the Anti-Corruption Bureau
(ACB) on Saturday nabbed
Assistant inspector Gyanesh-
war Jagtap and head consta-
ble Prashant Patil of Vasai
Crime Branch, Maharashtra,
in Udaipur with unaccounted
cash worth `4.97 lakh, a
spokesperson said. They had
allegedly received the money
as bribe from a Udaipur-
based person against whom
a case is filed in Maha-
rashtra’s Palghar and bribe
was paid not to arrest him.
Acting on a tip-off, the ACB
team intercepted their taxi
when they were en route
to Mumbai.
Reliance calls

For over a decade, CBSE students
have read these translated
excerpts from two poems (left) in
Urdu by Faiz Ahmed Faiz in the
“Religion, Communalism and
Politics — Communalism, Secular
State” section of NCERT’s Class 10
textbook “Democratic Politics II”.
The verses have been excluded
from academic curriculum, was
by the CBSE.
NO TO ISLAMIC EMPIRE, COLD
WAR, INDUSTRIAL REVOLUTION
The CBSE has dropped chapters about
the Non-Aligned Movement, the Cold
War era, the rise of Islamic empires in
Afro-Asian territories, the chronicles
of Mughal courts and the industrial
revolution from the history and political
science syllabi of classes 11 and 12. The
dropped chapter “Central Islamic Lands”
in the class 11 history syllabus talks
about the rise of Islamic empires in the
Afro-Asian territories and its implications
for economy and society, according to
the description in last year’s syllabus.
Similarly, in the class 12 history syl-
labus, the dropped chapter titled ‘The
Mughal Court: Reconstructing Histo-
ries through Chronicles’ examined the
chronicles of Mughal courts to recon-
struct the social, religious and cultural
history of the Mughals.
UGC, AICTE DIRECT STUDENTS

(UGC) and All India Council for
Technical Education (AICTE) have
advised students from India and
Overseas Citizen of India to refrain
from pursuing higher education in
Pakistan. The advisory comes within
a month of the regulator’s similar
caution in case of China.

AGRICULTURE EXITS CLASS 10
In the class 10 syllabus, the topic
“impact of globalisation on agriculture”
from a chapter on ‘Food Security’ has
been dropped. Asked about the rationale
behind the choice of topics or chapters
being dropped, officials maintained that
the changes are part of rationalisation
of syllabus and are in alignment with
recommendations by the NCERT.
In 2020, CBSE had stroked row by
removing chapters on federalism, citi-
zenship, and secularism from class 11.

4. ऑनलाईन नीलामी में भाग लेने हेतु इच्छुक आवेदक द्ारा मनदरा दुकानों का चयन
कर आवेदन शुलक एवं अमानत रानश य्ासंभव नीलामी की नतन् से एक नदवस
पहले रात 11.59 तक MSTC की वेबसाइट पर बोलीदाता के ऑनलाईन वॉलेट
में जमा हो जानी चानहये। ऐसा करने से बोलीदाता नवनभन्न प्कार की तकनीकी
समसयाओं से बच सकेंगे।
5. प्तयेक दुकान के नलये ऑनलाईन नीलामी में भाग लेने हेतु ननधा्वररत नयूनतम ररज्वव
प्ाईस की 2 प्नतशत रानश अमानत रानश के रूप में आवेदन के सा् जमा करायी
जानी है। नबड रानश के अनुसार अनतररकत अमानत रानश भी जमा करानी होगी।
ऑनलाईन नीलामी में Dynamic अमानत रानश का प्ावधान रखा गया है।

9. मनदरा दुकानों के बनदोबसत हेतु वे ही वयककत ई-नीलामी में भाग ले सकेंगे, जो
राजस्ान आबकारी अनधननयम, 1950 एवं इसके अनतग्वत बनाए गए ननयमों,
आबकारी एवं मधयसंयम नीनत वर्व 2022-23 व 2023-24 व भारतीय
संनवदा अनधननयम के तहत अनुबनध करने की योगयता रखते हो। इस समबनध

mstcecommerce.com पर उपलबध है। अनय जानकारी हेतु संबंनधत अनतररकत
आयुकत जोन, नजला आबकारी अनधकारी एवं नजला आबकारी अनधकारी काया्वलय
से समपक्क नकया जा सकता है त्ा एमएसटीसी हैलप डेसक पर भी काया्वलय समय
में माग्वदश्वन नलया जा सकता है।
10. आबकारी एवं मद्यसंयम नीनत वर्व 2022-23 के नबनदु संखया 2.9.3 के अनुसार
दुकानवार ननधा्वररत वानर्वक गारणटी रानश 12 महीनों या शेर महीनों (एक वर्व से
कम अवनध के नलये सवीकृनत की कस्नत में) में बराबर बांटी जायेगी एवं तद्ुसार
प्नतमाह मनदरा का उठाव करना होगा।
11. ई-नीलामी के संबंध में अनय प्ावधान आबकारी एवं मद्यसंयम नीनत वर्व 2022-
23 व वर्व 2023-24 एवं राजस्ान आबकारी अनधननयम, 1950 एवं इसके
अनतग्वत बने ननयम के अनुसार रहेंगे।
12. ई-नीलामी के संबंध में यनद कोई नववाद उतपन्न होता है तो नयानयक क्ेरि संबंनधत
नजला ही रहेगा।

