he ICE360 Survey
2021 has come up
with shocking data
about the rich-poor
gap in the country.
The rich-poor gap widened to a
frightening level in the pandem-
ic-hit year. What is disconcert-
ing is that the income of the
poorest 20 percent fell 53 percent
while that of the rich 20 percent
jumped by 39 percent sharpen-
ing the disparity between class-
es. Simply put, the rich get rich-
er and the poor got poorer. At the
same time the income of the
upper middle class rose by 7 per-
cent. Another interesting find-
ing of the survey is that a major-
ity of top 20 percent Rich India’s
bread winners have completed
high school. In the bottom 20
percent are illiterate or have on
primary education. Income dis-
parity in a way is also the cause
of the wide gap in education.

. Justice
Chaturvedi said, “Caste sys-
tem in our society is deep
rooted. We boast ourselves as
an educated society but we
live our lives with double
standards. Even after 72
years of independence we
are not able to get out with
this social menace. This is
pitiable and tragic.” The
judge urged introspection in
the country and said the
downtrodden and the under-
privileged should be protect-
ed. The change which Justice
Chaturvedi would like to see
in the society is impossible to
accomplish as the malaise is
too deep-rooted in our minds.
Look at the race for Rajput,
Brahmin, OBC and Dalit
votes in Uttar Pradesh before
it goes to poll. After Swami
Prasad Maurya left the BJP
and joined the SP, the BJP set
off to make its own OBC vote
bank stronger. It was then
mentioned that Brahmins
were angry with the BJP and
the party immediately swung
into action to fill that gap. In
between, Uttarakhand Gov-
ernor Baby Rani Maurya was
brought back to UP in the
hope of managing Jatav
votes of BSP chief Mayawati.
These are only broad catego-
ries of castes. Each of these
categories includes a long list
of other castes. Each of these
castes wants a caste-based
census to determine their
place in accordance with
their numbers.
A political party can ig-

another one to back it. When

Experimentation and Captaincy Woes
lead to India’s Rout in South Africa
ndian Cricket team landed on
South African shores buoyed
by their success in England
and Australia series. While
there was off-field drama over
captaincy issues, the team
was expected to win against a
South African team which is
in a rebuilding stage. It was
proven to be an arduous task
as India was defeated 2-1 in
the Test series and routed 3-0
in the ODIs. There was so
much hullabaloo over new
management and captaincy
change but the on-field Indian
team continued to play the
same outdated style of Crick-
et which has prevented them
from winning any of the
world titles in recent years.
After under-performing in
the Tests, the personnel

dwindling fortunes of the
team. The absence of Rohit
Sharma,thenewODICaptain,
hurt the team’s balance and
made the Captaincy debate
even more complicated.
K.L.Rahul, the new In-charge
of the ODI team looked out of
sorts and bereft of ideas when
the momentum was with the
opposition. Moreover, ex-Cap-
tain, Virat Kohli lacked his
usual enthusiastic and infec-
tious energy throughout the
series.Eventheteamselection
was puzzling as India picked
Venkatesh Iyer as an all-
rounder only to make him
bowl just 5 overs in the two
matches he played. He has
been touted as a big hitter but
hecouldnotprovehisprowess
at all, batting well below his
IPL strike rate.
Then there is the curious
case of Bhuvneshwar Kumar
who has remained injured
most of the last few years but
continues to get picked for his
control and swing. Both these
skills have not been on the
show for a while now and Ku-
mar would be thanking his

the West Indies. Selection ab-
surditiesdon’tendhere.Surya
Kumar’s exclusion from the
firstcoupleof ODIsalsoraised
eyebrows as he has been given
the role to stabilize the middle
order in the crucial mid-overs
without compromising on the
run rate. India played with
just5batsmenand3‘potential’
all-rounders.
The playing style of the
team also made fans pull their
hair out. The cricketing world
has moved on to an aggressive
stylewherecapitalizingonthe

meanwhile, prefers to build
their innings on the back of

and then try an onslaught, if
possible,atthebackendof the
innings.Thishasbeenarecur-
ring and acknowledged prob-
lem by the team management
butonethathasnotbeenrecti-
fied at all.
The new Indian Head
Coach, Rahul Dravid talked
about this dilemma and add-
ed that lack of partnerships
hurt India’s chances. The
other worry Dravid pointed
out was the lack of wicket-
taking thrust in the middle
overs by Indian bowlers. It
was striking that nobody
from the Indian side could
notch up a century in the 3
ODIs, but given India’s bowl-
ing limitations, the South
Africans scored three!
Experts also feel that off-
field issues might have had a
deep impact on the team’s
performance.TheKohli-BCCI
battle of nerves has been an
unstated but open secret in
recentmonths.Thedeparture
of Ravi Shastri has left Kohli
a bit lonely and cornered.
Tensions in relations with
BCCI honchos have hastened
Virat’s decision to move away
from captaincy which has left
the Indian team rather rud-
derless. With Rohit Sharma
absent and battling fitness
concerns, India needs Kohli
to support Rohit’s deputy
withhiscaptaincyexperience
and his batting for the upcom-
ing series. For that, the strain
between him and BCCI needs
to be ironed out.
The next ODI World Cup is
in India in 2023 and there are
huge expectations from the
team. Last time when the
World Cup was held in the
country in 2011, M.S.Dhoni’s
men made it memorable by
lifting the trophy. The South
Africa ODI series might be
looked at as one of numerous
experimentations but the
new leadership of Rohit-
Dravid will know that if
there is to be any chance of
India’s success in 2023 World
Cup, then the team needs to
move away into a fresh mind-
set and take a leaf out of Eng-
lish team’s book of aggres-
sive play. Sadly, till now, de-
spite the big changes at the
captain-coach level, the play-
ing style of the team remains
unchanged, doing justice to
the proverb, “the more things

main the same!”

