RAJ GOVT INCREASES DA OF THE
STATE STAFF FROM 17 TO 28 PC
Jaipur: The Rajasthan government has decided to increase
the dearness allowance of state employees and pensioners
from 17% to 28%. “It has been decided to increase the
dearness allowance of Rajasthan government employees
and pensioners from 17% to 28%,” Gehlot said in a tweet.
He said that this rate of dearness allowance will be valid
from July 1, 2021. Gehlot said that the state government
would spend about Rs 4,000 crore annually on this decision
to support employees despite difficult times of Covid.

New Delhi: The farmer, who died in the Republic Day
violence that broke out during the tractor rally against
the Centre’s farm laws, succumbed to a serious head
injury, not a bullet, a panel of doctors who studied the
man’s post mortem report has confirmed. The report
was studied by doctors of the Maulana Azad Medical
College in Rampur and has been submitted to the Delhi

New Delhi: Union Home Secretary Ajay Bhalla in his
letter directed Chief Secretaries and Administrators
of State/UTs on Wednesday to continuously focus
on the five-fold strategy for effective management
of COVID-19 i.e. Test-Track-Treat-Vaccination and
adherence to COVID appropriate behaviour. Assert-
ing that the second wave of COVID is not yet over,
the letter said, “We ought to remember that while
the reach of vaccination is increasing considerably,
there is no room for complacency and hence COVID
appropriate behaviour must continue in line with our
philosophy of ‘Dawai bhi, Kadaai bhi.’ Bhalla also
advised people to guard against complacency.

Centre hikes DA to 28%
for central employees
New Delhi: The Union
Cabinet headed by
Prime Minister Naren-
dra Modi on Wednesday
approved a steep hike in
dearness allowance
(DA) and dearness re-
lief (DR) to 28 per cent
from 17 per cent, Union
Minister Anurag
Thakur announced.
The hike in DA and
DR rates will be effec-
tive from July 1, 2021,
the minister said adding
that this move will im-
pact 48.34 lakh central
government employees
and 65.26 lakh govern-
ment pensioners.
“The DA rate which
was 17 per cent earlier,
has been risen by 11 per
cent to 28 per cent,” the
minister said.
Till now, central gov-
ernment employees
used to get DA of 17 per
cent on their basic sal-
ary
. Last year, the Cabi-
net had approved a 4 per
cent hike in DA for cen-
tral employees, which
was supposed to be ef-
fective from January 1,
2021. However, in April
2020, the increment was
stalled due to the pan-
demic.
The rise in the rate of
DA and DR will have an
additional annual bur-
den of around Rs 34,401
crore on the exchequer,
Thakur said.
The DA and DR in-
stallments are due for
four periods namely
January 1, 2020, July 1,
2020, January 1, 2021,
and July 1, 2021.
However, Thakur
said that the rate of
DA and DR from Janu-
ary 1, 2020 to June 30,
2021 shall remain at 17
per cent.

Bharatpur: A 34-year-old man and his wife allegedly
died by suicide by consuming poison in Bharatpur
district, police said on Wednesday. Deepak Bansal
and his wife Neeshu, aged around 30, had a quarrel
on Tuesday night, following which they consumed
celphos tablets. They were rushed to the district
hospital where they died. They were living in Nadiya
mohalla under Kotwali police station. Their seven-
year-old daughter was at her maternal grandmoth-
er’’s home when the incident occurred, police said.

Jaipur: In a meeting of the Empowered Commit-
tee on Wednesday, Rs 10 crore for Police De-
velopment Fund was approved. DGP ML Lather,
who chaired the meeting, said this fund would be
used for investigation facilities and convenience
of the middle class. He further said that approval
for Rs 3 crore for furniture in the police stations
and setting up a drill nursery in Rajasthan Police
Academy will also be used from this fund.

girl in Chattargarh
area was raped by a
neighbouring youth.
When the villagers
came to know about
the incident, the girl
died by suicide by
jumping into the canal
fearing slander. The ac-
cused identified as
Imam Khan has es-
caped and is being
searched. The accused
raped her repeatedly
after intimidating her,
the police said.
When the victim’s
family came to know
about this, they went to
the accused’s house to
rebuke him where
neighbours gathered
and a panchayat was
held. An apology was
also given on behalf of
the accused side who
requested not to take
any action.
When the villagers
came to know about
the incident, the girl
died by suicide on July
11. On July 12, the fam-
ily reached the police
station and the girl’s
father filed a case of
rape and abetment to
suicide against Imam
Khan, the police said.

his office, police said on

The woman filed the
complaint with the
Kota SP, alleging sexual

Jodhpur: A case of gang-rape with a 14-year-old
girl has been reported in a village of Jodhpur. The
three accused threatened to make a video viral and
locked the victim in a warehouse and raped her. On
the report of the girl’s father, the police filed a case
under POCSO Act. Her father alleged that Moham-
mad Qadir along with two of his friends raped her 3
days ago. The accused also threatened to kill her.

