma-

director UP Cooperative Bank
Bhupendra Kumar and four other
retired officers for their alleged
involvement in appointment scam
in the cooperative department.
The departmental action will be
taken against retired officers for
their complicity in the scandal. As

against officers within four years of
the retirement. Bhupendra Kumar
is the second MD who has been
found involved in the scam. Earlier

the viral video two
people are seen, one
of them wearing a
PPE kit, throwing the
body in river from the
bridge. Taking cogni-
zance of the viral vid-
eo, district adminis-
tration swung into
action and ordered
investigation of in the
incident. A case has
been lodged against
Sanjay Kumar, neph-
ew of Corona-infected
deceased Premnath
Mishra (68), resident
of Shohratgarh, and
another person under
sections of Epidemic
Act and Disaster Man-
agement in Dehat Kot-
wali.
According to Dr AP
Mishra, Nodal officer
of L-2 Joint District
Hospital, Balrampur,
the deceased Prem-
nath was admitted to
L-2 Hospital Joint Dis-
trict Hospital, Bal-
rampur on May 25.
During treatment he
died during late even-
ing hours of May 28.
On May 29 afternoon,
the family arrived to
take his body. The
family asked the driv-
er of the vehicle to
take the body at the
Sisai Ghat on Rapti
River for performing
the last rites.
On this, the health
workers removed the
dead body and provid-
ed a PPE kit to the
family. The family
members threw the
body from the bridge
into the Rapti river.
However the video of
the entire incident
went viral on social
media after which the
Health department
and administration
came into action.

“She is presently
staying in the US and
studying at the Huyen
Trang Temple (Monas-
tery), New Caney, Tex-
as,” GBU’s School of
Buddhist Studies and
Civilization faculty
member Arvind Singh
said. Apprised of the
pandemic situation in
the region, the GBU
alumni had contacted
her teacher and ex-
pressed a wish to help
the region financially
.
The teacher then
asked her to instead
help the Jewar MLA in
procuring medicines
and equipment that
could be used in the lo-
cal healthcare centres,
some of which have
been converted into
Covid care facilities by
the lawmaker’s efforts
and support from state
government and pri-
vate partners.
“She was also told to
make the payments to
the vendor directly in-
stead of sending it to
someone else. Some in-
verters have been pur-
chased by her which
would be used for power
backup for oxygen con-
centrators at primary
health centres in Rabu-
pura and Jahangirpur,”
the BJP MLA said.
The lawmaker had
earlier this week writ-
ten to industrialists of
the region seeking their
support in ramping up
healthcare infrastruc-
ture in Community
Health Centres (CHCs)
and Public Health Cen-
tre (PHC) in his constit-
uency, predominantly a
rural area some 75 km
from Delhi in western
Uttar Pradesh.
Meanwhile, the Noi-
da Authority also pro-
vided 20 oxygen concen-
trators for healthcare
facilities in Jewar, the
MLA said.

preparations to contain
the possible third pan-
demic wave which is
likely to affect the chil-
dren at a time when the
state may also face an-
nual outbreak of Japa-
nese encephalitis (JE) in
Purvanchal. The gov-
ernment has thus
planned to effectively
tackle both in next few
months.
Chief minister Yogi
Adityanath said that
when the monsoon sea-
son is going to start soon
east UP could face resur-
gence of JE. He said the
medical experts have
talkedaboutoutbreakof
third wave of Covid 19
that could affect the chil-
dren.
Thus under pro-active
policy of surveillance
about the twin threat
would simultaneously
have to be taken. During
his last visit to Gorakh-
pur, Deoria, Kushinagar,
Sidhdharth Nagar and
Basti, the chief minister
also reviewed the prepa-
rations for containing
JE. Special instructions
have been issued about
setting up of paediatric
intensive care unit
(PICU)insensitiveareas
where twin danger is
possible. Other districts
have also been asked for
setting up of PICU. The
state government hopes
that its past experience
in tackling JE would
help in containing the
third wave also.
Aftercomingtopower
in 2017 Adityanath had
made special efforts in
containing annual out-
break of JE in Purvan-
chal and succeeded in
his efforts to a large ex-
tent. The government
has started preparation
on war footing to estab-
lish PICU and neo natal
intensive care units in
all medical colleges in
the state. In this connec-
tion the government has
planned 100-bed PICUs
in hospitals at the divi-
sional headquarters and
25-bed PICUs at the dis-
trict headquarters. Med-
ical experts have veered
round the view that chil-
dren would be vulnera-
bletopossiblethirdwave
that is being feared in
September-October.
Yogi said that the gov-
ernment had been fol-
lowing proactive policy
in the fight against the
pandemic. He said the
governmenthadalready
brought down JE cases
by75% anddeathrateby
95% among children.
“We will use our experi-
ence in tackling JE to
protect out children
from a possible third
wave, he said in Deoria.
Yogi further said he
would continue to re-
view the preparations in
the JE-affected districts
of Deoria, Kushi Nagar,
Basti and Sidhdharth

The risk of infection
had increased as bodies
buried in sand were be-
ing dug up by dogs and
dragged to river side.
Taking cognizance of
the same, district ad-
ministration came into
action on May 12. After
the matter reached the
government, District
Magistrate Ravindra
Kumar asked SDM

Dayashankar Pathak
and SDM (Bindki) Pri-
yanka in Fatehpur to
get the map of the area
checked by Revenue
team.
In its report, the
Bighapur SDM men-
tioned the sand dunes to
be in Bindki Tehsil bor-
der of Fatehpur dis-
trict. The officers of
Fatehpur and Unnao
had got the bodies cov-
ered by sand after re-
moving cloth on the
mounds. After this, the
DM prohibited burial
of bodies on river bank.

