Police has busted a
gang involved in stealing
high-quality, imported
coal during transpor-
tation from the Gujarat
port to northern states
via Rajasthan, officials
said on Thursday. As per
crime branch of State
police, coal imported
from the US and Russia
worth over `10 cr was
being stolen every day
from trucks transporting
to HP, Haryana, Punjab
and UP. Teams of crime
branch conducted raids
and detained 22 people
and seized over 1,850
tons of stolen coal.  P7

Thursday in which all
the public representa-
tives and office bearers

Congress government
of the state has done a
disservice to the youth.

Jaipur: A minor girl
was allegedly gang-
raped in Kalwar area,
police said. Police in-
formed the incident
took place in Bugali-
ya village of Kalwar
on February 17. “The
aunt of the victim
pressured her to meet
the accused. Later,
the accused made the
girl intoxicated and
then gangraped her.
The accused also
filmed obscene vide-
os of the victim and
then blackmailed
her,” police said.
“The girl later nar-
rated the incident to
her family members,
following which, an
FIR was filed against
the accused. The
prime accused, iden-
tified as Vishnu
Sharma, has been ar-
rested and is being
interrogated. The
matter is being inves-
tigated by ACP

MAN DIES BY SUICIDE IN KANOTA, NAMES
RAFEEK KHAN AND OTHERS IN AUDIO
Jaipur: A 49-year-old man allegedly committed suicide
by hanging himself in the Kanota area in Jaipur on
Wednesday. Before taking the extreme step, Sanjay Pande
recorded an audio in his mobile phone in which he alleged
that he was being harassed by one Shabbir Khan who has
the patronage of Rafeek Khan, police said. Shabbir Khan
runs a transport company in which Pande was an em-
ployee. Pande alleged in the audio that Shabbir Khan was
not giving his due salary and was harassing him. “The
family members gave an audio to the police in which the
man is purportedly heard blaming Shabbir Khan. He also
said in the audio that Shabbir Khan has the patronage of
Rafiq Khan,” a police official said. Meanwhile, BJP’s Rajya
Sabha MP Kirodi Lal Meena claimed in Jaipur that it was
Congress MLA Rafeek Khan who was named in the audio.
Kirodi Meena, Ramcharan Bohra  Ashok Parnami met
family members of the deceased in Kanota on Thursday.

MEN IN BHIWADI
Alwar: A woman was
allegedly gang-raped
by four men in Bhiwadi
town of Alwar district,
police said. Police
informed the victim
belonged to Delhi and
was residing in a rented
accommodation in
Bhiwadi for the last
three years. “Based on
information through the
police control room,
the police team raided
a flat located in Avalon
Royal Park on Bhiwadi
Bypass and found the
girl and four boys. Two
boys were arrested by
the police from the spot
while two managed to
flee from the spot. The
victim and the accused
had consumed drugs
and had been admitted
to the hospital for treat-
ment. An FIR has been
filed, matter is being
probed,” police added.

scheme. AYUSH Minis-

gave hints citing RGHS

“As AYUSH medical
service available in
RGHS, on the same
lines suggestion has
been received to add
AYUSH service in Chi-
ranjeevi Yojana. This
suggestion is very im-
portant considering

growing popularity of
AYUSH. This will be
discussed at a higher
level. Our effort will be
to make AYUSH medi-
cal services available to
the beneficiaries of
Chiranjeevi Yojana,”