in Rajgarh of Alwar is
not over yet, there is a
dispute on running
bulldozer on a cowshed
in Kathumar.
On April 21, Forest
dept demolished some
part of boundary wall
of cowshed. After ac-
tion,cowswerereleased
into forest and contro-
versy escalated. The de-
partment said action
was taken on orders of
ACF (Departmental
Court) and about 10 hec-
tares of land taken into
possession. After 4
months of giving no-
tice, suddenly forest
team arrived  acted.

MP Rajyavardhan Sin-

moved by a bulldozer.

I condemn the
decision. The
Municipality
Board was headed by
BJP and the Congress
government accepted the
decision to demolish the
ancient temple (in Al-
war, Rajasthan). Con-
gress and BJP both are
equally responsible.
They should apologise to
the public.

registered in Kunwaria
police station area here,
a Class 7 girl was
reportedly raped. The
13-year-old victim was
alone in house when
accused, who sells
sugarcane juice, came
to girl’s house on the
pretext of asking for
ice and raped her. The
girl’s mother passed
away and the father is
facing a case of murder
for dowry. The father
had gone for a hearing
in the case. Later, the
girl told about the rape
to a woman living in
the neighbourhood who
then informed the vic-
tim’s father about it. On
April 20, victim’s father
reached SP office from
where he was advised
to go to police station.

years, about 5500 cases
of harassment had come
to Rajasthan State
Women’s Commission
but in last two months,
979 cases have been set-
tled. 15 to 20 cases come
every day.

According to po-
lice, 28-year-old vic-
tim met Rafiq Khan in
Feb 2021, a resident of
Shastri Nagar. After a
while, on the pretext
of marriage, since
Feb, accused raped
her several times.
However, when the
victim forced him to
marry the accused
Rafiq refused. On
this, victim stopped
talking. Furious over
this, on April 18, ac-
cused came to her
house and thrashed
and raped her. He
took Rs 25,000  sign
on 4-5 blank papers.

MMK Wali and Ajay Singh
Today, I am writing about autobiographies of 2 friends. Both have been
published recently and posthumously. “Motivated by Life and
Undaunted by Strife” is authored by MMK Wali and Fiji A Love Story:
Memoirs of an Unconventional Diplomat” by Ajay Singh
“Motivated by Life
and Undaunted by
Strife” is a splendid
and engrossing
book. It is co-edited
by his daughter,
Charu Walikhanna.
Wali departed
before the book was
published.
This is most
readable book, and
will keep Ajay’s
memory alive. I
might add that the
book was finished
by Mahavir Singh
with the help of
voluminous notes
left by Ajay Singh.
K Wali passed away in
2019 at the age of 92 in
New Delhi. He and I
qualified for the IAS/
IFS in 1953. I opted for
the IFS, Wali for the IAS
for family reasons. In those far off
days the probationers of these high-
ly coveted services had their train-
ing in Metcalfe House situated on
the banks of Jamuna, which was far
from dry in those times.
The IFS batch consisted 7 and IAS
of 32 probationers. Our salary was
nearly Rs 400/-. One did not know
how to spend it. Petrol was 12 annas
a gallon. Wali was born in Sailkot in
1927. He excelled at school, college
and Allahabad University. He was
fluent in half a dozen languages in-
cluding Persian. Wali was allotted
the Rajasthan cadre ending up as
Chief Secretary
.
His first Chief Minister was Jag-
annath Pahadia. He came from my
home town, Bharatpur. Everyone in
Rajasthan was appalled at his ap-
pointment. He was Sanjay Gandhi’s
choice. Pahadia was not upto the
job and was soon eased out. He was
endowed with a very thick skin. Let
me quote Wali. “As late as 2016, dec-
ades after he had been replaced as
the Chief Minister, Pahadia contin-
ued to occupy an almost rent-free
government bungalow in the posh
Civil Lines in Jaipur. For a decade
he also continued to occupy an
apartment in Bikaner House in
New Delhi, rent-free. Rajiv Gandhi
appointed Pahadia, Governor of
Bihar!!”
Sonia Gandhi disapproved of the
statue. She spoke to Rajiv, who want-
ed the statue to be removed. This
message was conveyed to Wali by ML
Fotedar. Wali pointed out that seri-
ous problems would be created if the
statue was removed. Rajiv would
have none of it. Wali was asked to
resign. This does no credit to Rajiv
Gandhi or his wife.

Governor of Delhi at the time.
Indira Gandhi had no objection
to the erection of the statue.

