Lucknow: Chief Minis-
ter Yogi Adityanath has
announced to continue
the scheme of provid-
ing free ration to 15
crore poor of the state.
A formal decision in
this regard was taken in
the first meeting of Yogi
2.0 cabinet held at Lok
Bhavan on Saturday
.
“The first decision of
the newly formed gov-
ernment in Uttar
Pradesh is dedicated to
15 crore poor people, “
saidCMYogiwhilemak-
ing this announcement.
He said that during
the Corona period,
Prime Minister Naren-
dra Modi had started
the Anna Yojana with
the aim of providing
support to every citi-
zen. From April 2020 till
March 2022, about 80
crore people of the
country were getting
its direct benefit. At the
same time, the state
government had imple-
mented the scheme of
distribution of free ra-
tion in addition to the
central government.
CM Yogi said that
the scheme of free ra-
tion had been very use-
ful in addressing the
problem of starvation
arising out of the epi-
demic even as the co-
rona was controlled
with the efforts of free
tests, treatment and
vaccines. Under the
scheme, Antyodaya
and eligible household
card holders were get-
ting double dose of free
ration under the gov-
ernment of double en-
gine of 15 crore people
of the state.
“Considering that
the period of this
scheme was ending in
March 2022, in the first
cabinet meeting of the
new government, it has
been decided to extend
it for the next three
months till June 22,”

Lucknow: In pursuit to establish an administration “of
the people, by the people, for the people”, Uttar Pradesh
Chief Minister Yogi Adityanath, just a day after taking
oath for his second consecutive term, directed the of-
ficials to be accountable towards the people of the state.
In a meeting with the government officials on Saturday,
the CM asked all the departments to prepare action
plans for the next 100 days, six months, and a year. The
officials will be presenting these action plans in front of
the Council of Ministers, according to the department-
wise timetable, which will be announced soon.

1.5Asia’s largest tulip garden on the foothills
of Zabarwan Mountains in Srinagar
overlooking the famous Dal Lake with over
one million blooms was thrown open to
the public on March 23. The garden was
thrown open to the public by J-K chief
secretary Arun Kumar Mehta. The idea of
the garden, spread over 30 hectares in the
foothills of the snow-clad Zabarwan range,
was conceived to advance the tourism
season in the valley by two months. The
garden houses 1.5 million flowers of
tulips, daffodils, hyacinths and muscari.
The flowers include 68 varieties of tulips.
The average lifespan of tulip flowers is
three to four weeks, but heavy rains or
too much heat can destroy them. The
Floriculture department plants tulip bulbs
in a phased manner so that the flowers
remain in the garden for a month or more.
Till now, most of the tourists have been
from outside the Union Territory, which is
a good sign for tourism in the Valley. This
year, the department has made provisions
for online ticket sales as well to avoid the
rush at the ticket counter.

soon going to launch a
drive to fill up vacant
posts in the various
state govt departments,
boards and corpora-
tions.
The CM has issued
directions in this re-
gard to all the se-
nior-level officers in his
first meeting post
swearing in. On Satur-
day, the CM asked the
officials, “The process
of filling up vacant
posts in the government
departments should be
completed across the
state as soon as possi-
ble. Conduct this as a
drive and prepare an
action plan in this re-
gard.” He further as-
serted that entire selec-
tion process should be
done in a most fair and
transparent way as was
done in the last five
years.
He was all praise for
the authorities for set-
ting up high norms of
transparency and fair-
ness in the recruitment
process. He said that his
government is commit-
ted to fulfill the promise
of employment as en-
visaged in the in the
Lok Kalyan Sankalp Pa-
tra of BJP. In its first
term, the Yogi govern-
ment in Uttar Pradesh
fulfilled its resolve by
giving 5 lakh govern-
ment jobs in the last five
years.
Yogi’s mission em-
ployment did not slow
down even during the
Covid 19 pandemic. The
process of recruitments
was completed in a fair
transparent manner,
merit being the sole cri-
terion for recruitment.

SERVICE TO GORAKHPUR, VARANASI
Chief Minister Yogi Adityanath will virtually
attend from Lucknow the inaugural ceremony
of air service between Gorakhpur and Varanasi
on Sunday. The air service is being started under
the ‘UDAN scheme’. Union Civil Aviation Minister
Jyotiraditya M. Scindia will participate in this
program from Gwalior. Union Minister of State
for Civil Aviation, Road Transport and Highways,
General VK Singh (Retd) will also be present.
Giving this information, a spokesperson of the
State Government said that with the start of flight
service from Gorakhpur to Varanasi, the number
of destinations connected to Gorakhpur will be
8 and the total number of flights will be 12. As
against 4 operational airports in the year 2017,
09 airports have become functional at present.

Yogi govt will em-
phasize on acceler-
ating the develop-
ment of the rural
areas across the
state. In the first
meeting held with
the senior officers
on Saturday
, the CM
directed the offi-
cials for speedy
grievance redressal
of the villages, vil-
lagers, and farmers.
Making clear the
agenda of the govt,
Yogi said that
‘Gram Diwas’
should be observed
in every village
once a week.
The concerned
officers should
solve the problems
of the village, vil-
lagers and farmers

cials of the Reve-
nue, Panchayati Raj
and Rural Develop-
ment depts to set up
‘Gram Choupal’ in
coordination with
the village head
through which
problems of rural

CM Yogi also pointed
out that to make the
state a $1 trillion econo-
my, ten ‘primary sec-
tors’ have to be identi-
fied. To ensure proper
functioning and imple-
mentation of all the sec-
tors and schemes, the
Chief Secretary will be
doing weekly reviews
while CM Yogi himself
will do fortnightly
reviews.
Emphasizing effi-
ciency, transparency,
and timeliness in the
functioning of gover-
nance, the CM ex-
pressed the need to en-
hance inter-departmen-
tal coordination along
with technology in bet-
ter implementation of
schemes.
While giving instruc-
tions to be sensitive to-
wards the citizens, he
said that our govern-
ment is determined for
‘Antyodaya’. He also
instructed to ensure
that villages, poor,
farmers, women, and
youth are at the center
of every policy of the
government.

