ment on a PIL over al-
leged distribution of cash
and other freebies ahead
of polls in the states
scheduled later this year.
The SC-bench, compris-

sued notice to the Centre,
EC and the RBI on the
PIL alleging taxpayers’
money have been used to
bribe voters ahead of As-
sembly polls. “There
cannot be anything more

before the polls. This is
happening every time
and the burden is on the
taxpayers ultimately,”
petitioner’s lawyer said.

A man brutally attacked
and killed a woman in
broad daylight Kota on
Friday. The incident oc-
curred in Chhawani Na-
gar Nigam Colony. The
assailant, identified as
Veeru Kashyap (32), at-
tacked the victim Kam-
lesh Kumawat (35), who
was on her way home
from her job around 4:15
pm.Kashyap used a
knife to stab Kamlesh
multiple times in the
neck, resulting in her im-

Transport Department on
the initiative of Rajasthan Road-
ways to check illegal private buses
operating in the state has had a sig-
nificant impact. In just 10 days,
challans were issued to about 2,000
such buses. Due to these buses, the
roadways buses are not able to get
enough passengers on many routes.
On the initiative of Nathmal Didel,
MD of Rajasthan Roadways, the
Transport Department along with
Rajasthan Roadways launched a
state-wide campaign to check ille-
gal private buses, which delivered
results from September 15 to Sep-
tember 25.

on a poster released by

jasthan under its assembly
elections campaign ‘Nahi
Sahega Rajasthan’with an
elderly man from Jaisalm-
er claimed to be the one
shown in the picture in the
poster. The poster is re-
lated to farmers’ issue in
which the party claimed
that the land of more than
nineteen thousands farm-
ers has been auctioned,
and has been placed as
hoarding at several places.
A 70-year-old man
from a village in Jaisalm-
er, Madhuram Jaipal,
claimed that it was his
photo displayed in the
poster and said he has
nothing to do with the
claim of the BJP made in
the poster.

A tractor-trolley and
two labourers got buried
on Friday after an ille-
gal mine collapsed in
the hills of Gram Pan-
chayat Ghata of Kanota
police station area. Po-
lice said that workers in
the mine were loading
stones on the tractor-
trolley when thousands
of quintals of stones fell
from about a hundred
feet above. Rakesh
Meena, 35 and Ram-
karan Meena, 38, got
buried in the accident.

providing a counter-ter-
rorist protection cover.
The central paramili-
tary force is mandated to
secure critical assets un-
der the department of
atomic energy (DAE)
and the latest facility is
the 18th under its secu-
rity umbrella, a CISF
spokesperson said.
This facility is adja-
cent to the existing heavy
water plant-Kota and the
project spans in an ap-

administrative reshuffle ahead of the model code of
conduct. In this reshuffle, BS Meena was posted as SE
Bundi and JP Bairwa was posted as SE Tonk. Technocrat
Vivek Chaudhary has been given the responsibility of TA of
JCC South SE. Besides, two XENs have been transferred,
five AENs have been given the charge of XEN, 31 AENs
have been transferred, 23 JENs have been given the
charge of AEN. More than 170 other cadre personnel have
also been transferred.After the order was issued on the
instructions of Discom MD RN Kumawat, an atmosphere of
panic was seen around.
Jaipur: Two soldiers hailing from Rajasthan got
martyred after being swept away in a flood in Sikkim
on October 4.Havaldar Sajjan Singh Khichad hailing from
Majipur village in Sikar district was serving in the 18
Mahar Unit while Constable Shivkesh Gurjar, serving in
the 420 Field Hospital, was from Gangapur City.They
were martyred in the line of duty in Bardang, Sikkim, due
to a natural flood.The last rites would be performed at
their hometowns on October 7 or 8. The flash flood struck
the tiny state on Wednesday because of the possible
bursting of a high-altitude glacial lake near the China,
Nepal border.