Singh is a gem of a book.
I read it in one go. Ajay’s
ancestors were farmers.
They were inhabitants of a small vil-
lagelocatedbetweenAgraandBharat-
pur state, where my family lived. His
great grandfather was taken to Fiji as
an indentured labourer in the 1880s.
Ajay’s father Captain Bhagwan Sin-
gh was born in 1916. He was educated
at Agra College. In 1941 he joined the
army
. When India became independ-
entCaptBhagwanSinghwasinducted
into the IAS. He also served as India’s
first High Commissioner to Fiji.
Ajay Singh was born in 1950, and
educated at Modern School, St. Ste-
phen’s College and Canterbury Univer-
sityinNewZealand.Forawhile,hewas
a journalist. Had a brief stint with “In-
dia Today”. He joined politics, worked
under Chaudhary Charan Singh. He
was elected to the Lok Sabha, became a
junior minister in Prime Minister VP
Singh’s government in 1991. He was
President of the All India Jat Sabha
from 2013 to his passing away in 2020.
Some months after I became Exter-
nalAffairsMinisterin2004,Iwastold
that we were to have a vacancy in our
mission in Suva. I sent for Ajay, tell-
ing him that I was posting him to Fiji.
He was naturally taken aback. “Me,
what for? What would you like me to
do there?”. I informed him that he
would be India’s High Commissioner.
When he told Shiromani, she said
to Ajay, “did I hear right? High Com-
missioner! Are you sitting in the
Press Club again, boozing with your
friends while I slog my back off in
this office? Who the hell would ap-
point you High Commisioner?” Ajay
,
“Chacha Natwar”. Ajay Singh made
a mark as Head of Mission, Shirom-
ani proved to be an excellent hostess
and helped Ajay in getting to know
all aspects of Fijian life better.
In the middle of May 2020 Ajay and
Mahavir Singh (he worked with Ajay
in Suva) came to meet my wife, Hem,
and me. I asked how the autobiogra-
phy was getting on? He had written
a few chapters. That is the last time I
saw him. He passed away a few weeks
later. We were deeply distressed.

ing exception to televi-
sion coverage of the
Ukraine-Russia conflict
and the Delhi riots, the
government on Satur-
day issued a strong ad-
visory to news channels
asking them to abide by
the programme code
laid down by the rele-
vant laws.
The government cit-
ed specific instances of
“hyberbolic” state-
ments by news anchors
and “scandalous head-
lines/taglines” while
reporting on the
Ukraine-Russia conflict
and disrupting the in-
vestigation process into
the incidents in north-
west Delhi by airing un-
verified CCTV footage.
It also said that cer-
tain debates on televi-
sion channels on the
incidents in northwest
Delhi had unparliamen-
tary, provocative and
unacceptable language.
Last week, clashes
broke out between two
communities in north-
west Delhi’s Jahangir-
puri during a Hanuman
Jayanti procession.
The government ex-
presses serious concern
about the manner in
which television chan-
nels have gone about
their operations in the
manner of transmitting
content, read the advi-
sory issued by the Infor-
mation and Broadcast-
ing Ministry
.
It strongly advised
the channels to immedi-
ately refrain from pub-
lishing and transmit-
ting any content which
is violative of the provi-
sions of the Cable Tele-
vision Networks (Regu-
lation) Act 1995 and the
rules thereunder.
Section 6 of the Pro-
gramme Code under the
Act states that “no pro-
gramme should be car-
ried in the cable service
which offends against
good taste or decency;
contains criticism of
friendly countries; con-
tains attack on religions
or communities or visu-
als or words contemptu-
ous of religious groups
or which promote com-
munal attitudes; con-
tains anything, ob-
scene, defamatory, de-
liberate, false and sug-
gestive innuendos and
half truths”.

New Delhi: Delhi’s R-
value, which indicates
the spread of Covid-19,
was recorded at 2.1 this
week, implying that
every infected person is
infecting two others in
the national Capital, ac-
cording to an analysis
by IIT-Madras.
The ‘R’ or reproduc-
tive value indicates the
number of people an
infected person can
spread the disease to,
and a pandemic is con-
sidered to end if this
value goes below one.
The preliminary
analysis by computa-
tional modelling was
done by IIT-Madras’ De-
partment of Mathemat-
ics and Centre of Excel-
lence for Computation-
al Mathematics and
Data Science headed by
Prof Neelesh S Upad-
hye and Prof S Sundar.
This was shared with
PTI and according to it,
Delhi’s R-value this
week was recorded at
2.1. India’s R-value, at
present, stands at 1.3.
Asked if it can be de-
duced that this is the
beginning of the fourth
wave of Covid-19 in Del-
hi, Dr Jayant Jha, As-
sistant Professor, De-
partment of Mathemat-
ics, IIT-Madras, said it
would be too early to
declare an onset of an-
other wave.

struggling to pay for imports after its foreign
exchange reserves plummeted sharply in
recent times, causing a devaluation of its cur-
rency and spiralling inflation. “India has agreed
to provide an additional $500 million for our

