‘Adventure sport tag to Dahi
Handi will bring int’l fame’
Mumbai (PTI): Minis-
ter Uday Samant on
Sunday said giving
‘Dahi Handi’ the status
of an adventure sport
will bring fame to the
country at the interna-
tional level.
Samant, a rebel Shiv
Sena leader from the
Eknath Shinde camp,
slammed the Opposi-
tion for misguiding peo-
ple about the decision
by claiming that the
move will cause aspir-
ants to lose the opportu-
nity to land a govern-
ment job.
Chief Minister
Eknath Shinde has ac-
corded the adventure
sport tag to ‘Dahi Han-
di’, which will allow
young participants
(called govindas) to ap-
ply for government jobs
under the sports quota.
Samant further said
that the Opposition was
trying hard to criticize
the Shinde govern-
ment’s announcement.
They are misguiding
people by claiming that

Ahead of SC hearing, Uddhav says full faith in the judiciary
First India Bureau
Mumbai: Shiv Sena
president Uddhav
Thackeray on Sunday
told party workers that
he had complete faith in
the judicial system and
he would look forward
to the crucial hearing
in the Supreme Court
on Monday
.
Chief Justice of In-
dia NV Ramana is
scheduled to hear six
different petitions per-
taining to the legitima-
cy of the two Sena fac-
tions, and will decide if
the matter merits refer-
ral to the Constitution
bench. The CJI was
scheduled to hear the
matter on August 08,
but the hearing was
postponed to August 12,
and then again to Au-
gust 22.
Addressing a group
of Sena activists,
Thackeray on Sunday
said, “Several Shiv
Sena functionaries and
party workers are sub-
mitting sworn affida-
vits. Now you have also
submitted. I consider
this as the first step to-
wards victory
. I want to
tell you that whatever
happens in the Su-
preme Court, let it be. I
have faith in the judi-
cial system. Besides,
the people’s sentiments
are with us. People are
just waiting for mid-
term elections so that
these ‘gaddars’ can be
taught a lesson.
But, they don’t have
the courage to face
elections.”
Both factions of the
Shiv Sena have
asked loyalists
to submit
sworn affi-
d a v i t s
s t a t i n g
t h e i r
support. These affida-
vits are likely to be
used when the Election
Commission asks them
to show their member-
ship strength and sup-
port. After Monday’s
hearing in the
S u p r e m e
Court, the
State Elec-
tion Com-
mission is
also sched-
uled to
h e a r
the matter on Tuesday.
The Thackeray-led fac-
tion had sought four
weeks of time to sub-
mit its say, but SEC
only gave them two
weeks.
Thackeray is also
scheduled to begin his
Maha Prabhodhan
Yatra after the Ganesh
festival (Aug 31-Sept 09)
is over. While the party
is yet to declare a for-
mal schedule, Uddhav
is likely to flag off the
yatra with a rally in
Chief Minister Eknath
Shinde’s constituency
of Thane, and end with
another rally at Bindu
Chowk in Kolhapur.
Shiv Sena’s senior
leaders and Aaditya
Thackeray are likely to
address rallies in other
Lok Sabha constituen-
cies.
In the first local body
polls of 271 gram pan-
chayats, the Shinde fac-
tion won 40 seats com-
pared to Shiv Sena’s 25-
odd. The group would
like to show its perfor-
mance in the elections
to other local bodies in-
cluding the 14 munici-
pal corporations. In sev-
eral corporations espe-
cially in the Mumbai
Metropolitan Region,
Shiv Sena councillors
have en masse switched
loyalties to Eknath
Shinde camp.
FINGERS CROSSED
The Thackeray faction will be hoping that CJI Ra-
mana gives a ruling at least on the disqualification
of MLAs before he retires on August 26, and Justice
UU Lalit—who is also from Maharashtra--takes over
as Chief Justice from August 27. The Shinde faction,
on the other hand, would prefer the courts to take
their time, as this would mean the Maha Yuti gov-
ernment stays in power while the court decides.
Shiv Sena
president also
dared rebel
MLAs to face
mid-term polls
Recognizing Dahi Handi as an adventure
sport will bring world fame to India. It will
not impact students who try hard to crack
the Maharashtra Public Service Commission exam
every year. —-Uday Samant, Maha industries minister

