On the landing site, he
said, ‘We cannot go to
South Pole as Sun won’t
be visible, lander & rover
will have no power. We
will go 70 metres south.’

CM Gehlot sanctions `13.40 crore for 38 Raj agriculture colleges

ment is con-
stantly expand-
ing facilities for higher
and quality education in
the state. In this se-
quence, Chief Minister
Ashok Gehlot has ap-
proved a financial pro-
posal of Rs 13.40 crore
for the purchase of equip-
ment for laboratory work
in 38 agriculture colleges
of the state.
With this approval,
necessary resources and
equipment will be pro-
cured in agriculture col-
leges. In these 29 agri-
cultural colleges which
are operational
from 2022-23,
e q u i p m e n t
worth Rs 40
lakh each will be
purchased for the
first and second year.
Along with this, ses-
sion will be conducted in
nine agriculture colleges
from 2023-24, in which
equipment worth Rs 20
lakh each will be pur-
chased for the first year
itself. This will, in turn,
facilitate the students in
their academic work.
It is notable that the
announcement in this re-
gard was made by the
Chief Minis-
ter Gehlot
in the budg-
et session
2023-2024
earlier this
year.

`14 CR APPROVED FOR 5 NEW HOSTELS TO BE
BUILT FOR SCHEDULED CASTE STUDENTS
Chief Minister Ashok Gehlot has
approved the financial proposal for
providing Braille books and sports
material to aided educational institutions run
for the disabled. It will cost Rs 2.07 crore.
With this decision of CM Gehlot, 700 sets of Braille books
will be available for blind students and their teachers
and 1925 kits of sports material for 7700 students of all
categories. With the availability of Braille books, students
will be able to study easily in educational institutions.
Chief Minister Ashok Gehlot has
approved a financial proposal of Rs
14 cr for the construction of 5 new
hostels for Scheduled Caste students. Ac-
cording to the proposal, new buildings will be
constructed for Malakheda in Alwar, Suratgarh in Srigan-
ganagar, Raipur in Pali and Savitri Bai Phule Scheduled
Caste Girls Hostel in Kanod, Udaipur and Dr. Bhimrao
Ambedkar Scheduled Caste Boys Hostel in Jaitasar. A
provision of Rs 2.80 cr has been made for each hostel.

EMPLOYEES UNDER 5TH PAY COMMISSION TO GET
INCREASED DEARNESS ALLOWANCE FROM JAN 23
Employees and pensioners working under the Fifth
Pay Commission in the state will get increased
dearness allowance from January 2023. Chief
Minister Ashok Gehlot has approved the proposal in this
regard. According to the proposal, an increase in the
rate of dearness allowance or dearness relief has been
approved for state employees and pensioners working
under the Fifth Pay Commission and Rajasthan Civil
Services (Revised Pay) Rules, 1998. Now, from January
1, 2023, the rate of dearness allowance or dearness relief
will be increased from 396 percent to 412 percent to such
state employees and pensioners. From January 2023 to
March 2023, the amount will be deposited in the general
provident fund account of concerned employees, while
the pensioners will get increased dearness allowance in
cash from January 2023.
10 COLLEGES UPGRADED
TO POSTGRADUATE
The state govern-
ment is taking
important decisions
in the direction of strength-

infrastructure in the state.
CM Gehlot has approved
the proposal to open new
subjects by upgrading
10 government graduate
colleges of the state to
postgraduate. Along with
this, the creation of 26 new
posts has also been ap-
proved for handling these
new subjects.
APPROVAL FOR 1035 NEW PATWAR MANDALS IN
STATE; WILL STRENGTHEN ADMINISTRATION
The creation of 1035 new Patwar
Mandals has been approved. With
this, there will be ease in works
related to revenue, administrative and
government schemes. It is worth mention-
ing that for the purpose of expansion and strengthening
of administrative units in the state, an announcement in
this regard was made by the Chief Minister in the budget
for the year 2023-24. Of these, 35 Patwar Mandals have
been propsed in Jaipur and 77 in Udaipur.

endra Singh said that the
implementation of budg-
et announcements and
timely disposal of pend-
ing cases is the topmost
priority of the state gov-
ernment. He said that
apart from promoting
tourism, the state govern-
ment is working with
commitment to give a
new identity to the art,
culture and ancient herit-
age of the country and the
world.
He was speaking in the
review meeting of the
budget announcements of
the Tourism Department
held at the Secretariat on
Thursday. “There is im-
mense potential for the
development of tourism
in Rajasthan. The state
government is making
every possible effort to
promote tourism.
Along with this, many
important decisions have
been taken by the state
government to promote
tourism activities, includ-
ing industry status to
tourism, new tourism
policy and increase in the
amount of tourism devel-
opment fund,” he said.
He directed the designat-
ed officers to fulfill the
budget announcements of
the CM Ashok Gehlot on
priority.

