NEW ‘MINISTRY OF COOPERATION’ CREATED
New Delhi: Prime Minister Narendra Modi’s government on Tuesday created a new ‘Ministry
of Cooperation’, looking to provide more heft to the cooperative movement in the country.
The move came a day before the Union cabinet was scheduled for a reshuffle, with some
new faces expected to join the Centre in key positions. The creation of the new ministry
indicates the Centre’s commitment to community-based developmental partnership, ac-
cording to a release from the Press Information Bureau. “Sahkar se samriddhi” (Prosperity
from cooperation) is the vision of the Ministry of Cooperation, it said, calling the move
“historic”. “This ministry will provide a separate administrative, legal, and policy framework
for strengthening the cooperative movement in the country. It will help deepen co-operatives
as a true people-based movement reaching up to the grassroots,” the release said.

GEHLOT TOWS HIGH COMMAND’S
LINE, BUT SUGGESTS RIDER!
Yogesh Sharma
A
fter holding a meeting with party leaders through the
day, state incharge Ajay Maken accompanied by PCC
Chief Govind Singh Dotasra reached CMR on Tuesday
evening where the duo met CM Ashok Gehlot after which
the leaders held a discussion on various nuances of political
appointments and cabinet expansion. Highly placed sources
have revealed that CM Gehlot has forwarded a proposal to the
high command for appointing 3-4 legislators of Pilot camp as
ministers in Gehlot government. Gehlot has also stressed that
he has no objection to Pilot camp members being allocated
position in the cabinet, however, the chief minister has laid
a rider i.e. the MLAs should be of Gehlot’s liking. This is so
because appointment of ministers and allocation of depart-
ments is a special privilege of the chief minister. However,
on the other hand, the ‘formula’ that Maken has put forward,
already has the names of Pilot camp members finalised by
the high command, which have been ascertained after taking
aproval from Pilot himself. Therefore, now a new conundrum
could come into existence in the grand-old-party. Turn to P8

Jaipur: The Ministry
of Civil Aviation has
played a big bet before
the privatisation of Air
India. In order to
strengthen Air India
capital, it has been de-
cided to give ground
handling work at about
60 airports including
Jaipur to Air India.
With this move of the
ministry, the ground
handling agencies
working at these air-
ports are on the verge
of closure.
Not only Jaipur air-
port, employment prob-
lems will arise for thou-
sands of employees at
these 60 airports of the
country. Air India will
get good rev from other
airlines & charters. In
such a situation, if cen-
tral govt privatizes Air

able to get good reve-

2ND WAVE EFFECT! AUTOMOBILE IN FAST LANE IN RAJ
Corona is under control in state over a month & active

special measures are not being taken for tourism. The big-
gest hurdle is negative RT-PCR report to visit the state. If

report, he will not be allowed to board flight. Recently, state
govt has done away with must RT-PCR test for those who
have had both doses of corona vaccine. It is worth mention-

has received both doses of the corona vaccine.

MILLING CROWDS
INVITING COVID
THIRD WAVE
o sooner were Cov-
id-19 restrictions lift-
ed than tourists
thronged Shimla,
Manali and Mus-
soorie and other hill stations to
escape the heat wave. The heavy
footfall of tourists has forced the
Centre to issue a warning to
States about Covid’s return. The
tourists brought a smile on the
faces of hoteliers and other busi-
nesses in these places but the
influx is clearly fraught with
risks. The third wave of Covid-19
hasnotbeenruledoutandwatch-
ing tourists flouting social dis-
tancing and masking norms one
wondered if they were all vacci-
nated or some of them were out
enjoying without taking even a
single shot for Covid. Looking at
the crowds flouting Covid appro-
priate behaviour, the Union
Health Ministry’s joint secretary
warnedof “nullifyingtheeaseof

With States lifting curbs and

sooner than later. This time the
blame should lie with the people.