Gopal Nandi said people
voted for Bharatiya Ja-
nata Party (BJP) in the
2022 assembly elections
as the party fulfilled all
the promises made in its
manifesto of 2017.
After taking oath as a
cabinet minister in the
state, Nand Gopal Nan-
di told ANI, “In the first
meeting today, all the
ministers of state, cabi-
net ministers with inde-
pendent charge, many
sisters, women became
ministers.” “Be it Sa-
majwadi party or be it
Congress, these people
used to issue a mani-
festo, the greed for pow-
er was their mentality,
there was no road map,
we issued resolution
letters,” he added.
‘‘If you see our’s
2017’s resolution letter,
you would see that we
have fulfilled all the
promises. As a result of
that, the general public
of Uttar Pradesh voted
for us and we will fulfil
the resolutions of 2022
as well,” he further add-

the financial year 2021-
22 is about to be over.
All departments should
thoroughly review the
status of the fulfillment
of their annual targets.
While evaluating the
utilization of the bud-
get, examine the posi-
tion of their expendi-
ture relative to the fi-
nancial sanctions.
In each case, action
should be taken as per
financial rules. If the
central share of any
scheme has not been re-
leased from the level of
the Govt of India, then
immediately contact the
center and get it re-
leased. Full attention
should be given to reve-
nue collection. This is
necessary for funding
development and public
welfare schemes. The
process should be sim-
plified for the taxpayers.

General Budget of the
Govt of India for the
year 2022-23 and Lok
Kalyan Sankalp Pa-
tra-2022, the budget for
the year 2022-23 of the
State Govt should be

were severely injured in
brawl over land dispute

Deepu was marking

ed the concerned zonal
officer to remove all
the garbage and sus-
pended the supervisor
as well as imposed a
fine of ` 5,0000 was im-
posed on the concerned
executive organization
for the dirt on the road.

lage in Aligarh.
Cartridges, a coun-
try-made pistol and a

on-making machines
were seized from the
raided illegal arms unit,
they said. During the in-
vestigation, the duo con-
fessed to the police that
they started their busi-
ness about six months
ago in Aligarh. Last
week, the police had ar-
rested illegal arms sup-
plier Jeetu alias Gabbar
and seized 25 weapons
from him. He had re-
vealed to the police
about this arms unit.

police that they used to
sell their weapons not
only in UP but also in
Delhi-NCR and charged
Rs 2,500 to 3,000 per
piece, the ACP said.

missing truck and ar-
rested two persons. Auto
parts and various elec-
tronic items worth Rs
1.20 crore were found in
the truck.
On the basis of the in-
formation from the driv-
er, the police recovered
the truck from the forest

lice arrested two people
of the gang and search
for two others is still on.
This incident of truck

Nishad resident of Dafalitola under Kotwali city area has
alleged that Altaf, Riyaz, Bablu, Naushad and Shamshad
were threating his family and forcing them to sell their
house. The case was registered on complaint of Sangeeta
Devi, wife of Kallu Nidhad. In her complaint she alleged
that five accused threatened them, abused their family
and forced them to leave the house.

ri Lanka, like Paki-
stan, is facing an eco-
nomic crisis but of
far bigger propor-
tions. Skyrocketing
prices of foodgrain triggered by
economic mismanagement, the
crisis is forcing Lankan Tamils
to seek refuge in India. They
have started trickling in small
numbersalongChennai’sshores
for refuge and livelihood. Last
time the huge influx of Lankan
Tamils in Tamil Nadu was due
to the war unleashed by Sri Lan-
ka to crush the demand for Ta-
mil Eelam. It all ended with the
assassination of former Prime
Minister Rajiv Gandhi.
The Sri Lankan economy is
heavily dependent on tourism
and export of tea. Both have
taken a hit due to Covid-19.
Tourism also suffered due to at-
tacks on Christians during East-
er in 2019. The twin blow led to
Sri Lanka’s foreign exchange
reserves falling drastically, the
country was unable to buy food
items and other goods. India has
offered a billion dollar credit
line to bailout its neighbour
which needs $22 billion to pay
for its imports.

Wang, reportedly, also want-

ble. He invited Jaishankar

is in talks with Russia for
making payments in Indian
rupee. That would effectively
leave any American sanction
on Russia meaningless and
push the US dollar out of Ind-
Russia bilateral trade.
US Prez Biden’s efforts to
bulldoze India also backfired
after Delhi told Americans to
mind their business. Wheth-
er it is India’s importance as
a global market or growing
strategic clout because of
Chinese manoeuvres in Indo-
Pacific, Delhi is able to tick
them off whenever needed, a
refreshing change.

WAR-HIT UKRAINE

USSR in 1991. Mr Vladimir
Putin was at the time a KGB
agent serving in East Ger-
many. 10 years later he was
the most important man in
Russia. For 22 years he is at
the helm in Russia. No rivals,
no attempted coup. Mr Putin
has visited India several
time. Bilateral relations have
been cordial since 1955. We
import most of our military
hardware from Russia.
On Kashmir the USSR and
later Russia have supported
us. Our non-alignment was
fully understood (However
our-alignment did tilt to-
wards the USSR and Russia).
At the UN without Moscow’s
support we would been at the
mercy of the Western block
headed by the United States
of America.
On February 24 we saw the
RussianleaderinhisStalinist
Avtar. Granted that Ukraine
President Volodymyr Zelen-
skyy had been repeatedly de-
claring that Ukraine wished
tobecomeamemberof NATO.
This was not acceptable to Mr
Putin.Insteadof holdingtalks
with his Ukrainian counter-
part he invaded Ukraine. Mr
Putin mistakenly believed
that Russia would demolish
Ukraine in a few days.
Mr Zelenskyy has dis-
played immense courage, in-
spired his people by his fear-
lessness and determination.
Once a comedian he will go

will not spare Mr Putin. He
will, unfortunately for him,
be bracketed with ruthless
leaders who are not subject to
reason and not open to advice
given by friendly leaders like
Prime Minister Narendra
Modi, who has spoken to the
Russian President thrice. Mr
Putin has ignored his advice.
Mr Putin erred catastroph-
ically on several scores. He
underestimated the will, pat-
riotism and above all the bat-
tleworthinessandprodigious
nationalism of Ukraine’s
armed forces. The Russian
army is not faring well. In
some areas it is taking a beat-
ing. Nonetheless, having
thrown humanism out of the
Kremlinwindowhehasrazed
to the ground large parts of
democratic Ukraine, dis-
placed 10 million Ukrainians.
Nearly 3.1 million Ukraini-
ans have become refugees,
who have been welcomed by
Poland, Romania, Hungry,
Slovakia. Canada and USA
will take in several hundred
thousand in the days to come.
The men are fighting the
Russians,whilechildren,teen-
agers, their sisters, mothers
andgrandmothers(andwives
of soldiers) live in cramped
camps and school buildings,
with terrible sanitation.
What happens to them af-
ter one year. Poland cannot
give 2.5 million refuge for all
time. Some might wish to re-
turn to Ukraine, but their
homes have disappeared. The
total unity of the west has
surprised Mr Putin and the
World. Even Mr. Putin cannot
take on the USA and Europe.
The sanctions are beginning
to bite.
Are the Russian people
aware of the destruction of
Ukraine and the plight of the
people. No, they are not. One
fact stands out. Not one Rus-
sian diplomat has defected. 2
days ago the G7, NATO and
European Union leaders met
in Brussels under the Chair-
manship of President Biden.
There was complete unanim-
ity
. This will give no comfort
to Mr Putin.
The foreign minister of the
People’s Republic of China
arrived in New Delhi on
March 24. Apparently, our
government is not too en-
thused by Mr Wang Yi’s visit.
The Radio and TV remained
silent about the visit.

nently wise. But is Moscow
listening.