HC orders Borivli society to demolish all buildings
First India Bureau

a four-story residen-
tial building collapsed

The civic body listed
all the four wings in the

After the incident,
the BMC approached

In a hearing on Satur-

Mumbai: The Shahu
Nagar police have
booked a 35-year-old
woman and her par-
amour for alleged
sodomy of the for-
mer’s nine-year-old
son at their Mahim
home.
According to the
First Information Re-
port, the paramour at-
tempted to sodomize
the child while the
mother encouraged
him (FIR). No arrests
have been made yet in
the case.
The incident took
place before March
this year when the vic-
tim’s father—who is
the complainant in
the case— was away
and the child was with
his mother and her
lover.
As per the father’s
statement, his son told
him that he saw the
two having sexual in-
tercourse. After dis-
covering that the child
was watching them,
the lover allegedly
tried to sodomize the
child, the police said.
The woman had left
her husband a few
months ago and relo-
cated to West Bengal
with two of her chil-
dren. Their nine-year-
old son remained with
his father. It was dur-
ing this time that the
child told his father
about the incident.
On August 13, the
father made a written
complaint to the Sha-
hu Nagar police, and
the police referred the
case to the Child Wel-
fare Committee
(CWC).
The committee
then took the boy’s
detailed statement,
and ordered the po-
lice to register an of-
fence. Based on the
complaint, the Sha-
hu Nagar police on
Thursday registered
an offence under
Section 377 (unnatu-
ral sex), 511 (at-
tempting to commit
offences punishable
with imprisonment)
and 34 (common in-
tention).

AN AMAZING CALM
he Congress Party is
losing leaders at a
fairly rapid pace
while Rahul Gandhi
is taking his own
sweet time to decide whether he
should be anointed president.
His silence has left party leaders
wondering. In the meantime the
Congress has suffered one jolt
after another with Ghulam Nabi
Azad and Anand Sharma resign-
ing from posts chairman from
their respective campaign com-
mittees. In his resignation letter
Sharma said that he felt left out
from decision-making which
hurt his self-respect. Azad re-
signed purportedly on health
grounds but the real reason was
his dissatisfaction over Sonia
Gandhi’s choice of president for
the party’s Kashmir unit. Both
Azad and Sharma, like Kapil
Sibal, were part of the G-23
which was demanding that a
non-Gandhi should helm the
party. Other prominent leaders
who left the party in the recent
past included Hardik Patel, RPN
Singh, Sunil Jakhar and
Ashwani Kumar. Yet, it noncha-
lantly keeps taking these blows.
Why, only the Gandhis know.

T
rom intending to
export one crore
tonnes of wheat
in 2022-23 to take
advantage of the
crisis arising out of the Rus-
sia-Ukraine war, India is now
looking at the prospect of
having to import wheat. The
dramatic change happened
between April, when India
spoke of “feeding the world”,
and August when heat waves
ravaged the crop. India was
looking to fill in for Ukraine,
one of the world’s biggest
wheat exporters, based on its
reserves and prospects of a
bumper crop. With the
Ukraine war disrupting the
supply chain, several coun-
tries looked towards India,
which supplies only 1 per-
cent globally, for their wheat
requirements. However, in
May the government banned
wheat export to keep the ris-
ing prices of the commodity
in check, but kept a small
window open to honour sup-
plies promised on May 13 and
earlier.
Not only has the extreme
weather condition hit the
crop production, but the
country’s wheat stock in the
Central pool at the beginning
of August was reported to be
26.6 million tonnes, its lowest
since August 2008. A CMIE
report attributed the “decline
in stock to a more than 56 per-
cent drop in procurement”.
Wheat inflation is already at
12 percent and the domestic
consumerisfeelingthepinch.
The government may thus
have to look at the import op-
tion along with a cut in im-
port duty to ease the situation
in the domestic market.
The end of the Ukraine
conflict is not in sight. Sup-
ply chains remain disrupted
and the wheat stock has de-
clined drastically
. These will
make efforts to keep inflation
within reasonable limits
difficult.

