Lucknow: The cooper-
ative sector is in the
sights of the BJP, now
that it has secured a
huge majority in both
the Houses of the UP
legislature. This sector
has been under the
strong grip of the Saifai
clan, especially the
family of Shivpal Singh
Yadav, for many dec-
ades. But now the strat-
egy of the saffron camp
is to completely elimi-
nate the Shivpal camp’s
influence on coopera-
tives, and it is evidently
paying off.
Notably, the coopera-
tive movement started
gaining momentum in
UP from the ’70s. The
cooperative sector con-
tributed a lot in
strengthening the hold
of the Samajwadi Party
in the state. In fact, in
the year 1977, Mulayam
Singh Yadav became
the cooperative minis-
ter for the first time and
since then the coopera-
tives in the state were
dominated by his sup-

BJP’s plan to grab the cooperative
sector from the Saifai family is
heading towards success
The Uttar Pradesh Cooperative Federation (PCF)
was aimed at serving the masses in general and the
farmers in particular through procurement of their agricul-
tural produce and its marketing. Its board consists of 14
directors which include candidates from General Category,
Women, SC/ST, and OBC. There are 7,500 cooperative so-
cieties in the state, which have around one crore members.
RSS-affiliated Sahakar Bharati members have
won eleven of the 14 PCF board seats unopposed.
The winners are Ramashankar Jaiswal from Gorakh-
pur, Anand Kishore from Kanpur, Anurag Pandey from
Aligarh, Rakesh Gupta from Bareilly, Amar Nath Yadav
from Prayagraj, Valmiki Tripathi from Ballia, Purushot-
tam Pandey from Jhansi, Kunwar Pal from Meerut,
Vishram Singh from Lucknow, Ram Bahadur Singh from
Moradabad, and Ramesh from Moradabad.

development is to make
villages convenient. For

The expedition, a

journey, saw a huge
turnout gathered to see
off the Expedition
Team. This excursion
to Ladakh is self-Driven
by Wheelchair Users/
Divyangjans them-
selves. The Cars driven
by the Wheelchair Us-
ers/Divyangjans are
modified for use by Dis-
abled Users (Lower
Body Paralysed).
On this occassion

said, “Drive With Abili-
ty is the campaign start-

world that Divyangjan

Aditya has been
occupying the post of
chairman of UP Co-
operative Federation
(PCF) for a long time.
The term of the
PCF board ended in
December last year,
but hearing the peti-
tion filed by Aditya
Yadav, the High
Court issued an or-
der to retain him as
the chairman till the
elections were over.
But now he is on
the verge of losing
his post. Failure to
enroll as a member
of the Managing
Committee will re-
sult in termination
of his membership,
as it is a mandatory
condition to be a
member to become
the Chairman and
Deputy Chairman.
Now, the elections
of the board of PCF
are going on. For
these elections, top
officials of the state
BJP devised a perfect
plan: the responsibil-
ity of implementing
which is of State Co-
operative Minister
JPS Rathore.
Till now, eleven seats
of the fourteen-mem-
ber PCF board have
been grabbed by co-
operatives owing al-
legiance to the saf-
fron camp.
The elections of
Chairman and
Vice-Chairman will
be held on 14th June.
Political observers
insist that till the
previous govern-

that the prosperity of
the state is directly pro-
portional to the pros-
perity of the farmers,
the Yogi Adityanath
government has
chalked out a plan for
benefitting the farmers
at grassroot level.
In order to provide re-
lief to farmers engaged
in horticulture, the Yogi
government has pro-
posed Rs 100 crore for
Bhamashah Price Sta-
bility Fund in order to
guarantee the mini-
mum price of potato,
onion and tomato to the
farmers.
Under this scheme,
the government will
create Bhamashah
Price Stability Fund,
which will ensure the
minimumsupportprice
of potatoes, onions, and
tomatoes.
Even in its manifesto
-- “Lok Kalyan Sankalp
Patra 2022” –the BJP
had promised to create
a “Bhamashah Bhav
Sthirta Kosh” (price
stability fund) to ensure
minimum price for all
the major crops like po-
tato, tomato, and onion.
Its direct benefit
will be given to those
farmers who were fac-
ing difficulties due to
the negligence of the
previous governments
before 2017.

ty proposals worth Rs
4,344 crores are expect-
ed to take shape in dif-
ferent districts in next
few years.
This does not include
construction of struc-
tures for other sectors
such as warehousing,

tres, supporting infra-
structure for industries
such as power substa-
tions etc, hotels and
hospitals.