Dry rations are being distributed from 1,64,714 Anganwadi centres to 1,47,99,150 beneficiaries including malnourished children aged six months to three years, pregnant and lactating women and teenage girls.About 6,30,000 women have got employment through the dry ration project launched by the state government. The total case count in the state has now touched close 960. At Lucknow based King George Medical University (KGMU), in thelast24hours,11fresh cases were reported while the total number of patients admitted here are 211 till date. Nine persons have died in the last 24 hours while the death toll has reached 63 in the state. At KGMU, 12 patients who were earlier treated of Covid19andlatercon- tracted Mucormycosis, wereoperatedupon.One person died of the dis- ease. She was identified as65-year-oldresidentof Arjun Ganj region of Lucknow. Importantly , the UP government has de- clared black fungus as a notifiable disease. “A 65-year-old patient of black fungus died during treatment here,” said a KGMU spokes- person. How to lower risk of Mucormycosis? Since during the Cov- id-19 pandemic, cases of Mucormycosis are on the rise, experts sug- gest that people should try to avoidareaswitha lot of dust like construction or excavation sites. If one can’t avoid these areas, wear an N95 respirator to visit the site. Avoid direct contact with water-damaged buildings and flood water especially after rains or nat- ural disasters. Avoid activities that involve close contact to soil or dust, such as gardening. If this isn’t possible, Wear shoes, long pants, and a long-sleeved shirt when doing outdoor ac- tivities.Doctorsalsosug- gest wearing of gloves when handling materi- als such as soil, moss, or manure. Half of his jaw has been re- moved,” he said. He too has toxemia but the level of infection is lesser than what Kun- war Singh had, the doc- tor said, adding that the patient is on anti-fungal medication. The second wave of corona virus infection had brought the whole state to a standstill and the district of Bhadohi was also one of the highly affected dis- tricts. The health depart- ment had designated L-2 hospitals and 6 pri- vate hospitals to pro- vide medical facilities to the people of the state. As the number of cases were high during the second wave, it was decided to buy oxygen cylinders to support the demand. The CMO of the dis- trict was made respon- sible for buying these cylinders and the CMO bought these cylinders from an agency in the district of Mirzapur at Rs. 52,000 when at the same time, the CMO of Mirzapur had bought these cylinders at Rs 12,000. Even more surpris- ing fact is that the cyl- inders sent for refilling were of nitrogen rath- er than oxygen. The oxygen filling agency in Mirzapur filled these cylinders with oxygen and deliv- ered it to the office of the health department. District Magistrate Ar- yka Akhauri upon re- ceiving information about the huge differ- ence in the procure- ment of the oxygen cyl- inders handed over the investigation to CDO Bhanu Pratap Singh. Modi talked of the severity of “the worst pandemic in 100 years” and how the coun- try has been able to increase the production of Liquid Medical Oxygen from 900 metric tonnes to 9,500 metric tonnes daily. He also lauded frontline corona war- riors, farmers, lab technicians, citizens etc. He also highlighted the strides made by his govern- ment in these seven years. The Congress was, however, not impressed. Spearheading the attack on the prime minister was Rahul Gandhi who tweeted that to fight the pandemic one needed to have the right intention and determination. On Modi’s claim on achievements, the Congress reminded him of “disasters” like demonetization and GST. However, a large section of the populace may not share Con- gress leaders’ views. Yasmin Haque, the India head of UNICEF, summed up the situation. “Such children are not only living an “emotional trage- dy”, but they are at high risk of neglect, abuse and exploi- tation,” she is reported to have said. The fear of abuse and ex- ploitation is indeed high. There have been quite a few cases of children’s exploita- tion and abuse by those run- ning some of the centres. Although adoption laws in the country are tough, their breach by unscrupulous elements cannot be ruled out E RAJASTHAN CAN EMERGE AS A MODEL STATE IN PUBLIC HEALTH he COVID-19 pandemic has shown how vital it is to have a robust healthcare infra- structure. States have a con- siderable role in creating and maintaining the healthcare system. Over the last few years, Rajasthan has consist- ently endeavoured to im- prove its health services with public and private invest- ments. The question is- Can Rajasthan become a model state with a strong and resil- ient healthcare system? Every year the State budg- et contains important an- nouncements on healthcare- the budget for 2021-22 is no different; health is the cen- tral focus of the budget. It an- nounced the ‘Rajasthan Mod- el of Public Health’ compris- ing preventive care, primary care, and curative care to be implemented as per WHO’s norms. Towards this end, a Universal Health Coverage scheme for the entire popula- tion of the State- perhaps the first for any Indian state- was announced. The ‘Chiranjeevi Health Insurance Scheme’ with a cashless facility of Rs 5 lakhs per family was later rolled out