F
y the late eighteenth century
,
England had lost all her for-
ests to the Industrial revolu-
tion: as such the demand for
timber for the Royal Armada
and the commercial ships
drew the colonial gaze to the
forests of India and Burma.
Asearlyas1806,theEastIndia
Company set up a ‘forest de-
partment’ and created create
a monopoly over teak from
the Malabar coast for ship
building activities. Over the
next three decades, the EIC
reserved forests of rosewood,
ebony and sandalwood for
their ‘exclusive ‘use. However
in other parts of the country
,
especially in Central and
North India, forests were
treated as wasteland which
didnotyieldanyrevenue,and
Commissioners and Collec-
tors encouraged the cutting
of trees to bring land under
the plough, for agriculture
operations yielded land reve-
nue. The legendary commis-
sioner of Kumaon, George
William Trail felt legitimate
pride in doubling the land
revenue from the Kuman
hills. This was also the period
when large tracts in Bengal
(which included Assam) and
Madras presidencies were
cleared for plantations of tea,
coffee, indigo and opium.
However the game chang-
er was the establishment of
railway lines. The first rail-
way line was established in
1853. In less than two dec-
ades, the railway network
grew from 32 km to 7,678 km,
and this required quality
sleepers made by the finest
trees of shorea robusta (Sal).
It was during this period that
Lord Dalhousie (1856) sought
the assistance of a German
officer Dr Dietrich Brandis
to organize the forest re-
sources of India and Bur-
mese territory. Dalhousie’s
successor, Lord Elgin in his
despatch to then Secretary
of State for India, Sir Charles
Wood wrote categorially that
forest should henceforth not
be treated as ‘wasteland’, but
classified as Special State
Domain. In 1863, Brandis
was appointed as the first
Inspector general of Forests,
and he helped draft the For-
estActof 1865,whichthough
amended in 1878 and 1927 set
the ground for the classifica-
tion of Forests into three
categories: Reserved, pro-
tected and village forests.
This led to some conflict
and resentment between
the forest administration and
revenue officials, especially
as in several revenue divi-
sions, as in Kumaon hills,
more than fifty percent area
was placed under forest. Be
that as it may the commercial
gains to be made from for-
estry, and the strategic im-
portance of laying railway
lines made it imperative for
the British Raj to organize
the Imperial Forest service,
and it should be placed on re-
cord that after the ICS, this
was the second All India ser-
vice to be constituted. The
year was 1867, and the first
selection to the Indian Impe-
rial Police were made twen-
ty-six years later – in 1893.
In 1869, FR Desai was the
first Indian to be selected for
the Forest service, and sent
for training to Germany. In
the first two decades, 95 offic-
ers were appointed, but given
the very harsh conditions of
service, and the prevalence
of malaria, the mortality rate
was very high: hence the first
mottos of the service were

will take up the transformation of the Forest department from
a ‘supplier of timber for navy and rakes for railways’to the

the Forest officers acknowledge in addition to protection of
forests and wildlife, they have a silent role in ensuring climate
sustainability, as well in the livelihoods and entrepreneurship
opportunities of those who live within or in close proximity,
besides wildlife protection and reservation.

New Delhi (ANI): Med-
ical professional has
called “Tomato fever” a
misleading colloquial
name for hand, foot and
mouth Disease.
According to Dr Ra-
jeev Jayadevan, co-
chairman of IMA’s Na-
tional task force on
COVID-19 said, “Tomato
fever is a misleading col-
loquial name for hand,
foot and mouth disease.
This is a mild viral ill-
ness commonly affect-
ing young children typi-
cally below age 10. It is
usually caused by a Cox-
sackie virus.”
He further explained,
“It produces red spots
on the skin, and hence
someone called it Toma-
to fever, and the name
became popular. But us-
ing such terms is mis-
leading because many
people mistakenly be-
lieve it comes from to-
matoes.”
“Past few days some
publications started
emerging from Kerela
regarding a new en-
demic disease by the
name of tomato fever.
The community is just
recovering from seri-
ous Covid therefore
very sensitive and re-
ceptive to new endem-
ics. Additionally, this
type of news creates
panic. It’s important to
check facts,” said Dr
Dhiren Gupta, Senior
Consultant, Sir Ganga-
ram hospital.
“It looks like it’s a
form of hand, foot,
mouth disease with ad-
ditional symptoms of
joint pains and high-
grade fever. Anyway
hand foot mouth dis-
ease itself is a syn-
drome which can be
caused by different en-
teroviruses. Symptoms
vary from type of virus,
age group and immu-
nity of the patient. In
general, it’s not life-
threatening in the gen-
eral population,” he
said.