also objected to it.
It does not seem that
the central govt will
take cognizance of the
opposition of the states.
Even though the govt is
saying that fewer offic-
ers are coming from the
states on deputation, so
there is a shortage of of-
ficers with the govern-
ment. But this is not an
excuse since the Centre
has so many officers for
whom there is literally
no work. Officers, even
after promotion to sec-
retary level, have been
given the duties of ad-
ditional secretaries.
In fact, Centre has
taken this decision af-
ter thinking about the
incident in WB. Keep in
mind that the Centre
called 2 police officers
of WB on deputation to
the Centre but the state
govt did not allow them
to come. To avenge the
same, rules are being
changed for the entire
All India Service. If this
rule is implemented,
then central govt will be
able to arbitrarily force
any officer to come on
central deputation. If
Centre elects an officer
and says that he has to
contribute to the ser-
vice of GoI by a certain
date, then whether that
officer wishes or not
and the state govt re-
leases him or not, their
service in the state will
end. It will be deemed to
be self-released on the
date fixed by the Centre.

BJP’s ‘Carpet Bombing’ in Western UP!
Sharat K Verma
New Delhi: Voting for
58 seats in western UP
will be held on Febru-
ary 10, but about 20
days before that BJP
is setting the agenda.
In this context, the
day of January 22 was
the most important.
On Saturday, four BJP
veterans were present
in western UP and set
the agenda for the
next 20 days of cam-
paigning, and in the
campaigning, it is be-
ing stressed that since
the BJP government
came to power in the
state, the exodus of
Hindus has stopped.
This is the agenda of
BJP from Saharanpur
to Kairana.
BJP national presi-
dent JP Nadda also
reached western UP
on Saturday and cam-
paigned for the party
in Bijnor. At the same
time, CM Yogi Adity-
anath was in Aligarh,
while the party’s
state president Swa-
tantra Dev Singh was
campaigning for the
party in Saharanpur.
In this way, even be-
fore the start of the
campaign, four vet-
eran leaders of BJP
camped in western
UP set the agenda of
BJP’s campaign.

largest state of India
and 80 MPs come from
that state. Therefore,
the election there can-
not be like any other
state. It seems that the
assembly elections of
UP are being fought at
the national level and at
the same time it seems
that parties from all
over the country will
reach to contest the
elections in UP and if
not for contesting, they
will definitely reach for
campaigning.
The leader of almost
every part of the coun-
try will reach UP in
some or the other cam-
paign. All the parties
are doing their posi-

one seat to Nationalist

NCP chief Sharad Pa-

UP. Apart from him,
other NCP leaders will
also reach for the cam-

Nawab Malik especially
coming to UP for cam-
paigning. Similarly,
Akhilesh has also given
a seat to Mamata Baner-

ing said that she will
also campaign.
There is a talk that

New Delhi: The inno-
vative Conciliation and
Settlement Committee
(CSC) set up by the Min-
istry of Port, Shipping,
and Waterways is said
to be proving effective
in resolving contractu-
al disputes among con-
cessionaires, contrac-
tors, consultants, ser-
vice providers, and
major ports through
mediation and mutual
understanding
The CSC constituted
in October 2021, is head-
ed by former Ministry
secretary Gopal Krish-
na and includes former
Commerce Ministry’s
Special Secretary (Lo-
gistics) N Sivasailam,
former DoPT secretary
Dr. C Chandramouli,
former special secre-
tary and financial ad-
viser of RTH, Ship-
ping and Power Shamb-
hu Singh, and Infra-
structure Finance De-
velopment Corporation
senior director in
charge of project fi-
nance A Balasubrama-
nian.
The committee tasted
its first success on De-
cember 27, 2021, when
its mediation made
Chennai Port Authority
and Chettinad Logistics
Pvt Ltd sign a settle-
ment agreement to end
a decade-old dispute
over a contract awarded
to Chettinad in 2008 for
installing a semi-mech-
anized closed conveyor
system for coal han-
dling at Jawahar Dock
and its operation and
maintenance (OM) for
three years (though the
last one was terminated
prematurely after the
Madras High Court or-
dered Chennai Port to
stop handling dusty
cargo such as coal and
iron due to environ-
mental concerns).
t is pointed out that
the committee has a
tough job ahead as there
are more than 100 cases
pending before the
courts or arbitration
panels on contractual
disputes in major ports.
However, the silver lin-
ing is that the dispu-
tants are aware that the
committee, which is
composed of top retired
officials, is a sensible
forum to resolve their
disputes because arbi-
tration and court proce-
dures aren’t only
lengthy but also expen-
sive.
And the committee’s
success in resolving a
decade-old dispute in
less than six months is
said to have sent out a
very positive signal.

BADAL DEMANDS RELEASE OF BHULLAR

New Delhi: Polling for

nipur will be held in two
phases on March 27 and

big surprise and contra-
diction in the policies of

the Eastern state. Citi-
zens of the country have
been banned from visit-
ing Manipur. If a citizen
wants to go to Manipur,
then he/she will have to
take a permit and only
after taking prior per-
mission the citizens of
the country will be able
to go to Manipur. This
system of Inner Line
Permitwasapplicablein
some other areas of the
Northeast,butnotinMa-
nipur.
The double engine
government of Manipur
and the Centre imple-
mented the system of in-
ner line permit in the
state in 2019. At this
point, there is a sense of
contradiction where on
one hand, the slogan of
abrogationof Article370
from JK is being beat-
en on the ground stress-
ing that now the real
merger of the state has
taken place in India and
now any citizen of India
can go to Jammu and
Kashmir unhindered.
But on the other hand,
the system of carrying
permits is being imple-
mented in Manipur. Ac-
cording to political ob-
servers, there should
have been an attempt to
connect the entire area
with India by abolishing
thepermitsystemimple-
mented earlier in the
north-eastern states.
However, on the contra-
ry
, new areas are being
brought under the per-
mit raj. In fact, there
may be some political
compulsions for the rul-
ing party BJP which
have forced the party to
have two sets of rules

