IN-DEPTH
US SC’s VERDICT ON
ADMISSIONS DAMAGING
FOR DIVERSITY
n a recent significant judgment the US Su-
preme Court ruled that race cannot be the
criteria for admissions to higher education
institutions like Harvard College and University of
North Carolina which was meant to maintain diver-
sity on campuses. The judgment has come as a set-
back for Indian students who constitute around 21
percent of nearly one million foreign students in the
US. With the affirmative action in admissions gone,
Blacks, Hispanics will also be put at a disadvantage
although students don’t seek and get admission in
these institutions simply on the basis of the colour of
their skin.
Yashica Dutt, the lawyer who argued for continu-
ation of the affirmative action, said it was a “devastat-
ing loss for racial equity and fairness”. It will also go
against promoting diversity on campuses. Doing
away with affirmative action in admissions will per-
petuate racism, some argued.
The ideologically divided Supreme Court’s verdict
has disappointed President Joe Biden who bats for
strengthening diversity in the US.

TN GOVERNOR’S
ACT OF “BLUNDER”
n his enthusiasm to corner the MK Stalin
government, Governor RN Ravi has crossed
the constitutional line and earned embar-
rassment and criticism for his act. So much so, re-
alising the serious political implications of his ac-
tion even the Bharatiya Janata Party in Tamil Nadu
had to raise the red flag. The governor was forced
to put his order dismissing V. Senthil Balaji on hold.
Balaji is under arrest by the Enforcement Directo-
rate for an alleged job scam.
The Governor’s action prompted by the Opposition
parties’ demand for Balaji’s sacking was neither
backed by the Consti-
tution nor Supreme
Court’s judgments
telling governors not
to overreach their
powers vis-a-vis the
legislature. To sack a
minister is the pre-
rogative of the chief
minister and not the
governor who is sup-
posed to go by the
advice of CM. In
Balaji’s case Chief
Minister Stalin
should have axed him
for the image of the
DMK government.
Governor Ravi has
been on the offensive
against the state gov-
ernment from the very beginning of his gubernato-
rial assignment. He made headlines earlier for skip-
ping portions of the speech prepared by the govern-
ment for the inaugural session of the Assembly. It
was something which had not happened in the state’s
legislative history. He later stirred a controversy by
suggesting renaming Tamil Nadu as Tamizhagam on
linguistic lines. The suggestion kicked up such a row
that the governor had to hastily retract it.
At a time when the BJP is trying to make inroads
in the southern state, the governor’s blunders will
only make the party’s task harder.