he history of administration, as
also of the Civil services in In-
dia can be, and is, traced back to
ancient times, especially to the
Mauryan period (approximately
322 to 185 BCE) and the famous
treatise Arthashastra of Kau-
tilya/Chanakya. Many of the
institutions like territorial
Provinces with capitals, Ma-
hamatyas, Council of ministers,
Sachivs, Departments headed
by officers, Policing and intelli-
gence systems, a sophisticated
civil service, municipal govern-
ance can be seen continuing
from those days, though in a
considerably modified form.
The systems continued to
evolve, but some new aspects
were introduced during the
days of the rule of the Sultans
and more so during the Mughal
rule from mid 16th to early 18th
century
. As it became an empire
there were territorial Subhas or
Provinces, Sarkars and Parga-
nas, and separate Departments
for various activities, Including
Wazirs for land administration
and revenue collection, Kot-
wals, Qanungoes and large
number other revenue and civil
officials at the ground and field
level. The land measurements,
records and tax system in cash
or kind on agriculture and crops
also developed substantially
during this time, led by Raja
Todar Mal. Many of the designa-
tions are there even today
.
With the advent of the British
through the East India Compa-
ny from mid seventeenth cen-
tury and more definitely after
the Battle of Plassey and Buxar
(June 1757 and 1764) and the
Company gaining Diwani
rights, newer systems of Gov-
ernment and Administration
began to be set up, although the
earlier institutions did provide
the basic structure. More chang-
es took place once the British
Government took over the
reigns directly through the Gov-
ernment of India Act of 1858,
after what they called the Mu-
tiny and what has rightly been
regarded by Indians as the First
war of Independence.
To a large extent, the Civil ser-
vices of today have their origins
and their background in how
they evolved during British
times. The East India Company
had what is often called the pa-
tronage system, i.e. the senior
civil servants were appointed on
thebasisof recommendationsof
the Court of Directors, and in
fact were very young in age.
They were often called Writers
and that is why the Secretariat is
known as the Writers Building
in Kolkata, where the British
first established their control.
The system of Covenanted and
Uncovenanted civil service was
laid down by Lord Cornwallis,
known as the Father of Civil ser-
vices in India. The senior ones,
mostly British, had to sign a cov-
enant and were part of the pres-
tigious Covenanted civil ser-
vice. During the Company
times, this was known as
the Hon’ble East
India Company
Service or the
HEICS.Whilethe
Governor Gen-
eral and Gover-
nors of Provinc-
es were mostly from the higher
sections of the aristocracy, the
otherofficerslargelybelongedto
this service. They were chiefly
responsible for the spread of the
Empire, along with the military
forces. The system of District
Administration, office of the
Collector and District Magis-
trate evolved and substantially
developed during this period.
One of the best accounts of the
civil services, both in terms of
individuals and general govern-
ance is available in Philip Ma-
son’s two volume book The Men
who Ruled India. The most fa-
mous of these Company officers
is the famous quartet of Elphin-
stone, Metcalfe, Munro and Mal-
com . The civil service below
these senior persons , who
manned all the top posts, at the
central level or the Presidency/
Province and District level, were
the uncovenanted civil servants,
mostly Indians, who carried out
Ministerial or clerical and field
work and in a way helped in
communicating the orders and
directions in the local language.
After the British Government
directly took over the reigns of
the Raj from Company by the
Government of India Act of
1858, much continued in the sys-
tem of administration, but the
pattern of recruitment to the
top levels of Civil services
changed. The system of selec-
tion through open competition
on merit rather than patronage,
championed by Lord Macaulay
was introduced not only for In-
dia but for other colonies also.
The pattern of examination,
subjects and standards for the
exams much favouring the
study of Classics, Greek and
Latin and history, the age,
the minimum qualifica-
tions were laid down. Thus
were laid the founda-
tions of what was to
be known as
the Indian Civil service and the
officers jocularly referred to as
Competition Wallahs, that ran
the Empire for about another
hundred years. The second half
of the 19th century is said to be
the Golden Age where again the
District remained the basic unit
of Administration.
With the turn of the century
much changed. Indians had al-
ready started getting selected in
the ICS, appearing in the exam
from London with Shri Satyen-
dra Nath Tagore being the first
Indian to be selected in the year
1863. Later the exams also start-
ed being held in India from 1922
as more and more Indians start-
ed getting selected and by 1939 ,
ie before the outbreak of the
Second world war the Percent-
age of Indians was almost 50%.
The Federal Public Service
Commission was set up as per
recommendations of the Lee
Commission for recruitment
and the scheme of examination,
papers etc were also modified.
The Services were divided into
All India Services and Central
Services. Recruitment to the
Provincial Civil Services be-
came a regular feature with op-
portunities to hold senior as-
signments. The system of re-
cruitment to lower level posts
and promotions also began to
get more set with rules and reg-
ulations in place .
The advent of Gandhi, the
rise of nationalism, the various
Reforms Commissions and pas-
sage of the Acts of 1909, 1919,
the Jallianwala massacre, the
demand for dominion status
changed many things for the
ICS. From almost rulers, they
had to work under Indian politi-
cal leaders also, though in a lim-
ited way, and national issues
were now dominant. This led to
the growing centralisation of
the decision making process
and Governments at the Central
level and Province level became
more important. For the district
officers it was no longer their
full fledged Raj. In such a sce-
nario there was a growing lack
of interest amongst the British-
ers to try for the ICS .
At the time of Independence,
with strong support from Sardar
Vallabhbhai Patel, the All India
Services, based on the pattern of
the ICS and the IP (Indian Po-
lice), renamed the Indian Ad-
ministrative Service and Indian
Police Service ,as also the Indian
Forest Service, were retained
and made a part of the Constitu-
tion with adequate service safe-
guards. The Public Service Com-
mision became the Union Public
Service Commision and carried
the responsibility for recruit-
ment interalia to the All India
Services i.e. IAS, IPS and the IFS
(Indian Forest Service) and the
higher levels of Central services
like Railways, Customs, Income
tax, Audit and Accounts, De-
fence Accounts, Posts and Tele-
graphs, Information and Broad-
casting and others.
The examination pattern of
compulsory and optional sub-
jects, different for different cat-
egories of services followed by
an interview became the stand-
ard method of selection, with
initially the upper age limit
quite low and varying for ser-
vices. Gradually changes were
introduced as per requirements
and the examination was
opened to amongst others, Med-
ical and Engineering students.
Later what used to be called the
IAS etc examination, came to be
called the Civil Services Exami-
nation with the system of pre-
liminaries also introduced. In
the wake of Indira Sawhney
judgement, reservations were
also provided for non creamy
layer candidates belonging to
the OBCs which was earlier
given only to Scheduled
Castes and Scheduled tribes.
The impact of these
changes has been that
the services have
become more
broad based with intake from all
sections of society
. Further with
thegrowthof educationamongst
women, their numbers have also
increased. This trend is seen in
recruitment to the State Level
Services and in other levels also.
Some of the States also provide
for reservation of women within
the reserved categories.
From the year 2006, 21st April
is celebrated as Civil Services
Day to mark the first address of
Sardar Vallabh Bhai Patel to
the Administrative Service Of-
ficers in 1947 at Metcalfe House,
Delhi which then housed the
Training Academy. Every year
a function is organised by the
Department of Administrative
Reforms and Public Grievances
at the national level, while simi-
lar functions and activities are
also organised at State level and
below.
As we talk and think about
Civil services today
, many broad
and general issues and ques-
tions evitably cross the mind.
How responsive, diligent, and
effective is their performance.
Are they able to carry out the
responsibilities and duties with
honesty, integrity, and fairness
as expected of them. What types
of equations are there with the
Ministers and other public rep-
resentatives, considering that
in our democratic set up the
civil services work under the
political executive, which is re-
sponsible to the legislature and
the people’s representatives.
Much has been written and
talked about these topics, in-
cluding corruption, lack of sen-
sitivity to citizens’ matters and
the problems faced by the civil
servants themselves, like arbi-
trary transfer and postings, har-
assment, as also political inter-
ference in day to day work. Yet
there are innumerable exam-
ples and illustrations of civil
servants, performing their jobs
with utmost sincerity, achiev-
ing results against all odds and
working day and night to fight
disasters and emergencies. One
such of the many accounts
penned by the officers them-
selves, retired and serving is in
the book Bureaucracy and Soci-
ety: The IAS at work edited by
Dr Rakesh Hooja (Rawat 2009).
Therefore it is again the time
for the Civil services, to truly
dedicate and rededicate them-
selves to the cause of the coun-
try and work in our context of
democracy and rule of law, ac-
cording to the enduring values
of honesty, integrity, grit and
determination, fairness and
uprightness, but above all
with concern and
care for the peo-
ple with a hu-
man touch.