17,000 saplings of fruit
bearing trees to people at
discounted rates in the
city during this monsoon
season. This is supposed
to promote greenry and
plantation drive in city.
Officials informed that
the saplings will be dis-
tributed from Jawahar
Circle, Central Park,
Vaishali Nursery Park,
Smriti Van, and Triveni
Nagar Community Cent-
er in Jaipur.
“A family can pur-
chase a maximum of five
saplings and each sapling
would be priced at Rs. 50
which will be 8 to 10 feet
in height. The distribu-
tion of these saplings will
start in the next ten days,”
said a JDA official.

children and all the four
died on Thursday. The
incident is of Panchu in
Bikaner. The deceased
were identified as Naini
Devi 32, Pooja 7, Urmila
5, and Bhavesh 1. Panchu
police officer Manoj Ya-
dav reached the spot.
The four dead bodies
were kept in the mortuary
of Panchu Hospital and
post mortem will be done
today. Police are investi-
gating further to ascer-
tain the reason behind

has sentenced a govern-
ment school teacher to 10
years of imprisonment
for raping and threaten-
ing a minor girl student 7
years ago, a public pros-
ecutor said on Thursday.
Vishvendra Meena, the
32-year-old teacher, who
was out on bail, was sent
to jail for imprisonment
on Wednesday. Meena
was also slapped a pen-
alty of Rs 10 lakh, public
prosecutor Harinarayan
Singh said. The father
also accused Meena, a
resident of the Gendoli
area in Bundi district, of
filming the episode on
his phone, the public
prosecutor said.

Thursday sentenced a
man to 20 years of rigor-
ous punishment for rap-
ing a nine-year-old girl in
Rajasthan’s Dholpur dis-
trict. The POCSO court
also imposed a Rs 50,000
fine, public prosecutor

lice station area in Bar-
mer confirmed the re-
port. He said that on

Bheel, informed that his
17-years-old son is stud-
ying in class 12 was
drinking water from the
pot kept in the school
campus while accused
teacher Dungraram
called his son and when
he reached there, accused
started beating him.
He further alleged that
while abusing his son
with caste baised words,
accused threatened him
that by drinking from the
pot he had spoiled the
water and again started
beating him.

Jhalawar: A 31-year-
old man was allegedly
stabbed to death by five
miscreants in Radi town
of Jhalawar district on
Thursday. Police in-
formed the deceased, Ir-
fan, a resident of Habib
Nagar Colony in the
Kotwali area, was killed
owing to an old rivalry
with the accused. “The
victim owns a DJ sound
shop on Balaji Road in
Radi town. All the five
accused belonged to the
same family. Irfan was
attacked by a sharp
weapon and his throat
was slit,” police said.

allegedly strangled to
death by her husband in
the Ramganj area of
Jaipur, police said. Po-
lice informed the victim,
Iram, was married to
Zaheer Ahmed, who
was already married and
had two children. “The
victim was forced into
flesh trade by her hus-
band Zaheer Ahmed. On
June 30, Iram and Za-
heer exchanged heated
arguments after Iram re-
fused to work,” police
said. “Iram was stran-
gled to death by her hus-
band and her body was
found lying on the floor
of room. FSL team was
called to collect samples
and the post-mortem of
the victim was conduct-
ed,” police said.

in the Bhanipura of Chu-
ru district, police said.
Police informed, the ac-
cused took away the girl
stating that she was
called by her brother.
“The incident took place

tim had gone to attend a
marriage ceremony in
Hardesar village. She
was taken to a secluded
place and then gang-
raped by two men. They
also threatened her not to
disclose the incident to
anyone,” police said.

The enforcement

in the Bagrana area on
Agra Road. JDA officials
informed that the land
valued at around Rs. 30 crores was being encroached on by
constructing makeshift rooms and shanties. Chief Controller
of Enforcement (CCE) Raghuveer Saini informed that a resi-
dential scheme named Surya Nagar was being developed
in Old Bagrana on Agra Road under Zone-10 of JDA. “The
JDA demolished boundary walls, makeshift huts from the
encroached land. Fourteen encroachers were given notices
in May and encroachments were removed on Thursday
morning,” JDA officials said.

against the Deputy Com-
missioner of Commercial
Tax Dept for accumulat-
ing income exceeding the
declared amount.

said that after verifying
the complaint against
Chaubey Lal Meena
Deputy Commissioner,
Commercial Tax Depart-
ment, Rajasthan, Jaipur,
an investigation was ini-
tiated for assets beyond
known sources of in-
come. Searches were
conducted at 3 different
locations on Thursday.
According to the docu-
ments obtained so far,
Meena and his wife are
suspected of acquiring
numerous assets beyond
their legal income. The
accused Deputy Com-
missioner had invested in
illegal residential/com-
mercial properties, flats,
mutual funds, insurance,
etc. in Jaipur. Under the
guidance of ACB Direc-

Cube Construction to run POW for 5 years

he luxury train,
Palace on
Wheels, has
been given to a private
company for five years.
Starting September, the
train will now be operat-
ed by Cube Construction
Company on OM (op-
eration and maintenance)
basis. For this, an agree-
ment has been signed be-
tween Cube Construction
and the Tourism Corpo-
ration of Rajashan.
The corporation had
made efforts for the op-
eration and maintenance
of Palace on Wheels.
Proposals were sought
from private companies
for the operation of the
royal train. There were
four companies in the
fray. Finally, Vadodara-
based Cube Construc-
tion Engineering Limit-
ed got the rights to oper-
ate the train.
On June 28, a contract
was signed between the
tourism corporation and
Cube Construction for a
period of five years.
Cube Construction, in
collaboration with Easy
Toll Solutions, will oper-
ate the train. The privati-
zation of the PoW was
already decided. The
pandemic has caused
huge losses as the train
did not operate for two
years. The tourism cor-
poration was finding it
difficult to run the train.