Mumbai: Captain Rishabh Pant was on Saturday fined
100 per cent of his match fee, while assistant coach
Pravin Amre was handed a one-match ban for breach-
ing the IPL Code of Conduct during Delhi Capitals’ 15-

sis has started in Ra-
jasthan due to shortage
of coal.  Due to the non-
supply of increasing
demand for coal, the
government has decid-
ed to cut power across
the state. The biggest
impact of this will be on
small towns and rural
areas. Although the de-
partment has not de-
cided the duration of
the power cut, sources
said it may be 4 hours a
day in rural areas and
one and a half hours in
urban areas.
At the same time, the
divisional district head-
quarters have been kept
away from the deduc-
tion by the DISCOMs.

will be no power cut in
hospitals, oxygen gen-
eration plants, drinking
water supply stations,

in a case of graft involv-
ing a bribe of Rs 5 lakh.
He has been a favorite
officer of this govt. He
was even being consid-
ered for the appointment
as RPSC Chairman six
months back.
In November 2020,
when he was made the
collector of a very im-
portant district like Al-
war, the govt’s kindness
to him surprised the
people because half a
dozen qualified and
meritorious young IAS
officers in the race to
become the collector of
Alwar, which has Bhi-
wadi Industrial Area
and NCR, were ignored.
Pahadia was collector
for 1.5 years under the
patronage of senior
Congress leader Bhan-
war Jitendra Singh and
minister Tika Ram Jul-
ly. Even after being re-
moved from the post, he
was taking a bribe of Rs
5 lakh, then it can be
guessed how much he
would have earned
while on the chair.

in January this year
when a case of alleged
rape of a deaf and mute
girl took place in Alwar.
Some schoolgirls had
reachedPahadia’scham-
ber demanding justice
for the victim girl.
Nannumal had not
only threatened the girl
students, but also asked
for their fathers’ phone
numbers only to com-
plain that “their daugh-
ters don’t study, come to
school to do politics”.
Then these girls had
written the phone num-
bers in bold letters and
pasted them on the gate
of the collector’s resi-
dence. When this
caught media attention
across the country, Pa-
hadia’s chair was shak-
en but political patron-
age had saved him then.
Earlier, when Nannu-
mal Pahadia was the
Sawai Madhopur collec-
tor in 2020, he had also
come in deep trouble. In
September 2020, his
mother died due to cov-
id infection and the
dead body was quietly
taken from the hospital
to her home in Bharat-
pur in an ambulance.
On receiving the com-
plaint, the government
got the matter investi-
gated by the Bharatpur
DivisionalCommission-
er. In the inquiry, Pa-
hadia was proved guilty
of violating the covid
protocol. An FIR was
registered against Pa-
hadia at Man Town po-
lice station in Sawai
Madhopur. The govt
granted prosecution
sanction and the matter
is pending in the court.
A promotee IAS of-
ficer Pahadia was the
collector in Sawai Mad-
hopurforonly8months.
Earlier also in Dholpur
he was the collector
only for 7 months and in
Karauli for 9 months.
Despite having failed
in handling the com-
mand of three districts
as Collector, he was
made the collector of a
district like Alwar on
the recommendation of
politicians. He was em-
broiledincontroversies,
but nothing happened.
But suddenly, the fate
of Nannumal Pahadia
turned upside down
and the good days
turned into “bad days”.
In March 2022, a seri-
ous illness struck him
and he had to be admit-
ted to a major hospital
in Delhi. He spent 40
days in the hospital. He
had returned to duty
ten days ago on April 14
and he was removed as
the collector and was
given a marginal post-
ing of departmental in-
quiry in Jaipur.
The govt got angry
with him overnight. Bad
days came in such a way
thatonly3monthsbefore
retirement, he would
have to go to jail. Nannu-
malcouldnothaveimag-
ined even in his dream
that time would hit him
so hard. Now for life, he
will carry the stigma of
corruption.

expedite the installa-
tion of bird diverters at
least in the priority ar-
eas to save Great Indian

Florican. A bench of
Justices DY Chandra-
chud, AS Bopanna and
V Ramasubramanian
said, “The installation
of bird diverters at least
in the priority areas of
the States of Gujarat
and Rajasthan must be
taken up with the ut-
most expedition. The
installation of bird di-
verters in the priority
areas shall be complet-
ed before 20 July 2022,
when these proceedings
shall be taken up for
further direction.”
   The court also directed
the States of Rajasthan
and Gujarat as well as
all power producers in
the private domain shall
ensure that within the
priority areas.