ganization (SCO) can
pool their resources
and expertise to avoid
duplication of efforts
and strengthen the
region’s overall disas-
ter resilience approach
as he advocated a
“collective responsibil-
ity approach”.
He said India attach-
es special importance
to SCO in promoting
dialogue on multi-di-
mensional political,
security and economic
subjects. The home
minister was chairing
a meeting of heads of
departments of SCO
member states respon-
sible for the preven-
tion and elimination
of emergency situa-
tions in New Delhi.
“Adopting a collective
responsibility ap-
proach for disaster re-
silience will help SCO
member states to work
together, more effec-
tively. Along with this,
by pooling our resourc-
es and expertise, mem-
ber states can avoid
duplication of efforts
and resources, and this
will strengthen the re-
gion’s overall disaster
resilience approach,”
Shah said.
He also listed five ma-
jor areas in which SCO
members can work: con-
fidence-building efforts
in Asia, collective re-
sponsibility approach,
expanding cooperation
in communication and
information sharing,
identification of priori-
ty areas, and use of new-
ly developed technology
in disaster resilience
capacity building.
“SCO member states
can expand their coop-
eration on emergency
situations by exchang-
ing best practices of
communication, coor-
dination of response
efforts and real-time
information exchange.
Effective communica-
tion and information
exchange can help en-
sure timely, specialised
coordinated response
to emergent situa-
tions,” he added, as per
statement issued by the
ministry of home af-
fairs (MHA).
“Under the leader-
ship of PM Narendra
Modi, India attaches
special importance to
SCO in promoting dia-
logue on the subject re-
lating to multi-dimen-
sional political, securi-
ty and economic sub-
jects,” Shah said.