N
he Supreme Court
struck down Sec-
tion 66A of the In-
formation and
Technology Act
2000 in 2015 as it was “open-
ended and constitutionally
vague”. On Monday the court
was shocked to learn that the
scrapped Section was still be-
ing used by law enforcement
agencies and issued a notice
seeking Centre’s reply
. Sec-
tion 66A read, “Any person
who sends by any means of a
computer resource any infor-
mation that is grossly offen-
sive or has a menacing char-
acter, or any information
which he knows to be false,
butforthepurposeof causing
annoyance, inconvenience,
danger, obstruction, insult
shall be punishable with im-
prisonment for three years.”
The key words in this are “of-
fensive” and “menacing”
which are left for policemen
to interpret. The Section was
scrapped to “expand the con-
tours of free speech to the In-
ternet” and for “being viola-
tiveof Article19(1)(a)andnot
saved under Article 19(2)”.
Maharashtra and Uttar
Pradesh are the main cul-
prits as they continued to
invoke the Section. Of the
745 pending cases till March
10, 2021 under the scrapped
Section, Maharashtra had
381 cases and UP had 245
registered after the 2015
judgment.
What is more shocking is
that this is not the first time
the Supreme Court has ex-
pressed “shock” over the
continued use of the contro-
versial Section 66A long af-
ter it was scrapped. In Janu-
ary 2019 the court directed
States to sensitise cops
against its usage. Then, too,
the court issued a notice to
the Centre. The Attorney-
General KK Venugopal had
then said that the verdict
should be sent to high courts
and district courts.

T
he peace treaty between US-
Taliban and the decision to
withdraw the US army from
the region indicates a possi-
bility of a repeat of the bad
times of Taliban extremism
in Afghanistan and an emerg-
ing threat for neighbouring
countries like India. The ill-
timed and unplanned ending
of theUSalliance’sOperation
Freedom’s Sentinel seems to
be bringing severe difficulties
in the times to come.
After the relentless strug-
gle in Afghanistan for the
last 18 years, America now
wants its army to return
home from there without
reaching any concrete re-
sults and success. Like the
former Trump administra-
tion, the present Biden ad-
ministration also did not
want to lose the opportunity
of this return and call it a
victory for America in Af-
ghanistan. In April, US Pres-
ident Joe Biden informed the
American people of his deci-
sion to withdraw US troops
from Afghanistan by the 20th
anniversary of the world
trade centre attack. In what
may become one of the defin-
ing speeches of his presiden-
cy, he dwelt on the rationale
to “end the forever war”. The
situation is quite the oppo-
site, and the Taliban is still
keeping its roots very strong
inside there and in a position
to return hideously. Sensing
the possibilities of returning
home, America signed an
agreement with the top lead-
ership of the Taliban in Qa-
tar’s capital Doha in Febru-
ary 2020. The four-point fo-
cused agreement was - First,
ceasefire, second, withdraw-
al of troops by America.
Third, the Taliban will not
cause any harm to the US and
its allies, and fourth, the pre-
sent Afghan government and
Taliban will start talks to re-
solve issues and release war
prisoners.
Despite the signed agree-
ment, it is not very easy to
put this agreement on the
ground in the present cir-
cumstances. The differences
between the democratic lib-
eral Afghan government and
the powerful and influential
radical leaders, who have lit-
tle faith in democracy, will
lead Afghanistan into an ex-
tremist and orthodox Tali-
ban grip. Today’s Taliban led
by senior radical leaders like
Maulvi Hibatullah Akhun-
dzada, Mullah Abdul Ghani
Baradar, Mullah Obaidullah
Akhund, Wakil Ahmed Mut-
tawakil, Qayyum Zakir and
Abdul Razzaq, and It is hard
to believe that they have
fought for the last eighteen
years only for the position,
where they remain subservi-
ent or subordinates to an Af-
ghan government headed by
a moderate and liberal figure
like President Ashraf Ghani.
Undoubtedly
, after America’s
return home, the first task of
the Taliban will be to gain the
powers of Kabul. The Tali-
ban of today is definitely dif-
ferent from the Taliban of
1990, which played a part in
the blowing up of the World
Trade Center and the events
like the Kandahar hijacking.
However, even with its slight-
ly modified ideology, intoler-
ance towards other religions,
religious fanaticism towards
women, and an orthodox ap-
proach towards education
and religious extremism will
remain the same. Returning
to power, the Taliban will ap-
pear to be less likely to live
up to its promise of not al-
lowing human rights abuses
and religious terrorism from
its soil to other countries. US
military agencies and their
top leadership had already
predicted the regeneration
of Al Qaeda and Taliban in
Afghanistan within two
years of troop withdrawal.
Thus, the execution of the
agreement seems to be prov-
ing a significant setback for
India too. This agreement
between the US and the Tali-
ban has put India’s Afghani-
stan policy at a crossroads.
While the US is promoting it
as a kind of peace agreement
and thus, India and other na-
tions cannot
Even object to it formally,
the Taliban’s harsh attitude
towards those nations and
fear of Taliban support ter-
rorist activities against them
is chilling down the spine.
That is why, It is undeniable,
No one in the region is happy
with this deal except the Tal-
iban and its supporters, the
Pakistani military
. It is worth
noting that Iran and China
have also given mixed reac-
tions to this agreement with
apprehension. India has con-
sistently recommended that
a legitimately elected govern-
ment in Kabul should be the
cornerstone of any peace
plan, while Pakistan’s mili-
tary and government aspire
to re- establish Taliban
friendly Taliban rule.
IndiaissupportingAfghan-
istan continuously since 2001
on the issue of democracy
, hu-
man rights, assuring the fu-
ture and development plans
by putting colossal money
and resources in the region,
including landmark projects
such as the construction of
the new Afghan Parliament
building and the Salma Dam.
India is always interested in a
sovereign, democratic, inclu-
sive, stable and prosperous
Afghanistan, which is also
crucial for maintaining peace
in South Asia. However, the
Taliban’s previous stance of
the pro-Pakistan army and its
policy to support the Kash-
miri militants will adversely
affect Indo-Afghan relations.
More threatening, The three
key players in Afghanistan’s
neighbourhood that have the
upper hand in influencing the
political and security con-