er, the result of this con-
trary arrangement will
eb visible only in the

SET UP SOIL TESTING LABS AT BLOCK

Although the soil health card scheme is being run by

recommended quantity of fertilisers. Therefore, the

been signed by the Sec-
retary (Additional CS)
rather by Director KB
Pandya, even though
Pandya is not a compe-
tent authority for this
task. Signing the MoU
this past January 10,
Pandyahasputhischair
on the line.
The Mines Depart-
ment had granted the
mines located in Dewas
in Bhilwara for extrac-
tion of Iron Ore to Jin-
dal SAW on November
16, 2010, for a 30-year
lease and the condition
was that the company
will set up a small plant
for manufacturing iron
pellets within 2 years,
and in 4 years, will also
set up a steel plant with
an investment of Rs
2,500 crore. While the
company did set up its
ironpelletplant,itnever
took a step in the setting
up of the steel plant.
In 2016, the depart-
ment and company en-
tered in an MoU, signed
by the then Principal
Secretary Mines - Deep-
ak Upreti - wherein the
setting up of the plant
was stressed upon while
condoning the delay in
its set up.
However, despite this,
when year after year
passed, the Mines de-
partment under the cur-
rent government came
to action. At first the Di-
rector, and later at the
government’s level, Sec-
retary sent notices one
after the other to Jindal
SAW asking as to why
shouldn’t its lease be
cancelled. However, the
company did not give
even a single reply and
after 12 years, the situa-
tionisthesameasonthe
day of signing the lease.
But it is surprising
that while on one side
the Mines department is
preparing to cancel the
November 2010 lease
agreement with Jindal
SAW, on the other hand,
a new MoU has been
signed for the same
plant i.e. a second MoU
for the same plant,
which is not only wrong
but against rules too.
Those in the know-
howof thismatterclaim
thatsincetheconditions
of the 2010 lease agree-
ment have not been ful-
filled, the lease is not in
effect. The department
has not given any exten-
sion since iron ore, be-
ing a major mineral,
falls in the central list.
Under such, when Jin-
dal SAW does not practi-
cally have any lease of
mines in Bhilwara, then
the MoU does not make
sense. Moreover, the Di-
rectorisnotacompetent
authority to become a
signatory for the MoU
with such a major in-
vestment.
PANDYA BECOMING SIGNATORY TO ‘NEW’ MoU RAISES CONCERN
EVEN AS JINDAL SAW FAILS TO DELIVER ON ITS FIRST MoU!
IS THERE A SCANDAL BREWING IN THE MINES DEPARTMENT?
Mines Department
had granted the
mines located in
Dewas in Bhilwara for
extraction of Iron Ore
to Jindal SAW on
November 16, 2010,
for a 30-year lease
and the condition was
that the company will
set up a small plant
for manufacturing iron
pellets within 2 years,
and in 4 years, will
also set up steel plant
with an investment of
Rs 2,500 crore.While
the company did set
up its iron pellet plant,
but it never took a
step in the setting up
of the steel plant
The scandal in this entire scenario is that
the lease should be cancelled. According
to the new rules of the Union government,
mines of major minerals cannot be allotted
on lease now. Therefore, the Bhilwara mines
will be auctioned now. According to the ini-
tial estimate, there are 180 million tonnes of
reserves of iron ore of various categories in
this mine and during an auction, the price
can go up as high as Rs 5,000 crore. Therefore,
Director KB Pandya becoming a signatory in
the entire episode raises suspicion. However,
knowledgeable sources, in this particular
matter, claim that without minister Pramod
Jain Bhaya and ACS Dr Subodh Agrawal’s
knowledge and nod to this effect, KB Pandya
can not even think of signing the MoU!

Jaipur: The Raj Bha-
wan and the Congress
government have come
face to face on the Civil
Procedure Code (Ra-
jasthan Amendment)
Bill 2020 passed by the
state government to
stop the auction of agri-
cultural lands up to 5
acres.
Issue created
The issue was created
when a delegation of
Bhartiya Kisan Union
led by its state presi-
dent Rajaram Meel
handed over a memo-
randum at Raj Bhawan
demanding to clear a
bill to amend Rajasthan
Agricultural Credit Op-
eration (Removal of
Difficulties) Act to stop
auction of land up to 5
acres and its clearance
is pending with the
Governor.
Raj Bhawan clarifies
Soon after the delega-
tion left, a clarification
was issued by Raj Bha-
wan saying that no such
bill (regarding the
RODA act) is pending
for clearance at Raj
Bhawan.
GS Dotasra reacts
Reacting to it, PCC
Chief Govind Singh
Dotasra said that the
state government had
amended the proviso to
section 60 (1) (b) of the
Code of Civil Proce-
dure (CPC) on Novem-
ber 2, 2020, which
would have banned at-
tachment and auction
on taking KCC loan on
5 acres of land and the
bill is still pending in
Raj Bhawan.
Dotasra said that on
November 24, 2020, the
government had sent
the CPC amendment
bill. He said that it
seems that officers
have not given the right
facts to the Governor.
He said that the bill
was not returned to the
state government with
any objection and it is
pending at the level of
the government. On the
party’s digital member-
ship campaign, Dotas-
ra said the party is en-
gaged in the member-
ship drive and the Digi-
tal worker app link will
be given soon.
Dotasra attacks BJP
Attacking the Bharati-
ya Janata Party, PCC
Chief Govind Singh
Dotasra said that the
party is not able to play
the role of opposition
in the state and could
not create any major
movement against the
Congress government
in 3 years.
The Congress leader
also accused the cen-
tral government of be-
ing anti-farmer. He also
said that Congress or-
ganization is taking the
schemes of the state
government to the
villages.

relief. It is for the Raj

happened.
The farmers
will complete relief only
when the bill is cleared.
We will be able to imple-
ment the bill only when
it gives consent from the

rary ban on attach-
ment.