Jaipur: The Rajasthan
Police has busted a
gang involved in steal-
ing high-quality, im-
ported coal during
transportation from the
Gujarat port to north-
ern States via Ra-
jasthan, officials said
on Thursday
.
According to the
crime branch of the
state police, coal im-
ported from the US and
Russia worth around Rs
10 crore was being sto-
len every day from
trucks transporting to
Himachal Pradesh,
Haryana, Punjab and
Uttar Pradesh.
Thirteen teams of the
crimebranchconducted
raids at around a dozen
places in five districts of
Jalore, Pali, Barmer, Bi-
kaner and Jodhpur and
detained 22 people, in-
cluding drivers and
cleaners of the trucks
on Wednesday night.
The teams also seized
trucks, tractors, ma-
chines, and 1,850 tonnes
of stolen coal.
The action was taken
on the direction of Ad-
ditional Director Gen-
eral of Police (crime)
Dinesh MN. Deputy In-
spector General of Po-
lice Rahul Prakash
monitored the action.
“Around 500 trucks
transport high-quality
coal imported from the
US and Russia from Gu-
jarat port to different
states via Rajasthan
daily
. One truck carries
coal worth Rs 10 lakh
and the accused were
stealing 20 per cent coal
worth Rs 2 lakh from
each truck,” ADG
Dinesh MN said.
He said to maintain
weight, the stolen coal
was replaced with poor-
quality coal and the
trucks were diverted to
illegalcoaldepotswhere
the mixing was done.
The officer said the
owners of transporta-
tion companies had met
him and shared the in-
formation about the
theft following which, a
recce was done and ac-
tion was taken.
“We have detained a
few persons, including
drivers and cleaners,
and they are being
questioned,” he said.

ACB arrests Nagaur cop with `10,000 bribe

Nagaur: The ACB Si-
kar unit arrested Ram
Niwas, constable of
Maroth police station,
red-handed while ac-
cepting a bribe of Rs
10,000. According to
the information, a
complaint was given to
the Sikar unit of the
complainant that he
was being harassed by
constable by demand-
ing a bribe of Rs 1 lakh
in lieu of taking out
the names of the fami-
ly members in the
fraud case registered
against his brother.
The complaint was
verified by DSP Rajesh
Jangid, and a trap was
laid by a team led by
Police Inspector
Suresh Chand in which
Constable Ram Niwas
was arrested red-hand-
ed while taking a bribe
of Rs 10,000 from the
complainant.
The accused consta-
ble had taken Rs 20,000
before the complaint
and Rs 5,000 during
verification of the
complaint. The role of
the Investigating Of-