NO PLANS TO IMPORT
WHEAT INTO INDIA
New Delhi (PTI): The gov-
ernment has no plans to
import wheat as it has suf-
ficient stocks to meet the
country’s requirements,
official sources said.
The Food Corporation of
India (FCI) has enough
stock for public distribu-
tion, they added.
“There are no plans to
import wheat into India.
The country has sufficient
stocks to meet our domes-
tic requirements,” a source
said. The comments come
against the backdrop of
some reports which said
India may import the
foodgrain.
India’s wheat production
is projected to have de-
clined nearly 3% to 106.84
million tonnes while the
overall foodgrain produc-
tion is estimated to have
touched record 315.72 mil-
lion tonnes in the 2021-22
crop year.
Wheat production is esti-
mated to have declined due
to a heatwave that resulted
in shrivelled grains in the
northern states of Punjab
and Haryana.
According to the fourth
advance estimate for the
2021-22 crop year released
by the agriculture minis-
try recently, record output
is estimated for rice,
maize, gram, pulses, rape-
seed and mustard, oilseeds
and sugarcane.
A wheat flour millers’
body earlier this month de-
manded that the govern-
ment scrap the 40% import
duty on wheat to boost do-

prices. The federation’s

LIC Mutual Fund aims to enter
big boys’ club in next five years
IN CATCH-UP GAME
Mumbai (PTI): LIC Mu-
tual Fund, having missed
the growth bus in the past
three decades of opera-
tions, is on a catch-up bid
and has set a target of
crossing the `1-lakh-crore-
AUM-mark in the next five
years.
The past few years have
seen the 43-player mutual
fund industry growing at
an exponential pace both in
terms of Assets under
management (AUM) and
number of folios.
The AUM jumped 14%
on-year in June 2022 to
`37.74 lakh crore, while the
number of folios grew to an
all-time high of 13.55 crore.
Biggest player SBI Mu-
tual Fund cemented its po-
sition with 23.7% growth in
AUM at `6.47 lakh crore in
the month under review,
followed by ICICI Pruden-
tial MF at `4.65 lakh crore.
However, LIC Mutual
Fund, all through its
33-plus-years of opera-
tions, first as a joint ven-
ture with Nomura of Ja-
pan, was never in the reck-
oning in terms of AUM
despite being the subsidi-
ary of LIC — the nation’s
largest financial power-
house. But the present
management is changing
that and has unveiled a
five-year growth plan
wherein by FY27, it wants
to be in the `1 lakh-crore-
AUM bracket.
“We’ve chalked out a
five-year growth plan. We
should be growing by 3.5-4x
or at least take our AUM
past the `1-lakh-crore-mark
by FY27 from where we are
now.”
“To begin with, we ex-
pect to grow at least 70%
this fiscal to touch `30,000
crore AUM, aided by new
fund launches and also
partly aided by the forth-
coming merger of the IDBI
AMC with us,” TS Ram-
akrishnan, MD CEO,
said.

death claims was to the tune of
`7,111 crore, which for Q1 of
this year was `5,743 crore, LIC
Chairman M R Kumar said.

Pune: Renuka Dengle,
from a small village in
Pune, was five months
pregnant when a ven-
omous saw-scaled vi-
per snake bit her
while she was work-
ing at a farm a couple
of years ago.
The 24-year-old wom-
an’s relatives took her
to a local exorcist and a
couple of local govern-
ment hospitals but she
could not get proper
treatment.
As Dengle’s condi-
tion worsened, she was
rushed to Vighnahar
Nursing Clinic—run
by a doctor couple who
claim to have so far
saved more than 5,500
snakebite victims—in
Pune’s Narayangaon
town.
As a lot of time has
been wasted, the wom-
an in a bad condition
with swelling all over
her body by the time
she was brought in, Dr
Sadanand Raut, who
and his wife are work-
ing on a “zero snake-
bite death” mission,
recalls.
“We immediately ad-
ministered anti-snake
venom and started
treatment. The woman
responded and she gave
birth to a healthy baby
girl a few months lat-
er,” he said.
“With 58,000 snake-
bite deaths in India
every year, the country
leads in such casual-
ties,” said Dr Raut, who
is also a member of the
World Health Organi-
zation’s (WHO’s) roster
of experts for snake-
bite envenoming.
The doctor had origi-
nally planned to set up
a heart and diabetes
hospital, but changed
his mind after the
death of a girl by
snakebite. “My wife
and I decided to work
on snakebites—an eve-
ryday reality for those
who living in rural
parts,” he said.
As the topic was not
taught at length during
the medical course,
they started research-
ing and took the help of
experts like noted trop-
ical medicine expert Dr
David Warrell and
started treating people
from rural parts of
Junnar tehsil in Pune,
he said.
The initial challenge
was to discourage peo-
ple from visiting exor-
cists and faith healers
as a lot of myths and
misconceptions were
attached to snakebites.
“While making our
hospital equipped with
facilities like ventila-
tors, defibrillators, anti-
snake venom doses and
trained staff to treat pa-
tients, we stressed on
busting myths and dis-
couraged superstitious
methods used in treat-
ing snakebites in rural
areas,” he said.
They have also been
creating awareness
among people that pre-