Farmers Debt Relief
Commission Bill-2023’
in the month ofAugust to
provide relief to farmers
who did not repay their
loans on time due to loss-

Debt Relief Scheme

police have recov-
ered Rs 10 lakh of
hawala money from a per-
son in a taxi during a block-
ade on Dahanu bypass.
The accused has been
arrested and is being inter-
rogated. SP Digant Anand said that this action was taken by
the team of SHO Dhorimana Sukhram under the supervision of
Addl SP Satyendra Pal Singh and CO Devi Sahay to prevent il-
legal activities as assembly elections are around. They had got
a tip off that a person named Dilip Kumar was coming towards
Dhorimana in a private taxi car with a large amount of currency.
A blockade was put up and vehicles were searched. Dilip, 31, a
labourer was arrested in this search operation.
Jaisalmer: A five-
year-old girl was
raped by her father in
Sangad, Jaisalmer. The vic-
tim was referred to Barmer in
critical condition. Sangad po-
lice station officer Manakram
Vishnoi said that the incident
happened on Wednesday.
The wife of the accused had
gone to work in the fields and
her eight and five-year-old
daughters were at home. The
accused took the younger
one to a room and raped her.
Hearing the sound of her
sister crying, the elder ran
towards the field and told her
mother. When both reached
home, the accused had fled
and the girl was bleeding.
Hanumangarh : Police have recov-
ered 90 quintals and 70 kg of red
sandalwood worth Rs 10 crore in
Hanumangarh under Bhirani police station
area and arrested a smuggler. SP Sudhir
Chaudhary said that Bhirani police got a tip
off that red sandalwood were kept in a farm-
house. Names of many more people have
come up in this smuggling, who are being
looked for. Police team is raiding the places

in Anantpura of Kota and recovered
crackers valued at Rs 2 cr. The two-story

Raj State Agri Debt Relief Scheme Commission formed

Under the leadership of Chief Minister Ashok
Gehlot, the state government has taken impor-
tant decisions in the interest of farmers. Gehlot
has approved various proposals related to agricultural
development and farmer welfare. Chief Minister has
agreed to provide additional grant to small and marginal
category farmers under the NMEO (Oil Seed) Scheme
in the financial year 2023-24 for the implementation
of irrigation pipelines. For this the Chief Minister has
sanctioned Rs 1.98 crore. This amount will be borne
from the Farmers Welfare Fund. In another decision, as
announced earlier by the Chief Minister, consent has
been given to provide interest-free two-wheeler loan to
the members of Rajivika Self Help Group for agricultur-
al and non-agricultural activities. The state government
will bear the burden of its interest subsidy of about Rs
1.10 crore. Total od 121 posts will be created in Agri-
cultural Marketing Department and Board, according
to the proposal received in this regard, Gehlot has ap-
proved the creation of 89 new posts in Rajasthan State
Agricultural Marketing Department and 32 new posts in
Rajasthan State Agricultural Marketing Board.

500 tourist friends will be appointed in the state
and CM Ashok Gehlot has given approval for
this. Rajasthan will also give monthly remunera-
tion to these 500 tourist friends. Rajasthan is a big
tourist destination and there are many things worth
seeing in this state. Under the leadership of CM Gehlot,
the state govt has taken notable decisions to promote
tourism sector. These tourist friends will provide proper
guidance to the domestic and foreign tourists coming
to the state for the desired assistance, law and order,
security and medical facilities.
The state govt has taken many important deci-
sions in the interest of cattle farmers. In the same
sequence, under the CM Kamdhenu Animal
Insurance Scheme, two milch animals per family are being
insured for Rs 40,000 each. CM Gehlot has approved
the proposal to issue health certificate of animals, post
mortem, verification-registration, tagging and claim regis-
tration etc. under the scheme. According to the proposal,
the veterinarian will be paid Rs 75 per animal for issuing
health certificate of the animals and Rs 150 per animal for
post-mortem.