clear to the Gandhi

management should

riod, so that he can

paign in a systematic

lieved, as its fourth
point, PK has advised

formed in which So-

duce any person to the
Gandhi family, he

Recently, before for-
mer Congress pres-
ident Rahul Gandhi left
for his foreign visit, for-
mer Rajasthan Deputy
CM Sachin Pilot
reached Delhi to meet
Rahul. However, party
general secretary and
Rahul’s sister Priyanka
was also present in this
meeting along with Ra-
hul. During the meet,
Rahul said that he
wants to make him the
Rajasthan PCC Chief
once again and ex-
pressed his desire that
under Pilot’s leader-
ship, party should come
back to power once
again. However, to this,
Sachin bluntly said,
“Miracles do not hap-
pen again and again.”
On this, Rahul immedi-
ately questioned Sachin
that if he had joined
BJP, would they have
made him the Chief
Minister? Pilot also re-
plied in the same fervor
stressing that if he had
to join the BJP, he
would not have been sit-
ting in the meeting. In-
terestingly, when Sonia
Gandhi learnt about
what Sachin told Ra-
hul, she immediately
called Sachin to meet
her  during the meet-
ing, Sachin also opened
up completely to Sonia.

sionally have to put my
academics on hold to at-
tend events and runway
fashion shows. I was
able to balance my

sire to be a successful
model over time. The
best thing is that my
family was always there
to encourage me and al-
ways had my back dur-
ing my difficult mo-

I must claim that I have

economy has
been growing
at about the
national aver-
age. If Ra-
jasthan does not do bet-
ter in the future, we
will not be an all-pros-
perous State by 2047.
The main reason is
that Rajasthan’s econo-
my does not create
enough reasonably
paying jobs, particu-
larly for those without
a good college educa-
tion. That’s a major
problem because there
are and will be plenty
of such people. 
Young people in Ra-
jasthan will continue
to move out of villages
and often move to large
towns such as Jaipur
and Jodhpur, hoping
that their children will
have better prospects.
But such towns are al-
ready too crowded, and
their further expan-
sion creates problems.
Rajasthan will have
to make many changes
in its economy to lift
itself to prosperity.
Fortunately, the Ra-
jasthan government is
working to make one
important change.
This is to aggressively
promote Micro, Small,
and Medium Enter-
prises (MSMEs). A new
draft Government poli-
cy supports this idea. It
states:
“MSME sector not
only plays a crucial
role in providing great-
er employment oppor-
tunities at compara-
tively lower capital
cost as compared to
large industries but
also helps in the indus-
trialization of rural 
backward areas, there-
by reducing regional
imbalances and assur-
ing more equitable dis-
tribution of national
income and wealth …
the State Government
desires to usher in a
new era of growth for
its MSMEs.” 
Good idea, which is
consistent with the Un-
ion government’s na-
tional plans. 
Liftup India2047 will
assist MSMEs to grow
in Rajasthan. We will
do the same in West
Bengal, Odisha, and
add more States later. 
Initially, we will as-
sist the existing MS-
MEs in selected small-
er towns (population
under or around 3
lakhs) in different
parts of each State.
Our selected towns will
be “growth-ready,”
meaning they meet our
three objective crite-
ria. First, they have
adequate physical
(road, rail), human
(health, education),
and digital infrastruc-
ture. Second, they have
enough land and water
for town expansion.
Third, they have ongo-
ing MSMEs with
growth potential. 
We want these towns
to grow fast by absorb-
ing some of the mi-
grants from nearby vil-
lages so that the mi-
grants don’t go to large,
far-away towns. Initial-
ly, we will assist the
existing MSMEs in our
selected towns, and
later support entrepre-
neurs to set up new
MSMEs in these towns.
We aim to at least
double, within about 7
years, the total output
from all the MSMEs in
each town, which will
create a significant
number of new reason-
ably paying jobs. And
there will be good op-
portunities for self-em-
ployment.
Initially, we have se-
lected Churu, Kotputli,
and Bundi to work in,
and will gradually add
other smaller, growth-
ready towns. Later, we
will work in other
types of smaller Ra-
jasthan towns. 
Liftup India2047 con-
sists of a group of mo-
tivated people of differ-
ent backgrounds and
ages who have come
together as volunteers
to promote India’s eco-
nomic devel- opment.
We are a
new type of non-profit
group. We are produc-
tion-oriented, inspired
by successful non-prof-
it groups such as Amul
and SEWA. A key dif-
ference is that they
help only their mem-
bers, but we have no
membership and will
assist all MSMEs. 
Our work will be
catalytic and facilita-
tive. We will function
as a “proactive help-
desk” assisting MS-
MEs with the financial,
marketing, technical,
and administrative/
regulatory issues they
face. We will “hand-
hold” the MSMEs but
not provide any re-
sources ourselves. We
will have the adequate
local capacity in each
town, but bring in ad-
ditional resources as
needed.
We will help the MS-
MEs to do better by
enabling them to take
full advantage of exist-
ing government
schemes for MSMEs.
Further, we will bring
in non-government
State and national
groups and people who
want to help MSMEs.
In this way, we will
help the existing MS-
MEs to grow by improv-
ing their financial
strength, and assist in-
terested entrepreneurs
to set up new units. We
have completed the step
of defining the “project
concept and broad op-
erational modalities.”
By the end of August
2022, we will complete
“a detailed ground real-
ity assessment” and de-
fine “the initial activi-
ties of the helpdesk.”
We plan to begin full-
scale implementation
by the end of December
2022. After that, we will
continue to promote
MSMEs in Rajasthan,
taking advantage of
new opportunities as
they arise. And we are
developing other pro-
jects that we will imple-
ment in Rajasthan’s
smaller towns.