proposals presented in

Adani, Kumar Manga-

shows that investors
not only from India but
from many parts of the
world are keen to invest
in UP.
The presence of M.A.
Yusuf Ali, chairman of
the Lulu Group Interna-
tional, at the GBC was
significant as it indicat-
ed the presence of glob-
al retail industry giants
in UP.
It has largely been
possible because of the
support given by the
Prime Minister to UP,
and because of the push
given by CM Yogi.
THREE PROJECTS
IN LUCKNOW
Also in Lucknow,
there are three
projects by ANS
Developers Private
Limited. The first
is named Valencia
County with an
investment amount
of Rs 405 crores,
It is expected to be
commissioned by
January 2025, pro-
viding 800 jobs. The
second is Belvedere
Suites at a cost of
Rs 400 crores and is
likely to be commis-
sioned by January
2025. It is expected
to create 300 jobs.
The third, named
Whispering Woods,
coming up at a cost
of Rs 325 crores, is
likely to be commis-
sioned by December.
UP’S PROMINENT
INVESTING PARTIES
Prominent among the
proposals is that from
One97 Communica-
tions (PayTM) which
proposes to set up a
commercial office space
in Noida, which would
include ample retail
space on ground floor.
The proposed invest-
ment is to the tune of
Rs 504 crore and it is
expected to generate
8,000 jobs. It is ex-
pected to be completed
and commissioned by
July 2024.Among other
housing and commer-
cial property projects is
the Aissphra Lifespaces
(Palm Emporio) project
in Gorakhpur investing
Rs 250 crore, expected
commissioning date be-
ing January 2025 with
employment generation
for 400 individuals.

cap during a roadshow
in Gujarat in March, all
BJP leaders were seen
wearing similar caps
during the party’s foun-
dation day celebrations
in April.
Uttar Pradesh, which
is fresh out of Assem-
bly elections, has been
quick to catch in on the
trend. BJP MLAs were
recently seen sporting
saffron caps instead of
the usual saffron ‘gam-
chhas’.
According to party
sources, the sleekly de-
signed cap is said to
have been reviewed
multiple times before
being approved.
The fashionable cap
has a thin embroidery
on it along with a plas-
tic ‘Lotus’ pinned on it,
marking the party’s
election symbol.
Sources said the party
has asked all its parlia-
mentarians and senior
leaders to wear the cap
in public. The saffron-
coloured headgear is
expected to become the
identity of BJP workers
in the coming days.
Caps became a talking
point during the recent
Assembly elections
when BJP leaders tar-
geted the red caps worn
by Samajwadi Party
leaders and said during
election meetings that
‘red meant danger’.
SP’s reaction was
marked by a sense of
vengeance and its lead-
ers, particularly Akh-
ilesh Yadav, started
wearing the trademark
red cap at every event.
Seeing the surge of saf-
fron and red in political
functions, other party
leaders also started
wearing their party col-
ours on their heads.
Congress leaders now
wear white caps in the
Assembly and in public
functions, while
Suheldev Bhartiya Sa-
maj Party (SBSP) MLAs
can be seen sporting
yellow caps.
BSP leaders have
their deep blue caps
while Apna Dal leaders
wear blue and red caps.

hoods, the Uttar
Pradesh government
has decided to establish
150 Hi-Tech Nurseries
(which will be based on
Israeli technology) un-
der the MGNREGA
scheme.
The operation of
these Hi-Tech Nurser-
ies will be done by the
women of Self Help
Groups formed under
the Uttar Pradesh
State Rural Livelihood
Mission.
Under the scheme to
be initiated by the Yogi
Adityanath govern-
ment, 2 Hi-Tech Nurser-
ies is being developed in
each district to grow
fruits like plum, pome-
granate, jackfruit, lem-
on, mango, guava, mor-
inga, dragon-fruit etc.
and several vegetables
as per the demands
based on the local geo-
graphical conditions
and surrounding areas.
It is to be noted that
the Indo-Israel Centre
for Excellence has been
established in Basti and
Kannauj for fruits and
vegetables respectively,
so that farmers can get
quality seedlings

Lucknow: DeputyCM Keshav Prasad Maurya on
Sunday said the Congress is making an “unsuccess-
ful attempt” to politicise the National Herald case.
“Corruption is the national character of the Congress,”
Maurya told reporters here. Maurya alleged that the
Congress leaders have started meddling with the coun-
try’s “peace” and “identity” after the ED unveiled their
wrongdoing. The Congress leaders should know that
Modi government at the Centre won’t allow anyone to