case is also being
probed in detail. Ad-
vance investigation is

came to the emer-
gency, he was
very short of
breath and
c o u g h i n g
badly
. His echo and
CT scan showed that
therewerelargeblood
clots in his right heart
and blood vessels going
f r o m
the heart to the
lungs and even inside
both lungs as well. As these
fresh and old clots were ob-
structing the flow of blood
from the heart to the lungs,
he was not getting sufficient
oxygenated blood into the
main circulation because of
this somehow his life was
going on, but with labored
breathing. The clots that
have stuck inside the lungs
have become so firmly en-
trenched in the blood ves-
sels of both the lungs that
their complete release and
removal was not only very
difficult but also life-threat-
ening. This disease is called
Chronic Cardio-Pulmonary
Thrombo Embolism.
The surgical procedure to
remove all these clots only
with special techniques and
special instruments is
called Cardio-Pulmonary
Thromboendarterectomy
(PTE). He became critical
just before this operation.
Hence
operation
was started in
a hurry, which lasted for 10
hours. The badly stuck clots
in the blood vessels of the
heart and lungs were gradu-
ally removed completely us-
ing special techniques for
this process “without “ zero
blood flow and zero BP tech-
nique which is called TCA
-Total circulatory arrest
technique. He recovered
completely within 3 -5 days.
During the total circula-
tory arrest body tempera-
ture is brought down to
around 20 degrees by a spe-
cial heart-lung machine and
the blood flow to the body is
stopped twice for 25-30 min-
utes each. Hence for this
period, the Patient’s BP is
almost zero.
By doing this, the opera-
tive field becomes blood
and now you can see better
to remove clots in the inner
vessels of the lungs.
But we did not want the
technique it has been found-
ed by scientific research
that if total circulatory ar-
rest at a temperature of 20-
22 continues for 30 minutes
or more there is a high pos-
sibility of temporary or
permanent damage to the
brain in the short term or
long term. So to avoid TCA,
we used special techniques
and instruments to remove
stuck clots from both lungs,
one by one without stopping
the circulation at normal
temperature. By doing this
we not only removed the
clots from both lungs and
heart but also saved the ba-
by’s brain from the damag-
ing effects of TCA.
He is the youngest pa-
tient in the country who