passengers created ruck-
us at the Jaipur Airport
on Thursday after the
SpiceJet flight SG-16 in
which they were trave-
ling from Dubai to
Ahmedabad, was divert-
ed to Jaipur on Wednes-
day night due to bad
weather. The flight was
not rescheduled for more
than 8 hrs. The incident
took place around 1:30
am on Wednesday. The
CRPF personnel inter-
vened and resolved the

dergone sig-
n i f i c a n t
changes in recent times. In
the past, arranged mar-
riages were the only ac-
ceptable form of marriage
in society. However, with
the influence of Western
culture, the perception of
society shifted, and love
marriages became accept-
ed. Now, another form of
relationship called a “live-
in relationship” is gaining
popularity among the
younger generation.
A live-in relationship
refers to two individuals
cohabiting without the in-
tention of having a perma-
nent relationship. This
type of relationship has
emerged due to moderni-
zation and urban culture,
particularly in large cities.
However, live-in relation-
ships are not widely ac-
cepted in India due to the
stigma and taboo attached
to them, as arranged mar-
riages are still considered
the societal norm.
The main issues that
arise are whether society
will readily accept this
type of relationship and
what the repercussions of
accepting such relation-
ships will be. Should exist-
ing marriage laws be
amended, or should new
laws be enacted to regulate
these relationships? The
judiciary has been incon-
sistent in recognizing live-
in relationships, but it has
been sensitive to the pro-
tection of women’s inter-
ests and has played a role
in delivering justice to af-
fected women.
Currently, there is no
specific law in India to di-
rectly address live-in rela-
tionships. The Hindu Mar-
riage Act, 1955, grants a
legal status to children
born out of “voidable” or
“void” marriages. The Pro-
tection of Women from
Domestic Violence Act,
2005 (PWDVA), recog-
nizes relationships in the
nature of marriage and
provides security for wom-
en facing violence in such
relationships. The judici-
ary has interpreted these
laws to recognize live-in
relationships and protect
the interests of women and
children involved.. The
Supreme Court has held
that if a man and a woman
have lived together for a
long period of time and
have held themselves out
to society as being akin to
spouses, they will be con-
sidered legally married.
However, the court also
recognized that not every
live-in relationship will be
considered a relationship
in the nature of marriage.
The individuals must ful-
fill certain conditions, such
as holding themselves out
as spouses socially, reach-
ing the legal age of mar-
riage, being legally quali-
fied to marry, and cohabit-
ing voluntarily for a rea-
sonable period of time.
REQUIRED
UNIFORM RULES
The insititution of PO-
LYGAMY has declined in
last few decades. MO-
NOGAMY has been ac-
cepted in law for Christian,
Hindu, Parsi and Jews ex-
cept of Muslim.. Due to the
Provisions of law and soci-
etal practices second mar-
riage are deemed to be in-
valid in India as a result of
which that woman shall
not be maintained in law.
Hindu Marriage Act
1955 is applicable to other
Indian communities such
as Jain,Sikh and Buddhist
also provide for mainte-
nance during pendency of
proceedings of divorce and
after divorce maintenance
is to be provided according
to the capacity of the indi-
vidual who is to provide
maintenance.
Muslim Law Mahr is an
amount that is to be de-
cided at the time of the
marriage take place not
fixing a limit of a amount
of Mahr. The main purpose
of Mahr is to act as sanc-
tion on the husband for
divorcing his wife and to
provide the woman with
adequate resources so that
she can look after herself
either post divorce or after
the death of the husband.
But if the divorce is taken
by both the parties mutu-
ally or specifically by the
will of the wife the woman
therefore loses her claim
onMahr.TheMahramount
given the financial security
to the woman. The power
of reducing or waiving the
Mahr amount is not given
to man. The wife is only
allowed to reduce or waive
the quantum of the Mahr.
Thus Mahr protects the in-
terests of a married wom-
an. However muslim per-
sonal law no where states
a provision that talks about
the maintenance of wife
after divorce.
Concept of providing
maintenance under Mus-
lim law is not similar to the
provision regarding main-
tenance given under the
personal laws of other reli-
gion of India under Islamic
laws men are allowed to
practice polygamy and all
wives are to be maintened
by the husband and second
marriage is held valid and
the wife does get all the
benefits and rights that are
entitled to the first wife.
The Union legislature
passed a legislation Mus-
lim women ( Protection of
rights on divorce) Act
1986 due to controversies
that was created after Shah
Bano Case as per section 3
of the Act. A Muslim can
only seek maintenance
during the period of Iddat.
After Iddat she is entitled
to claim maintenance from
her parents and relatives,
and in the absence of rela-
tive the act also provides
that the Magistrate shall
direct the State Waqf
Board for maintaining the
woman. After the Act was
passed various HCs had
different opinion when it
came to the applicability of
section 125 Cr.P.C to a
Muslim divorced wife.
The Act was not drafted
properly which can be seen
by a plain reading of it.
The unfortunate part is that
such an Act still persists in
a country that deems to de-
liver social Justice. Vari-
ous personal laws concern-
ing different communities,
namely Hindus, Parsis,
Christians, Muslims estab-
lish a concept of mainte-
nance and alimony. Chris-
tian find relief under provi-
sions of Indian Divorce
Act 1869.