They had allegedly received the money as bribe from a Udaipur- based person against whom a case is filed in Maha- rashtra’s Palghar and bribe was paid not to arrest him. Acting on a tip-off, the ACB team intercepted their taxi when they were en route to Mumbai. The verses have been excluded from academic curriculum, was by the CBSE. Similarly, in the class 12 history syl- labus, the dropped chapter titled ‘The Mughal Court: Reconstructing Histo- ries through Chronicles’ examined the chronicles of Mughal courts to recon- struct the social, religious and cultural history of the Mughals. UGC, AICTE DIRECT STUDENTS TO NOT PURSUE HIGHER ‘INVALID’ DEGREE FROM PAK The University Grants Commission (UGC) and All India Council for Technical Education (AICTE) have advised students from India and Overseas Citizen of India to refrain from pursuing higher education in Pakistan. The advisory comes within a month of the regulator’s similar caution in case of China. GLOBALISATION IMPACT ON AGRICULTURE EXITS CLASS 10 In the class 10 syllabus, the topic “impact of globalisation on agriculture” from a chapter on ‘Food Security’ has been dropped. Asked about the rationale behind the choice of topics or chapters being dropped, officials maintained that the changes are part of rationalisation of syllabus and are in alignment with recommendations by the NCERT. Both have been published recently and posthumously. “Motivated by Life and Undaunted by Strife” is authored by MMK Wali and Fiji A Love Story: Memoirs of an Unconventional Diplomat” by Ajay Singh “Motivated by Life and Undaunted by Strife” is a splendid and engrossing book. It is co-edited by his daughter, Charu Walikhanna. Wali departed before the book was published. This is most readable book, and will keep Ajay’s memory alive. I might add that the book was finished by Mahavir Singh with the help of voluminous notes left by Ajay Singh. K Wali passed away in 2019 at the age of 92 in New Delhi. He and I qualified for the IAS/ IFS in 1953. I opted for the IFS, Wali for the IAS for family reasons. In those far off days the probationers of these high- ly coveted services had their train- ing in Metcalfe House situated on the banks of Jamuna, which was far from dry in those times. The IFS batch consisted 7 and IAS of 32 probationers. Our salary was nearly Rs 400/-. One did not know how to spend it. Petrol was 12 annas a gallon. Wali was born in Sailkot in 1927. He excelled at school, college and Allahabad University. He was fluent in half a dozen languages in- cluding Persian. Wali was allotted the Rajasthan cadre ending up as Chief Secretary . His first Chief Minister was Jag- annath Pahadia. He came from my home town, Bharatpur. Everyone in Rajasthan was appalled at his ap- pointment. He was Sanjay Gandhi’s choice. Pahadia was not upto the job and was soon eased out. He was endowed with a very thick skin. Let me quote Wali. “As late as 2016, dec- ades after he had been replaced as the Chief Minister, Pahadia contin- ued to occupy an almost rent-free government bungalow in the posh Civil Lines in Jaipur. For a decade he also continued to occupy an apartment in Bikaner House in New Delhi, rent-free. Rajiv Gandhi appointed Pahadia, Governor of Bihar!!” Sonia Gandhi disapproved of the statue. She spoke to Rajiv, who want- ed the statue to be removed. This message was conveyed to Wali by ML Fotedar. Wali pointed out that seri- ous problems would be created if the statue was removed. His great grandfather was taken to Fiji as an indentured labourer in the 1880s. Ajay’s father Captain Bhagwan Sin- gh was born in 1916. He was educated at Agra College. In 1941 he joined the army . When India became independ- entCaptBhagwanSinghwasinducted into the IAS. He also served as India’s first High Commissioner to Fiji. Ajay Singh was born in 1950, and educated at Modern School, St. Ste- phen’s College and Canterbury Univer- sityinNewZealand.Forawhile,hewas a journalist. Had a brief stint with “In- dia Today”. He joined politics, worked under Chaudhary Charan Singh. He was elected to the Lok Sabha, became a junior minister in Prime Minister VP Singh’s government in 1991. He was President of the All India Jat Sabha from 2013 to his passing away in 2020. Some months after I became Exter- nalAffairsMinisterin2004,Iwastold that we were to have a vacancy in our mission in Suva. I sent for Ajay, tell- ing him that I was posting him to Fiji. He was naturally taken aback. “Me, what for? What would you like me to do there?”. I informed him that he would be India’s High Commissioner. When he told Shiromani, she said to Ajay, “did I hear right? High Com- missioner! Are you sitting in the Press Club again, boozing with your friends while I slog my back off in this office? Who the hell would ap- point you High Commisioner?” Ajay , “Chacha Natwar”. Ajay Singh made a mark as Head of Mission, Shirom- ani proved to be an excellent hostess and helped Ajay in getting to know all aspects of Fijian life better. In the middle of May 2020 Ajay and Mahavir Singh (he worked with Ajay in Suva) came to meet my wife, Hem, and me. I asked how the autobiogra- phy was getting on? He had written a few chapters. That is the last time I saw him. He passed away a few weeks later. We were deeply distressed. New Delhi (PTI): Tak- ing exception to televi- sion coverage of the Ukraine-Russia conflict and the Delhi riots, the government on Satur- day issued a