Many of the institutions like territorial Provinces with capitals, Ma- hamatyas, Council of ministers, Sachivs, Departments headed by officers, Policing and intelli- gence systems, a sophisticated civil service, municipal govern- ance can be seen continuing from those days, though in a considerably modified form. The systems continued to evolve, but some new aspects were introduced during the days of the rule of the Sultans and more so during the Mughal rule from mid 16th to early 18th century . As it became an empire there were territorial Subhas or Provinces, Sarkars and Parga- nas, and separate Departments for various activities, Including Wazirs for land administration and revenue collection, Kot- wals, Qanungoes and large number other revenue and civil officials at the ground and field level. The land measurements, records and tax system in cash or kind on agriculture and crops also developed substantially during this time, led by Raja Todar Mal. Many of the designa- tions are there even today . With the advent of the British through the East India Compa- ny from mid seventeenth cen- tury and more definitely after the Battle of Plassey and Buxar (June 1757 and 1764) and the Company gaining Diwani rights, newer systems of Gov- ernment and Administration began to be set up, although the earlier institutions did provide the basic structure. More chang- es took place once the British Government took over the reigns directly through the Gov- ernment of India Act of 1858, after what they called the Mu- tiny and what has rightly been regarded by Indians as the First war of Independence. To a large extent, the Civil ser- vices of today have their origins and their background in how they evolved during British times. The East India Company had what is often called the pa- tronage system, i.e. the senior civil servants were appointed on thebasisof recommendationsof the Court of Directors, and in fact were very young in age. They were often called Writers and that is why the Secretariat is known as the Writers Building in Kolkata, where the British first established their control. The system of Covenanted and Uncovenanted civil service was laid down by Lord Cornwallis, known as the Father of Civil ser- vices in India. The senior ones, mostly British, had to sign a cov- enant and were part of the pres- tigious Covenanted civil ser- vice. During the Company times, this was known as the Hon’ble East India Company Service or the HEICS.Whilethe Governor Gen- eral and Gover- nors of Provinc- es were mostly from the higher sections of the aristocracy, the otherofficerslargelybelongedto this service. They were chiefly responsible for the spread of the Empire, along with the military forces. The system of District Administration, office of the Collector and District Magis- trate evolved and substantially developed during this period. One of the best accounts of the civil services, both in terms of individuals and general govern- ance is available in Philip Ma- son’s two volume book The Men who Ruled India. The most fa- mous of these Company officers is the famous quartet of Elphin- stone, Metcalfe, Munro and Mal- com . The civil service below these senior persons , who manned all the top posts, at the central level or the Presidency/ Province and District level, were the uncovenanted civil servants, mostly Indians, who carried out Ministerial or clerical and field work and in a way helped in communicating the orders and directions in the local language. After the British Government directly took over the reigns of the Raj from Company by the Government of India Act of 1858, much continued in the sys- tem of administration, but the pattern of recruitment to the top levels of Civil services changed. The system of selec- tion through open competition on merit rather than patronage, championed by Lord Macaulay was introduced not only for In- dia but for other colonies also. The pattern of examination, subjects and standards for the exams much favouring the study of Classics, Greek and Latin and history, the age, the minimum qualifica- tions were laid down. Thus were laid the founda- tions of what was to be known as the Indian Civil service and the officers jocularly referred to as Competition Wallahs, that ran the Empire for about another hundred years. The second half of the 19th century is said to be the Golden Age where again the District remained the basic unit of Administration. With the turn of the century much changed. Indians had al- ready started getting selected in the ICS, appearing in the exam from London with Shri Satyen- dra Nath Tagore being the first Indian to be selected in the year 1863. Later the exams also start- ed being held in India from 1922 as more and more Indians start- ed getting selected and by 1939 , ie before the outbreak of the Second world war the Percent- age of Indians was almost 50%. The Federal Public Service Commission was set up as per recommendations of the Lee Commission for recruitment and the scheme of examination, papers etc were also modified. The Services were divided into All India Services and Central Services. Recruitment to the Provincial Civil Services be- came a regular feature with op- portunities to hold senior as- signments. The system of re- cruitment to lower level posts and promotions also began to get more set with rules and reg- ulations in place . The advent of Gandhi, the rise of nationalism, the various Reforms Commissions and pas- sage of the Acts of 1909, 1919, the Jallianwala massacre, the demand for dominion status changed many things for the ICS. From almost rulers, they had to work under Indian politi- cal leaders also, though in a lim- ited way, and national issues were now dominant. This led to the growing centralisation of the decision making process and Governments at the Central level and Province level became more important. For the district officers it was no longer their full fledged Raj. In such a sce- nario there was a growing lack of interest amongst the British- ers to try for the ICS . At the time of Independence, with strong support from Sardar Vallabhbhai Patel, the All India Services, based on the pattern of the ICS and the IP (Indian Po- lice), renamed the Indian Ad- ministrative Service and Indian Police Service ,as also the Indian Forest Service, were retained and made a part of the Constitu- tion with adequate service safe- guards. The Public Service Com- mision became the Union Public Service Commision and carried the responsibility for recruit- ment interalia to the All India Services i.e. IAS, IPS and the IFS (Indian Forest Service) and the higher levels of Central services like Railways, Customs, Income tax, Audit and Accounts, De- fence Accounts, Posts and Tele- graphs, Information and Broad- casting and others. The examination pattern of compulsory and optional sub- jects, different for different cat- egories of services followed by an interview became the stand- ard method of selection, with initially the upper age limit quite low and varying for ser- vices. Gradually changes were introduced as per requirements and the examination was opened to amongst others, Med- ical and Engineering students. Later what used to be called