In many countries, includ-
ing India, there are no
specific laws that provide
for maintenance in live-in
relationships. However,
the judiciary has played a
significant role in address-
ing the issue of mainte-
nance in such relation-
ships. Internationally,
different countries have
different approaches to the
recognition and regulation
of live-in relationships.
For example, in France,
couples can enter into
a “Civil Solidarity Pact”
(PACS) that provides legal
recognition and certain
rights similar to marriage.
In the Philippines, prop-
erty acquired by couples
in a live-in relationship is
governed by rules on equal
co-ownership. In the UK,
live-in couples do not enjoy
the same legal benefits and
status as married couples.
However, it is important
to note that courts do not
have the power to amend
or legislate laws. The
power to amend laws lies
with the legislature. The
legislature seems to be in
a dilemma regarding live-
in relationships, and there
is a need for new laws
to address this emerg-
ing trend in society. The
legislature should consider
the changing scenario
and frame new rules to
regulate such cases.

impressive victory has certainly revived hopes of the
country aiming for FIFA World Cup soccer.
Regional supremacy is important but achieving
glory at the global stage is a different ball game.
Much though we dream of Indian soccer at the inter-
national level, the journey is made arduous by the
lack of popular support for the game. Keeping poli-
tics out of AIFF is also an imperative.
Like all sports bodies in India even the AIFF has
had its troubles due to the high level of political in-
terference which invited a warning from FIFA last
year. The win in SAFF is going to be a short-lived joy
if political interference doesn’t stop completely. That
is the only way to go forward. While no comparison
can be made with the BCCI, the hockey federation
model can be copied to raise the game’s level.

pressed his keenness for expanding NATO

lantic Treaty Organisation after the Russian invasion
of Ukraine. On the other hand Moscow claims to
have invaded Ukraine after Kyiv applied for NATO
membership. Ukraine’s joining the Organisation
would have brought the Western powers danger-
ously close to Russia. The end result was a war which
seems endless with both sides paying a heavy cost.

Ukraine. However,
Sweden’s member-
ship faces a stum-
bling block from
within NATO. Tur-
key, an important
part of the western
alliance and its old-

strongly opposed to
Sweden joining the
bloc because it ac-
cuses Stockholm of
harbouring Kurdish
exiles. Turkey’s
President Recep
Tayyip Erdogan
blames Western
countries for not taking his concerns seriously.
Sweden, along with Finland, applied for NATO
membership last year but had to wait to be accepted
becauseofTurkeywhichvowedtovoteagainstthetwo
countries whenever their membership is taken up for
consideration.That makes Biden’s eagerness pointless
unless the alliance decides to part ways with Turkey.
Sweden and Finland can both wait as they are
members of the European Union and enjoy a secu-
rity umbrella. Any attack on the two countries will
invite a pushback from NATO members as well.

Birbhum: A man, whose wife is an Inde-
pendent candidate in the July 8 panchayat
elections in West Bengal, was found dead
in the state’s Birbhum district on Thursday,
hours after he went missing. Local residents
found the body of Dilip Mahara on Thurs-
day morning next to a pond in the Serenda
village of the district. His wife, Chitre Ma-
hara, claimed her husband was a BJPwork-
er and was killed by the Trinamool Con-
gress, a charge denied by the ruling party.
Chitre said, “He left the house at 4.30 pm
on Wednesday and I talked to him over the
phone at 8 pm. Since then, he wasn’t seen
by anyone”. Utpal Mahara, the son of the
deceased, said, “I was not able to find my
father since 9 pm. He has been killed by the
men of Kali Banerjee (Trinamool Con-
gress’s Birbhum district joint convener).
Let him be arrested. I want punishment for
them. Let the case be investigated”.

her left hip joint too while
alighting from a helicopter that made an

to bad weather last week. She was pre-

A meeting will be held at BJP HQs in New Delhi
today where state presidents and ministers from all