to fulfil the objec- tive of universal coverage. Other significant announce- ments made were 25 Nursing colleges at the district level, 8 Public Health Colleges at the divisional level, ‘Hospital Management Cadre’, ‘Right to Health’ and a host of other public health measures. With several medical colleges opened in the state, Ra- jasthan would soon become the first State in the country where every district will boast of a medical college- this is no mean achievement. During the second wave of COVID-19, the Government took steps towards installing oxygen plants in hospitals, free Covid treatment in gov- ernment hospitals, distribut- ing essential medicines and opening several Covid cen- tres. Before this, Mukhy- amantri Nishulk Dava Yoja- na, Mukhyamantri Nishulk Janch Yojna, Janani Shishu Suraksha Yojna, subsidized food through Indira Rasoi Yo- jana and many more pro- grammes were launched. The objective of all these ini- tiatives is to reach out to the most vulnerable and under- privileged persons. CRISIS HANDLING Better preparedness and strengthening of the health infrastructure are the keys to meeting any health crisis. There is no dearth of success- ful models in the country . Kerala has been lauded for its robust and caring public health infrastructure, which helped reduce the State’s mor- tality rates. Two places in Ma- harashtra - Nandurbar dis- trict and Brihanmumbai Mu- nicipal Corporation (BMC)- have done commendable work at the local level during the second wave of Covid-19. Thereisalotof learningfrom these models. Rajasthan has been able to manage things relatively better despite its limited resources. The State Government should declare 2021-22 as the year of health infrastructure and start working post haste for strengthening the same in a time-bound manner. DISTRICT ACTION PLAN Each district is unique in terms of the local resources and potential for improve- ment. Immediate mapping of theexistinghealthinfrastruc- ture should be carried out. Based on this, an action plan for improvement should be prepared with resources re- quired - hospital beds, ICU beds, oxygen plants, ambu- lances, medicines, human re- sources- down to the PHC level. Community participa- tion can generate additional resources at the district level, and the state government can do gap funding. Work done in district Nandurbar can be the guiding template for the dis- tricts.ADistrict-levelEmpow- ered Task Force under the District Collector can be formed to implement the plan by 31 December 2021 (first phase) and the remaining work by 31 March 2022. A State-level task force can guide and oversee the imple- mentation. A senior officer should be made a full-time NodalOfficerforthispurpose. LONG TERM PLAN India has one of the lowest public health expenditures globally - 1.26% of GDP in 2020-21, while most developed countriesspend9-10%of GDP , the US is 16%, Brazil is 8%. As pertheNationalHealthPolicy 2017, public spending on health in India should be in- creased to 2.5% of its GDP by 2025.Forthistohappen,States must allocate 8% of their budget to health (the average figure for states is 5.4%, Ra- jasthan appears to be 5.8% for 2021-22). And 70% of the state health budget should go to- wards primary healthcare. Rajasthan can take the lead in meetingthistwintargetwhich will have a significant impact on all the healthcare services. A comprehensive plan is needed to improve and sus- tain the healthcare infra- structure in the State. NITI Aayog has started ranking states in terms of their per- formance based on 23 health indicators. As per the second- ranking of states in 2017-18, Rajasthan ranks 16 with 43.10 points out of 100 (in 2015-16, Rajasthan had ranked 20 out of 21 large states). The involvement of our NRIs, particularly in health, should be institutionalized in a meaningful manner, now that remote conferencing and telemedicine have be- come the new normal. With visionary leadership, constant focus on public health, all-round efforts and a participatory approach, Ra- jasthan can, in the foreseea- ble future, emerge as a Model state in healthcare services in the country . The gov- ernment has thus planned to effectively tackle both in next few months. Chief minister Yogi Adityanath said that when the monsoon sea- son is going to start soon east UP could face resur- gence of JE. He said the medical experts have talkedaboutoutbreakof third wave of Covid 19 that could affect the chil- dren. Thus under pro-active policy of surveillance about the twin threat would simultaneously have to be taken. During his last visit to Gorakh- pur, Deoria, Kushinagar, Sidhdharth Nagar and Basti, the chief minister also reviewed the prepa- rations for containing JE. Special instructions have been issued about setting up of paediatric intensive care unit (PICU)insensitiveareas where twin danger is possible. Other districts have also been asked for setting up of PICU. The state government hopes that its past experience in tackling JE would help in containing the third wave also. Aftercomingtopower in 2017 Adityanath had made special efforts in containing annual out- break of JE in Purvan- chal and succeeded in his efforts to a large ex- tent. The government has started preparation on war footing to estab- lish PICU and neo natal intensive care units in all medical colleges in the state.