Reacting to the mat-
ter, it was said by
the Chief Minister’s
office that Raj Bhawan
has informed journal-
ists that no bill to
amend the RODA Act
has come to the Raj
Bhawan in relation to
the auction of agricul-
tural land. The truth is
that the Government of
Rajasthan had amended
the proviso to section
60 (1) (b) of the Code
of Civil Procedure
(CPC) on November
2, 2020, which would
have banned attach-
ment and auction on
taking KCC loan on 5

bill is still pending in

has targeted the BJP and the Central govern-
ment over the pending files like the
agricultural laws with the Governor.
Speaking to the media at PCC head-

that the BJP has been pressurising the

iterature, power-
ful, thought-pro-
voking, insightful
writing, has en-
thralled, inspired,
q u e s t i o n e d ,
through the ages.
A great piece of writing
isn’t just a record of life
and times for posterity, it
is indeed capable of
shifting and shaping
opinion and society.
More specifically chil-
dren’s literature con-
tains the same power.
Power to influence, insti-
gate, inspire. However, to
analyze the impact that
children’s literature can
have on society at large,
the ways in which it can
create confidence glob-
ally, we need to under-
stand certain nuances.
ENTERTAINMENT
WITH IMAGINATION
In the modern era, with
the digital age and over-
exposure to the visual
medium, it has been felt
by large sections of soci-
ety that children are con-
suming content that is
making them duller,
rather than more intelli-
gent. In this kind of sce-
nario, the importance of
children’s literature is
greater than ever. The
best part about literature
is that it presents the best
form of entertainment to
children. While stories
of fantastical lands, wiz-
ards and sorcerers
delight children,
they also don’t
spoon-feed (like
a lot of visual
content), forcing
readers instead, to
develop their own
images and interpre-
tations. This helps
children become
more creative, im-
aginative, analyti-
cal and critical. It
really is the best
kind of entertain-
ment, the kind that
endows readers
with conscious
and uncon-
scious life
skills!
A THTINKING
GENERATION
First and foremost, chil-
dren’s literature, with its
plethora of offerings
raging from fiction, nov-
els, poems, books and
magazines, informs and
moulds an entire genera-
tion’s way of thinking,
and greatly influences
children’s worldview.
When I was a child, for
instance, and I was ex-
posed to literature, it is
what captivated me to-
wards animals and wild-
life. It sparked my life-
long interest, one that
has endeared and turned
me into a nature lover. It
has made me sensitive,
aware, and kind. That of
course is something that
took place at a personal,
micro-level. Today, when
an entire generation is
exposed to literature
that uses real-life issues
as a backdrop or prem-
ise, topical, contextual
concerns such as war,
climate change, and gen-
der equality; these is-
sues become part of an
entire generation’s con-
cerns, by first familiar-
izing children with their
existence and meaning,
and then compelling
them to examine them,
and form their own opin-
ions. Literature, there-
fore, doesn’t just enter-
tain, it also serves a
deeper function of
getting children to be-
come thinkers.
WRITER’S GERM
Exposing children
to timely read-
ing and sto-
ries also
s e w s
t h e
seeds of creativity and
writing within them.
Not only do young
learners gain exposure
to different facts, points
of view and opinion-
building; it instils in
them an unconscious
yet strong urge to write
themselves. If there is a
young child who be-
comes keenly interested
in reading, there are
imminent chances that
he or she will want to
write too! And rather
than being ‘taught’ how
to write, the best way of
learning is through
reading and organically
inculcating the nuanc-
es, tips, tricks, and
methods of writing
one’s own original ma-
terial, be it fiction or
non-fiction. It is a kind
of educational sensiti-
zation process, the best
kind of orientation –
much more effective
than a later creative
writing class or work-
shop!
GLOBAL CONFIDENCE
With the combined vir-
tues of imbuing stu-
dents with life skills
and fueling their quest
and concern for press-
ing issues; children’s
literature has the
unique ability to create
an entire generation of
tomorrow’s adults and
leaders who will be
self-aware, generally
aware, sensitive, ques-
tioning, and enlight-
ened. The world today
is in dire need of free-
thinking, imaginative,
innovative do-gooders
who can tackle a myri-
ad of problems that
plague the world,
through thoughtful ac-
tion rather than by
force and supremacy.
And a generation fueled
by a diet of literature
can be that change-
agent, inspiring and
building global confi-
dence and instill-
ing mankind’s
faith, once again,
in humanity!

LITERATURE
FOR CHILDREN
I am a sucker for nature, beauty and
art. I believe in promoting tourism
via my art too. Kalga, Himachal
Pradesh, ain’t just a destination but
it has given a new meaning to my
work. I started learning my tattooing
in January 2018 at a shop in Jaipur
named Zero Error Tattoos. I was
always into art and drawing because
of my immense understanding of
portraits and nature. When I was
a kid I used to make portraits but
never I’ll come this far. I myself got
amazed by them because I never ex-
pected that I can create something.
The person who is the backbone
in this process and my better half,
Aryaman pushed me and made me
understand to just to try it once and
then I knew I wanted a career in art
(somehow). I just enjoyed doing it.
Kalga, where I live now is a place
that I feel like I won’t find it any-
where else for my profession. You
have to climb Kalga and then you’ll
reach my cafe Tabiba where I make
tattoos surrounded by the mighty
mountains. It’s so much fun making
tattoos there that it doesn’t even feel
like I’m working, I make sure
to provide best expe-