an application for modification stating that they do not

Why did you choose to write
this book “Why do I feel so
Sad” and what motivated
you?
Reflecting on the years 2020
and 2021, I became aware of
the concerning rise in global
depression rates during the
COVID-19 pandemic, im-
pacting around 532 million
people worldwide. As a be-
havioural and cognitive ther-
apy practitioner, I believe in
the power of cognitive thera-
py and mindfulness. Recog-
nizing the value of self-help
books for healing, I saw the
need for an advanced book
that could provide step-
by-step guidance,
support, and em-
power readers.
What are the most common
symptoms of depression that
you encounter in your practice?
In medical terms Depression
is a common, but serious ill-
ness with symptoms that dis-
rupt mood, sleep, appetite,
attention span, and ability to
experience pleasure, render-
ing a person incapable of
managing even simple every-
day activities. Many individ-
uals, even if not actively sui-
cidal, experience a sense of
wishing that they didn’t exist.
Therefore, it’s important to
closely monitor oneself and
loved ones for subtle signs of
depression, such as changes
in mood, decreased interest
in enjoyable activities,
changes in appetite and sleep
patterns, restlessness or leth-
argy, and an overall belief
that life has lost its value.
Can you explain the distinc-
tion between clinical depres-
sion and sadness?
Sadness is a familiar emo-
tion that can make one feel
low, inadequate, empty,
and insignificant. While
everyone experiences sad-
ness occasionally, clinical
depression is characterised
by persistent and pervasive
sadness that affects various
aspects of life, including
sleep, appetite, work, rela-
tionships, and self-care.
Clinical depression, encom-
passing different subtypes
like major depression, minor
depression, and seasonal de-
pression, hinders one’s abil-
ity to lead a fulfilling and
accomplished life. Profes-
sional intervention is often
necessary to address these
challenges.
Is there a specific age group
that is most susceptible to
experiencing depression?
Depression is an outcome of
several stressors around us.
The inability to tackle these
setbacks may lead one to sink
into a negative mindset which
if untreated, progresses to de-
pression. Major depression is
frequently observed in indi-
viduals between the ages of
25 and 45, as the pressures of
work, relationships, family
responsibilities, and financial
concerns can create signifi-
cant stress.
Is it true that the urban pop-
ulation is more prone to de-
pression than the rural pop-
ulation?
Previously, it was believed
that poverty directly causes
depression due to the stress
of survival. However, it is
now known that how indi-
viduals perceive and handle
their sadness plays a signifi-
cant role. Some people hide
their feelings, leading to
more severe and prolonged
depression, especially in the
lower middle class. Even
wealthy individuals aren’t
immune to depression. The
pressure to succeed may lead
to harmful behaviours like
substance abuse, gambling,
and unhealthy lifestyles, fur-
ther damaging self-esteem
and perpetuating a cycle of
sadness and depression.
Can you discuss any specific
success stories or patient
outcomes that you are par-
ticularly proud of in your
work with depression?
Over the years, I have wit-
nessed remarkable resilience
in individuals who have en-
dured childhood trauma,
recovered from financial
losses, and found strength
in forgiving and moving
forward from broken rela-
tionships and rebuilding
their lives. Most remark-
able of all, is a 70-year-
old patient who was the
first one I ever saw in my
private practice. He
overcame decades of
medication and electro-
convulsive therapy by
embracing the right
dose of minimal medi-
cines and CBT princi-
ples under my guid-
ance. Despite the
challenges, he navi-
gated through depres-
sion and emerged victorious,
serving as a source of inspi-
ration for others.
What role does therapy play
in the treatment of depres-
sion, and what types of
therapy do you typically
recommend?
A new perspective suggests
that therapy can benefit any-
one, not just those diagnosed
with depression, as it can be
both preventive and curative.
Cognitive therapy is based on
the premise of how our
thoughts shape our feelings,
and by reflecting on our
thinking patterns, we can
change our perception. Hu-
man beings have the power
of metacognition (thinking
about how we think). So, if
you can reflect on how you
receive information, you will
be able to change your per-
ception with practice.
Behaviour therapy is based
on the premise of Mowrer’s
paradox; which states that
negative behaviours are self-
perpetuating. If you see be-
haviour patterns and notice
how dysfunctional they are,
youcanbeinspiredtochange.
Humanistic is a client-fo-
cused approach wherein fo-
cus is placed on changing
your self-concept, and how
you react to the world, based
on your view of yourself.
Psychodynamic or psycho-
analytic therapy explores the
role of the unconscious mind
inshapingconsciousthoughts
and behaviours.
What are the potential risks
and dangers associated with
leaving depression untreat-
ed, and how do you empha-
size the importance of timely
intervention and treatment
in your practice?
Untreated clinical depression
increases the risk of un-
healthy lifestyle choices like
poor eating and sleeping hab-
its, substance abuse, isola-
tion, unemployment, help
negation and in the worst
case – suicide. Treatment in
the form of medication and
therapy is now more acces-
sible in recent years. It needs
to be assured that everyone
has the means to seek help
that will direct them to a
healthier life.
How should we address the
challenges faced by young
individuals who are finan-
cially dependent on their
parents and face resistance
or taboo regarding depres-
sion, preventing them from
seeking help?
Depression management
cannot be approached with a
one-size-fits-all strategy, as
it varies across different
ages, stages of life, and so-
cial classes. However, a cru-
cial common factor in all
types of depression is that
individuals desire to be
heard and seek help, even if
they may initially resist it.
Overcoming the stigma sur-
rounding depression is para-
mount, encouraging indi-
viduals to openly express
their emotions. In cases of
severe depression, judicious
use of medication can help
manage low moods, while
techniques like Cognitive
Behavioural Therapy (CBT),
Rational Emotive Behav-
ioural Therapy (REBT), and
Acceptance and Commit-
ment Therapy (ACT) can

book, “Why Do I Feel So
Sad?”, I hope to support and
empower individuals to con-
front their negative beliefs
and embark on a journey to-
wards self-improvement.
What is your philosophy or
approach to providing holis-
tic care to individuals with
depression, beyond just ad-
dressing their symptoms?
The best solution to depres-
sion, according to me, is one
that is customised to the de-
pressed person’s preferences,
and ability to perceive treat-
ment. I apply all therapies in
an interpersonal context and
ensure empathy, coopera-
tion, transparency, and con-
fidentiality throughout. Cog-
nitive therapies are my fa-
vourite because they help
individuals reshape their
understanding of the world
and learn how to effectively
address their present diffi-
culties. I also combine be-
haviour therapies, humanis-
tic approaches, and psycho-
dynamic therapy to cater to
patient-specific needs.