lost Professor
MS Swamina-
than. Our nation
lost a visionary
who revolutionised agricultural
science, a stalwart whose con-
tribution to India will always
be etched in golden letters. Prof
MS Swaminathan loved India
and wanted our nation, and our
farmers in particular, to lead a
life of prosperity. Academical-
ly brilliant, he could have cho-
sen any career but he was so
impacted by the Bengal famine
of 1943 that he was clear that if
there is one thing he would do,
it would be to study agricul-
ture.
At a relatively young age, he
came in contact with Dr Nor-
man Borlaug and followed his
work in great detail. In the
1950’s, he was offered a fac-
ulty position in the US but he
rejected it because he wanted
to work in India and for India.
I want you all to think about
the challenging circumstances
in which he stood as a colossus,
guiding our nation towards the
path of self-sufficiency and
self-confidence. In the first two
decades since Independence,
we were dealing with immense
challenges and one of them was
food shortages. In the early
1960s, India was grappling
with the ominous shadows of
famine and it is then that Prof
Swaminathan’s unyielding
commitment and foresight ush-
ered a new era of agricultural
prosperity. His pioneering work
in agriculture and specific sec-
tors like wheat breeding led to
a significant increase in wheat
production, thus turning India
from a food-deficient country
into a self-sufficient nation.
This tremendous achievement
earned him the well deserved
title of, “Father of the Indian
Green Revolution.”
The Green Revolution of-
fered a glimpse of India’s “Can
Do Spirit” - that if we have a
billion challenges, we also have
a billion minds with the flame
of innovation to overcome
those challenges. Five decades
after the Green Revolution be-
gan, Indian agriculture has be-
come far more modern and pro-
gressive. But, the very founda-
tions laid by Prof Swaminathan
can never be forgotten.
Over the years, he undertook
pioneering research in combat-
ting parasites affecting potato
crops. His research also ena-
bled potato crops to withstand
cold weather. Today, the world
is talking about Millets or
Shree Anna as super foods but
Prof Swaminathan had encour-
aged discourse around millets
since the 1990’s.
My personal interactions
with Prof Swaminathan were
extensive. They began after I
took over as Chief Minister of
Gujarat in 2001. During those
days, Gujarat was not known
for its agricultural prowess.
Successive droughts and a su-
per cyclone and an Earthquake
had impacted the growth tra-
jectory of the state. Among the
many initiatives we launched,
was the Soil Health Card,
which enabled us to understand
the soil better and address
problems if they arose. It was
in the context of this scheme
that I met Prof Swaminathan.
He appreciated the scheme and
also shared his valuable inputs
for the same. His endorsement
was enough to convince those
who were sceptical about the
scheme which would eventu-
ally set the stage for Gujarat’s
agricultural success.
Our interactions continued
during my Chief Ministerial
tenure and also when I took
over as Prime Minister. I met
him at the International Agro-
Biodiversity Congress in 2016
and the next year in 2017, I
launched a two-part book se-
ries written by him.
The Kural describes farmers
as the pin that holds the world
together because it is the farm-
ers who sustain everyone. Prof
Swaminathan understood this
principle very well. A lot of
people call him a “Krishi Vaig-
yanik” – anAgricultural Scien-
tist. But, I have always believed
that he was even more. He was
a true “Kisan Vaigyanik” – a
Farmers’ Scientist. In his heart
there was a farmer. The success
of his works is not restricted to
their academic excellence; it
lies in the impact they have had
outside the laboratories, in the
farms and the fields. His work
narrowed the gap between sci-
entific knowledge and its prac-
tical application. He consist-
ently advocated for sustainable
agriculture, emphasising the
delicate balance between hu-
man advancement and ecologi-
cal sustainability. Here, I must
also note Prof Swaminathan’s
special emphasis on improving
the lives of the small farmers
and ensuring they also enjoy
the fruits of innovation. He was
particularly passionate about
improving the lives of women
farmers.
There is another aspect about
Prof MS Swaminathan which
is remarkable - he stands tall as
a paragon of innovation and
mentorship. When he won the
World Food Prize in 1987, the
first recipient of this prestig-
ious honour, he used the prize
money to establish a not-for-
profit research foundation. Till
date, it undertakes extensive
work across various sectors. He
has nurtured countless minds,
instilling in them a passion for
learning and innovation. In a
rapidly changing world, his life
reminds us of the enduring
power of knowledge, mentor-
ship, and innovation. He was
an institution builder as well,
having to his credit many cen-
tres where vibrant research
takes place. One of his stints
was as Director, International
Rice Research Institute, Ma-
nila. The South Asia Regional
Centre of International Rice
Research Institute was opened
in Varanasi in 2018.
I will again cite The Kural to
pay tributes to Dr Swamina-
than. It is written there, “If
those who have planned have
firmness, they will attain what
they have desired the way they
have desired.” Here was a stal-
wart who decided early on in
his life that he wants to
strengthen agriculture and
serve farmers. And, he did it
exceptionally innovatively and
passionately. Dr Swamina-
than’s contributions continue
to inspire and guide us as we
navigate the path of agricul-
tural innovation and sustaina-
bility. We must also keep reaf-
firming our commitment to the
principles he held dear, cham-
pioning the cause of farmers
and ensuring the fruits of scien-
tific innovation reach the roots
of our agricultural expanse,
fostering growth, sustainabili-
ty, and prosperity for genera-
tions to come.