s an observer
of military
warfare and
events, my
inquisitive-
ness drew me out to under-
standing the recent unex-
pectedturnofeventsinRus-
sia. The Army of Putin was
thrown into utter confusion
after the leader of a private
mercenary group rose up in
arms against the Kremlin in
the fourth week of June. It
indeed marked the most
pronounced provocation to
President Vladimir Putin’s
leadership since 1999.
Chief of the Wagner
Mercenary army, an old as-
sociate and trusted friend of
Putin, Yevgeny Prigozhin
ordered his forces to leave
the war front in Ukraine
and march on to Moscow in
a bid to provide a new lead-
ership to Russia. In his at-
tempt to topple Moscow,
his forces captured a town
called Rostov-on-Don, a
key city 200 kms south of
Moscow, dealing a blow to
Kremlin War machine and
elevating the stakes of civil
unrest amidst the country’s
involvement in Ukraine.
This Prigozhin’s merce-
nary group is a paramili-
tary organization in Russia
which was set up in 2014
to support Russian annexa-
tion of Crimea and to aid
pro-Russian separatists in
the Eastern Donbas region
of Ukraine.
Sincethen,itissuspected
that the Wagner Group has
been operating in many
countries to promote inter-
ests of Russia. Syria, Libya,
Venezuela, and the Central
African Republic have re-
portedthepresenceofWag-
ner group supporting the
causeofMoscow’spolicies.
The question arises as to
who is Prigozhin? A thor-
ough research reveals that
Prigozhin was born in Jun
1961 in the erstwhile
USSR and spent ten years
in prison for petty crimes.
After his jail term, he ran a
hot dog kiosk before own-
ing a series of high-profile
restaurants in Saint Peters-
burg. As a restaurateur, he
became famous amongst
Russian elites and came
into inner circle of Putin.
The president dined at his
restaurant with Prince
Charles, former French
President Jacques Chirac
and George W. Bush.
The Russian media and
the world nicknamed him
as ‘Putin’s chef’. Soon he
was observed heading no-
torious projects of Russia
like the founder of the In-
ternet Research Agency, a
network of conglomerates
that influenced the U.S.
presidential elections of
2016. Accordingly, he was
put on trial by a U.S. grand
juryin2018andwasplaced
on the FBI’s “most want-
ed” list. On suggestions
from ministry of defence,
he raised his mercenary
army of 50K that com-
prised of retired soldiers
from Russian army, foreign
soldiers and prison inmates
of various jails in Russia.
Yes, all of his forces
were committed in Ukraine
along side Russia and the
reports suggested that
while 9K died, about 20K
were injured. Yet, the suc-
cess of Bakhmut was main-
ly courtesy Wagner Army.
So, what really caused
the friends to split with one
declaring armed mutiny
against the state and the
other, the President, prom-
ising to destroy the rebel
leader.According toAndrei
Kartapolov, heading the
Duma defence committee,
a few days before the rebel-
lion, the defence ministry
announced that all groups
in war missions against
Ukraine must sign a con-
tract with the ministry.
Prigozhin refused to sign
the contracts and therefore,
was informed that Wagner
would not take part in what
the Kremlin calls the “spe-
cial military operation” as
reported by the state news
agency TASS. The battle
lines were drawn and Wag-
ner Chief felt betrayed.
Despite all the threats,
the Wagner chief realised
that his 25K strength is no
match to Russian army and
his attempted coup may
end up in Hara-kiri. Also,
retribution and the prom-
ised violent reaction of Pu-
tin made Prigozhin realize
he has bitten more than he
could chew. Entry ofAlek-
sandr Lukashenko on the
scene proved to be a god’s
gift and he agreed to call
off his march on Moscow.
48 hours eventful drama,
threatening a civil war has
now been scaled down in
an uneasy peace agree-
ment between the two par-
ties with Wagner Army
returning back to Ukraine.
While some blame the
NATO and specially the
US for directing the drama
to lift up the pressure from
Ukraine and assist them in
the counter offensive on
the Southern and Eastern
borders, many feel it was
an uprising caused by fault
lines within military deci-
sion makers at Kremlin.
The ugly split between
the two friends, Putin and
Prigozhin will also raise
concerns about how long
Wagner forces will contin-
ue to prop up Nicolas Ma-
duro’sregimeinVenezuela,
Bashar al-Assad’s regime
in Syria, and some govern-
ments in Africa. Will it
have the same zeal and mo-
tivation now in Ukraine
remains to be seen.

TOMATO-NOMICS
“Tomato price may come down soon”
Agencies
Chennai
ast month, com-
mon man saw
red in Tomato
— not only its colour, but
also its price as it touched
the stars owing to lower
production, said a report.
The good news is that
with the arrival of the
July-November crop sea-
son, the prices may ease.
“On sequential basis,
the average retail price of
tomatowentupby38.5per
cent in June. On whole-
sale basis as well, tomato
price rose by 45.3 per cent
in the same period,” said
Dipanwita Mazumdar,
Economist at Bank of
Baroda, in the report.
As per data, tomato
production has moderat-
ed by 0.4 per cent from
20,694 (‘000 MT) in
2021-22 to 20,621 (‘000
MT) as per first advance
estimates of 2022-23, the
report noted.
“State-wise data reveal
that Madhya Pradesh,
Karnataka, Andhra
Pradesh, Gujarat and Od-
isha account for 51.5 per
cent of total production of
tomato. For states such as
Gujarat, production has
fallen by 23.9 per cent,
and for Tamil Nadu and
Chhattisgarh, the drop in
production is about 20
per cent,” the report said.
As the Rabi harvest
season for tomato is De-
cember-June, the crop
might be impacted due to
heat wave or erratic rain-
fall, hence there is a sud-
den upward blip in prices.