Jaipur: With the start of the monsoon in
Rajasthan, the Shekhawati and Alwar belt
of northern Rajasthan received heavy rains.
The lighting cases in the rainfall area are
still active. According to the Met dept, Sikar
received 60 mm, 28 mm in Churu, 28 in
Jhunjhunu’s Pilani, 5 in Jodhpur, and 4 mm
in Ajmer on Wednesday. Nagaur and Chittor-
garh received heavy rain in the late evening.
In Jaipur, the climate is humid but it did not
rain much in the city areas. The MET dept
has predicted rain in the state next week and
issued an alert in Bikaner, Hanumangarh,
Churu, Ganganagar, Nagaur, Jodhpur, Sikar,
and Jhunjhunu on July 17-18. On July 15-16,
a lightning warning has been issued in Alwar,
Bharatpur, Sikar, Kota, Baran, Bundi, Jaipur,
Barmer, and Jalore along with light rain.

Dearth of vaccines! Raj calls
for extra doses from Centre

Jaipur: Health Minis-
ter Dr Raghu Sharma
on Wednesday said that
there is a shortage of
Covid vaccines in the
state and the Centre
must provide an ade-
quate supply of doses.
“There is a COVID
vaccine shortage in Ra-
jasthan. Whatever stock
we receive, we use it.
When it exhausts, we
have to put up a board
that there is no availa-
bility of vaccine and
sites will be closed. We
have constantly been
telling the Centre,” said
Dr Sharma. According
to him, CM Ashok Ge-
hlot had written a letter
to PM Narendra Modi
highlighting that in the
month of July, 1.5 crore
vaccines would be re-
quired.
“We have the capaci-
ty to vaccinate 15 lakh
people per day so it
would be better if we
receive doses in ad-
vance for at least four
days. To vaccinate the
people of Rajasthan,
the Centre will have to
provide adequate sup-
ply,” said the health
minister.

of the people, the politics be-
tween Centre  States over
shortage of vaccines. Delhi,
Tamil Nadu, Punjab,
Jharkhand have complained
of vaccine shortage but, like
his predecessor Harshvard-
han, Union Health Minister
Mansukh Mandavia has re-
butted the charge.