the IAS etc examination, came to be called the Civil Services Exami- nation with the system of pre- liminaries also introduced. In the wake of Indira Sawhney judgement, reservations were also provided for non creamy layer candidates belonging to the OBCs which was earlier given only to Scheduled Castes and Scheduled tribes. The impact of these changes has been that the services have become more broad based with intake from all sections of society . Further with thegrowthof educationamongst women, their numbers have also increased. This trend is seen in recruitment to the State Level Services and in other levels also. Some of the States also provide for reservation of women within the reserved categories. From the year 2006, 21st April is celebrated as Civil Services Day to mark the first address of Sardar Vallabh Bhai Patel to the Administrative Service Of- ficers in 1947 at Metcalfe House, Delhi which then housed the Training Academy. Every year a function is organised by the Department of Administrative Reforms and Public Grievances at the national level, while simi- lar functions and activities are also organised at State level and below. As we talk and think about Civil services today , many broad and general issues and ques- tions evitably cross the mind. How responsive, diligent, and effective is their performance. Are they able to carry out the responsibilities and duties with honesty, integrity, and fairness as expected of them. What types of equations are there with the Ministers and other public rep- resentatives, considering that in our democratic set up the civil services work under the political executive, which is re- sponsible to the legislature and the people’s representatives. Much has been written and talked about these topics, in- cluding corruption, lack of sen- sitivity to citizens’ matters and the problems faced by the civil servants themselves, like arbi- trary transfer and postings, har- assment, as also political inter- ference in day to day work. Yet there are innumerable exam- ples and illustrations of civil servants, performing their jobs with utmost sincerity, achiev- ing results against all odds and working day and night to fight disasters and emergencies. One such of the many accounts penned by the officers them- selves, retired and serving is in the book Bureaucracy and Soci- ety: The IAS at work edited by Dr Rakesh Hooja (Rawat 2009). Therefore it is again the time for the Civil services, to truly dedicate and rededicate them- selves to the cause of the coun- try and work in our context of democracy and rule of law, ac- cording to the enduring values of honesty, integrity, grit and determination, fairness and uprightness, but above all with concern and care for the peo- ple with a hu- man touch. He said India attach- es special importance to SCO in promoting dialogue on multi-di- mensional political, security and economic subjects. The home minister was chairing a meeting of heads of departments of SCO member states respon- sible for the preven- tion and elimination of emergency situa- tions in New Delhi. “Adopting a collective responsibility ap- proach for disaster re- silience will help SCO member states to work together, more effec- tively. Along with this, by pooling our resourc- es and expertise, mem- ber states can avoid duplication of efforts and resources, and this will strengthen the re- gion’s overall disaster resilience approach,” Shah said. Shivendra Parmar Jaipur: The Rajasthan Police has busted a gang involved in steal- ing high-quality, im- ported coal during transportation from the Gujarat port to north- ern States via Ra- jasthan, officials said on Thursday . According to the crime branch of the state police, coal im- ported from the US and Russia worth around Rs 10 crore was being sto- len every day from trucks transporting to Himachal Pradesh, Haryana, Punjab and Uttar Pradesh. Thirteen teams of the crimebranchconducted raids at around a dozen places in five districts of Jalore, Pali, Barmer, Bi- kaner and Jodhpur and detained 22 people, in- cluding drivers and cleaners of the trucks on Wednesday night. The teams also seized trucks, tractors, ma- chines, and 1,850 tonnes of stolen coal. The action was taken on the direction of Ad- ditional Director Gen- eral of Police (crime) Dinesh MN. Deputy In- spector General of Po- lice Rahul Prakash monitored the action. “Around 500 trucks transport high-quality coal imported from the US and Russia from Gu- jarat port to different states via Rajasthan daily . One truck carries coal worth Rs 10 lakh and the accused were stealing 20 per cent coal worth Rs 2 lakh from each truck,” ADG Dinesh MN said. He said to maintain weight, the stolen coal was replaced with poor- quality coal and the trucks were diverted to illegalcoaldepotswhere the mixing was done. His echo and CT scan showed that therewerelargeblood clots in his right heart and blood vessels going f r o m the heart to the lungs and even inside both lungs as well. As these fresh and old clots were ob- structing the flow of blood from the heart to the lungs, he was not getting sufficient oxygenated blood into the main circulation because of this somehow his life was going on, but with labored breathing. The clots that have stuck inside the lungs have become so firmly en- trenched in the blood ves- sels of both the lungs that their complete release and removal was not only very difficult but also life-threat- ening. This disease is called Chronic Cardio-Pulmonary Thrombo Embolism. The surgical procedure to remove all these clots only with special techniques and special instruments is called Cardio-Pulmonary Thromboendarterectomy (PTE). He became critical just before this operation. Hence operation was started in a hurry, which lasted for 10 hours. The badly stuck clots in the blood vessels of the heart and lungs were gradu- ally removed completely us- ing special techniques for this process “without “ zero blood flow and zero BP tech- nique which is called TCA -Total circulatory arrest technique. He recovered completely within 3 -5 days. During the total circula- tory arrest body tempera- ture is brought down to around 20 degrees by a spe- cial heart-lung machine and the blood flow to the body is stopped twice for 25-30 min- utes each. Hence for this period, the Patient’s BP is almost zero. By doing this, the opera- tive field becomes blood and now you can see better to remove clots in the inner vessels of the lungs. But we did not want the technique it has been found- ed by scientific research that if total circulatory ar- rest at a temperature of 20- 22 continues for 30 minutes or more there is a high pos- sibility of temporary or permanent damage to the brain in the short term or long term. So to avoid TCA, we used special techniques and instruments to remove stuck clots from both lungs, one by one without stopping the circulation at normal temperature. By doing this we not only removed the clots from both lungs and heart but also saved the ba- by’s brain from the damag- ing effects of TCA. He is the youngest pa- tient in the country who underwent Pulmonary Thromboendarterectomy without using the total cir- culatory arrest technique to save his brain.