SPECULATIONS OF A MAJOR RESHUFFLE
IN PM NARENDRA MODI’S CABINET
major reshuffle is possible in the Modi
cabinet in coming few days. If sources are
to be believed, this reshuffle can happen
anytime before the monsoon session of Parliament
i.e. 17th July. The date that can be fixed for this is
July 4 or 5 or anytime between July 8-15. The names
doing the rounds to become a minister are any
one of Captain Amarinder Singh, CP Joshi, Chirag
Paswan, Harsimrat Kaur Badal, KP Maurya, Pratap
Rao Jadhav, Rahul Shewale or Shrirang Burne.
Many big ministers such as Dharmendra Pradhan,
Narendra S Tomar, Prahlad Joshi, and Mahendra
Nath Pandey can be sent to the party organization
in view of upcoming 2024 polls. The burden of some
ministers can be reduced, like Ashwini Vaishnav IT,
and steel can be withdrawn from Jyotiraditya Scindia.
In the changed scenario, Eknath Shinde’s Shiv
Sena, Mukesh Sahni’s VIP and NDA’s old constitu-
ent Akalis may return to the govt again. There are
speculations of a comeback even for Chandrababu
Naidu’s TDP. In wake of upcoming assembly polls in
Rajasthan, the names of Dausa MP Jaskaur Meena
and Banswara-Dungarpur MP Kankamal Katara are
also said to be in race for ministerial posts. At the
same time, the names of Brahmin face of Rajasthan
Ghanshyam Tiwari, Sikar MP Sumedhanand Saras-
wati and Princess Diya Kumari are also discussed.
Telangana State President Bandi Sanjay Kumar can
also be included in the cabinet. Malayalam superstar
Suresh Gopi, who hails from Kerala, can also be
made a minister at the Centre. The names of Eatala
Rajendra and DK Aruna are being discussed as the
new president of Telangana state BJP. These specu-
lations are also getting wings because PM Modi is
holding an important cabinet meeting on July 3 at
the newly built convention center of Pragati Maidan,
Delhi. Earlier this Wednesday, soon after returning
from his foreign trip, the PM had a marathon meeting
of 5 hours at his official residence with Amit Shah, JP
Nadda and General Secretary of the organization BL
Santosh. This meeting was about a comprehensive
change in the govt and party organization.

SANGH ENGAGED IN PREPARATIONS FOR CENTENARY YEAR
Keshav Hedgewar had laid
the foundation of Rashtriya
Swayamsevak Sangh in the
year 1925. In this context, in the com-
ing 2025, the Sangh will complete
100 years of its establishment. Sangh
has already started preparations to
celebrate its centenary year with great
enthusiasm. At present there are 55,000
shakhas of the Sangh
across the country and
the goal of the Sangh is
to increase it to one lakh
by 2025. The Sangh aims
to spread its ideas from
village to village, for which
the Sangh has formed
a team of 3000 people
under the leadership of its
‘number two’ Dattatreya
Hosabale. This team will
be known as ‘Shatabdi Varsh Vistarak’.
These ‘vistaraks’ will reach every vil-
lage, their aim is especially to help Dalit
and nomadic castes. By joining 10-12
villages, these vistaraks will give it the
form of a mandal. In states like Uttar
Pradesh and Bihar, these vistaraks will
implement the policy of ‘one village,
one well and one cremation ground’.
In view of the upcom-
ing General Elections of
2024, these vistaraks will
investigate the ground
reality and mood of the
people across the country
and report it to the top i.e.
somewhere BJP is also
going to get the benefit
of the ground feedback
of these centenary year
vistaraks.
AHMED PATEL’S DAUGHTER MUMTAZ WILL ENTER ACTIVE POLITICS
umtaz Patel, daughter of the
late Ahmed Patel, who was
once the pivot of Congress
politics and one of the party’s Chanakya,
has stepped up her pace to enter active
Congress politics. Mumtaz along with
her father’s former aide Yatindra Sharma
met Rahul Gandhi, Mallikarjun Kharge
and Venugopal on the same day an
important meeting was going on at the
Congress headquarters in Delhi regard-
ing Chhattisgarh. Kanishk Singh and
Mukul Wasnik are said to have played
an important role in getting this meeting
fixed. Ahmed Patel’s once very trusted
people wanted Mumtaz to get a place in
the Congress Working Committee, the
top decision-making body of the party. It
is also being heard that Kharge proposed
to Mumtaz to take over the reins of Mahi-
la Congress, but Mumtaz has refused for
it. Mumtaz wants to contest the next Lok
Sabha election from her father’s Bharuch
seat. This seat was continuously held
by the Congress from 1952 to 1977. In
1977, when the anti-Congress wave was
going on in the country, Ahmed Patel
was fielded by the Congress and then
Patel won the election and after win-
ning, he supported Indira Gandhi. Then
Ahmed Patel won the elections of 1980
and 1985 from Bharuch to make it a tri-
umvirate of victories and in 1989 he was
elected to the Rajya Sabha, and there-
after continued to remain in the Rajya
Sabha, but his relationship with Bharuch
was never broken. He continued to rep-
resent Bharuch, while Bharuch is a seat
dominated by Rajputs. Rahul Gandhi has
set a target of giving 50 per cent space
to the youth under 50 in the Congress
organization, that is why Mumtaz also
feels that she is going to get something
big in the Congress organization.