Increase in women judges in lower
courts a trend across country: CJI

significant increase in the
number of women judi-
cial officers and said it
was a countrywide trend.
At the outset of the
proceedings, the CJI
said, “We wish to share
some happy news. Here
in the back row (in the
courtroom), we have 75
judges from the civil
judge junior division
from Maharashtra. Out of
a batch of 75 judges, 42
are women and 33 men.”
“This is a trend hap-
pening across the coun-
try. There are more wom-
en judges in numbers,”
the CJI, who was sitting
on a bench with Justices
J B Pardiwala and Manoj
Misra, said. Justice
Chandrachud said he
would meet the judicial
officers, including the
women judges, during
the lunch hour.
Lawyers, including
senior advocate Dushy-
ant Dave, asked the CJI
to take steps to raise the
number of women judges
in the apex court.
“The appointments
made today are a reflec-
tion of the bar 15 years
ago,” the CJI said.
Recently, former Su-
preme Court Bar Associ-
ation president and senior
lawyerVikas Singh wrote
a letter to the CJI, under-
scoring the need for allo-
cating one-third of the
judges’positions to wom-
en in higher judiciary.

held at 28 venues across
Panaji, Mapusa, Vasco,
Ponda, Margao and Col-
va beach, Sawant said.
More than 10,000 ath-
letes, 49.9 percent of
them women, would take
part in the Games, he
added. The event will
also have five indigenous
sports from Goa, the
chief minister informed.

the National Games, host-
ed in Gujarat, featured 36
disciplines, while Kerala’s
2015 edition had 33 disci-

told reporters here that the
frequent arrests of its
leaders have exposed the
claims made by the party
led by Delhi Chief Minis-

“For those who are alleg-
ing that the case is base-
less, the Rouse Avenue
Court has clearly ob-
served that prima facie,
the material placed before
it nowhere shows that the
arrest in the present case
is unwarranted and unrea-
sonable,” he said.
The AAP, which had

ues in Indian politics, has

less party” and the people
of Delhi are feeling cheat-
ed, the BJP leader said.

Amit Shah has approved
the release of Rs 44.8
crore as an advance
amount from the central
share of the State Disas-
ter Response Fund
(SDRF) to Sikkim to pro-
vide relief to flash floods-
affected people.
Following a directive
from Shah, the Ministry
of Home Affairs (MHA)
has formed an Inter-Min-
isterial Central Team
(IMCT), which will visit
the affected areas of Sik-
kim soon to make an as-
sessment of the damage
caused due to a Glacial
Lake Outburst Flood
(GLOF), cloudburst and
flash floods, according to
an official statement.
The home minister has
approved the release of
both the instalments of
the SDRF’s central share
to Sikkim, amounting to
Rs 44.8 crore, in advance
for 2023-24 to help the
northeastern state provide
relief to the affected peo-
ple, the statement said.
The Centre has assured
the Sikkim government
of all possible help. The
central government, un-
der the leadership of
Prime Minister Narendra
Modi, is standing shoul-
der to shoulder with Sik-
kim, the statement said.
Based on the IMCT’s
assessment, additional
central assistance from
the National Disaster Re-
sponse Fund (NDRF)
will be approved for Sik-
kim, in accordance with
the laid-down procedure.
The situation in Sik-
kim is being closely
monitored by the Centre
at the highest level on a
24x7 basis.