Farmers to protest
outside Parl on July 22
New Delhi: Farmers
protesting three agri-
cultural laws say they
would begin demon-
strating outside Parlia-
ment on July 22, part of
a new push to force the
government to scrap a
set of legislation enact-

SC REFUSES TO HEAR PLEA SEEKING WOMAN’S RELEASE

PUNE JUDGE ‘PRETENDED’ TO BE SPL JUDGE, DENIED BAIL
WITHOUT POWER: ELGAR CASE ACCUSED SUDHA TO HC
New Delhi: The Supreme Court on Tuesday refused to entertain a
plea filed by a Kerala-based spiritual practitioner seeking the release
of his 21-year-old live-in partner from the custody of her parents.
The bench headed by Chief Justice NV Ramana also referred to the
case of pop singer Britney Spears in the US court while hearing
the plea. The SC said that the petitioner is a married man with two
children and has dubious antecedents, the Bar and Bench reported.
The man had claimed that her live-in partner was illegally detained.
Pune: Activist Sudha Bharadwaj, an accused in the Elgar Parishad-
Maoists links case, told the Bombay HC through her lawyer that the
judge who remanded her to custody following her arrest in 2018
had “pretended” to be a designated special judge and orders issued
by him were responsible for a longer stay in jail. Senior counsel Yug
Chaudhry, who appeared for Bharadwaj, told the high court that KD
Vadane, an additional sessions judge in Pune, had remanded her
and eight other activists to custody in 2018.

CHIRAG PASWAN

Patna: Chirag Paswan
said on Tuesday that
he might go to court if
any rebel Lok Janshakti
Party (LJP) MP includ-
ing his estranged uncle
Pashupati Kumar Paras
was included in a Union
cabinet expansion,
widely expected to take
place soon. The Jamui
MP insisted that he was
the legitimate president
of LJP and he had not
been consulted for
induction of any party
member into the Union
cabinet as is required
under the coalition
norms. “If any of them
gets in the cabinet, I may
take legal recourse,” he
said in Patna.
I have no knowledge about the party’s
formula (for Cabinet rejig), but our na-
tional president (RCP Singh) has the
authorization to make decisions. I don’t think
we won’t be included in the cabinet. But I am
not aware of the number of berths. There is no
demand from our side, whatever the PM says
will be done accordingly.