Almost seven years af-
ter it first gave a gender-
neutral graduation cer-
tificate to a student on
request, Hyderabad’s
National Academy of
Legal Studies and Re-
search (Nalsar) has
started designating
spaces gender-neutral
as part of a first-of-its-
kind trans policy the
university is finalising.

that the university
aimed to create a safe
and inclusive campus.
The ground floor of the
GH-6 building has been
designated as a gender-
neutral space with
rooms allotted to stu-
dents self-identifying as
members of the LG-
BTQ+ (lesbian, gay, bi-
sexual, transgender
and queer plus) commu-
nity, with plans to move
towards a gender-neu-
tral hostel in due
course. The washroom
on the academic block’s
ground floor is also gen-
der-neutral.
The university al-
ready has an interim
policy in place to ad-
dress inclusivity con-
cerns of the LGBTQ+
community and a final
policy is in the works.
The GH-6 building
houses a hostel, which
may later fully become
a gender-neutral hostel.
In June 2015, a
22-year-old BA LLB stu-
dent requested not be
identified by gender in
the graduation certifi-
cate. The university
promptly accepted the
request and used the
neutral prefix of “Mx”.
It was the beginning of
the institution’s efforts
to make it inclusive.
The university is
working to designate
more areas as gender-
neutral, Mustafa said.
“We have requested stu-
dents to identify them-
selvesandbasedontheir
preference, we are creat-
ing safe and inclusive
spaces for everyone. As
per the trans policy that
we are adopting, there
will be more changes on
the campus,’’ he said.

does it happen that a
sitting Chief Minister
or a deputy CM looses
an election, and per-
haps it has never been
seen before that even
after loosing election,
they are ‘reinstated’ to
their ‘old glory’. But
this is exactly what has
happened in Uttara-
khand and Uttar
Pradesh respectively,
where the sitting CM
and Deputy CM lost the
election, but have yet
again found them-
selves in their former
offices, carrying out
the roles they had, pri-
or to the poll.
The Chief Minister
of Uttarakhand, Push-
kar Singh Dhami is
perhaps more lucky
than his colleague
from the neighbouring
state as Maurya does
fit into the over all po-
litical ‘scheme of
things’ for the BJP
since he is a respecta-
ble OBC leader. But
Dhami does not have
that political ‘need’ for
the BJP, perhaps be-
cause he commands a
comparatively less po-
litically charged state
with lesser population
than UP and lesser
area too. Yet, he has
been given preference,
just like Maurya, and
seated in the CMO as a
result of which, ob-
serves say that he is
quite lucky in compari-
son to the former Chief
Minister of Himachal,
Prem Kumar Dhumal.
A political observer
from Dehradun stress-
es that despite the de-
feat in the assembly
elections, he was put
on the chief minister’s
chair by the BJP high
command, whereas in
Dhumal’s case, about
four years ago, the par-
ty had refrained from
taking such a decision
and Dhumal had be-
come one of the few
unlucky politicians
whose political life was
ruined due to party’s
stand. In the assembly
elections held in
Himachal in 2015, BJP
contested the election
by declaring Dhumal
as the CM candidate.
Earlier BJP was follow-
ing the strategy of con-
testing elections with-
out declaring any lead-
er but later when it
started realising that
victory is not sure
without Dhumal’s
name, the party de-
clared him as future
CM. This announce-
ment was made by the
then BJP President
Amit Shah himself at
an election rally
.
But unfortunately,
Dhumal lost the elec-
tion while fielded from
the new electoral con-
stituency Sujanpur
Tehra. People believed
that Dhumal was de-
feated under a well
thought out conspiracy
.
This was the reason
that when the party
won despite his defeat,
like Dhami, there was
a strong demand to
make Dhumal the
Chief Minister.
But Dhumal’s luck
ran out where Dhami’s
didnt. The party decid-
ed that the CM would
be elected from among
the elected MLAs and
thus Jai Ram Thakur
was made the CM.
However, in 2022, the
party has decided to
continue with Dhami,
perhaps thinking that
he can not be made a
scapegoat since he was
in the chair for only a
few months. What ever
be the reason, Dhami’s
luck has abetted him,
but now he will have to
work with twice the
viguor to continue at
the post, or else he may
also meet the fate of
his predecessors! But
even before that, Dha-
mi will have one more
chance to regain his
electoral honour, as in
absence of a Legisla-
tive Council, Dhami
will have to contest
election and come out
victorious within 6
months, else he may
have to loose his place.
However, the situa-
tion around UP Depu-
ty CM KP Maurya is
quite different. He
does not have to con-
test any election as he
is still a MLC. Second-
ly, he is more accepta-
ble and stronger lead-
er among other back-
ward castes as com-
pared to other leaders.
Therefore, a large sec-
tion of party leaders
have lobbied for his
inclusion in the gov-
ernment and also ad-
vocated delegating
greater responsibility
to him, which even the
high command agrees
upon. Now that he has
been appointed as
DyCM, the reason be-
hind his inclusion is
simple. BJP central
leadership knows that
to continue its stay in
Delhi, the party will
have to bring the OBC
and Dalit votes to its
kitty and therefore,
leaders like Maurya
give that platform to
the party where,
through them, the par-
ty and the union gov-
ernment can be pro-
jected as sharing pow-
er with the OBCs and
other such community
groups. It is certain
that in view of his im-
portance in the con-
text of next Lok Sabha
elections, the party
can not and has not
sidelined him.

NEARLY 30% OF DELHI’S SEWAGE FLOWED
UNTREATED INTO YAMUNA IN 2020-2021

New Delhi (PTI): At
least 29 per cent of the
sewage generated in
Delhi in the financial
year 2021-22 fell into
the Yamuna river un-
treated, according to
the Outcome Budget
presented in the As-
sembly on Friday.
The amount of un-
treated sewage that
fell into the river in
Delhi was 28 per cent
in 2019-20 and 26 per
cent in 2020-21.
Government data
also showed that only
six out of the 35 sewage
treatment plants (STPs)
in the capital met the
prescribed standards
for wastewater (biologi-
cal oxygen demand – 10
milligram per litre and
total dissolved solids –
10 mg per litre) in 2021-
22 (till December end).
The Delhi Jal Board
(DJB) is upgrading and
rehabilitating the exist-
ing STPs to be able to
meet the prescribed
norms and reduce the
pollution load in the Ya-
muna. It had set a target
of at least nine STPs
meeting the standards
this fiscal.
The 22-km stretch of
the Yamuna between
Wazirabad and Okhla,
which is less than 2 per
cent of the river length
of 1,370 kms from Ya-
munotri to Allahabad,
accounts for around 80
per cent of the pollu-
tion load in the river.
Untapped wastewa-
ter from unauthorised
colonies and jhuggi-
jhopri clusters, and
poor quality of treated
wastewater discharged
from STPs and common
effluent treatment
plants are the main rea-
sons behind high levels
of pollution in the river.