New Delhi: No high court in the
country shall deny access to video
conference or hearing through hybrid mode
to lawyers and litigants after two weeks, the
Supreme Court said on Friday while making
it clear that technology is not a matter of
choice for judges now. Irked over the
minimal use of technology in ensuring hybrid hearings in
high courts, a bench issued a slew of directions to ensure
that such modes are not disbanded.

the arguments on petitions challenging
the premature release of 11 convicts in
the Bilkis Bano gangrape case and
murder of seven of her family members
during the 2002 Gujarat riots. A bench of

counsel for the petitioners, including Bilkis Bano, to file

guration ceremony,
Dhariwal emphasized
that these RUIDP initia-
tives would greatly ben-
efit the people of various
colonies in Kota, span-
ning both sides of the
river and railway tracks.
The projects involved
the laying of a 326.70
km sewer line at a cost
of Rs 525 crore. Addi-
tionally, sewerage treat-
ment plants (STPs) with
capacities of 40 MLD at
Dhakadkhedi, 15 MLD
at Kalatalab, and 4.77
MLD at Thegada, along
with a 1.58 MLD
Borkheda sewage pump-
ing station, have been
established, connecting
41,314 families to the
sewerage network.
Furthermore, an 80.34
km sewer line costing Rs
126.59 crore, along with
STPs of 15 MLD at Bal-
ita and 02 MLD at Oxy-
gen, were inaugurated,
providing sewer connec-
tions to 6,904 families.
Dhariwal said these
projects, involving an
expenditure of Rs
126.59 crore, would sig-
nificantly improve the
city’s sewerage system.

A defamation complaint was lodged on Friday
in Metropolitan Magistrate No. 11 Mahanagar- I
against BJP leaders for posting an image Rahul
Gandhi with seven heads, likening him to Ravana, on
their X handle. The court has scheduled a hearing for
October 9 to review the matter. The complaint, filed by
Jaswant Gurjar, names BJP National President Jagat
Prakash Nadda and IT Cell National Head Amit Malviya
as the accused parties. The complaint asserts that the
post disrespects Sanatan Dharma by portraying Rahul
Gandhi as a modern-day Ravana.
Chief Minister Ashok Gehlot sensitivity was ob-
served on Friday when Gehlot was passing through
JLN route and saw an ambulance behind him.
Gehlot stopped his convoy, moved the ambulance ahead of