his week, we shall talk about
the twenty-one armies on the
Pandava side. Together they
constituted seven Ak-
shauhinis (divisions). The
Kauravas managed to raise
an even larger army of elev-
en Akshauhinis . Therefore,
it was not just the number –
but also the battle formations
that played the critical role,
and it also shows how ad-
vanced the military state-
craft was. But for the column
today, let us list the armies –
and then we will also try to
indicate on the map where
these kingdoms were located
with reference to the Indian
subcontinent today
.
The twenty one armies in-
cluded the Panchalas, the So-
makas, Kumtirastra, Cheddi,
two Matsyas-, Karusha, Ke-
kaya, Pandya, Chola, Chera,
Kasi, Ashmaka, Kulinda, Pa-
tachchara, Srinjaya, Malla,
Ashwamedha, Vrishnis,
Dravida, two Nishad king-
doms, one faction of the Kam-
boj, Ulluka, Kumara, Prab-
hadraka, Rakshasa and Na-
gas. We therefore see that
both the armies received sup-
port from all corners of
Bharat – in the case of Panda-
vas - their allies stretched
from the Ulluka and Kamboja
kingdom in the North to the
Dravidas in the South, Rak-
shasas and Nagas in the east,
besides of course the Yada-
vas, whose territories extend-
ed from Mathura to Dwarka.
The foremost ally of the
PandavaswerethePanchalas.
The Panchala territory was
adjacent to the Kuru territory
– the area corresponding to
the large tract from Kuruk-
shetra and including In-
draprastha and Hastinapur.
The Kurus were close to the
banks for the Yamuna – ety-
mologically the term Yadav
comes from Yamuna – but
their territory also touched
the Ganga. Panchalas occu-
pied the territory between the
Ganga and the Saryu rivers.
Panchalas were the closest
among all the allies of the
Pandavas in the Kurukshetra
War. Panchala prince
Dhrishtadyumna was the
commander-in-chief for the
whole of the Pandava
army
. Srinjayas and Somakas
were tribes allied to the Pan-
chalas by kinship, and con-
nected to the various branch-
es of the same royal lineage.
They lived in the various
provinces of the Panchala
kingdom. Moreover, the So-
maka prince Sutasoma was
the son of Bhima, the second
Pandava. The Prabhadraka
tribe were also an extended
arm of the Panchalas – they
were a guerrilla force - an
elite group employed in the
Kurukshetra War and made
excellent bodyguards to the
army commanders.
The Matsya kingdoms of
Virat and his relatives – cor-
responding to the present-
day Rajasthan with parts of
Madhya Pradesh were also
fighting on the side of the
Pandavas. The fact that his
daughter Uttara was married
to Abhimanyu made them a
firm ally of the Pandavas. Si-
supala, the ruler of Cheddi
which corresponds to pre-
sent day Gwalior was initial-
ly aligned to the Kauravas
because of his strong enmity
with Krishna, but after– but
after Sisupala’s death, his
son Dhristaketu was on the
side of the Pandavas.
Like the Cheddi rulers, Ke-
kayas had initially supported
the Kauravas, but the arro-
gance and greed of Kauravas
made them switch sides. The
Kekaya territory corre-
sponds to Dera Ghazi Khan,
the Punjab frontier of Paki-
stan Likewise, Vrihanta, the
king of their northern neigh-
bors Ulluka – although a part
of the Bahalika federation –
next to river Ravi (then called
Iravati) chose to side with the
Pandavas. The Kamboja tribe
also aligned themselves with
the Pandavas and sent six
thousand of their ace sol-
diers to the battlefield of Ku-
rukshetra.
One must bear in mind
that the Kauravas were the
dominant ruling dynasty-
and had longer and deeper
relations as Dhritrashtra and
Duryodhana had been rulers
for decades, compared to the
Pandavas – who had just
stepped into the world of sov-
ereigns, and were dependent
more on goodwill and Dhar-
ma – rather than realpolitik.

New Delhi: India and
China have agreed that
solving the border row
should be prioritised as
“a prolongation of the
existing situation was

ther side”, the govern-
ment said today in a
statement after a meet-
ing between Foreign
Minister S Jaishankar
and his Chinese coun-
terpart Wang Yi. “...It

Panel for
OBC gets
extension
New Delhi: The Union
Cabinet on Wednesday
approved the exten-
sion of the term of the
Commission consti-
tuted under Article 340
of the Constitution to
examine the issue of
sub-categorisation within
Other Backward Classes
(OBCs) in the Central list
by six months. As per
an official release, this is
the eleventh extension of
the term of the Commis-
sion and will come into
effect beyond July 31 and
up to January 31, 2022.
The Centre said that the
proposed extension of
tenure and addition in its
terms of reference will
enable the “Commission”
to submit a comprehen-
sive report on the issue of
sub-categorisation.
CABINET EXTENDS BY 5 YRS, SCHEME FOR
DEVELOPING INFRA FOR JUDICIARY
New Delhi: With several courts still functioning on rented premises, the Union
Cabinet Wednesday approved a five-year extension for a centrally sponsored
scheme for developing infrastructure for the judiciary, a statement said. The
Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for
Judiciary has been in operation since 1993-94. An official statement said that in
the extended term, it would continue from April 1, 2021 to March 31, 2026 during
which Rs 9,000 crore would be spent with the Central share of Rs 5,357 crore,
including Rs 50 crore for the Gram Nyayalaya Scheme.

New Delhi: The Delhi High Court on Wednesday issued notices to Centre, SEBI (Se-
curities and Exchange Board of India) and others regarding crypto-currency advertise-
ments. The court notice came over a plea seeking direction to take effective steps and
issue appropriate guidelines/rules against Indian crypto-asset exchanges advertising
on national television without adequate standardized disclaimers. The Plea stated that
crypto-currencies are inherently riskier than other equity products.

plea seeking direction for
the refund of Classes X and
XII examination fees that
were cancelled this year due
to the ongoing COVID-19.
New Delhi: The Supreme Court Thursday agreed to
examine a fresh plea by a former army officer chal-
lenging the Constitutional validity of the sedition law
on the ground that it causes “chilling effect” on speech
and is an unreasonable restriction on free expression,
a fundamental right. A bench comprising Chief Justice
N V Ramana, A S Bopanna and Hrishikesh Roy directed
the petitioner to serve a copy of the plea to the Attor-
ney General K K Venugopal. The plea, filed by Major-
General S G Vombatkere (Retd) submitted that Section
124-A of the Indian Penal Code, which deals with the
offence of sedition, is wholly unconstitutional.