Day, on

every year,
the day is observed
by the government
to encourage tour-
ism and explain the
essential role of it
in the growth of the
country!
India is a country
where ethnicity,
practice, culture,
etc changes with
every kilometre as
one moves from
North to South. In-
dia being the 7th
largest country in
the world stands
apart from the rest
of the Asian conti-
nent. It has moun-
tains and the sea,
which makes the
country a distinct
geographical entity
.
Travel tourism
industry in India
has been a signifi-
cant contributor to
the country’s GDP.
The sector even
generates a large
employment base.
So when by mid-
March 2020, the
popular tourist at-
tractions in India
started to close
down, and the news
on putting a halt on
flying began to
make rounds, we all
started to predict
the grim future of
the travel industry
in the country al-
ready. In fact the
shutting down of
the iconic Taj Ma-
hal on March 17,
2020, which attracts
millions of visitors
every year, was a
sign enough to as-
sess the hard blow
this pandemic was
launching at us. As
the tourism indus-
try is now reviving
slowly, some of us
still feel they won’t
be travelling any-
time soon.

I can’t believe I went to

of 2020. It feels sur-
real. I visited Kashmir
with my friends and
it was no less than a
magical experience.
I hope this pandemic
settles soon and we
get to experience more
hustle free travels. The
beauty of the country
should be preserved at
all costs.
—HARISH JANGID
Travel, for me, is an
escape from the gen-
eral monotonous rou-
tine of life. It helps me
calm down to enjoy
the little things in life
and pace the otherwise
overwhelming life. It
gives me sheer joy to
spend time with nature
ultimately running to-
wards the hills to soak
the sight of sunsets.
—SATYENDRA
PRABHAKAR
Now and then my life
becomes a constant
circle of functioning a
work-life balance and
to do it along with a
toddler is just hectic.
Travelling to a new place
comes as restitution to
me. It’s the only thing
that helps me reju-
venate, energize and
come back stronger to
deal with the everyday
chores of life.
—LUBNA ABBAS
Travelling is one of the
most blissful things in
the world. I enjoy the
beauty of nature. Tourism
industry definitely faced
a huge setback post
pandemic. It did leave the
inner traveller in
me disappointed for a
while, But eventually
2021 saw things taking a
better shape and I hope
this third wave settles
soon.