The wife of the accused had gone to work in the fields and her eight and five-year-old daughters were at home. The accused took the younger one to a room and raped her. Hearing the sound of her sister crying, the elder ran towards the field and told her mother. When both reached home, the accused had fled and the girl was bleeding. Hanumangarh : Police have recov- ered 90 quintals and 70 kg of red sandalwood worth Rs 10 crore in Hanumangarh under Bhirani police station area and arrested a smuggler. Raj State Agri Debt Relief Scheme Commission formed Governor Kalraj Mishra lauds Jain community’s work at JITO-2023 Under the leadership of Chief Minister Ashok Gehlot, the state government has taken impor- tant decisions in the interest of farmers. Gehlot has approved various proposals related to agricultural development and farmer welfare. Chief Minister has agreed to provide additional grant to small and marginal category farmers under the NMEO (Oil Seed) Scheme in the financial year 2023-24 for the implementation of irrigation pipelines. For this the Chief Minister has sanctioned Rs 1.98 crore. This amount will be borne from the Farmers Welfare Fund. In another decision, as announced earlier by the Chief Minister, consent has been given to provide interest-free two-wheeler loan to the members of Rajivika Self Help Group for agricultur- al and non-agricultural activities. The state government will bear the burden of its interest subsidy of about Rs 1.10 crore. Total od 121 posts will be created in Agri- cultural Marketing Department and Board, according to the proposal received in this regard, Gehlot has ap- proved the creation of 89 new posts in Rajasthan State Agricultural Marketing Department and 32 new posts in Rajasthan State Agricultural Marketing Board. In what could be termed as ‘good governance’ of Gehlot govt, renovation work will be done on three historical heritage sites. Rs 10 crore have been approved for development and construction works under which panorama of Rana Poonja in Udaipur and Satyavrat Rawat Chunda in Chittorgarh will be built. Rs 4 crore each will be spent on the construction of panorama of both Meanwhile, Rs 2 crore will be spent on the renovation and devel- opment of Batadu well located in Baytu. To protect various languages and lit- erature CM Ashok Gehlot has approved the formation of Shri Karni Charan and Dingal Sahi- tya Research Preserva- tion and Development Board. This board will have a Chairman, Vice Chairman and 9 non-offi- cial and 5 govt members. The headquarters of the board will be in Jaipur. This board will promote Charan and Dingle literature research and cultural exchange as well as provide financial assistance to Charan and Dingle writers. 500 tourist friends will be appointed in the state and CM Ashok Gehlot has given approval for this. Rajasthan will also give monthly remunera- tion to these 500 tourist friends. Rajasthan is a big tourist destination and there are many things worth seeing in this state. Under the leadership of CM Gehlot, the state govt has taken notable decisions to promote tourism sector. These tourist friends will provide proper guidance to the domestic and foreign tourists coming to the state for the desired assistance, law and order, security and medical facilities. In the same sequence, under the CM Kamdhenu Animal Insurance Scheme, two milch animals per family are being insured for Rs 40,000 each. Our nation lost a visionary who revolutionised agricultural science, a stalwart whose con- tribution to India will always be etched in golden letters. Prof MS Swaminathan loved India and wanted our nation, and our farmers in particular, to lead a life of prosperity. Academical- ly brilliant, he could have cho- sen any career but he was so impacted by the Bengal famine of 1943 that he was clear that if there is one thing he would do, it would be to study agricul- ture. At a relatively young age, he came in contact with Dr Nor- man Borlaug and followed his work in great detail. In the 1950’s, he was offered a fac- ulty position in the US but he rejected it because he wanted to work in India and for India. I want you all to think about the challenging circumstances in which he stood as a colossus, guiding our nation towards the path of self-sufficiency and self-confidence. In the first two decades since Independence, we were dealing with immense challenges and one of them was food shortages. In the early 1960s, India was grappling with the ominous shadows of famine and it is then that Prof Swaminathan’s unyielding commitment and foresight ush- ered a new era of agricultural prosperity. His pioneering work in agriculture and specific sec- tors like wheat breeding led to a significant increase in wheat production, thus turning India from a food-deficient country into a self-sufficient nation. This tremendous achievement earned him the well deserved title of, “Father of the Indian Green Revolution.” The Green Revolution of- fered a glimpse of India’s “Can Do Spirit” - that if we have a billion challenges, we also have a billion minds with the flame of innovation to overcome those challenges. Five decades after the Green Revolution be- gan, Indian agriculture has be- come far more modern and pro- gressive. But, the very founda- tions laid by Prof Swaminathan can never be forgotten. Over the years, he undertook pioneering research in