New Delhi (PTI): External Affairs Minister S Jaishankar will be visiting Mal-
dives and Sri Lanka for bilateral meetings and the signing of several agree-
ments. Jaishankar’s visit to Colombo comes at a time when the island nation
is facing a massive economic crisis, with power blackouts and shortage of es-
sential goods leading to protests. The situation is driving its nationals to seek
refuge in India. A statement from the ministry said Jaishankar will visit Addu in
Maldives this weekend on the invitation of Minister of Foreign Affairs of Mal-
dives, Abdulla Shahid. “EAM would be visiting Addu city in Maldives (26-27
March), during which EAM will call on President Ibrahim Mohamed Solih and

free ration scheme till
September 30 this year
at a cost of Rs 80,000
crore, as it looks to con-
tinue providing support

New Delhi: Petrol, die-
sel prices were hiked
again on Saturday,
across metro cities for
the fourth time in the
last five days. The rise
was necessitated due to
the increase in raw ma-
terial costs, oil market-
ing companies said. Pet-
rol and diesel prices
were hiked by 80 paise
each in New Delhi.
Overall with Saturday’s
hike, petrol and diesel
prices have gone up by
Rs 3.20 a litre in the last
five days.
Petrol now costs Rs
98.61 a litre in the na-
tional Capital, while
diesel is being sold at Rs
89.87 per litre.
In Mumbai, petrol
prices were hiked by 84
paise and it now costs
Rs 113.35 per litre. Die-
sel prices too were
raised by 85 paise and it
now costs Rs 97.55 a li-
tre there.
Fuel prices are the
highest in Mumbai
among the four metro
cities. Prior to the hikes
which began from this
week, fuel prices had
been on a freeze since
November 4, 2021 for a
record 137 days. During
this period, 2022 Assem-
bly elections were held
in five crucial States of
India.

wide strike was taken
after a meeting on

DETECTED IN KDA
There is a multi-crore land
scam in KDA in which the
police are struggling to
investigate. To save the ‘Dalal
Gang’, the clerks of KDA are
making it tough for the crime
branch to investigate the fake
registry of 10 plots as relevant
files are missing from the record.
The investigating officer said that
the KDA staff does not even
provide a suitable answer. After

Three miscreants who went
absconding after killing their
friend working in a bank were
injured and arrested after a police
encounter that took place in the
Sitapur district on Saturday. The
police recovered illegal arms, nine
cartridges, and a bike from the
injured criminals and admitted
them all to the hospital for
treatment. The three criminals
were involved in the robbery of
Rs. 2.5 lakhs and after opening
fire at their own friend (Arun) who
was working in the bank. Arun, a
resident of Brahma Purva was
going to the bank along with their
brother whilst carrying cash
amounting to Rs 2,50,000 when
miscreants waylaid them on a bike
and snatched the bag full of
money. The brothers resisted
following which the criminals
opened fire at the brothers, Arun
was shot in the scuffle and lost

There are signs of
strains in the relation-
ship yet again. Shivpal,

SP ticket in the recently
held assembly elec-
tions, has alleged that
he was not invited to
the party’s legislative
meeting on Saturday
. “I
was not invited to the
party meeting. I waited
for two days and can-
celled all my pro-
grammes for the meet-
ing, but I wasn’t invited.
I am an MLA from Sam-
ajwadi Party but still
not invited,” Shivpal
said to a news agency
.
The two leaders had
a bitter fallout over con-
trol of the party before
the 2017 assembly elec-
tions. Beginning Au-
gust 2016, both leaders
hurled verbal barbs at
each other for months,
eventually leading to
more dissension in the
party and its poor per-
formance in the 2017
assembly elections,
when it was routed
from everywhere ex-
cept its pocket bor-
oughs in central UP.

Beginning August 2016, both leaders hurled ver-
bal barbs at each other for months, eventually
leading to more dissension in the party and its poor
performance in the 2017 assembly elections, when
it was routed from everywhere except its pocket
boroughs in central UP. Last year, the chill between
the uncle and nephew had seemed to thaw. The SP
and PSP had joined forces in a panchayat poll in
Etawah, and had won 18 out of 24 wards. By De-
cember 2021, the two parties had reached a seat-
sharing agreement for the assembly polls. That is
how Shivpal came to be a candidate for the SP-PSP
alliance. Shivpal defeated BJP’s Vivek Shakya by
90,979 votes in the assembly elections.

(BSP) chief Mayawati
has called for a review
meeting on March 27
with all defeated party

In the just-concluded
assembly polls in the
state of Uttar Pradesh,
the BJP retained power
in Uttar Pradesh by
winning 255 out of 403
constituencies, secur-
ing a 41.29 per cent vote
share. Narayan Dutt
Tiwari in 1985 had se-
cured two consecutive
terms in the state.
Notably, the BJP
came to power in 2000
in Uttar Pradesh, but
could not hold its gov-
ernment even for a
year when Rajnath
Singh was UP Chief
Minister. Since then,
the BJP could not come
to power, and the state
was ruled by the Sama-
jwadi Party and the
BSP separately till
2017. On March 11, the
Bahujan Samaj Party
chief Mayawati admit-
ted that her party’s
rout in the Uttar
Pradesh Assembly elec-
tion was a “lesson”.
The former CM
pointed out that it has
become clear that the
BSP was not “BJP’s B
Team” and that nega-
tive campaigns suc-
ceeded in misleading
the people of the state.
The BSP which formed
a full majority govern-
ment in Uttar Pradesh
in 2007 managed to win
just one seat this time
with a vote share of

Rashtriya Lok Dal
(RLD) has constituted a
committee to review the
results of the recently
held assembly elections
which is collecting in-
formation from dis-
tricts, its national pres-
identChaudharyJayant
Singh said here on Sat-
urday. Chaudhary held
a meeting with the new-
ly elected MLAs of the
RLD at party’s head-
quarters here and also
thanked the party work-
ers for working well un-
der the alliance. “After
the review, a large-scale
workers’ conference
will be organised in
Lucknow,” Chaudhary
said addressing them.
The RLD had fought the
election in alliance with
the Samajwadi Party
and won 8 seats. “Eight
MLAs of Rashtriya Lok
Dal are equal to 80 who
will work as the voice of
the youths and the un-
employed, along with
farmers and labourers
of Uttar Pradesh and
will keep a close watch
on the issues of public
interest in line with our
sankalp patra’,” Chaud-
hary said while address-
ing the MLAs. Party

hary met SP president
Akhilesh Yadav at the
SP headquarters later
and the two leaders re-
solved to work together
in an effective manner.