TOP TWEETS RICH GOT RICHER AND THE POOR BECAME POORER DURING PANDEMIC he ICE360 Survey 2021 has come up with shocking data about the rich-poor gap in the country. The rich-poor gap widened to a frightening level in the pandem- ic-hit year. What is disconcert- ing is that the income of the poorest 20 percent fell 53 percent while that of the rich 20 percent jumped by 39 percent sharpen- ing the disparity between class- es. Simply put, the rich get rich- er and the poor got poorer. At the same time the income of the upper middle class rose by 7 per- cent. Another interesting find- ing of the survey is that a major- ity of top 20 percent Rich India’s bread winners have completed high school. In the bottom 20 percent are illiterate or have on primary education. Income dis- parity in a way is also the cause of the wide gap in education. The economy faces another round onslaught, this time by Omicron which, hopefully , will notdisruptlivesandeconomythe way it happened in 2021. But end- ing the disparities won’t be easy . T ustice Rahul Chaturvedi of the Allahabad High Court made an important point while granting bail to a mur- der accused recently . Justice Chaturvedi said, “Caste sys- tem in our society is deep rooted. We boast ourselves as an educated society but we live our lives with double standards. Even after 72 years of independence we are not able to get out with this social menace. This is pitiable and tragic.” The judge urged introspection in the country and said the downtrodden and the under- privileged should be protect- ed. The change which Justice Chaturvedi would like to see in the society is impossible to accomplish as the malaise is too deep-rooted in our minds. Look at the race for Rajput, Brahmin, OBC and Dalit votes in Uttar Pradesh before it goes to poll. After Swami Prasad Maurya left the BJP and joined the SP, the BJP set off to make its own OBC vote bank stronger. It was then mentioned that Brahmins were angry with the BJP and the party immediately swung into action to fill that gap. In between, Uttarakhand Gov- ernor Baby Rani Maurya was brought back to UP in the hope of managing Jatav votes of BSP chief Mayawati. These are only broad catego- ries of castes. Each of these categories includes a long list of other castes. Each of these castes wants a caste-based census to determine their place in accordance with their numbers. A political party can ig- nore one caste only if there’s another one to back it. When Yadavs backed the SP, Kur- mis, Lodhs and others sided with the BJP. While there was off-field drama over captaincy issues, the team was expected to win against a South African team which is in a rebuilding stage. It was proven to be an arduous task as India was defeated 2-1 in the Test series and routed 3-0 in the ODIs. There was so much hullabaloo over new management and captaincy change but the on-field Indian team continued to play the same outdated style of Crick- et which has prevented them from winning any of the world titles in recent years. After under-performing in the Tests, the personnel changefortheODIswasaimed atbringingfreshenergytothe dwindling fortunes of the team. Moreover, ex-Cap- tain, Virat Kohli lacked his usual enthusiastic and infec- tious energy throughout the series.Eventheteamselection was puzzling as India picked Venkatesh Iyer as an all- rounder only to make him bowl just 5 overs in the two matches he played. He has been touted as a big hitter but hecouldnotprovehisprowess at all, batting well below his IPL strike rate. Then there is the curious case of Bhuvneshwar Kumar who has remained injured most of the last few years but continues to get picked for his control and swing. The new Indian Head Coach, Rahul Dravid talked about this dilemma and add- ed that lack of partnerships hurt India’s chances. The other worry Dravid pointed out was the lack of wicket- taking thrust in the middle overs by Indian bowlers. It was striking that nobody from the Indian side could notch up a century in the 3 ODIs, but given India’s bowl- ing limitations, the South Africans scored three! Experts also feel that off- field issues might have had a deep impact on the team’s performance.TheKohli-BCCI battle of nerves has been an unstated but open secret in recentmonths.Thedeparture of Ravi Shastri has left Kohli a bit lonely and cornered. Tensions in relations with BCCI honchos have hastened Virat’s decision to move away from captaincy which has left the Indian team rather rud- derless. With Rohit Sharma absent and battling fitness concerns, India needs Kohli to support Rohit’s deputy withhiscaptaincyexperience and his batting for the upcom- ing series. For that, the strain between him and BCCI needs to be ironed out. The next ODI World Cup is in India in 2023 and there are huge expectations from the team. It does not seem that the central govt will take cognizance of the opposition of the states. Even though the govt is saying that fewer offic- ers are coming from the states on deputation, so there is a shortage of of- ficers with the govern- ment. But this is not an excuse since the Centre has so many officers for whom there is literally no work. Officers, even after promotion to sec- retary level, have been given the duties of ad- ditional secretaries. In fact, Centre has taken this decision af- ter thinking about the incident in WB. Keep in mind that the Centre called 2 police officers of WB on deputation to the Centre but the state govt did not allow them to come. To avenge the same, rules are being changed for the entire All India Service. If this rule is implemented, then central govt will be able to arbitrarily force any officer to come on central deputation. If Centre elects an officer and says that he has to contribute to the ser- vice of GoI by a certain date, then whether that officer wishes or not and the state govt re- leases him or not, their service in the state will end. The committee tasted its first success on De- cember 27, 2021, when its mediation made Chennai Port Authority and Chettinad Logistics Pvt Ltd sign a settle- ment agreement to end a decade-old dispute over a contract awarded to Chettinad in 2008 for installing a semi-mech- anized closed conveyor system for coal han- dling at Jawahar Dock and its operation and maintenance (OM) for three years (though the last one was terminated prematurely after the Madras High Court or- dered Chennai Port to stop handling dusty cargo such as coal and iron due to environ- mental concerns). t is pointed out that the committee has a tough job ahead as there are more than 100 cases pending before the courts or arbitration panels on contractual disputes in major ports. However, the silver lin- ing is that the dispu- tants are aware that the committee, which is composed of top retired officials, is a sensible forum to resolve their disputes because arbi- tration and court proce- dures aren’t only lengthy but also expen- sive. And the committee’s success in resolving a decade-old dispute in less than six months is said to have sent out a very positive signal. If a citizen wants to go to Manipur, then he/she will have to take a permit and only after taking prior per- mission the citizens of the country will be able to go to Manipur. This system of Inner Line Permitwasapplicablein some other areas of the Northeast,butnotinMa- nipur. The double engine government of Manipur and the Centre imple- mented the system of in- ner line permit in the state in 2019. At this point, there is a sense of contradiction where on one hand, the slogan of abrogationof Article370 from JK is being beat- en on the ground stress- ing that now the real merger of the state has taken place in India and now any citizen of India can go to Jammu and Kashmir unhindered. But on the other hand, the system of carrying permits is being imple- mented in Manipur. Ac- cording to political ob- servers, there should have been an attempt to connect the entire area with India by