In this se- quence, Chief Minister Ashok Gehlot has ap- proved a financial pro- posal of Rs 13.40 crore for the purchase of equip- ment for laboratory work in 38 agriculture colleges of the state. With this approval, necessary resources and equipment will be pro- cured in agriculture col- leges. In these 29 agri- cultural colleges which are operational from 2022-23, e q u i p m e n t worth Rs 40 lakh each will be purchased for the first and second year. Along with this, ses- sion will be conducted in nine agriculture colleges from 2023-24, in which equipment worth Rs 20 lakh each will be pur- chased for the first year itself. This will, in turn, facilitate the students in their academic work. T AIDED EDUCATIONAL INSTITUTIONS WILL GET BRAILLE BOOKS SPORTS GOODS WORTH 2.07CR `14 CR APPROVED FOR 5 NEW HOSTELS TO BE BUILT FOR SCHEDULED CASTE STUDENTS Chief Minister Ashok Gehlot has approved the financial proposal for providing Braille books and sports material to aided educational institutions run for the disabled. It will cost Rs 2.07 crore. With this decision of CM Gehlot, 700 sets of Braille books will be available for blind students and their teachers and 1925 kits of sports material for 7700 students of all categories. With the availability of Braille books, students will be able to study easily in educational institutions. Chief Minister Ashok Gehlot has approved a financial proposal of Rs 14 cr for the construction of 5 new hostels for Scheduled Caste students. Ac- cording to the proposal, new buildings will be constructed for Malakheda in Alwar, Suratgarh in Srigan- ganagar, Raipur in Pali and Savitri Bai Phule Scheduled Caste Girls Hostel in Kanod, Udaipur and Dr. Bhimrao Ambedkar Scheduled Caste Boys Hostel in Jaitasar. A provision of Rs 2.80 cr has been made for each hostel. NEW GOVT COLLEGE TO OPEN IN PALI’S SADRI A new government college will be opened at Sadri in Pali. Chief Minister Ashok Gehlot has approved the fi- nancial proposal of Rs 4.50 crore for the construction of the college building. Along with this, the cre- ation of 21 new posts of Principal, Librarian, Physi- cal Teacher, Assistant Accounts Officer Grade-1, Additional Administrative Officer, and many others will be included. EMPLOYEES UNDER 5TH PAY COMMISSION TO GET INCREASED DEARNESS ALLOWANCE FROM JAN 23 Employees and pensioners working under the Fifth Pay Commission in the state will get increased dearness allowance from January 2023. Chief Minister Ashok Gehlot has approved the proposal in this regard. According to the proposal, an increase in the rate of dearness allowance or dearness relief has been approved for state employees and pensioners working under the Fifth Pay Commission and Rajasthan Civil Services (Revised Pay) Rules, 1998. Now, from January 1, 2023, the rate of dearness allowance or dearness relief will be increased from 396 percent to 412 percent to such state employees and pensioners. From January 2023 to March 2023, the amount will be deposited in the general provident fund account of concerned employees, while the pensioners will get increased dearness allowance in cash from January 2023. 10 COLLEGES UPGRADED TO POSTGRADUATE The state govern- ment is taking important decisions in the direction of strength- ening the education infrastructure in the state. CM Gehlot has approved the proposal to open new subjects by upgrading 10 government graduate colleges of the state to postgraduate. Along with this, the creation of 26 new posts has also been ap- proved for handling these new subjects. APPROVAL FOR 1035 NEW PATWAR MANDALS IN STATE; WILL STRENGTHEN ADMINISTRATION The creation of 1035 new Patwar Mandals has been approved. With this, there will be ease in works related to revenue, administrative and government schemes. It is worth mention- ing that for the purpose of expansion and strengthening of administrative units in the state, an announcement in this regard was made by the Chief Minister in the budget for the year 2023-24. Of these, 35 Patwar Mandals have been propsed in Jaipur and 77 in Udaipur. INCREASECONTRACT PERIODOFHOMEGUARD CM Gehlot has ap- proved proposal to form a committee to provide best facilities to vol- unteers of Rajasthan Home Defense and to solve their problems. Along with this, approval has also been given to increase the con- tract period of Rajasthan Home Defense volunteers from 5 years to 15 years. According to proposal, this committee will be consti- tuted at Directorate level of Home Defence. PTI Baran APOCSO court in Baran has sentenced a govern- ment school teacher to 10 years of imprisonment for raping and threaten- ing a minor girl student 7 years ago, a public pros- ecutor said on Thursday. Vishvendra Meena, the 32-year-old teacher, who was out on bail, was sent to jail for imprisonment on Wednesday. Meena was also slapped a pen- alty of Rs 10 lakh, public prosecutor Harinarayan Singh said. The father also accused Meena, a resident of the Gendoli area in Bundi district, of filming the episode on his phone, the public prosecutor said. Meanwhile, A court on Thursday sentenced a man to 20 years of rigor- ous punishment for rap- ing a nine-year-old girl in Rajasthan’s Dholpur dis- trict.   • 4. he institu- tion of mar- riage has un- dergone sig- n i f i c a n t changes in recent times. In the past, arranged mar- riages were the only ac- ceptable form of marriage in society. However, with the influence of Western culture, the perception of society shifted, and love marriages became accept- ed. Now, another form of relationship called a “live- in relationship” is gaining popularity among the younger generation. A live-in relationship refers to two individuals cohabiting without the in- tention of having a perma- nent relationship. This type of relationship has emerged due to moderni- zation and urban culture, particularly in large cities. However, live-in relation- ships are not widely ac- cepted in India due to the stigma and taboo attached to them, as arranged mar- riages are still considered the societal norm. The main issues that arise are whether society will readily accept this type of relationship and what the repercussions of accepting such relation- ships will be. Should exist- ing marriage laws be amended, or should