This time in UP, the
politics of balance,
harmony and mutual
renunciation is being
seen in saffron court-
yard. Talking about the
formation of Yogi cabi-
net, in list which Yogi
had submitted to the
high command on his
behalf, three names
were given as Deputy
CM. Swatantra’s name
was given as an option
to Keshav Prasad Mau-
rya. Yogi had named a
Brahmin face Brajesh
Pathak instead of
Dinesh Sharma for his
deputy number two.
For deputy number
three, Yogi had suggest-
ed the name of a Jatav
officer, Aseem Arun. At
the same time, the three
names included in the
list from Delhi for
Deputy CM were Kes-
hav Prasad Maurya
(Backward), AK Shar-
ma (Bhumihar) and
Baby Rani Maurya
(Dalit). Then the politi-
cal juggernaut of bal-
ancing  reconciliation
started. This time too,
BJP got the backward
votes in bulk only be-
cause of Maurya. Then
the draft of the agree-
ment was decided and
both the parties agreed
that one would be from
the list of Yogi and the
other from the list of
Delhi. Since Shah was
standing like a rock be-
hind Maurya, Yogi
chose Brajesh’s name
from his list of stakes.
HOW WERE SIDDHARTH
AND SHRIKANTH
LEFT OUT?
One thing is certain
in this new BJP of
the new era that the
more a leader is vis-
ible, the lesser are
chances for eleva-
tion. That is, the
leader who will be
more high profile
or who will have
more hunger
for media

is sidelined. The 2 shin-
ing faces of the Yogi
cabinet who were lit by
the aura of Delhi, the
lamp of their journey
was extinguished in
Lucknow. Both Shri-
kant Sharma and Sid-
dharthnath Singh were
discharged. These 2
faces were very popu-
lar for TV and newspa-
pers. They were given
the responsibility of
media briefing from
state govt. Shrikant
Sharma is considered
very close of a promi-
nent BJP leader, so it is
believed that he can get
some important re-
sponsibility in the par-
ty organization.
SANGH BUSY IN
IMAGE MAKEOVER!
The RSS, which is
one of the largest
social organizations of
country, is now busy in
its image makeover. Re-
cently, when the meet-
ing of Pratinidhi Sab-
ha of Sangh was con-
vened in Karnavati,
Gujarat, it is believed
that two major agendas
of this meeting
emerged. One, Sangh is
going to turn 100 in
2025 and there was a
discussion on starting
different programmes
across the country. The
second, Sangh wants to
expand in villages as
such the Sangh chief
openly called on his
volunteers that now
the Sangh’s branches
should be established
in from village to vil-
lage. The big leaders
of the Sangh also
threw light on the fact
that the Sangh has to
come out of its stereo-
typed image so that it
can make its way into
today’s youth. Under
this, there was talk of
making appearance of
the Sangh more liber-
al, rational and expe-
dient.
AAP’S CHALLENGE
IN PUNJAB!
The AAP’s govern-
ment has occupied
Punjab riding on the
noise of drums and the
boom of people’s expec-
tations. But soon after
assuming the power,
AAP has started facing
the fear of empty treas-
ury
. Recently, the newly
elected CM of Punjab,
Mann has demanded a
financial package from
Modi at the rate of Rs
50,000 cr/year for two
years. Mann says that
Pb govt is already im-
mersed in a debt of Rs
3L cr. The annual budg-
et of the govt is about
Rs 1.5L cr. In its popu-
list election promises,
AAP had an-
nounced free
electricity (up
to 300 units)
for the public and Rs
1,000 per month to eve-
ry woman above age of
18 years in her account.
The number of such
eligible women in Pun-
jab is around 1 crore,
that is, AAP govt will
only need Rs 1,000 crore
per month for women.
The party has also
promised to open 16,000
mohalla clinics in the
state and free education
for children. Regular
and free electricity to 35
lakh houses is an insur-
mountable task. Any-
way
, 20% of total budget
of the state goes only in
paying interest on the
loan. In Pb with a popu-
lation of 3 crore, every
person already has a
debt of Rs 1 lakh, which
is due to previous govts.
WILL BMC POLLS BE
POSTPONED
IN MAHA
TOO?
In Maha-
rashtra
too, the
elections
to the
Greater Mumbai Mu-
nicipal Corporation
are on the verge of be-
ing postponed. Sources
reveal that the BMC
elections can also be
postponed till October-
November. Keep in
mind that the term of
the BMC mayor ended
on 7 March itself. For
the first time, an ad-
ministrator has been
brought in BMC by
changing the rules.
Iqbal Singh Chahal has
got this responsibility,
who will take charge of
BMC as administrator
till the first meeting of
the new term of the
municipal corpora-
tion. The reason for
postponing the elec-
tion is being due told to
Corona and then due to
the Census.
WILL THERE BE A RE-
VERSAL IN BIHAR?
JDU leader and Bi-
har CM Nitish came
at Yogi’s swearing-in
ceremony. He greeted
Modi on the stage by
bowing at 45 degrees in
such a way that the
state’s main Opposition
party RJD spoke reck-
lessly, “Now just lying
on the soil and holding
the feet is left”. This
taunt has political
meaning. In fact, since
all the three MLAs of
the VIP party have
joined the BJP, the BJP
has become the largest
party in the state with
77 MLAs. After this
comes the number of
RJD which has 75 MLAs
and Nitish’s JDU has
only 45 MLAs left. A ma-
jority of 122 MLAs is
needed to form the gov-
ernment here. That is,
Nitish’s chair is cur-
rently only on the mer-
cy of the BJP, but if the
BJP shows more eyes to
Nitish, then he can also
join hands with Tejash-
wi. But after Presiden-
tial polls, there can be a
big reshuffle in Bihar.

After the massive
victory in Pun-
jab, the sight of the
Aam Aadmi Party is
now fixed on the Guja-
rat elections. It wants
to put its full force in
Haryana and Himachal
also. If sources are to
be believed, AAP is
sending a large team
of its IT experts to
Ahmedabad in Gujarat
in the month of April.
This can give a tough
challenge to the digital
and social media team
of BJP.