WHAT IS SECRET DEAL

hy has Chan-

taken such a big political
‘U-turn’? Why suddenly
the swords of the inves-

ready to help BJP from
inside? For example,
when KCR reached the
Vitthal Rukmini temple

of 600 vehicles to offer
prayers, a new political
equation was also seen
taking shape there. After
worshipping, KCR also
demonstrated his power
by holding a rally there.
KCR is said to have
entered into a secret pact
with the BJP to chal-

under which he is fielding
candidates all over the
Maharashtra, so as to
make a dent in the Maha
Aghadi’s vote bank,
as there is a sizeable

BUDDHA PERSPECT VE www.firstindia.co.in firstindia.co.in/epapers/jaipur thefirstindia thefirstindia thefirstindia 04 Jaipur, Sunday | July 2, 2023 IN-DEPTH US SC’s VERDICT ON ADMISSIONS DAMAGING FOR DIVERSITY n a recent significant judgment the US Su- preme Court ruled that race cannot be the criteria for admissions to higher education institutions like Harvard College and University of North Carolina which was meant to maintain diver- sity on campuses. The judgment has come as a set- back for Indian students who constitute around 21 percent of nearly one million foreign students in the US. With the affirmative action in admissions gone, Blacks, Hispanics will also be put at a disadvantage although students don’t seek and get admission in these institutions simply on the basis of the colour of their skin. Yashica Dutt, the lawyer who argued for continu- ation of the affirmative action, said it was a “devastat- ing loss for racial equity and fairness”. It will also go against promoting diversity on campuses. Doing away with affirmative action in admissions will per- petuate racism, some argued. The ideologically divided Supreme Court’s verdict has disappointed President Joe Biden who bats for strengthening diversity in the US. I TN GOVERNOR’S ACT OF “BLUNDER” n his enthusiasm to corner the MK Stalin government, Governor RN Ravi has crossed the constitutional line and earned embar- rassment and criticism for his act. So much so, re- alising the serious political implications of his ac- tion even the Bharatiya Janata Party in Tamil Nadu had to raise the red flag. The governor was forced to put his order dismissing V. Senthil Balaji on hold. Balaji is under arrest by the Enforcement Directo- rate for an alleged job scam. The Governor’s action prompted by the Opposition parties’ demand for Balaji’s sacking was neither backed by the Consti- tution nor Supreme Court’s judgments telling governors not to overreach their powers vis-a-vis the legislature. To sack a minister is the pre- rogative of the chief minister and not the governor who is sup- posed to go by the advice of CM. In Balaji’s case Chief Minister Stalin should have axed him for the image of the DMK government. Governor Ravi has been on the offensive against the state gov- ernment from the very beginning of his gubernato- rial assignment. He made headlines earlier for skip- ping portions of the speech prepared by the govern- ment for the inaugural session of the Assembly. It was something which had not happened in the state’s legislative history. He later stirred a controversy by suggesting renaming Tamil Nadu as Tamizhagam on linguistic lines. The suggestion kicked up such a row that the governor had to hastily retract it. At a time when the BJP is trying to make inroads in the southern state, the governor’s blunders will only make the party’s task harder. I The Governor’s action prompted by the Opposition parties’ demand for Balaji’s sacking was neither backed by the Constitution nor SC’s judgments telling governors not to overreach their powers vis-a- vis the legislature s an observer of military warfare and events, my inquisitive- ness drew me out to under- standing the recent unex- pectedturnofeventsinRus- sia. The Army of Putin was thrown into utter confusion after the leader of a private mercenary group rose up in arms against the Kremlin in the fourth week of June. It indeed marked the most pronounced provocation to President Vladimir Putin’s leadership