combat- ting parasites affecting potato crops. His research also ena- bled potato crops to withstand cold weather. Today, the world is talking about Millets or Shree Anna as super foods but Prof Swaminathan had encour- aged discourse around millets since the 1990’s. My personal interactions with Prof Swaminathan were extensive. They began after I took over as Chief Minister of Gujarat in 2001. During those days, Gujarat was not known for its agricultural prowess. Successive droughts and a su- per cyclone and an Earthquake had impacted the growth tra- jectory of the state. Among the many initiatives we launched, was the Soil Health Card, which enabled us to understand the soil better and address problems if they arose. It was in the context of this scheme that I met Prof Swaminathan. He appreciated the scheme and also shared his valuable inputs for the same. His endorsement was enough to convince those who were sceptical about the scheme which would eventu- ally set the stage for Gujarat’s agricultural success. Our interactions continued during my Chief Ministerial tenure and also when I took over as Prime Minister. I met him at the International Agro- Biodiversity Congress in 2016 and the next year in 2017, I launched a two-part book se- ries written by him. The Kural describes farmers as the pin that holds the world together because it is the farm- ers who sustain everyone. Prof Swaminathan understood this principle very well. A lot of people call him a “Krishi Vaig- yanik” – anAgricultural Scien- tist. But, I have always believed that he was even more. He was a true “Kisan Vaigyanik” – a Farmers’ Scientist. In his heart there was a farmer. The success of his works is not restricted to their academic excellence; it lies in the impact they have had outside the laboratories, in the farms and the fields. His work narrowed the gap between sci- entific knowledge and its prac- tical application. He consist- ently advocated for sustainable agriculture, emphasising the delicate balance between hu- man advancement and ecologi- cal sustainability. Here, I must also note Prof Swaminathan’s special emphasis on improving the lives of the small farmers and ensuring they also enjoy the fruits of innovation. He was particularly passionate about improving the lives of women farmers. There is another aspect about Prof MS Swaminathan which is remarkable - he stands tall as a paragon of innovation and mentorship. When he won the World Food Prize in 1987, the first recipient of this prestig- ious honour, he used the prize money to establish a not-for- profit research foundation. Till date, it undertakes extensive work across various sectors. He has nurtured countless minds, instilling in them a passion for learning and innovation. In a rapidly changing world, his life reminds us of the enduring power of knowledge, mentor- ship, and innovation. He was an institution builder as well, having to his credit many cen- tres where vibrant research takes place. One of his stints was as Director, International Rice Research Institute, Ma- nila. The South Asia Regional Centre of International Rice Research Institute was opened in Varanasi in 2018. I will again cite The Kural to pay tributes to Dr Swamina- than. It is written there, “If those who have planned have firmness, they will attain what they have desired the way they have desired.” Here was a stal- wart who decided early on in his life that he wants to strengthen agriculture and serve farmers. And, he did it exceptionally innovatively and passionately. Dr Swamina- than’s contributions continue to inspire and guide us as we navigate the path of agricul- tural innovation and sustaina- bility. We must also keep reaf- firming our commitment to the principles he held dear, cham- pioning the cause of farmers and ensuring the fruits of scien- tific innovation reach the roots of our agricultural expanse, fostering growth, sustainabili- ty, and prosperity for genera- tions to come. At the outset of the proceedings, the CJI said, “We wish to share some happy news. Here in the back row (in the courtroom), we have 75 judges from the civil judge junior division from Maharashtra. Out of a batch of 75 judges, 42 are women and 33 men.” “This is a trend hap- pening across the coun- try. There are more wom- en judges in numbers,” the CJI, who was sitting on a bench with Justices J B Pardiwala and Manoj Misra, said. Justice Chandrachud said he would meet the judicial officers, including the women judges, during the lunch hour. Lawyers, including senior advocate Dushy- ant Dave, asked the CJI to take steps to raise the number of women judges in the apex court. “The appointments made today are a reflec- tion of the bar 15 years ago,” the CJI said. Following a directive from Shah, the Ministry of Home Affairs (MHA) has formed an Inter-Min- isterial Central Team (IMCT), which will visit the affected areas of Sik- kim soon to make an as- sessment of the damage caused due to a Glacial Lake Outburst Flood (GLOF), cloudburst and flash floods, according to an official statement. The home minister has approved the release of both the instalments of the SDRF’s central share to Sikkim, amounting to Rs 44.8 crore, in advance for 2023-24 to help the northeastern state provide relief to the affected peo- ple, the statement said. The Centre has assured the Sikkim government of all possible help.