avoiding snakebite in-
cidents, he added.

Mumbai: Union Minis-
ter for Road Transport
and Highways, Nitin
Gadkari on Sunday
said that we have to
take Indian infra-
structure to world
standards. The Minis-
ter was addressing Na-
tional Conference for
Civil Engineers and
Professionals from Al-
lied Industries, being
organized by Associa-
tion of Consulting
Civil Engineers
(ACCE) in Mumbai.
He said, “I have de-
cided to make Indian
road infrastructure,
even in Bihar and Uttar
Pradesh, up to the road
infrastructure stand-
ards of USA, before end
of 2024.”
“In Indian infrastruc-
ture, there is huge po-
tential for road con-
struction, river connec-
tivity, solid and liquid
waste management,
parking plaza, irriga-
tion, busports, rope-
ways and cable car pro-
jects,” he added.
Speaking about vari-
ous ongoing projects of
the Ministry of Road,
Transport and High-
way Gadkari said, “We
are making 26 Green
Express Highways and
Logistics parks of Rs2
lakh crore. At the same
time, we have many in-
novative ideas by which
we can develop infra-
structure further.”
Union Transport
Minister further said
that the future of Indi-
an infrastructure sec-
tor is very bright. The
Minister underlined
the role of civil engi-
neers and said it is very
important for job crea-
tion and for growth.
Pitching his idea of
using greener alterna-
tives in road construc-
tion, Union Transport
minister said: “You
should find alternatives
to cement and other raw
materials. Glass fibre
steel can be used in
place of steel. If there is
competition, cost will
come down and become
reasonable.”
Propagating the idea
of use of alternative fu-
els, Gadkari said Green
hydrogen is future fuel.
He said hydrogen can
be made from petrole-
um, coal and biomass,
organic waste and sew-
age water. He further
said, “My dream is to
make green hydrogen
available at Rs1/kg
which can be used in
aviation, railway, bus,
truck, chemical and fer-
tilizer industry instead
of coal and petroleum.”
We need to accept good technology, research, innovation and
successful practices from across the world and from within
India. We should use alternative materials to reduce cost
without compromising on quality. Time is the most important aspect
in construction, it is the biggest asset. —Nitin Gadkari, Union Minister