It has also advised

Section 66A should be
immediately with-
drawn. Last week, the
apex court had termed
the continued use of
Section 66A by law en-
forcement agencies of
various states despite
the provision being
struck down by the
court in 2015 — as “a

fairs” and sought a re-
sponse from the Centre.
Section 66A empow-
ered police to make ar-
rests over what police-
men, in terms of their
subjective discretion,

sive” or “menacing” or

ing annoyance, incon-
venience, etc. It pre-
scribed the punishment
for sending messages

any other communica-

ID-19 wave, nurses at
the All India Institute
of Medical Sciences
(AIIMS) in Delhi are un-
dergoing a three-day
training programme at
the hospital's pediatric
department.
The rotational train-
ing programme began
on July 12 and was done
in 3 batches over 3 days,
as per sources. They
added that training will
be imparted to nurses
from all wards of the
hospital's COVID-19 de-
partment. AIIMS Delhi
College of Nursing is

gramme. During the
devastating second
COVID-19 wave earlier
this year, the country
saw children getting af-
fected, of which a few
were severely affected.
Pediatric departments
of hospitals also report-
ed post-COVID symp-

which hospitals had to
pay special attention.
A few weeks ago, a
joint survey by the
WHO and AIIMS found
that sero-prevalence
was 55.7 per cent in the

Jaipur: The bench of Justice Inderjeet Singh issued
notices on the writ petition and stay application
effecting the stay on the operation of order dated 27
May. The court directed the State to let the petition-
ers continue their services as GNM (nurse grade
2) from their initial places of posting and draw
their salaries. The counsels Aditya Jain and Neha
Gyamlani informed the court that earlier this court
also allowed the similar plea. Petitioners Gulab
Singh challenged the decision of CMHO, Bharatpur
through which the appointment of GNM (Nurse
grade 2) was terminated arbitrarily earlier.

2 COPS WHO SERVED IN CMs’ SECURITY CRACK RAS
Two persons who served in the
CM security have cracked the
RAS exam. Sub-inspector Devi
Lal of Jaipur, who got the 30th
rank, became a police constable
in 2006 and he didn’t know the
full form of RAS that time. Devi
Lal said that neither he was very
promising in school, nor had ever
been a topper. “I dreamt of get-
ting a government job,” he said.
He served in the CM security and
saw RAS officers that inspired
him. Similarly, Laxmi Chand
Meena, serving as sub-inspector
in CM security staff, was suc-
cessful in RAS despite the long
working hours and secured 12th
rank in the ST category.

Dausa: A contractual
worker under the EO

kept on collecting Rs

application illegally
for a long time. Acting
on the clue, he was
nabbed by the Dausa
ACB red-handed. In the
proceedings, contract
computer operator
Sumit Sharma was ar-
rested red-handed with
Rs 1,600 in cash. To
make new ration cards
or for the amendments
in the existing rations,
Sumit took Rs 100 per
ration card illegally

man, who had done love
marriage eight years
ago, attacked his wife
and two daughters with
a knife. The seven-year-
old eldest daughter
Annu was killed in the
attack. Five-year-old
daughter Angel and
wife Kavita, 27, are
struggling for life. After
the attack on the family
living in Kharwa vil-
lage on Ajmer-Beawar
highway, the man Ajit
Cheeta, a resident of
Bhawanipura Road Col-
ony, attempted suicide,
but survived. All three
have been admitted to
the hospital in Beawar.
Police said the wife was
ill for few days because
of which he had to do
all the household
chores. He was troubled
by so many responsi-
bilities along with un-
employment, said Bea-
war Sadar SHO Suren-

lat, Rajasthan State Le-
gal Services Authority’s
Chairman Justice San-
geet Lodha has lauded
the officers and employ-
ees of all judicial, bank
and insurance, district
legal services authority
and courts, including
all the concerned stake-
holders. Shalini Mehri-
shi, Special Secretary
of the authority said
the cases were heard
both online and offline.

were set up in the state

Ajmer: The ACB trap case involving two
members from the Board of Revenue Ajmer got
a big relief from the High Court. The court of
Justice Devendra Kachhawah accepted the bail
application and granted bail to the suspended
RAS Sunil Kumar. However, state advocate
Mangal Singh Saini opposed the bail. The bail
was granted on the basis of non-demand in the
transcript. Apart from this, the bail petition of
other suspended RAS BL Mehrada and broker
Shashikant Sharma was also heard. The bail
petition of these two will now be heard in the
High Court after a week.