abolishing thepermitsystemimple- mented earlier in the north-eastern states. However, on the contra- ry , new areas are being brought under the per- mit raj. JPC/004/2022-24 Rajendra Chhabra Nirmal Tiwari Jaipur:Amajorscandal has come to light in the Mines department as in spite of punishing a re- nowned company, the department has instead gone out of the way, keeping rules and regu- lations at one side, and awarded the company instead! The matter pertains to Jindal SAW Limited, withwhomthestategov- ernment has yet again entered an MoU after 6 years, instead of cancel- ling the lease of a 1,557-hectare iron ore mineinBhilwara. Those in the know-how of workings claim that the department is wrong and will lead to an ex- chequer loss of crore of rupees. However, an even more serious point is that the MoU has not been signed by the Sec- retary (Additional CS) rather by Director KB Pandya, even though Pandya is not a compe- tent authority for this task. Signing the MoU this past January 10, Pandyahasputhischair on the line. The Mines Depart- ment had granted the mines located in Dewas in Bhilwara for extrac- tion of Iron Ore to Jin- dal SAW on November 16, 2010, for a 30-year lease and the condition was that the company will set up a small plant for manufacturing iron pellets within 2 years, and in 4 years, will also set up a steel plant with an investment of Rs 2,500 crore. While the company did set up its ironpelletplant, itnever took a step in the setting up of the steel plant. In 2016, the depart- ment and company en- tered in an MoU, signed by the then Principal Secretary Mines - Deep- ak Upreti - wherein the setting up of the plant was stressed upon while condoning the delay in its set up. However, despite this, when year after year passed, the Mines de- partment under the cur- rent government came to action. At first the Di- rector, and later at the government’s level, Sec- retary sent notices one after the other to Jindal SAW asking as to why shouldn’t its lease be cancelled. However, the company did not give even a single reply and after 12 years, the situa- tionisthesameasonthe day of signing the lease. But it is surprising that while on one side the Mines department is preparing to cancel the November 2010 lease agreement with Jindal SAW, on the other hand, a new MoU has been signed for the same plant i.e. a second MoU for the same plant, which is not only wrong but against rules too. Those in the know- howof thismatterclaim thatsincetheconditions of the 2010 lease agree- ment have not been ful- filled, the lease is not in effect. The department has not given any exten- sion since iron ore, be- ing a major mineral, falls in the central list. Under such, when Jin- dal SAW does not practi- cally have any lease of mines in Bhilwara, then the MoU does not make sense. Moreover, the Di- rectorisnotacompetent authority to become a signatory for the MoU with such a major in- vestment. PANDYA BECOMING SIGNATORY TO ‘NEW’ MoU RAISES CONCERN EVEN AS JINDAL SAW FAILS TO DELIVER ON ITS FIRST MoU! IS THERE A SCANDAL BREWING IN THE MINES DEPARTMENT? Mines Department had granted the mines located in Dewas in Bhilwara for extraction of Iron Ore to Jindal SAW on November 16, 2010, for a 30-year lease and the condition was that the company will set up a small plant for manufacturing iron pellets within 2 years, and in 4 years, will also set up steel plant with an investment of Rs 2,500 crore. While the company did set up its iron pellet plant, but it never took a step in the setting up of the steel plant The scandal in this entire scenario is that the lease should be cancelled. According to the new rules of the Union government, mines of major minerals cannot be allotted on lease now. Therefore, the Bhilwara mines will be auctioned now. According to the ini- tial estimate, there are 180 million tonnes of reserves of iron ore of various categories in this mine and during an auction, the price can go up as high as Rs 5,000 crore. Therefore, Director KB Pandya becoming a signatory in the entire episode raises suspicion. However, knowledgeable sources, in this particular matter, claim that without minister Pramod Jain Bhaya and ACS Dr Subodh Agrawal’s knowledge and nod to this effect, KB Pandya can not even think of signing the MoU! THE SCENARIO... Pramod Jain Bhaya Dr Subodh Agarwal KB Pandya Yogesh Sharma Jaipur: The Raj Bha- wan and the Congress government have come face to face on the Civil Procedure Code (Ra- jasthan Amendment) Bill 2020 passed by the state government to stop the auction of agri- cultural lands up to 5 acres. Issue created The issue was created when a delegation of Bhartiya Kisan Union led by its state presi- dent Rajaram Meel handed over a memo- randum at Raj Bhawan demanding to clear a bill to amend Rajasthan Agricultural Credit Op- eration (Removal of Difficulties) Act to stop auction of land up to 5 acres and its clearance is pending with the Governor. Raj Bhawan clarifies Soon after the delega- tion left, a clarification was issued by Raj Bha- wan saying that no such bill (regarding the RODA act) is pending for clearance at Raj Bhawan. GS Dotasra reacts Reacting to it, PCC Chief Govind Singh Dotasra said that the state government had amended the proviso to section 60 (1) (b) of the Code of Civil Proce- dure (CPC) on Novem- ber 2, 2020, which would have banned at- tachment and auction on taking KCC loan on 5 acres of land and the bill is still pending in Raj Bhawan. Dotasra said that on November 24, 2020, the government had sent the CPC amendment bill. He said that it seems that officers have not given the right facts to the Governor. He said that the bill was not returned to the state government with any objection and it is pending at the level of the government. On the party’s digital member- ship campaign, Dotas- ra said the party is en- gaged in the member- ship drive and the Digi- tal worker app link will be given soon. Dotasra attacks BJP Attacking the Bharati- ya Janata Party, PCC Chief Govind Singh Dotasra said that the party is not able to play the role of opposition in the state and could not create any major movement against the Congress government in 3 years. The Congress leader also accused the cen- tral government of be- ing anti-farmer. He also said that Congress or- ganization is taking the schemes of the state government to the villages. It is for the Raj Bhawan to clarify where the mistake has happened. The farmers will complete relief only when the bill is cleared. We will be able to imple- ment the bill only when it gives consent from the governor. At present, the CM has put a tempo- rary ban on attach- ment. —Govind Singh Dotasra, PCC Chief Reacting to the mat- ter, it was said by the Chief Minister’s office that Raj Bhawan has informed journal- ists that no bill to amend the RODA Act has come to the Raj Bhawan in relation to the auction of agricul- tural land. The truth is that the Government of Rajasthan had amended the proviso to section 60 (1) (b) of the Code of Civil Procedure (CPC) on November 2, 2020, which would have banned attach- ment and auction on taking KCC loan on 5 acres of land. But this bill is still pending in Raj Bhawan. RAJ BHAWAN SAID THAT NO BILL TO AMEND THE RODA ACT HAS COME: CMO Jaipur: Water supply minister Dr Mahesh Joshi has targeted the BJP and the Central govern- ment over the pending files like the agricultural laws with the Governor. A great piece of writing isn’t just a record of life and times for posterity, it is indeed capable of shifting and shaping opinion and society. More specifically chil- dren’s literature con- tains the same power. Power to influence, insti- gate, inspire. However, to analyze the impact that children’s literature can have on society at large, the ways in which it can create confidence glob- ally, we need to under- stand certain nuances. ENTERTAINMENT WITH IMAGINATION In the modern era, with the digital age and over- exposure to the visual medium, it