  • 1. ‘Adventure sport tag to Dahi Handi will bring int’l fame’ Mumbai (PTI): Minis- ter Uday Samant on Sunday said giving ‘Dahi Handi’ the status of an adventure sport will bring fame to the country at the interna- tional level. Samant, a rebel Shiv Sena leader from the Eknath Shinde camp, slammed the Opposi- tion for misguiding peo- ple about the decision by claiming that the move will cause aspir- ants to lose the opportu- nity to land a govern- ment job. Chief Minister Eknath Shinde has ac- corded the adventure sport tag to ‘Dahi Han- di’, which will allow young participants (called govindas) to ap- ply for government jobs under the sports quota. Samant further said that the Opposition was trying hard to criticize the Shinde govern- ment’s announcement. They are misguiding people by claiming that aspirants will lose the opportunity to land a government job. The government Turn to P6 A govinda, atop a human pyramid, wears a PPE kit to attend a Dahi Handi event on Janmashtami, in Navi Mumbai on Friday. —PTI Ahead of SC hearing, Uddhav says full faith in the judiciary First India Bureau Mumbai: Shiv Sena president Uddhav Thackeray on Sunday told party workers that he had complete faith in the judicial system and he would look forward to the crucial hearing in the Supreme Court on Monday . Chief Justice of In- dia NV Ramana is scheduled to hear six different petitions per- taining to the legitima- cy of the two Sena fac- tions, and will decide if the matter merits refer- ral to the Constitution bench. The CJI was scheduled to hear the matter on August 08, but the hearing was postponed to August 12, and then again to Au- gust 22. Addressing a group of Sena activists, Thackeray on Sunday said, “Several Shiv Sena functionaries and party workers are sub- mitting sworn affida- vits. Now you have also submitted. I consider this as the first step to- wards victory . I want to tell you that whatever happens in the Su- preme Court, let it be. I have faith in the judi- cial system. Besides, the people’s sentiments are with us. People are just waiting for mid- term elections so that these ‘gaddars’ can be taught a lesson. But, they don’t have the courage to face elections.” Both factions of the Shiv Sena have asked loyalists to submit sworn affi- d a v i t s s t a t i n g t h e i r support. These affida- vits are likely to be used when the Election Commission asks them to show their member- ship strength and sup- port. After Monday’s hearing in the S u p r e m e Court, the State Elec- tion Com- mission is also sched- uled to h e a r the matter on Tuesday. The Thackeray-led fac- tion had sought four weeks of time to sub- mit its say, but SEC only gave them two weeks. Thackeray is also scheduled to begin his Maha Prabhodhan Yatra after the Ganesh festival (Aug 31-Sept 09) is over. While the party is yet to declare a for- mal schedule, Uddhav is likely to flag off the yatra with a rally in Chief Minister Eknath Shinde’s constituency of Thane, and end with another rally at Bindu Chowk in Kolhapur. Shiv Sena’s senior leaders and Aaditya Thackeray are likely to address rallies in other Lok Sabha constituen- cies. In the first local body polls of 271 gram pan- chayats, the Shinde fac- tion won 40 seats com- pared to Shiv Sena’s 25- odd. The group would like to show its perfor- mance in the elections to other local bodies in- cluding the 14 munici- pal corporations. In sev- eral corporations espe- cially in the Mumbai Metropolitan Region, Shiv Sena councillors have en masse switched loyalties to Eknath Shinde camp. FINGERS CROSSED The Thackeray faction will be hoping that CJI Ra- mana gives a ruling at least on the disqualification of MLAs before he retires on August 26, and Justice UU Lalit—who is also from Maharashtra--takes over as Chief Justice from August 27. The Shinde faction, on the other hand, would prefer the courts to take their time, as this would mean the Maha Yuti gov- ernment stays in power while the court decides. Shiv Sena president also dared rebel MLAs to face mid-term polls Recognizing Dahi Handi as an adventure sport will bring world fame to India. It will not impact students who try hard to crack the Maharashtra Public Service Commission exam every year. —-Uday Samant, Maha industries minister GOVT DENIES REPORTS ON WHEAT IMPORT New Delhi: India has enough wheat to feed its people, the government said on Sunday, refuting a Bloomberg report that said production cuts and rising prices worsened by a heatwave may force it to consider grain imports. In the meantime the Congress has suffered one jolt after another with Ghulam Nabi Azad and Anand Sharma resign- ing from posts chairman from their respective campaign com- mittees. In his resignation letter Sharma said that he felt left out from decision-making which hurt his self-respect. Azad re- signed purportedly on health grounds but the real reason was his dissatisfaction over Sonia Gandhi’s choice of president for the party’s Kashmir unit. Both Azad and Sharma, like Kapil Sibal, were part of the G-23 which was demanding that a non-Gandhi should helm the party. Other prominent leaders who left the party in the recent past included Hardik Patel, RPN Singh, Sunil Jakhar and Ashwani Kumar. Yet, it