port have started deliv-
ering results with the
state government giv-
ing instructions to allot
1,250 acres of land free
of cost for proposed
greenfield airport in
Shambhupura in Kota.
As soon as the Dis-
trict Collector received
the letter from the Joint
Secretary of Civil Avia-
tion, the process of al-
lotment of land started.
Birla spoke to the CM
Ashok Gehlot about the
land allotment. Shortly
after this, the state gov-
ernment issued instruc-
tions for allotment of
free land. The LS speak-
er had promised the
people of Kota when he
was elected as MP, that
Kota would be connect-
ed with air services.
Land allotment has
been done but NOCs 
approvals are still await-
ed and it may take time
to complete project.
On Tuesday, union
civil aviation minister
Jyotiraditya Scindia
met Birla at his resi-
dence during which the
minister said that a
greenfield airport pro-
ject will start in Kota 
assured that the project
will be his priority

Vigilance Commission-

parency in administra-
tion. For this, CM Ge-
hlot has approved crea-

services in CVC’s cell.
Gehlot has approved
the proposal of the
Home Department in
this regard to create 5
new posts and to take
the services of Home
Guards as personnel on
2 other posts.
CM Gehlot has also
approved the establish-
ment of office of Block
Chief Medical Officer
at Sarwad in Ajmer dis-
trict and creation of
new posts for the same.
During a review
meeting of food  civil
supply department, Ge-
hlot asked officials to
complete the work of
linking eligible families
with Jan Aadhar Card,
matching with ration
cards and rectifying er-
rors in a mission mode,
while providing all the
benefits of PDS with
transparency to every
eligible family

in state can open by the
first week of August
with certain restric-
tions.
On Wednesday, when
CM Ashok Gehlot virtu-
ally inaugurated the
foundation stone of
various colleges in Ra-
jasthan he said to decide
for opening of coaching
institutes soon.
UDH Minister Shan-
ti Dhariwal said Kota
is famous as a coaching
institutes hub in the
country and asked to
open these institutes
for students. He also
mentioned that coach-
ing institutes are being
open in Madhya
Pradesh and Haryana.
In Rajasthan too they
can open now with chil-
dren who have taken
the first or second vac-
cine be allowed to at-
tend. Even the staff
should get vaccinated.
The employment of
many people who are
dependent on the edu-
cation field is at stake,
he said. On this CM
said that he will con-
sider the suggestion
and will make a deci-
sion soon.

the charge of Chair-
man of the Rajasthan
Public Service Com-
mission on October
2020, former Ra-
jasthan DGP Bhupen-
dra Yadav, has proved
once again, why the
police department
looked up to him. At a
time when RPSC was
marred with contro-
versies, litigations
and allegations of
corruption in releas-
ing results of various
services, while others
may have been bogged
down by the sheer
weight of the prob-
lems, an honest and
low profile Yadav
proved himself on CM
Gehlot’s hopes and as-
pirations.
After successfully
navigating through
the treacherous legal
battle and other ad-
ministrative issues, it
is Yadav’s handiwork
that resulted in re-
leasing of the RAS
2018 examination re-
sult. But Yadav is not
slowing down. He has
already put the RPSC
to work on war-foot-
ing and release the
RAS 2021 examina-
tion advertisement.
In the not too distance
past, it was under Ya-
dav’s leadership that
the RPSC released the
stalled result of SI re-
cruitment exam 2016.
Furthermore, im-
mediately after taking
over the reins, Yadav
engrossed himself in
completing the RPSC
quorum. Even during
corona crisis and
lockdown, RPSC con-
tinued to function
unabated, thereby
conducted recruit-
ment and DPC related
work and finished the
pending DPC of Po-
lice, Education,
Health and other de-
partments.
When Gehlot chose
Yadav to head the
RPSC, a section of the
bureaucracy and po-
litical realm of Ra-
jasthan were suspi-
cious if Yadav could
actually deliver, how-
ever, he has proved
beyond doubt that he
is effectively fulfilling
CM Gehlot’s mandate!

said it is the time when
the country needs to
think about population
control while adding
the slogan “Hum do, hu-
mare ek”.