New Delhi: The Con-
gress party, over the
past two years, has re-
defined the term ‘inter-
im’. While it was be-
lieved that its former
national president Ra-
hul Gandhi will budge
from his stand of not
holding the party su-
premo position, and
take on the mantle yet
again, however, Rahul’s
insistence at continu-
ing as the ‘lone crusad-
er’ continues and as a
result, the party ‘matri-
arch’ Sonia Gandhi has
lingered on.
But it appears that a
change is in the offing
as the party’s ‘Trini-
ty’—Sonia, Rahul and
Priyanka—and other
senior leaders are now
gradually inching to-
wards a common under-
standing and a ‘three
way’ solution of party’s
‘leadership conun-
drum’ is being floated.
Highly placed sources
reveal that owing to the
insistence and rigid
stance of Rahul, the
party’s reins may fall in
the hands of a non-Gan-
dhi family leader. Going
forward, the party lead-
ership is keeping all op-
tionsathandfora‘worst
case scenario’ where
Rahulagaindeniescom-
ing at helm of affairs.
Interestingly, among
the probables is former
Madhya Pradesh CM
Kamal Nath who has
rapidly gained trust of
Sonia and come up as
the replacement for late
Ahmed Patel. If this for-
mulaisgivenagoahead,
then Rahul could be
named as the Leader of
Opposition in Lok Sab-
ha and Adhir Ranjan
Choudhary, the current
LoP, could be removed.
The decision in this re-
gard can be taken even
before Monsoon Session
starting from July 19.
The second thought
revolves around nam-
ing Sonia as the full
time President since
senior leadership still
believes that it is only
Sonia that can keep the
‘crumbling’ party to-
gether to project a unit-
ed face. It is believed
that Priyanka is also of
the same opinion.
Hence if Sonia accepts
the position of full time
party president, she
may form a four mem-
ber core committee to
govern the affairs of
the party where Kamal
Nath could be appoint-
ed her political advisor.
The third, and most
anticipated, formula be-
ing floated revolves
around making Rahul
thepartypresident,even
if it means pressurising
him. Rahul is standing
firm on his earlier call
that either he will work
with complete ‘inde-
pendence’inthepartyor
not at all. But if Rahul is
somehow pushed on the
pedestal,hewillformhis

ka advising on impor-
tant affairs.

‘Fresh faces’ to find a place in Gehlot Cabinet!
Modi government ‘misuses’ central agencies
whenever elections are due in a state: Gehlot
Jaipur: Chief Minis-
ter Ashok Gehlot hit
out at the Modi gov-
ernment on Tuesday,
alleging that it “mis-
uses” agencies like the
CBI, the ED and the
Income Tax Depart-
ment whenever elec-
tions are due in a state
or a political crisis is
created. With Uttar
Pradesh Assembly
elections approach-
ing, the Central Bu-
reau of Investigation
(CBI) has started con-
ducting raids in the
state, he said.
On Monday, the CBI
registered a case
against 189 people, in-
cluding 16 government
servants, for alleged
irregularities in the
Rs 1,437-crore Gomti
riverfront develop-
ment project in Uttar
Pradesh undertaken
during the tenure of
the Samajwadi Party
(SP) government head-
ed by Akhilesh Yadav,
according to officials.
After registering the
case, the agency
sleuths swooped
down on 42 loca-
tions spread
across 13 dis-
tricts of Uttar Pradesh,
Alwar in Rajasthan
and Kolkata in West
Bengal, they said.
“The CBI, the Income
Tax Department and
the ED are activated
with special instruc-
tions whenever elec-
tions are approaching
in a state or a political
crisis is created. With
elections approaching
in UP, the CBI has
started conducting
raids (in the state),”
Gehlot said in a series
of tweets in Hindi.
“These agencies were
also misused in West
Bengal, Rajasthan,
Madhya Pradesh and
Karnataka etc. in the
past,” he said.
Chief Minister
Ashok Gehlot further
added the credibility
of all these central
agencies has been
largely due to them
working in an impar-
tial manner for years.
However, the way the
BJP is giving orders to
these agencies to fulfil
its political agenda
has ruined their cred-
ibility.
“Most of the offic-
ers working in these
agencies have this in
their minds. Yet they
are compelled to take
action. I am sure that
when the time comes,
the public will give a
befitting reply to the
BJP which is misusing
central agencies po-
litically,” Chief Minis-
ter Ashok Gehlot said.
Uttar Pradesh will go
to polls in the first
quarter of the next
year.