noncha- lantly keeps taking these blows. Why, only the Gandhis know. TOP TWEETS T rom intending to export one crore tonnes of wheat in 2022-23 to take advantage of the crisis arising out of the Rus- sia-Ukraine war, India is now looking at the prospect of having to import wheat. The dramatic change happened between April, when India spoke of “feeding the world”, and August when heat waves ravaged the crop. India was looking to fill in for Ukraine, one of the world’s biggest wheat exporters, based on its reserves and prospects of a bumper crop. With the Ukraine war disrupting the supply chain, several coun- tries looked towards India, which supplies only 1 per- cent globally, for their wheat requirements. However, in May the government banned wheat export to keep the ris- ing prices of the commodity in check, but kept a small window open to honour sup- plies promised on May 13 and earlier. Not only has the extreme weather condition hit the crop production, but the country’s wheat stock in the Central pool at the beginning of August was reported to be 26.6 million tonnes, its lowest since August 2008. A CMIE report attributed the “decline in stock to a more than 56 per- cent drop in procurement”. Wheat inflation is already at 12 percent and the domestic consumerisfeelingthepinch. The government may thus have to look at the import op- tion along with a cut in im- port duty to ease the situation in the domestic market. The end of the Ukraine conflict is not in sight. Sup- ply chains remain disrupted and the wheat stock has de- clined drastically . These will make efforts to keep inflation within reasonable limits difficult. STARING AT WHEAT SHORTAGE THE END OF THE UKRAINE CONFLICT IS NOT IN SIGHT. SUPPLY CHAINS REMAIN DISRUPTED AND THE WHEAT STOCK HAS DECLINED DRASTICALLY. THESE WILL MAKE EFFORTS TO KEEP INFLATION WITHIN REASONABLE LIMITS DIFFICULT F y the late eighteenth century , England had lost all her for- ests to the Industrial revolu- tion: as such the demand for timber for the Royal Armada and the commercial ships drew the colonial gaze to the forests of India and Burma. Asearlyas1806,theEastIndia Company set up a ‘forest de- partment’ and created create a monopoly over teak from the Malabar coast for ship building activities. Over the next three decades, the EIC reserved forests of rosewood, ebony and sandalwood for their ‘exclusive ‘use. However in other parts of the country , especially in Central and North India, forests were treated as wasteland which didnotyieldanyrevenue, and Commissioners and Collec- tors encouraged the cutting of trees to bring land under the plough, for agriculture operations yielded land reve- nue. The legendary commis- sioner of Kumaon, George William Trail felt legitimate pride in doubling the land revenue from the Kuman hills. This was also the period when large tracts in Bengal (which included Assam) and Madras presidencies were cleared for plantations of tea, coffee, indigo and opium. However the game chang- er was the establishment of railway lines. The first rail- way line was established in 1853. In less than two dec- ades, the railway network grew from 32 km to 7,678 km, and this required quality sleepers made by the finest trees of shorea robusta (Sal). It was during this period that Lord Dalhousie (1856) sought the assistance of a German officer Dr Dietrich Brandis to organize the forest re- sources of India and Bur- mese territory. Dalhousie’s successor, Lord Elgin in his despatch to then Secretary of State for India, Sir Charles Wood wrote categorially that forest should henceforth not be treated as ‘wasteland’, but classified as Special State Domain. In 1863, Brandis was appointed as the first Inspector general of Forests, and he helped draft the For- estActof 1865,whichthough amended in 1878 and 1927 set the ground for the classifica- tion of Forests into three categories: Reserved, pro- tected and village forests. This led to some conflict and resentment between the forest administration and revenue officials, especially as in several revenue divi- sions, as in Kumaon hills, more than fifty percent area was placed under forest. Be that as it may the commercial gains to be made from for- estry, and the strategic im- portance of laying railway lines made it imperative for the British Raj to organize the Imperial Forest service, and it should be placed on re- cord that after the ICS, this was the second All India ser- vice to be constituted. The year was 1867, and the first selection to the Indian Impe- rial Police were made twen- ty-six years later – in 1893. In 1869, FR Desai was the first Indian to be selected for the Forest service, and sent for training to Germany. In the first two decades, 95 offic- ers were appointed, but given the very harsh conditions of service, and the prevalence of malaria, the mortality rate was very high: hence the first mottos of the service were Meloria Speramus. The AUM jumped 14% on-year in June 2022 to `37.74 lakh crore, while the number of folios grew to an all-time high of 13.55 crore. Biggest player SBI Mu- tual Fund cemented its po- sition with 23.7% growth in AUM at `6.47 lakh crore in the month under review, followed by ICICI Pruden- tial MF at `4.65 lakh crore.