Sharma said, “The
growing population is a
matter of great concern
for the country. Now it
is the high time the
country has to think
about how can we
control the popu-
lation growth so
that the future
g e n e r a t i o n s
can get a bet-
ter education,

er facilities

lifestyle. I have told in
many platforms that
once there was a time
when it had been said

them,” an official
said. They will en-
sure that all the docu-
ments are complete
and proper while fil-
ing the online appli-
cation. The service
will be chargeable
and the applicant will
have to pay the pre-
scribed fee.
Rs50,000 to 1,50,000
will have to be paid
for work of preparing
layout plan of the
colony and submit-
ting it to local body
.
For taking lease of a
single plot scheme,
Rs10 per sqmt and a
maximum of Rs15
can be charged for
work of preparing
letter and submitting
it to the body
. Fees for
other works have also
been fixed by the gov-
ernment.

anjeer is one of my
favourite movies for
many reasons, I found
the young angry
brooding Amitabh
very sexy. Finally, a
hero who does not
sing or dance around trees or
for that matter breaks into
songs, he seethes with anger.
He was vulnerable as he bat-
tled his nightmares, a lawman
he walked the thin line be-
tween law and lawlessness.
That the movie catapult-
ed Amitabh to stardom is
the stuff of Bollywood
history but more impor-
tantly, it gave lakhs of
youth an idol to look up
to, a justification of the
frustration and anger
they were dealing with.
But I fell in love with
the angry ball of fire
when he finally suc-
cumbs and gives a
tender shy smile like
the dawn after being
artfully ‘wooed’ (I
cannot think of a bet-
ter word) by Pran, in one
of his finest roles second to his
persona in Upkaar.
From starting a relationship
with “Jab tak baithne ke liye na
kaha jaaye, sharafat se khade
raho,” wherein Amitabh kicks
the chair from under Pran then
going on to Yaari hai imaan
mera as he wins the Khan’s re-
spect, loyalty and friendship,
the chemistry was a joy to
watch.
In fact, apart from this hum-
mable song and Deewanein
hain Deewana ko na ghar cha-
hiye, Zanjeer has no songs
worth mentioning.
The second song is the back-
drop of the blossoming unspo-
ken love between the angry
young inspector and Jaya, who
plays a critical eye-witness
whose conscience is woken up
jarringly by Amitabh.
Jaya plays a wildcat who
falls in love, she has a strong
but small role as has Om
Prakash, the police informer.
Ajit, the villain brings his usu-
al aplomb to the role with his
dapper style and Bindu is the
perfect moll! But Zanjeer is
about Amitabh and it’s Am-
itabh all the way
. His inner tur-
moil was depicted with depth
and restraint, nowhere does he
go overboard or make the char-
acter a stereotype. His anguish
as the demons run uncontrol-
lably within even as he tries to
settle into a ‘happy married
life’ touches a chord in us. His
raw gripping performance re-
mains his best to date.