new laws be enacted to regulate these relationships? The judiciary has been incon- sistent in recognizing live- in relationships, but it has been sensitive to the pro- tection of women’s inter- ests and has played a role in delivering justice to af- fected women. Currently, there is no specific law in India to di- rectly address live-in rela- tionships. The Hindu Mar- riage Act, 1955, grants a legal status to children born out of “voidable” or “void” marriages. The Pro- tection of Women from Domestic Violence Act, 2005 (PWDVA), recog- nizes relationships in the nature of marriage and provides security for wom- en facing violence in such relationships. The judici- ary has interpreted these laws to recognize live-in relationships and protect the interests of women and children involved.. The Supreme Court has held that if a man and a woman have lived together for a long period of time and have held themselves out to society as being akin to spouses, they will be con- sidered legally married. However, the court also recognized that not every live-in relationship will be considered a relationship in the nature of marriage. The individuals must ful- fill certain conditions, such as holding themselves out as spouses socially, reach- ing the legal age of mar- riage, being legally quali- fied to marry, and cohabit- ing voluntarily for a rea- sonable period of time. REQUIRED UNIFORM RULES The insititution of PO- LYGAMY has declined in last few decades. MO- NOGAMY has been ac- cepted in law for Christian, Hindu, Parsi and Jews ex- cept of Muslim.. Due to the Provisions of law and soci- etal practices second mar- riage are deemed to be in- valid in India as a result of which that woman shall not be maintained in law. Hindu Marriage Act 1955 is applicable to other Indian communities such as Jain,Sikh and Buddhist also provide for mainte- nance during pendency of proceedings of divorce and after divorce maintenance is to be provided according to the capacity of the indi- vidual who is to provide maintenance. Muslim Law Mahr is an amount that is to be de- cided at the time of the marriage take place not fixing a limit of a amount of Mahr. The main purpose of Mahr is to act as sanc- tion on the husband for divorcing his wife and to provide the woman with adequate resources so that she can look after herself either post divorce or after the death of the husband. But if the divorce is taken by both the parties mutu- ally or specifically by the will of the wife the woman therefore loses her claim onMahr.TheMahramount given the financial security to the woman. The power of reducing or waiving the Mahr amount is not given to man. The wife is only allowed to reduce or waive the quantum of the Mahr. Thus Mahr protects the in- terests of a married wom- an. However muslim per- sonal law no where states a provision that talks about the maintenance of wife after divorce. Concept of providing maintenance under Mus- lim law is not similar to the provision regarding main- tenance given under the personal laws of other reli- gion of India under Islamic laws men are allowed to practice polygamy and all wives are to be maintened by the husband and second marriage is held valid and the wife does get all the benefits and rights that are entitled to the first wife. The Union legislature passed a legislation Mus- lim women ( Protection of rights on divorce) Act 1986 due to controversies that was created after Shah Bano Case as per section 3 of the Act. A Muslim can only seek maintenance during the period of Iddat. After Iddat she is entitled to claim maintenance from her parents and relatives, and in the absence of rela- tive the act also provides that the Magistrate shall direct the State Waqf Board for maintaining the woman. After the Act was passed various HCs had different opinion when it came to the applicability of section 125 Cr.P.C to a Muslim divorced wife. The Act was not drafted properly which can be seen by a plain reading of it. The unfortunate part is that such an Act still persists in a country that deems to de- liver social Justice. However, the judiciary has played a significant role in address- ing the issue of mainte- nance in such relation- ships. Internationally, different countries have different approaches to the recognition and regulation of live-in relationships. For example, in France, couples can enter into a “Civil Solidarity Pact” (PACS) that provides legal recognition and certain rights similar to marriage. In the Philippines, prop- erty acquired by couples in a live-in relationship is governed by rules on equal co-ownership. In the UK, live-in couples do not enjoy the same legal benefits and status as married couples. However, it is important to note that courts do not have the power to amend or legislate laws. The power to amend laws lies with the legislature. The legislature seems to be in a dilemma regarding live- in relationships, and there is a need for new laws to address this emerg- ing trend in society. The legislature should consider the changing scenario and frame new rules to regulate such cases. Why did you choose to write this book “Why do I feel so Sad” and what motivated you? Reflecting on the years 2020 and 2021, I became aware of the concerning rise in global depression rates during the COVID-19 pandemic, im- pacting around 532 million people worldwide. As a be- havioural and cognitive ther- apy practitioner, I believe in the power of cognitive thera- py and mindfulness. Recog- nizing the value of self-help books for healing, I saw the need for an advanced book that could provide step- by-step guidance, support, and em- power readers. What are the most common symptoms of depression that you encounter in your practice? In medical terms Depression is a common, but serious ill- ness with symptoms that dis- rupt mood, sleep, appetite, attention span, and ability to experience pleasure, render- ing a person incapable of managing even simple every- day activities. Many individ- uals, even if not actively sui- cidal, experience a sense of wishing that they didn’t exist. Therefore, it’s important to closely monitor oneself and loved ones for subtle signs of depression, such as changes in mood, decreased interest in enjoyable activities, changes