strong ad- visory to news channels asking them to abide by the programme code laid down by the rele- vant laws. The government cit- ed specific instances of “hyberbolic” state- ments by news anchors and “scandalous head- lines/taglines” while reporting on the Ukraine-Russia conflict and disrupting the in- vestigation process into the incidents in north- west Delhi by airing un- verified CCTV footage. It also said that cer- tain debates on televi- sion channels on the incidents in northwest Delhi had unparliamen- tary, provocative and unacceptable language. Last week, clashes broke out between two communities in north- west Delhi’s Jahangir- puri during a Hanuman Jayanti procession. The government ex- presses serious concern about the manner in which television chan- nels have gone about their operations in the manner of transmitting content, read the advi- sory issued by the Infor- mation and Broadcast- ing Ministry . It strongly advised the channels to immedi- ately refrain from pub- lishing and transmit- ting any content which is violative of the provi- sions of the Cable Tele- vision Networks (Regu- lation) Act 1995 and the rules thereunder. The ‘R’ or reproduc- tive value indicates the number of people an infected person can spread the disease to, and a pandemic is con- sidered to end if this value goes below one. Maha cops got ‘bribe’ for not arresting Udaipur man Pahadia’s arrest shocks entire Raj bureaucracy Rajendra Chhabra Jaipur: The entire bu- reaucracy is shocked by the arrest of IAS Nan- nuMal PahadiabyACB in a case of graft involv- ing a bribe of Rs 5 lakh. He has been a favorite officer of this govt. He was even being consid- ered for the appointment as RPSC Chairman six months back. In November 2020, when he was made the collector of a very im- portant district like Al- war, the govt’s kindness to him surprised the people because half a dozen qualified and meritorious young IAS officers in the race to become the collector of Alwar, which has Bhi- wadi Industrial Area and NCR, were ignored. Pahadia was collector for 1.5 years under the patronage of senior Congress leader Bhan- war Jitendra Singh and minister Tika Ram Jul- ly. Even after being re- moved from the post, he was taking a bribe of Rs 5 lakh, then it can be guessed how much he would have earned while on the chair. Hewasindeeptrouble in January this year when a case of alleged rape of a deaf and mute girl took place in Alwar. Some schoolgirls had reachedPahadia’scham- ber demanding justice for the victim girl. Nannumal had not only threatened the girl students, but also asked for their fathers’ phone numbers only to com- plain that “their daugh- ters don’t study, come to school to do politics”. Then these girls had written the phone num- bers in bold letters and pasted them on the gate of the collector’s resi- dence. When this caught media attention across the country, Pa- hadia’s chair was shak- en but political patron- age had saved him then. Earlier, when Nannu- mal Pahadia was the Sawai Madhopur collec- tor in 2020, he had also come in deep trouble. In September 2020, his mother died due to cov- id infection and the dead body was quietly taken from the hospital to her home in Bharat- pur in an ambulance. On receiving the com- plaint, the government got the matter investi- gated by the Bharatpur DivisionalCommission- er. In the inquiry, Pa- hadia was proved guilty of violating the covid protocol. An FIR was registered against Pa- hadia at Man Town po- lice station in Sawai Madhopur. The govt granted prosecution sanction and the matter is pending in the court. A promotee IAS of- ficer Pahadia was the collector in Sawai Mad- hopurforonly8months. Earlier also in Dholpur he was the collector only for 7 months and in Karauli for 9 months. Despite having failed in handling the com- mand of three districts as Collector, he was made the collector of a district like Alwar on the recommendation of politicians. He was em- broiledincontroversies, but nothing happened. But suddenly, the fate of Nannumal Pahadia turned upside down and the good days turned into “bad days”. In March 2022, a seri- ous illness struck him and he had to be admit- ted to a major hospital in Delhi. He spent 40 days in the hospital. He had returned to duty ten days ago on April 14 and he was removed as the collector and was given a marginal post- ing of departmental in- quiry in Jaipur. The govt got angry with him overnight. Bad days came in such a way thatonly3monthsbefore retirement, he would have to go to jail. Nannu- malcouldnothaveimag- ined even in his dream that time would hit him so hard. Now for life, he will carry the stigma of corruption. Ravi Sharma Udaipur: Assistant inspector Gyanesh- war Jagtap and head constable Prashant Patil of Vasai Crime Branch, Maharash- tra, arrested on Sat- urday by a special team of the Anti-Cor- ruption Bureau (ACB) with cash worth Rs 4.97 lakh, had promised a Udaipur-based man to not arrest him. A case was filed against Udaipur-based per- son in Maharashtra’s Palghar and bribe was paid not to ar- rest. The ACB team intercepted the taxi of cops when they were en route to Mumbai. The installation of bird di- verters in the priority areas shall be complet- ed before 20 July 2022, when these proceedings shall be taken up for further direction.”    