39 ministers crorepatis in new govt

Lucknow: The Yogi
governmenet has 39
ministers, who are
crorepatis and 22 who
have criminal charges
pending against them,
according to a report
prepared by Associa-
tion for Democratic Re-
forms and Uttar
Pradesh Election
Watch.
On Friday 52 minis-
ters took oath in the
swearing-in of the Yogi
Government 2.0. These
include two deputy
chief ministers, 16 cabi-
net ministers, 14 with
independent charge
and 20 ministers of
state. The study has
been done on the basis
of financial, criminal,
education, gender and
other details declared
by these ministers in
their affidavits. The
ADR and UPEW ana-
lysed the self-sworn af-
fidavits of 45 Ministers
out of 53 Ministers in-
cluding Chief Minister,
two MLC minister
namely Sanjay Nishad
and Jitin Prasada were
not analysed due to the
unavailability of their
affidavits on the elec-
tion website at the time
of making this report
and the details of JPS.
Rathore, Narendra
Kashyap, Dinesh Pratap
Singh, Dayashankar
Mishra, Jaswant Saini
and Danish Azad Ansa-
ri were not analysed as
they are not currently
members of either any
house, state assembly
or legislative council.
The ADR report
states, of 45 ministers,
39 (87 per cent) are
crorepatis. The average
assets of these minis-
ters are Rs 9 crore. The
richest being Mayank-
eshwar Sharan Singh
of Tiloi, whose declared
assets are valued at Rs
58.07 crores. Singh hails
from the royal family of
Tiloi and won the elec-
tion for the third time.
On the other hand,
Dharamvir Singh, a
member of the Legisla-
tiveCouncil,hasthelow-
est assets amounting to
Rs 42.91 lakh. On those
having criminal charg-
es, 22 (49 percent) minis-
ters have criminal cases
registered against them.
Out of these 20 (44 per
cent) ministers have se-
rious criminal cases.

Prayagraj: The Alla-
habad High Court has
clarified that for seek-
ing appointment as
Judicial Officer/Dis-
trict Judge as per Arti-
cle 233 (2) of the Con-
stitution of India, an
Advocate has to be in
continuous practice
for not less than 7
years (with no break
in between) as on the
cut-off date and at the
time of appointment
of the district judge.
It may be noted that
Article 233 of the Con-
stitution of India
deals with the Ap-
pointment of district
judges and its sub-
clause (2) mandates
that a person not al-
ready in the service of
the Union or of the
State, shall only be eli-
gible to be appointed a
district judge if he has
been for not less than
seven years, an advo-
cate or a pleader, and
is recommended by
the High Court for the
appointment.
The Bench of Jus-
tice Dr. Kaushal Jay-
endra Thaker and Jus-
tice Ajai Tyagi relied
upon the apex court’s
ruling in the case of
Deepak Aggrawal v.
Keshav Kaushik and
others, (2013) 5 SCC
277, wherein it had
been held that as per
Article 233(2), a person
seeking appointment
as as a District Judge
must be practicing as
an advocate for con-
tinuous 7 years (with-
out any break) on the
date of application.

stools of the
baby keeps
changing a lot
in its charac-
ter by days and even
hours. This leads to a
lot of parental anxie-
ty. Here are some of
the facts that will help
detect the parents de-
tect abnormal pat-
terns of stool.
A newborn baby
passes very dark green
to black, sticky and
tar-like stool called
M e c o n i -
um in 1st
three days
usually. Passing
it within 24 hours of
life is indicative of a
normal intestine
working in a neonate.
1. After breastfeeding
the stools normally
turns light green-
ish on day 3-4 and
then becomes yel-
low, watery, and has
a slightly fruity
smell. Sometimes,
the baby passes
stool after every
feed as they do not
mature intestines
to hold the stools
after intake of
breastmilk.

than milk the stool
again may show a
change in consist-
ency (harder at
times constipation),
colour ( similar to
the colour of food
intake) and fre-
quency ( lesser). At
times the baby
also passes undi-
g e s t e d
food items in the
stool which is per-
fectly normal.
5. Green stools may
happen due to ex-
cess flow of the
breastmilk, more
intake of only the
initial part of moth-
er’s breast milk and
even due to change
in the temperature
or teething.
6. Some abnormal pat-
terns of babies’
stools need to be
identified early
may lead to early
diagnosis of prob-
lems by the child
doctor so try and
look out for these.
a. Loose motion-
When motions are very
watery and too large or
passed with a lot of
force then this is abnor-
mal and can lead to loss
of water from the ba-
by’s body very rapidly.
b. Hard stools / Con-
stipation- When mo-
tions are very hard (
stony or like pellets )
and very dry and the
baby feels very uncom-
fortable while passing
them along with the ab-
domen becoming firm
they need evaluation by
a child doctor
.
c. Chalky white or
clay coloured stools –
This type of repeated
pattern indicated some
disorder in the liver
function and it needs at-
tention and visit and
tests as suggested by
Paediatrician.
d. Blood in stools due
to hard stools, infection
or allergy to food is an
emergency sign and
needs a visit to the emer-
gency room. Only if the
mother has cracks on
nipples and the baby
takes that maternal
blood while drinking
milk, is this problem
not acute and will re-
solve on its own.

  • 1. First India Bureau Lucknow: Chief Minis- ter Yogi Adityanath has announced to continue the scheme of provid- ing free ration to 15 crore poor of the state. A formal decision in this regard was taken in the first meeting of Yogi 2.0 cabinet held at Lok Bhavan on Saturday . “The first decision of the newly formed gov- ernment in Uttar Pradesh is dedicated to 15 crore poor people, “ saidCMYogiwhilemak- ing this announcement. He said that during the Corona period, Prime Minister Naren- dra Modi had started the Anna Yojana with the aim of providing support to every citi- zen. From April 2020 till March 2022, about 80 crore people of the country were getting its direct benefit. At the same time, the state government had imple- mented the scheme of distribution of free ra- tion in addition to the central government. CM Yogi said that the scheme of free ra- tion had been very use- ful in addressing the problem of starvation arising out of the epi- demic even as the co- rona was controlled with the efforts of free tests, treatment and vaccines. Under the scheme, Antyodaya and eligible household card holders were get- ting double dose of free ration under the gov- ernment of double en- gine of 15 crore people of the state. “Considering that the period of this scheme was ending in March 2022, in the first cabinet meeting of the new government, it has been decided to extend it for the next three months till June 22,” the CM said. MILLION BLOOMS 1.5Asia’s largest tulip garden on the foothills of Zabarwan Mountains in Srinagar overlooking the famous Dal Lake with over one million blooms was thrown open to the public on March 23. The garden was thrown open to the public by J-K chief secretary Arun Kumar Mehta. The idea of the garden, spread over 30 hectares in the foothills of the snow-clad Zabarwan range, was conceived to advance the tourism season in the valley by two months. The garden houses 1.5 million flowers of tulips, daffodils, hyacinths and muscari. The flowers include 68 varieties of tulips. The average lifespan of tulip flowers is three to four weeks, but heavy rains or too much heat can destroy them. The Floriculture department plants tulip bulbs in a phased manner so that the flowers remain in the garden for a month or more. Till now, most of the tourists have been from outside the Union Territory, which is a good sign for tourism in the Valley. This year, the department has made provisions for online ticket sales as well to avoid the rush at the ticket counter.