in appetite and sleep patterns, restlessness or leth- argy, and an overall belief that life has lost its value. Can you explain the distinc- tion between clinical depres- sion and sadness? Sadness is a familiar emo- tion that can make one feel low, inadequate, empty, and insignificant. While everyone experiences sad- ness occasionally, clinical depression is characterised by persistent and pervasive sadness that affects various aspects of life, including sleep, appetite, work, rela- tionships, and self-care. Clinical depression, encom- passing different subtypes like major depression, minor depression, and seasonal de- pression, hinders one’s abil- ity to lead a fulfilling and accomplished life. Profes- sional intervention is often necessary to address these challenges. Is there a specific age group that is most susceptible to experiencing depression? Depression is an outcome of several stressors around us. The inability to tackle these setbacks may lead one to sink into a negative mindset which if untreated, progresses to de- pression. Major depression is frequently observed in indi- viduals between the ages of 25 and 45, as the pressures of work, relationships, family responsibilities, and financial concerns can create signifi- cant stress. Is it true that the urban pop- ulation is more prone to de- pression than the rural pop- ulation? Previously, it was believed that poverty directly causes depression due to the stress of survival. However, it is now known that how indi- viduals perceive and handle their sadness plays a signifi- cant role. Some people hide their feelings, leading to more severe and prolonged depression, especially in the lower middle class. Even wealthy individuals aren’t immune to depression. The pressure to succeed may lead to harmful behaviours like substance abuse, gambling, and unhealthy lifestyles, fur- ther damaging self-esteem and perpetuating a cycle of sadness and depression. Can you discuss any specific success stories or patient outcomes that you are par- ticularly proud of in your work with depression? Over the years, I have wit- nessed remarkable resilience in individuals who have en- dured childhood trauma, recovered from financial losses, and found strength in forgiving and moving forward from broken rela- tionships and rebuilding their lives. Most remark- able of all, is a 70-year- old patient who was the first one I ever saw in my private practice. He overcame decades of medication and electro- convulsive therapy by embracing the right dose of minimal medi- cines and CBT princi- ples under my guid- ance. Despite the challenges, he navi- gated through depres- sion and emerged victorious, serving as a source of inspi- ration for others. What role does therapy play in the treatment of depres- sion, and what types of therapy do you typically recommend? A new perspective suggests that therapy can benefit any- one, not just those diagnosed with depression, as it can be both preventive and curative. Cognitive therapy is based on the premise of how our thoughts shape our feelings, and by reflecting on our thinking patterns, we can change our perception. Hu- man beings have the power of metacognition (thinking about how we think). So, if you can reflect on how you receive information, you will be able to change your per- ception with practice. Behaviour therapy is based on the premise of Mowrer’s paradox; which states that negative behaviours are self- perpetuating. If you see be- haviour patterns and notice how dysfunctional they are, youcanbeinspiredtochange. Humanistic is a client-fo- cused approach wherein fo- cus is placed on changing your self-concept, and how you react to the world, based on your view of yourself. Psychodynamic or psycho- analytic therapy explores the role of the unconscious mind inshapingconsciousthoughts and behaviours. What are the potential risks and dangers associated with leaving depression untreat- ed, and how do you empha- size the importance of timely intervention and treatment in your practice? Untreated clinical depression increases the risk of un- healthy lifestyle choices like poor eating and sleeping hab- its, substance abuse, isola- tion, unemployment, help negation and in the worst case – suicide. Treatment in the form of medication and therapy is now more acces- sible in recent years. It needs to be assured that everyone has the means to seek help that will direct them to a healthier life. How should we address the challenges faced by young individuals who are finan- cially dependent on their parents and face resistance or taboo regarding depres- sion, preventing them from seeking help? Depression management cannot be approached with a one-size-fits-all strategy, as it varies across different ages, stages of life, and so- cial classes. However, a cru- cial common factor in all types of depression is that individuals desire to be heard and seek help, even if they may initially resist it. Overcoming the stigma sur- rounding depression is para- mount, encouraging indi- viduals to openly express their emotions. In cases of severe depression, judicious use of medication can help manage low moods, while techniques like Cognitive Behavioural Therapy (CBT), Rational Emotive Behav- ioural Therapy (REBT), and Acceptance and Commit- ment Therapy (ACT) can help challenge negative thoughts. With my new book, “Why Do I Feel So Sad?”, I hope to support and empower individuals to con- front their negative beliefs and embark on a journey to- wards self-improvement. What is your philosophy or approach to providing holis- tic care to individuals with depression, beyond just ad- dressing their symptoms? The best solution to depres- sion, according to me, is one that is customised to the de- pressed person’s preferences, and ability to perceive treat- ment. I apply all therapies in an interpersonal context and ensure empathy, coopera- tion, transparency, and con- fidentiality throughout. Cog- nitive therapies are my fa- vourite because they help individuals reshape their understanding of the world and learn how to effectively address their present diffi- culties. I also combine be- haviour therapies, humanis- tic approaches, and psycho- dynamic therapy to cater to patient-specific needs.