More on P2 Centre hikes DA to 28% for central employees New Delhi: The Union Cabinet headed by Prime Minister Naren- dra Modi on Wednesday approved a steep hike in dearness allowance (DA) and dearness re- lief (DR) to 28 per cent from 17 per cent, Union Minister Anurag Thakur announced. The hike in DA and DR rates will be effec- tive from July 1, 2021, the minister said adding that this move will im- pact 48.34 lakh central government employees and 65.26 lakh govern- ment pensioners. “The DA rate which was 17 per cent earlier, has been risen by 11 per cent to 28 per cent,” the minister said. Till now, central gov- ernment employees used to get DA of 17 per cent on their basic sal- ary . Last year, the Cabi- net had approved a 4 per cent hike in DA for cen- tral employees, which was supposed to be ef- fective from January 1, 2021. However, in April 2020, the increment was stalled due to the pan- demic. The rise in the rate of DA and DR will have an additional annual bur- den of around Rs 34,401 crore on the exchequer, Thakur said. The DA and DR in- stallments are due for four periods namely January 1, 2020, July 1, 2020, January 1, 2021, and July 1, 2021. However, Thakur said that the rate of DA and DR from Janu- ary 1, 2020 to June 30, 2021 shall remain at 17 per cent. The accused raped her repeatedly after intimidating her, the police said. When the victim’s family came to know about this, they went to the accused’s house to rebuke him where neighbours gathered and a panchayat was held. An apology was also given on behalf of the accused side who requested not to take any action. When the villagers came to know about the incident, the girl died by suicide on July 11. On July 12, the fam- ily reached the police station and the girl’s father filed a case of rape and abetment to suicide against Imam Khan, the police said. Total nine people in- cludingan18-year-old girl working in the fields at Kalwar, a youth at Jhag village of Dudu in Jaipur and an 8-year-old girl at Dewatda of Bhopa- garh block of Jodh- pur were killed. A young man was work- ing with his wife in the field at at Jakhar village of Bhilwara when lightning struck, killing the man and injuring his wife. At Kalwar in Jaipur, where an 18-year-old girl died, the incident left 2-3 injured. A girl was killed Nawa in Na- gaur. A youth died at Desuriof Pali.InMal- pura of Tonk a shep- herdwaselectrocuted while he was grazing the animals. The brother-sister duo standing under the tree was struck by lightning in Modak, Kota. Sister died on the spot while her brother is in a critical state. In Badi Sadri of Chittorgarh, 7 goats died while the shep- herdwasbarelysaved in the lightning inci- dent. However, 23 cat- tle was killed in Takhatgarh of Pali. Jaipur: With the start of the monsoon in Rajasthan, the Shekhawati and Alwar belt of northern Rajasthan received heavy rains. The lighting cases in the rainfall area are still active. According to the Met dept, Sikar received 60 mm, 28 mm in Churu, 28 in Jhunjhunu’s Pilani, 5 in Jodhpur, and 4 mm in Ajmer on Wednesday. Nagaur and Chittor- garh received heavy rain in the late evening. In Jaipur, the climate is humid but it did not rain much in the city areas. The MET dept has predicted rain in the state next week and issued an alert in Bikaner, Hanumangarh, Churu, Ganganagar, Nagaur, Jodhpur, Sikar, and Jhunjhunu on July 17-18. Raj calls for extra doses from Centre First India Bureau Jaipur: Health Minis- ter Dr Raghu Sharma on Wednesday said that there is a shortage of Covid vaccines in the state and the Centre must provide an ade- quate supply of doses. “There is a COVID vaccine shortage in Ra- jasthan. Whatever stock we receive, we use it. When it exhausts, we have to put up a board that there is no availa- bility of vaccine and sites will be closed. We have constantly been telling the Centre,” said Dr Sharma. According to him, CM Ashok Ge- hlot had written a letter to PM Narendra Modi highlighting that in the month of July, 1.5 crore vaccines would be re- quired. “We have the capaci- ty to vaccinate 15 lakh people per day so it would be better if we receive doses in ad- vance for at least four days. To vaccinate the people of Rajasthan, the Centre will have to provide adequate sup- ply,” said the health minister. The Kauravas managed to raise an even larger army of elev- en Akshauhinis . Therefore, it was not just the number – but also the battle formations that played the critical role, and it also shows how ad- vanced the military state- craft was. But for the column today, let us list the armies – and then we will also try to indicate on the map where these kingdoms were located with reference to the Indian subcontinent today . The twenty one armies in- cluded the Panchalas, the So- makas, Kumtirastra, Cheddi, two Matsyas-, Karusha, Ke- kaya, Pandya, Chola, Chera, Kasi, Ashmaka, Kulinda, Pa- tachchara, Srinjaya, Malla, Ashwamedha, Vrishnis, Dravida, two Nishad king- doms, one faction of the Kam- boj, Ulluka, Kumara, Prab- hadraka, Rakshasa and Na- gas. We therefore see that both the armies received sup- port from all corners of Bharat – in the case of Panda- vas - their allies stretched from the Ulluka and Kamboja kingdom in the North to the Dravidas in the South, Rak- shasas and Nagas in the east, besides of course the Yada- vas, whose territories extend- ed from Mathura to Dwarka. The foremost ally of the PandavaswerethePanchalas. The Panchala territory was adjacent to the Kuru territory – the area corresponding to the large tract from Kuruk- shetra and including In- draprastha and Hastinapur. The Kurus