In some areas it is taking a beat- ing. Nonetheless, having thrown humanism out of the Kremlinwindowhehasrazed to the ground large parts of democratic Ukraine, dis- placed 10 million Ukrainians. Nearly 3.1 million Ukraini- ans have become refugees, who have been welcomed by Poland, Romania, Hungry, Slovakia. Canada and USA will take in several hundred thousand in the days to come. The men are fighting the Russians,whilechildren,teen- agers, their sisters, mothers andgrandmothers(andwives of soldiers) live in cramped camps and school buildings, with terrible sanitation. What happens to them af- ter one year. Poland cannot give 2.5 million refuge for all time. Some might wish to re- turn to Ukraine, but their homes have disappeared. This will give no comfort to Mr Putin. The foreign minister of the People’s Republic of China arrived in New Delhi on March 24. Apparently, our government is not too en- thused by Mr Wang Yi’s visit. The Radio and TV remained silent about the visit. Before coming to New Del- hi Mr Wang Yi attended the meeting of the Organisation of Islamic States- OIC in La- hore. Vi c e - C h a n c e l l o r Faizan Mustafa said that the university aimed to create a safe and inclusive campus. The ground floor of the GH-6 building has been designated as a gender- neutral space with rooms allotted to stu- dents self-identifying as members of the LG- BTQ+ (lesbian, gay, bi- sexual, transgender and queer plus) commu- nity, with plans to move towards a gender-neu- tral hostel in due course. The washroom on the academic block’s ground floor is also gen- der-neutral. The university al- ready has an interim policy in place to ad- dress inclusivity con- cerns of the LGBTQ+ community and a final policy is in the works. The GH-6 building houses a hostel, which may later fully become a gender-neutral hostel. In June 2015, a 22-year-old BA LLB stu- dent requested not be identified by gender in the graduation certifi- cate. The university promptly accepted the request and used the neutral prefix of “Mx”. It was the beginning of the institution’s efforts to make it inclusive. The university is working to designate more areas as gender- neutral, Mustafa said. “We have requested stu- dents to identify them- selvesandbasedontheir preference, we are creat- ing safe and inclusive spaces for everyone. As per the trans policy that we are adopting, there will be more changes on the campus,’’ he said. Shashikant Sharma/ Kartikey Dev Singh New Delhi: Seldom does it happen that a sitting Chief Minister or a deputy CM looses an election, and per- haps it has never been seen before that even after loosing election, they are ‘reinstated’ to their ‘old glory’. But this is exactly what has happened in Uttara- khand and Uttar Pradesh respectively, where the sitting CM and Deputy CM lost the election, but have yet again found them- selves in their former offices, carrying out the roles they had, pri- or to the poll. The Chief Minister of Uttarakhand, Push- kar Singh Dhami is perhaps more lucky than his colleague from the neighbouring state as Maurya does fit into the over all po- litical ‘scheme of things’ for the BJP since he is a respecta- ble OBC leader. But Dhami does not have that political ‘need’ for the BJP, perhaps be- cause he commands a comparatively less po- litically charged state with lesser population than UP and lesser area too. Yet, he has been given preference, just like Maurya, and seated in the CMO as a result of which, ob- serves say that he is quite lucky in compari- son to the former Chief Minister of Himachal, Prem Kumar Dhumal. A political observer from Dehradun stress- es that despite the de- feat in the assembly elections, he was put on the chief minister’s chair by the BJP high command, whereas in Dhumal’s case, about four years ago, the par- ty had refrained from taking such a decision and Dhumal had be- come one of the few unlucky politicians whose political life was ruined due to party’s stand. In the assembly elections held in Himachal in 2015, BJP contested the election by declaring Dhumal as the CM candidate. Earlier BJP was follow- ing the strategy of con- testing elections with- out declaring any lead- er but later when it started realising that victory is not sure without Dhumal’s name, the party de- clared him as future CM. This announce- ment was made by the then BJP President Amit Shah himself at an election rally . But unfortunately, Dhumal lost the elec- tion while fielded from the new electoral con- stituency Sujanpur Tehra. People believed that Dhumal was de- feated under a well thought out conspiracy . This was the reason that when the party won despite his defeat, like Dhami, there was a strong demand to make Dhumal the Chief Minister. But Dhumal’s luck ran out where Dhami’s didnt. The party decid- ed that the CM would be elected from among the elected MLAs and thus Jai Ram Thakur was made the CM. However, in 2022, the party has decided to continue with Dhami, perhaps thinking that he can not be made a scapegoat since he was in the chair for only a few months. What ever be the reason, Dhami’s luck has abetted him, but now he will have to work with twice the viguor to continue at the post, or else he may also meet the fate of his predecessors! But even before that, Dha- mi will have one more chance to regain his electoral honour, as in absence of a Legisla- tive Council, Dhami will have to contest election and come out victorious within 6 months, else he may have to loose his place. However, the situa- tion around UP Depu- ty CM KP Maurya is quite different. He does not have to con- test any election as he is still a MLC. Second- ly, he is more accepta- ble and stronger lead- er among other back- ward castes as com- pared to other leaders. Therefore, a large sec- tion of party leaders have lobbied for his inclusion in the gov- ernment and also ad- vocated delegating greater responsibility to him, which even the high command agrees upon. Now that he has been appointed as DyCM, the reason be- hind his inclusion is simple. BJP central leadership knows that to continue its stay in Delhi, the party will have to bring the OBC and Dalit votes to its kitty and therefore, leaders like Maurya give that platform to the party where, through them, the par- ty and the union gov- ernment can be pro- jected as sharing pow- er with the OBCs and other such community groups. It is certain that in view of his im- portance in the con- text of next Lok Sabha elections, the party can not and has not sidelined him. NEARLY 30% OF DELHI’S SEWAGE FLOWED UNTREATED INTO YAMUNA IN 2020-2021 Only six out of the 35 STPs in Delhi met prescribed standard for wastewater New Delhi (PTI): At least 29 per cent of the sewage generated in Delhi in the financial year 2021-22 fell into the Yamuna river un- treated, according to the Outcome Budget presented in the As- sembly on Friday. The amount of un- treated sewage that fell into the river in Delhi was 28 per cent in 2019-20 and 26 per cent in 2020-21. Government data also showed that only six out of the 35 sewage treatment plants (STPs) in the capital met the prescribed standards for wastewater (biologi- cal oxygen demand – 10 milligram per litre and total dissolved solids – 10 mg