since 1999. Chief of the Wagner Mercenary army, an old as- sociate and trusted friend of Putin, Yevgeny Prigozhin ordered his forces to leave the war front in Ukraine and march on to Moscow in a bid to provide a new lead- ership to Russia. In his at- tempt to topple Moscow, his forces captured a town called Rostov-on-Don, a key city 200 kms south of Moscow, dealing a blow to Kremlin War machine and elevating the stakes of civil unrest amidst the country’s involvement in Ukraine. This Prigozhin’s merce- nary group is a paramili- tary organization in Russia which was set up in 2014 to support Russian annexa- tion of Crimea and to aid pro-Russian separatists in the Eastern Donbas region of Ukraine. Sincethen, itissuspected that the Wagner Group has been operating in many countries to promote inter- ests of Russia. Syria, Libya, Venezuela, and the Central African Republic have re- portedthepresenceofWag- ner group supporting the causeofMoscow’spolicies. The question arises as to who is Prigozhin? A thor- ough research reveals that Prigozhin was born in Jun 1961 in the erstwhile USSR and spent ten years in prison for petty crimes. After his jail term, he ran a hot dog kiosk before own- ing a series of high-profile restaurants in Saint Peters- burg. As a restaurateur, he became famous amongst Russian elites and came into inner circle of Putin. The president dined at his restaurant with Prince Charles, former French President Jacques Chirac and George W. Bush. The Russian media and the world nicknamed him as ‘Putin’s chef’. Soon he was observed heading no- torious projects of Russia like the founder of the In- ternet Research Agency, a network of conglomerates that influenced the U.S. presidential elections of 2016. Accordingly, he was put on trial by a U.S. grand juryin2018andwasplaced on the FBI’s “most want- ed” list. On suggestions from ministry of defence, he raised his mercenary army of 50K that com- prised of retired soldiers from Russian army, foreign soldiers and prison inmates of various jails in Russia. Yes, all of his forces were committed in Ukraine along side Russia and the reports suggested that while 9K died, about 20K were injured. Yet, the suc- cess of Bakhmut was main- ly courtesy Wagner Army. So, what really caused the friends to split with one declaring armed mutiny against the state and the other, the President, prom- ising to destroy the rebel leader.According toAndrei Kartapolov, heading the Duma defence committee, a few days before the rebel- lion, the defence ministry announced that all groups in war missions against Ukraine must sign a con- tract with the ministry. Prigozhin refused to sign the contracts and therefore, was informed that Wagner would not take part in what the Kremlin calls the “spe- cial military operation” as reported by the state news agency TASS. The battle lines were drawn and Wag- ner Chief felt betrayed. Despite all the threats, the Wagner chief realised that his 25K strength is no match to Russian army and his attempted coup may end up in Hara-kiri. Also, retribution and the prom- ised violent reaction of Pu- tin made Prigozhin realize he has bitten more than he could chew. Entry ofAlek- sandr Lukashenko on the scene proved to be a god’s gift and he agreed to call off his march on Moscow. 48 hours eventful drama, threatening a civil war has now been scaled down in an uneasy peace agree- ment between the two par- ties with Wagner Army returning back to Ukraine. While some blame the NATO and specially the US for directing the drama to lift up the pressure from Ukraine and assist them in the counter offensive on the Southern and Eastern borders, many feel it was an uprising caused by fault lines within military deci- sion makers at Kremlin. The ugly split between the two friends, Putin and Prigozhin will also raise concerns about how long Wagner forces will contin- ue to prop up Nicolas Ma- duro’sregimeinVenezuela, Bashar al-Assad’s regime in Syria, and some govern- ments in Africa. Will it have the same zeal and mo- tivation now in Ukraine remains to be seen. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL THE MAJOR CONCERN While some blame the NATO and specially the US for directing the drama to lift up the pressure from Ukraine and assist them in the counter offensive on the Southern and Eastern borders, many feel it was an uprising caused by fault lines within military decision makers at Kremlin. The ugly split between the two friends, Putin and Prigozhin will also raise concerns about how long Wagner forces will continue to prop up Nicolas Maduro’s regime in Venezuela, Bashar al- Assad’s regime in Syria, and some governments in Africa. Will it have the same zeal and motiva- tion now in Ukraine remains to be seen. On whole- sale basis as well, tomato price rose by 45.3 per cent in the same period,” said Dipanwita Mazumdar, Economist at Bank of Baroda, in the report. As per data, tomato production has moderat- ed by 0.4 per cent from 20,694 (‘000 MT) in 2021-22 to 20,621 (‘000 MT) as per first advance estimates of 2022-23, the report noted. “State-wise data reveal that Madhya Pradesh, Karnataka, Andhra Pradesh, Gujarat and Od- isha account for 51.5 per cent of total production of tomato. For states such as Gujarat, production has fallen by 23.9 per cent, and for Tamil Nadu and Chhattisgarh, the drop in production is about 20 per cent,” the report said. As the Rabi harvest season for tomato is De- cember-June, the crop might be impacted due to heat wave or erratic rain- fall, hence there is a sud- den upward blip in prices. The names doing the rounds to become a minister are any one of Captain Amarinder Singh, CP Joshi, Chirag Paswan, Harsimrat Kaur Badal, KP Maurya, Pratap Rao Jadhav, Rahul Shewale or Shrirang Burne. Many big ministers such as Dharmendra Pradhan, Narendra S Tomar, Prahlad Joshi, and Mahendra Nath Pandey can be sent to the party organization in view of upcoming 2024 polls. The burden of some ministers can be reduced, like Ashwini Vaishnav IT, and steel can be withdrawn from Jyotiraditya Scindia. In the changed scenario, Eknath Shinde’s Shiv Sena, Mukesh Sahni’s VIP and NDA’s old constitu- ent Akalis may return to the govt again. There are speculations of a comeback even for Chandrababu Naidu’s TDP. In wake of upcoming assembly polls in Rajasthan, the names of Dausa MP Jaskaur Meena and Banswara-Dungarpur MP Kankamal Katara are also said to be in race for ministerial posts. At the same time, the names of Brahmin face of Rajasthan Ghanshyam Tiwari, Sikar MP Sumedhanand Saras- wati and Princess Diya Kumari are also discussed. Mumtaz along with her father’s former aide Yatindra Sharma met Rahul Gandhi, Mallikarjun Kharge and Venugopal on the same day an important meeting was going on at the Congress headquarters in Delhi regard- ing Chhattisgarh. Kanishk Singh and Mukul Wasnik are said to have played an important role in getting this meeting fixed. Ahmed Patel’s once very trusted people wanted Mumtaz to get a place in the Congress Working Committee, the top decision-making body of the party. It is also being heard that Kharge proposed to Mumtaz to take over the reins of Mahi- la Congress, but Mumtaz has refused for it. Mumtaz wants to contest the next Lok Sabha election from her father’s Bharuch seat. This seat was continuously held by the Congress from 1952 to 1977. In 1977, when the anti-Congress wave was going on in the country, Ahmed Patel was fielded by the Congress and then Patel won the election and after win- ning, he supported Indira Gandhi. Then Ahmed Patel won the elections of 1980 and 1985 from Bharuch to make it a tri- umvirate of victories and in 1989 he was elected to the Rajya Sabha, and there- after continued to remain in the Rajya Sabha, but his relationship with Bharuch was never broken. He continued to rep- resent Bharuch, while Bharuch is a seat dominated by Rajputs. Rahul Gandhi has set a target of giving 50 per cent space to the youth under 50 in the Congress organization, that is why Mumtaz also feels that she is going to get something big in the Congress organization.