were close to the banks for the Yamuna – ety- mologically the term Yadav comes from Yamuna – but their territory also touched the Ganga. Panchalas occu- pied the territory between the Ganga and the Saryu rivers. Panchalas were the closest among all the allies of the Pandavas in the Kurukshetra War. Panchala prince Dhrishtadyumna was the commander-in-chief for the whole of the Pandava army . Srinjayas and Somakas were tribes allied to the Pan- chalas by kinship, and con- nected to the various branch- es of the same royal lineage. They lived in the various provinces of the Panchala kingdom. Moreover, the So- maka prince Sutasoma was the son of Bhima, the second Pandava. The Prabhadraka tribe were also an extended arm of the Panchalas – they were a guerrilla force - an elite group employed in the Kurukshetra War and made excellent bodyguards to the army commanders. The Matsya kingdoms of Virat and his relatives – cor- responding to the present- day Rajasthan with parts of Madhya Pradesh were also fighting on the side of the Pandavas. The fact that his daughter Uttara was married to Abhimanyu made them a firm ally of the Pandavas. Si- supala, the ruler of Cheddi which corresponds to pre- sent day Gwalior was initial- ly aligned to the Kauravas because of his strong enmity with Krishna, but after– but after Sisupala’s death, his son Dhristaketu was on the side of the Pandavas. Like the Cheddi rulers, Ke- kayas had initially supported the Kauravas, but the arro- gance and greed of Kauravas made them switch sides. The Kekaya territory corre- sponds to Dera Ghazi Khan, the Punjab frontier of Paki- stan Likewise, Vrihanta, the king of their northern neigh- bors Ulluka – although a part of the Bahalika federation – next to river Ravi (then called Iravati) chose to side with the Pandavas. The Kamboja tribe also aligned themselves with the Pandavas and sent six thousand of their ace sol- diers to the battlefield of Ku- rukshetra. One must bear in mind that the Kauravas were the dominant ruling dynasty- and had longer and deeper relations as Dhritrashtra and Duryodhana had been rulers for decades, compared to the Pandavas – who had just stepped into the world of sov- ereigns, and were dependent more on goodwill and Dhar- ma – rather than realpolitik. Panel for OBC gets extension New Delhi: The Union Cabinet on Wednesday approved the exten- sion of the term of the Commission consti- tuted under Article 340 of the Constitution to examine the issue of sub-categorisation within Other Backward Classes (OBCs) in the Central list by six months. As per an official release, this is the eleventh extension of the term of the Commis- sion and will come into effect beyond July 31 and up to January 31, 2022. The Centre said that the proposed extension of tenure and addition in its terms of reference will enable the “Commission” to submit a comprehen- sive report on the issue of sub-categorisation. CABINET EXTENDS BY 5 YRS, SCHEME FOR DEVELOPING INFRA FOR JUDICIARY New Delhi: With several courts still functioning on rented premises, the Union Cabinet Wednesday approved a five-year extension for a centrally sponsored scheme for developing infrastructure for the judiciary, a statement said. The Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Judiciary has been in operation since 1993-94. An official statement said that in the extended term, it would continue from April 1, 2021 to March 31, 2026 during which Rs 9,000 crore would be spent with the Central share of Rs 5,357 crore, including Rs 50 crore for the Gram Nyayalaya Scheme. Acting on the clue, he was nabbed by the Dausa ACB red-handed. In the proceedings, contract computer operator Sumit Sharma was ar- rested red-handed with Rs 1,600 in cash. To make new ration cards or for the amendments in the existing rations, Sumit took Rs 100 per ration card illegally from Emitra operators. He was vulnerable as he bat- tled his nightmares, a lawman he walked the thin line be- tween law and lawlessness. That the movie catapult- ed Amitabh to stardom is the stuff of Bollywood history but more impor- tantly, it gave lakhs of youth an idol to look up to, a justification of the frustration and anger they were dealing with. But I fell in love with the angry ball of fire when he finally suc- cumbs and gives a tender shy smile like the dawn after being artfully ‘wooed’ (I cannot think of a bet- ter word) by Pran, in one of his finest roles second to his persona in Upkaar. From starting a relationship with “Jab tak baithne ke liye na kaha jaaye, sharafat se khade raho,” wherein Amitabh kicks the chair from under Pran then going on to Yaari hai imaan mera as he wins the Khan’s re- spect, loyalty and friendship, the chemistry was a joy to watch. In fact, apart from this hum- mable song and Deewanein hain Deewana ko na ghar cha- hiye, Zanjeer has no songs worth mentioning. The second song is the back- drop of the blossoming unspo- ken love between the angry young inspector and Jaya, who plays a critical eye-witness whose conscience is woken up jarringly by Amitabh. Jaya plays a wildcat who falls in love, she has a strong but small role as has Om Prakash, the police informer. Ajit, the villain brings his usu- al aplomb to the role with his dapper style and Bindu is the perfect moll! But Zanjeer is about Amitabh and it’s Am- itabh all the way . His inner tur- moil was depicted with depth and restraint, nowhere does he go overboard or make the char- acter a stereotype. His anguish as the demons run uncontrol- lably within even as he tries to settle into a ‘happy married life’ touches a chord in us.