The court also directed the States of Rajasthan and Gujarat as well as all power producers in the private domain shall ensure that within the priority areas. First India Bureau Jaipur: In a significant decision taken in the interest of farmers, the State Government has implemented a scheme of grant of 5% interest rate to the cultivators taking long-term agri- cultural loans. The farmers who repay the loan on time will be eli- gible for the loan at 5.15% interest rate. This scheme will be ap- plicable till March 31, 2023. After three phases and 10 rounds of auction, the Excise Department has failed to auction or renew 1890 liquor shops in the state. Excise Commissioner Prakash Rajpurohit on Saturday issued orders for the fi- nal round of auction of liquor shops on April 28, along with giving re- bate to liquor traders and also to beer makers. PK in return has sought assurance from the Gandhi family that he will look after all the media manage- ment work for the Con- gress and he will also take full care that no negative news related to Gandhi family and especially Rahul Gan- dhi runs in the media. If Ra- jasthan does not do bet- ter in the future, we will not be an all-pros- perous State by 2047. The main reason is that Rajasthan’s econo- my does not create enough reasonably paying jobs, particu- larly for those without a good college educa- tion. That’s a major problem because there are and will be plenty of such people.  Young people in Ra- jasthan will continue to move out of villages and often move to large towns such as Jaipur and Jodhpur, hoping that their children will have better prospects. But such towns are al- ready too crowded, and their further expan- sion creates problems. Rajasthan will have to make many changes in its economy to lift itself to prosperity. Fortunately, the Ra- jasthan government is working to make one important change. This is to aggressively promote Micro, Small, and Medium Enter- prises (MSMEs). A new draft Government poli- cy supports this idea. It states: “MSME sector not only plays a crucial role in providing great- er employment oppor- tunities at compara- tively lower capital cost as compared to large industries but also helps in the indus- trialization of rural backward areas, there- by reducing regional imbalances and assur- ing more equitable dis- tribution of national income and wealth … the State Government desires to usher in a new era of growth for its MSMEs.”  Good idea, which is consistent with the Un- ion government’s na- tional plans.  Liftup India2047 will assist MSMEs to grow in Rajasthan. We will do the same in West Bengal, Odisha, and add more States later.  Initially, we will as- sist the existing MS- MEs in selected small- er towns (population under or around 3 lakhs) in different parts of each State. Our selected towns will be “growth-ready,” meaning they meet our three objective crite- ria. First, they have adequate physical (road, rail), human (health, education), and digital infrastruc- ture. Second, they have enough land and water for town expansion. Third, they have ongo- ing MSMEs with growth potential.  We want these towns to grow fast by absorb- ing some of the mi- grants from nearby vil- lages so that the mi- grants don’t go to large, far-away towns. Initial- ly, we will assist the existing MSMEs in our selected towns, and later support entrepre- neurs to set up new MSMEs in these towns. We aim to at least double, within about 7 years, the total output from all the MSMEs in each town, which will create a significant number of new reason- ably paying jobs. And there will be good op- portunities for self-em- ployment. Initially, we have se- lected Churu, Kotputli, and Bundi to work in, and will gradually add other smaller, growth- ready towns. Later, we will work in other types of smaller Ra- jasthan towns.  Liftup India2047 con- sists of a group of mo- tivated people of differ- ent backgrounds and ages who have come together as volunteers to promote India’s eco- nomic devel- opment. We are a new type of non-profit group. We are produc- tion-oriented, inspired by successful non-prof- it groups such as Amul and SEWA. A key dif- ference is that they help only their mem- bers, but we have no membership and will assist all MSMEs.  Our work will be catalytic and facilita- tive. We will function as a “proactive help- desk” assisting MS- MEs with the financial, marketing, technical, and administrative/ regulatory issues they face. We will “hand- hold” the MSMEs but not provide any re- sources ourselves. We will have the adequate local capacity in each town, but bring in ad- ditional resources as needed. We will help the MS- MEs to do better by enabling them to take full advantage of exist- ing government schemes for MSMEs. Further, we will bring in non-government State and national groups and people who want to help MSMEs. In this way, we will help the existing MS- MEs to grow by improv- ing their financial strength, and assist in- terested entrepreneurs to set up new units. We have completed the step of defining the “project concept and broad op- erational modalities.” By the end of August 2022, we will complete “a detailed ground real- ity assessment” and de- fine “the initial activi- ties of the helpdesk.” We plan to begin full- scale implementation by the end of December 2022. After that, we will continue to promote MSMEs in Rajasthan, taking advantage of new opportunities as they arise. And we are developing other pro- jects that we will imple- ment in Rajasthan’s smaller towns.