per litre) in 2021- 22 (till December end). The Delhi Jal Board (DJB) is upgrading and rehabilitating the exist- ing STPs to be able to meet the prescribed norms and reduce the pollution load in the Ya- muna. It had set a target of at least nine STPs meeting the standards this fiscal. The 22-km stretch of the Yamuna between Wazirabad and Okhla, which is less than 2 per cent of the river length of 1,370 kms from Ya- munotri to Allahabad, accounts for around 80 per cent of the pollu- tion load in the river. Untapped wastewa- ter from unauthorised colonies and jhuggi- jhopri clusters, and poor quality of treated wastewater discharged from STPs and common effluent treatment plants are the main rea- sons behind high levels of pollution in the river. The Pakistani prisoners were identified as Samira, Ahmad Rajaa and Murtaja Ajgar Ali, according to Arun Pal, the Protocol Officer. He said that all the three prisoners were sent to Pakistan via Attari Wagah Border. Kathmandu (ANI): Nepalese Prime Minister Sher Baha- dur Deuba will visit Varanasi during his official visit to India from April 1 to 3. A s per the itinerary, he will meet Prime Minister Narendra Modi on April 2. This will be his first visit to India after becom- ing Prime Minister of the Himalayan nation in July 2021. He has visited India in each of his four earlier stints as PM. His last visit to India was in 2017. This visit is a part of the tradition of periodic high-level exchanges between the two countries. It will give an opportu- nity to both sides to review relations. The decision was taken in the Cabi- net meeting chaired by PM at his residence. The scheme, which started when India went into stringent lockdown two years back, was to end on March 31. In March 2020, the Centre had launched the scheme — Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) — to pro- videfree5kgfoodgrains per person per month to over 80 crore benefi- ciaries covered under the National Food Secu- rity Act (NFSA) to re- duce the hardships of people during Covid. In keeping with the concern and sensitivity towards poor and vul- nerable sections of so- ciety , the Union Cabinet has extended the PM- GKAY scheme for an- other six months i.e, till September 2022 (Phase VI), an official statement said. Overall with Saturday’s hike, petrol and diesel prices have gone up by Rs 3.20 a litre in the last five days. Petrol now costs Rs 98.61 a litre in the na- tional Capital, while diesel is being sold at Rs 89.87 per litre. In Mumbai, petrol prices were hiked by 84 paise and it now costs Rs 113.35 per litre. Die- sel prices too were raised by 85 paise and it now costs Rs 97.55 a li- tre there. Fuel prices are the highest in Mumbai among the four metro cities. Prior to the hikes which began from this week, fuel prices had been on a freeze since November 4, 2021 for a record 137 days. On Friday 52 minis- ters took oath in the swearing-in of the Yogi Government 2.0. These include two deputy chief ministers, 16 cabi- net ministers, 14 with independent charge and 20 ministers of state. The study has been done on the basis of financial, criminal, education, gender and other details declared by these ministers in their affidavits. The ADR and UPEW ana- lysed the self-sworn af- fidavits of 45 Ministers out of 53 Ministers in- cluding Chief Minister, two MLC minister namely Sanjay Nishad and Jitin Prasada were not analysed due to the unavailability of their affidavits on the elec- tion website at the time of making this report and the details of JPS. Rathore, Narendra Kashyap, Dinesh Pratap Singh, Dayashankar Mishra, Jaswant Saini and Danish Azad Ansa- ri were not analysed as they are not currently members of either any house, state assembly or legislative council. The ADR report states, of 45 ministers, 39 (87 per cent) are crorepatis. The average assets of these minis- ters are Rs 9 crore. The richest being Mayank- eshwar Sharan Singh of Tiloi, whose declared assets are valued at Rs 58.07 crores. Singh hails from the royal family of Tiloi and won the elec- tion for the third time. On the other hand, Dharamvir Singh, a member of the Legisla- tiveCouncil,hasthelow- est assets amounting to Rs 42.91 lakh. First India Bureau Prayagraj: The Alla- habad High Court has clarified that for seek- ing appointment as Judicial Officer/Dis- trict Judge as per Arti- cle 233 (2) of the Con- stitution of India, an Advocate has to be in continuous practice for not less than 7 years (with no break in between) as on the cut-off date and at the time of appointment of the district judge. It may be noted that Article 233 of the Con- stitution of India deals with the Ap- pointment of district judges and its sub- clause (2) mandates that a person not al- ready in the service of the Union or of the State, shall only be eli- gible to be appointed a district judge if he has been for not less than seven years, an advo- cate or a pleader, and is recommended by the High Court for the appointment. The Bench of Jus- tice Dr. Kaushal Jay- endra Thaker and Jus- tice Ajai Tyagi relied upon the apex court’s ruling in the case of Deepak Aggrawal v. Keshav Kaushik and others, (2013) 5 SCC 277, wherein it had been held that as per Article 233(2), a person seeking appointment as as a District Judge must be practicing as an advocate for con- tinuous 7 years (with- out any break) on the date of application.   • 11. rom birth to the end of the first year the stools of the baby keeps changing a lot in its charac- ter by days and even hours. This leads to a lot of parental anxie- ty. Here are some of the facts that will help detect the parents de- tect abnormal pat- terns of stool. A newborn baby passes very dark green to black, sticky and tar-like stool called M e c o n i - um in 1st three days usually. Passing it within 24 hours of life is indicative of a normal intestine working in a neonate. 1. After breastfeeding the stools normally turns light green- ish on day 3-4 and then becomes yel- low, watery, and has a slightly fruity smell. Sometimes, the baby passes stool after every feed as they do not mature intestines to hold the stools after intake of breastmilk. 2. Green stools may happen due to ex- cess flow of the breastmilk, more intake of only the initial part of moth- er’s breast milk and even due to change in the temperature or teething. 6. Some abnormal pat- terns of babies’ stools need to be identified early may lead to early diagnosis of prob- lems by the child doctor so try and look out for these. a. Loose motion- When motions are very watery and too large or passed with a lot of force then this is abnor- mal and can lead to loss of water from the ba- by’s body very rapidly. b. Hard stools / Con- stipation- When mo- tions are very hard ( stony or like pellets ) and very dry and the baby feels very uncom- fortable while passing them along with the ab- domen becoming firm they need evaluation by a child doctor . c. Chalky white or clay coloured stools – This type of repeated pattern indicated some disorder in the liver function and it needs at- tention and visit and tests as suggested by Paediatrician. d. Blood in stools due to hard stools, infection or allergy to food is an emergency sign and needs a visit to the emer- gency room.