has been felt by large sections of soci- ety that children are con- suming content that is making them duller, rather than more intelli- gent. In this kind of sce- nario, the importance of children’s literature is greater than ever. The best part about literature is that it presents the best form of entertainment to children. While stories of fantastical lands, wiz- ards and sorcerers delight children, they also don’t spoon-feed (like a lot of visual content), forcing readers instead, to develop their own images and interpre- tations. This helps children become more creative, im- aginative, analyti- cal and critical. It really is the best kind of entertain- ment, the kind that endows readers with conscious and uncon- scious life skills! A THTINKING GENERATION First and foremost, chil- dren’s literature, with its plethora of offerings raging from fiction, nov- els, poems, books and magazines, informs and moulds an entire genera- tion’s way of thinking, and greatly influences children’s worldview. When I was a child, for instance, and I was ex- posed to literature, it is what captivated me to- wards animals and wild- life. It sparked my life- long interest, one that has endeared and turned me into a nature lover. It has made me sensitive, aware, and kind. That of course is something that took place at a personal, micro-level. Today, when an entire generation is exposed to literature that uses real-life issues as a backdrop or prem- ise, topical, contextual concerns such as war, climate change, and gen- der equality; these is- sues become part of an entire generation’s con- cerns, by first familiar- izing children with their existence and meaning, and then compelling them to examine them, and form their own opin- ions. Literature, there- fore, doesn’t just enter- tain, it also serves a deeper function of getting children to be- come thinkers. WRITER’S GERM Exposing children to timely read- ing and sto- ries also s e w s t h e seeds of creativity and writing within them. Not only do young learners gain exposure to different facts, points of view and opinion- building; it instils in them an unconscious yet strong urge to write themselves. If there is a young child who be- comes keenly interested in reading, there are imminent chances that he or she will want to write too! And rather than being ‘taught’ how to write, the best way of learning is through reading and organically inculcating the nuanc- es, tips, tricks, and methods of writing one’s own original ma- terial, be it fiction or non-fiction. It is a kind of educational sensiti- zation process, the best kind of orientation – much more effective than a later creative writing class or work- shop! GLOBAL CONFIDENCE With the combined vir- tues of imbuing stu- dents with life skills and fueling their quest and concern for press- ing issues; children’s literature has the unique ability to create an entire generation of tomorrow’s adults and leaders who will be self-aware, generally aware, sensitive, ques- tioning, and enlight- ened. The world today is in dire need of free- thinking, imaginative, innovative do-gooders who can tackle a myri- ad of problems that plague the world, through thoughtful ac- tion rather than by force and supremacy. And a generation fueled by a diet of literature can be that change- agent, inspiring and building global confi- dence and instill- ing mankind’s faith, once again, in humanity! • 12. I am a sucker for nature, beauty and art. I believe in promoting tourism via my art too. Kalga, Himachal Pradesh, ain’t just a destination but it has given a new meaning to my work. I started learning my tattooing in January 2018 at a shop in Jaipur named Zero Error Tattoos. I was always into art and drawing because of my immense understanding of portraits and nature. When I was a kid I used to make portraits but never I’ll come this far. I myself got amazed by them because I never ex- pected that I can create something. The person who is the backbone in this process and my better half, Aryaman pushed me and made me understand to just to try it once and then I knew I wanted a career in art (somehow). I just enjoyed doing it. Kalga, where I live now is a place that I feel like I won’t find it any- where else for my profession. You have to climb Kalga and then you’ll reach my cafe Tabiba where I make tattoos surrounded by the mighty mountains. It’s so much fun making tattoos there that it doesn’t even feel like I’m working, I make sure to provide best expe- rience artwork to all the clients that come and visit me there. —ARYA TAK ETC www.firstindia.co.in I www.firstindia.co.in/epaper/ I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia JAIPUR | TUESDAY, JANUARY 25, 2022 11 Life is a journey... not a destination NATIONAL TOURISM DAY 2022 THE TOURISM INDUSTRY SUFFERED A HUGE BLOW IN 2020 AS A RESULT OF LOCKDOWNS AND TRAVEL RESTRICTIONS AIMED AT CURBING THE SPREAD OF COVID-19, WHICH MADE PEOPLE AROUND THE WORLD LIMIT THEIR ACTIVITY AND LOSE THEIR LIVELIHOODS. CITY FIRST BRINGS TO YOU VIEWS OF OUR ARDENT READERS OF A MEMORY FROM THEIR FAVOURITE TRIP, THE IMPORTANCE OF THE TOURISM SECTOR IN INDIA’S ECONOMY, THE PROPOSED MEASURES AND RECOVERY PLANS! s we cele- brate Na- t i o n a l T o u r i s m Day, on January 25 every year, the day is observed by the government to encourage tour- ism and explain the essential role of it in the growth of the country! India is a country where ethnicity, practice, culture, etc changes with every kilometre as one moves from North to South. In- dia being the 7th largest country in the world stands apart from the rest of the Asian conti- nent. It has moun- tains and the sea, which makes the country a distinct geographical entity . Travel tourism industry in India has been a signifi- cant contributor to the country’s GDP. The sector even generates a large employment base. So when by mid- March 2020, the popular tourist at- tractions in India started to close down, and the news on putting a halt on flying began to make rounds, we all started to predict the grim future of the travel industry in the country al- ready. In fact the shutting down of the iconic Taj Ma- hal on March 17, 2020, which attracts millions of visitors every year, was a sign enough to as- sess the hard blow this pandemic was launching at us. As the tourism indus- try is now reviving slowly, some of us still feel they won’t be travelling any- time soon. MITALI DUSAD mitalidusad01@gmail.com I can’t believe I went to a trip in the first month of 2020. It feels sur- real. I visited Kashmir with my friends and it was no less than a magical experience. I hope this pandemic settles soon and we get to experience more hustle free travels. The beauty of the country should be preserved at all costs. —HARISH JANGID Travel, for me, is an escape from the gen- eral monotonous rou- tine of life. It helps me calm down to enjoy the little things in life and pace the otherwise overwhelming life. It gives me sheer joy to spend time with nature ultimately running to- wards the hills to soak the sight of sunsets. —SATYENDRA PRABHAKAR Now and then my life becomes a constant circle of functioning a work-life balance and to do it along with a toddler is just hectic. Travelling to a new place comes as restitution to me. It’s the only thing that helps me reju- venate, energize and come back stronger to deal with the everyday chores of life. —LUBNA ABBAS Travelling is one of the most blissful things in the world. I enjoy the beauty of nature. Tourism industry definitely faced a huge setback post pandemic. It did leave the inner traveller in me disappointed for a while, But eventually 2021 saw things taking a better shape and I hope this third wave settles soon. —KOMAL KHANCHANDANI A Tattoo Artist, Arya Tak promoting tourism and culture with her art Alleppey Backwaters, Kerala, Tamil Nadu Amer Fort, Jaipur, Rajasthan Kalga, Himachal Pardesh Taj Mahal, Agra, Uttar Pradesh Buddha Park, Ravangla, Sikkim