Last week, former Congress president Rahul Gandhi and AICC general secre- tary Priyanka Gandhi had met Navjot Singh Sidhu, one of Ama- rinder’s main detrac- tors, and are said to have offered him a prominent role in the party to placate him. The creation of the new ministry indicates the Centre’s commitment to community-based developmental partnership, ac- cording to a release from the Press Information Bureau. “Sahkar se samriddhi” (Prosperity from cooperation) is the vision of the Ministry of Cooperation, it said, calling the move “historic”. “This ministry will provide a separate administrative, legal, and policy framework for strengthening the cooperative movement in the country. It will help deepen co-operatives as a true people-based movement reaching up to the grassroots,” the release said. Yogesh Sharma A fter holding a meeting with party leaders through the day, state incharge Ajay Maken accompanied by PCC Chief Govind Singh Dotasra reached CMR on Tuesday evening where the duo met CM Ashok Gehlot after which the leaders held a discussion on various nuances of political appointments and cabinet expansion. Highly placed sources have revealed that CM Gehlot has forwarded a proposal to the high command for appointing 3-4 legislators of Pilot camp as ministers in Gehlot government. Gehlot has also stressed that he has no objection to Pilot camp members being allocated position in the cabinet, however, the chief minister has laid a rider i.e. the MLAs should be of Gehlot’s liking. This is so because appointment of ministers and allocation of depart- ments is a special privilege of the chief minister. However, on the other hand, the ‘formula’ that Maken has put forward, already has the names of Pilot camp members finalised by the high command, which have been ascertained after taking aproval from Pilot himself. Therefore, now a new conundrum could come into existence in the grand-old-party. The heavy footfall of tourists has forced the Centre to issue a warning to States about Covid’s return. The tourists brought a smile on the faces of hoteliers and other busi- nesses in these places but the influx is clearly fraught with risks. The third wave of Covid-19 hasnotbeenruledoutandwatch- ing tourists flouting social dis- tancing and masking norms one wondered if they were all vacci- nated or some of them were out enjoying without taking even a single shot for Covid. Looking at the crowds flouting Covid appro- priate behaviour, the Union Health Ministry’s joint secretary warnedof “nullifyingtheeaseof restrictions if protocols are not complied with”. With States lifting curbs and peoplefloutingnormswithimpu- nity , the third wave could be here sooner than later. This time the blame should lie with the people. TOP TWEET N he Supreme Court struck down Sec- tion 66A of the In- formation and Technology Act 2000 in 2015 as it was “open- ended and constitutionally vague”. On Monday the court was shocked to learn that the scrapped Section was still be- ing used by law enforcement agencies and issued a notice seeking Centre’s reply . Sec- tion 66A read, “Any person who sends by any means of a computer resource any infor- mation that is grossly offen- sive or has a menacing char- acter, or any information which he knows to be false, butforthepurposeof causing annoyance, inconvenience, danger, obstruction, insult shall be punishable with im- prisonment for three years.” The key words in this are “of- fensive” and “menacing” which are left for policemen to interpret. The Section was scrapped to “expand the con- tours of free speech to the In- ternet” and for “being viola- tiveof Article19(1)(a)andnot saved under Article 19(2)”. Maharashtra and Uttar Pradesh are the main cul- prits as they continued to invoke the Section. Of the 745 pending cases till March 10, 2021 under the scrapped Section, Maharashtra had 381 cases and UP had 245 registered after the 2015 judgment. What is more shocking is that this is not the first time the Supreme Court has ex- pressed “shock” over the continued use of the contro- versial Section 66A long af- ter it was scrapped. In Janu- ary 2019 the court directed States to sensitise cops against its usage. Then, too, the court issued a notice to the Centre. The Attorney- General KK Venugopal had then said that the verdict should be sent to high courts and district courts. SEC 66A SCRAPPED, BUT WHO CARES On Monday the court was shocked to learn that the scrapped Section was still being used by law enforcement agencies and issued a notice seeking Centre’s reply T he peace treaty between US- Taliban and the decision to withdraw the US army from the region indicates a possi- bility of a repeat of the bad times of Taliban extremism in Afghanistan and an emerg- ing threat for neighbouring countries like India. The ill- timed and unplanned ending of theUSalliance’sOperation Freedom’s Sentinel seems to be bringing severe difficulties in the times to come. After the relentless strug- gle in Afghanistan for the last 18 years, America now wants its army to return home from there without reaching any concrete re- sults and success. Like the former Trump administra- tion, the present Biden ad- ministration also did not want to lose the opportunity of this return and call it a victory for America in Af- ghanistan. In April, US Pres- ident Joe Biden informed the American people of his deci- sion to withdraw US troops from Afghanistan by the 20th anniversary of the world trade centre attack. In what may become one of the defin- ing speeches of his presiden- cy, he dwelt on the rationale to “end the forever war”. The situation is quite the oppo- site, and the Taliban is still keeping its roots very strong inside there and in a position to return hideously. Sensing the possibilities of returning home, America signed an agreement with the top lead- ership of the Taliban in Qa- tar’s capital Doha in Febru- ary 2020. The four-point fo- cused agreement was - First, ceasefire, second, withdraw- al of troops by America. Third, the Taliban will not cause any harm to the US and its allies, and fourth, the pre- sent Afghan government and Taliban will start talks to re- solve issues and release war prisoners. Despite the signed agree- ment, it is not very easy to put this agreement on the ground in the present cir- cumstances. The differences between the democratic lib- eral Afghan government and the powerful and influential radical leaders, who have lit- tle faith in democracy, will lead Afghanistan into an ex- tremist and orthodox Tali- ban grip. Today’s Taliban led by senior radical leaders like Maulvi Hibatullah Akhun- dzada, Mullah Abdul Ghani Baradar, Mullah Obaidullah Akhund, Wakil Ahmed Mut- tawakil, Qayyum Zakir and Abdul Razzaq, and It is hard to believe that they have fought for the last eighteen years only for the position, where they remain subservi- ent or subordinates to an Af- ghan government headed by a moderate and liberal figure like President Ashraf Ghani. Undoubtedly , after America’s return home, the first task of the Taliban will be to gain the powers of Kabul. The Tali- ban of today is definitely dif- ferent from the Taliban of 1990, which played a part in the blowing up of the World Trade Center and the events like the Kandahar hijacking. However, even with its slight- ly modified ideology, intoler- ance towards other religions, religious fanaticism towards women, and an orthodox ap- proach towards education and religious extremism will remain the same. Returning to power, the Taliban will ap- pear to be less likely to live up to its promise of not al- lowing human rights abuses and religious terrorism from its soil to other countries. US military agencies and their top leadership had already predicted the regeneration of Al Qaeda and Taliban in Afghanistan within two years of troop withdrawal. Thus, the execution of the agreement seems to be prov- ing a significant setback for India too. This agreement between the US and the Tali- ban has put India’s Afghani- stan policy at a crossroads. While the US is promoting it as a kind of peace agreement and thus, India and other na- tions cannot Even object to it formally, the Taliban’s harsh attitude towards those nations and fear of Taliban support ter- rorist activities against them is chilling down the spine. That is why, It is undeniable, No one in the region is happy with this deal except the Tal- iban and its supporters, the Pakistani military . It is worth noting that Iran and China have also given mixed reac- tions to this agreement with apprehension. India has con- sistently recommended that a legitimately elected govern- ment in Kabul should be the cornerstone of any peace plan, while Pakistan’s mili- tary and government aspire to re- establish Taliban friendly Taliban rule. IndiaissupportingAfghan- istan continuously since 2001 on the issue of democracy , hu- man rights, assuring the fu- ture and development plans by putting colossal money and resources in the region, including landmark projects such as the construction of the new Afghan Parliament building and the Salma Dam. India is always interested in a sovereign, democratic, inclu- sive, stable and prosperous Afghanistan, which is also crucial for maintaining peace in South Asia. However, the Taliban’s previous stance of the pro-Pakistan army and its policy to support the Kash- miri militants will adversely affect Indo-Afghan relations. More threatening, The three key players in Afghanistan’s neighbourhood that have the upper hand in influencing the political and security con- cerns in a post- withdrawal state will be Pakistan, Iran, and Turkey , definitely , a more significantchallengeforIndo- Afghan relations. Leaving the reconciliation process pri- marily to an unstable admin- istration in Kabul will do lit- tle for India’s long-term inter- ests in Afghanistan. In gen- eral, it can be said that India’s aim should be to continue to have the ability to be repre- sented in Afghanistan for a long time to come. Indian gov- ernment should immediately consider appointing a special envoy dedicated to Afghan reconciliation. There is no demand from our side, whatever the PM says will be done accordingly. —Nitish Kumar, Bihar CM told the media CONG’S‘TRINITY’HOPESTOWARD OFFPARTYPRESIDENCYWOES! Mahesh Sharma New Delhi: The Con- gress party, over the past two years, has re- defined the term ‘inter- im’. While it was be- lieved that its former national president Ra- hul Gandhi will budge from his stand of not holding the party su- premo position, and take on the mantle yet again, however, Rahul’s insistence at continu- ing as the ‘lone crusad- er’ continues and as a result, the party ‘matri- arch’ Sonia Gandhi has lingered on. But it appears that a change is in the offing as the party’s ‘Trini- ty’—Sonia, Rahul and Priyanka—and other senior leaders are now gradually inching to- wards a common under- standing and a ‘three way’ solution of party’s ‘leadership conun- drum’ is being floated. Highly placed sources reveal that owing to the insistence and rigid stance of Rahul, the party’s reins may fall in the hands of a non-Gan- dhi family leader. Going forward, the party lead- ership is keeping all op- tionsathandfora‘worst case scenario’ where Rahulagaindeniescom- ing at helm of affairs. Interestingly, among the probables is former Madhya Pradesh CM Kamal Nath who has rapidly gained trust of Sonia and come up as the replacement for late Ahmed Patel. If this for- mulaisgivenagoahead, then Rahul could be named as the Leader of Opposition in Lok Sab- ha and Adhir Ranjan Choudhary, the current LoP, could be removed. The decision in this re- gard can be taken even before Monsoon Session starting from July 19. The second thought revolves around nam- ing Sonia as the full time President since senior leadership still believes that it is only Sonia that can keep the ‘crumbling’ party to- gether to project a unit- ed face. It is believed that Priyanka is also of the same opinion. Hence if Sonia accepts the position of full time party president, she may form a four mem- ber core committee to govern the affairs of the party where Kamal Nath could be appoint- ed her political advisor. The third, and most anticipated, formula be- ing floated revolves around making Rahul thepartypresident, even if it means pressurising him. Rahul is standing firm on his earlier call that either he will work with complete ‘inde- pendence’inthepartyor not at all. But if Rahul is somehow pushed on the pedestal, hewillformhis ownteam, comprisingof loyalists, with mother Sonia and sister Priyan- ka advising on impor- tant affairs. Modi government ‘misuses’ central agencies whenever elections are due in a state: Gehlot Jaipur: Chief Minis- ter Ashok Gehlot hit out at the Modi gov- ernment on Tuesday, alleging that it “mis- uses” agencies like the CBI, the ED and the Income Tax Depart- ment whenever elec- tions are due in a state or a political crisis is created. With Uttar Pradesh Assembly elections approach- ing, the Central Bu- reau of Investigation (CBI) has started con- ducting raids in the state, he said. On Monday, the CBI registered a case against 189 people, in- cluding 16 government servants, for alleged irregularities in the Rs 1,437-crore Gomti riverfront develop- ment project in Uttar Pradesh undertaken during the tenure of the Samajwadi Party (SP) government head- ed by Akhilesh Yadav, according to officials. After registering the case, the agency sleuths swooped down on 42 loca- tions spread across 13 dis- tricts of Uttar Pradesh, Alwar in Rajasthan and Kolkata in West Bengal, they said. “The CBI, the Income Tax Department and the ED are activated with special instruc- tions whenever elec- tions are approaching in a state or a political crisis is created. With elections approaching in UP, the CBI has started conducting raids (in the state),” Gehlot said in a series of tweets in Hindi. “These agencies were also misused in West Bengal, Rajasthan, Madhya Pradesh and Karnataka etc. in the past,” he said. Chief Minister Ashok Gehlot further added the credibility of all these central agencies has been largely due to them working in an impar- tial manner for years. However, the way the BJP is giving orders to these agencies to fulfil its political agenda has ruined their cred- ibility. “Most of the offic- ers working in these agencies have this in their minds. Yet they are compelled to take action.