Cases have been reg-
istered in Uttar
Pradesh, Delhi, Maha-
rashtra and other states
where people held mas-
sive protests after Fri-
day prayers demanding
the arrest of former
BJP spokespersons
Sharma and Naveen
Kumar Jindal.
Speaking to reporters
here, Information and
Broadcasting minister
said, “There is no place
for violence in a democ-
racy
. Everybody should
get an opportunity to
put his point of view in
a democracy
. And when
the problems can be re-
solved through talks,
then there is no place for
stone-pelting, arson and
unruly behaviour.”
Leaders or organisa-
tions should not add fuel
to the fire, he stressed.
The Union minister
said law and order is a
state subject and in or-
der to maintain it, they
should take strict possi-
ble action against the
rioters.
He claimed violent
protests are being delib-
erately planned to viti-
ate the atmosphere in
the state and in the

demic, as compared to

Mahotsav, we should develop a culture of sports
and fitness in India. He said government is trying

at Hazratganj, Lucknow. Later he participated
in a function of NYK and SAI at KD Singh Babu
stadium Lucknow. Emphasising on the necessity
of cleanliness Thakur said on the occasion that the
cleanliness drive launched by NDA government

the electricity consum-
ers. He said all the con-
sumers should pay their
bills on time.
Due to non-payment
of bills regularly, the
amount due to the con-
sumers increases and
theyareunabletopay

order to give relief to
consumers, the Energy
Departmenthasdecided
to delay the distribution
of all electric load of do-
mestic (LMV-1) and pri-
vate tube wells (LMV-5)
and commercial (MMV-
2) categories of consum-
ers of 05 kW electric
load in urban and rural
areas. He said One-time
settlement scheme
(OTS) with 100% waiver
of surcharge (interest) /
surcharge was imple-
mented on June 1, 2022.
This scheme will be
applicable till June 30,
2022. Under the scheme,
consumers now had 18
days left to take advan-
tage of the discount on
their dues.
The Energy Minister
said so far, 7.19 lakh peo-
ple took advantage of
the one-time settlement
scheme and deposited
Rs 432 crore as the first
installment. This had
given them relief of Rs
110 crore on their inter-
est exemption. He said
that there were about
2.75 crore defaulting
consumers, who could
pay their outstanding
bills by taking advan-
tage of this scheme. He
said under the scheme
the department was ex-
pected to get the out-
standing revenue of Rs
35,000 crore.
Under the scheme fa-
cility had been provid-
ed to the defaulting con-
sumers to deposit their
dues in monthly install-
ments along with the
bills of the coming
months.
He said consumers
with arrears amounting
to over Rs one lakh will
get the facility to deposit
the amount in maxi-
mum 12 installments
whileforthosewhohave
outstanding amount up
to Rs 1 lakh, in six in-
stallments. He said the
disconnected connec-
tion of the consumers
would also be reconnect-
ed as soon as the first
installment was paid by
joining this scheme.

that is more or less acceptable
to the key stakeholders. In
fact, the clash between legisla-
tiveintent,judicialinterpreta-
tion and the ground level is-
sues which administrators
havetofaceisperhapsinevita-
ble.Thisinevitabilityperhaps
explains the title of Gur-
charan Das’s book ‘The Diffi-
culty of Bring Good’ – for if
beinggoodwaseasy
,mostpeo-
ple would prefer to do so, and
the world would neither need
the state, not Raj Dharma!
In the Indian context , there
are three additional points
which add to the complexity :
we have a carefully crafted
compromisebetweentheFun-
damental Rights and the Di-
rective Principles of State
Policy , contradictions be-
tween rights of individuals as
citizens of India  rights
which emanate from their
membership of a community
– SC/ST/OBC/Minority com-
munity , and last but not the
least ,a very wide disparity in
the economic, social, cultural,
intellectual endowments with
which people are born .
Overtime,manyof theseis-
sues are resolved, but newer
ones emerge for we live in a
world in which the expecta-
tions of stakeholders will al-
ways exceed the capacity of
the state to fulfil them. When
the state expands its capacity
,
it extends its powers, includ-
ing those of coercion. The
very first amendment to the
Constitution saw the dilution
of theRighttoFreedomof Ex-
pression,aswellasof theFun-
damental Right to Property
and endorsement of sedition
laws. In fact, without the first
amendment, the abolition of
Zamindari would have been
rendered difficult, if not im-
possible. The main argument
proffered by the state was that
addressing issues of hunger
and employment took prece-
dence over any other Right
enshrinedintheConstitution.
Over the years, there was a
political consensus on land
reforms as well the need to
strengthen the PDS and some
kind of an employment guar-
antee, and finally in the first
decade of this century
, the
Right to Work and the Right to
Food were adopted in a rare
showof bipartisanconsensus.
As things stand today
, The Na-
tional Food security Act cov-
ers nearly seventy percent of
thepopulationandofferscere-
als, pulses, oil, and sugar at
affordable rates. PDS outlets
across the country as well as
welfare schemes like Mid-day
meal and ICDS centres for ex-
pectant and lactating mothers
have addressed the issue of
hunger and absolute depriva-
tion. Besides,theMGNREGA,
has ensured that the landless
and the marginal farmers
haveatleastahundreddaysof
employment in a year. Be-
tween these two rights, the is-
sue of Roti (basic food) has
been resolved.
In the hierarchy of basic
needs, next to Roti is Kapda –
clothing. Till three decades
ago, many state governments
ran the ‘dhoti- saree scheme’
to provide two sets of clothes
to the BPL families before the
festival season. To the best of
my knowledge this has been
discontinued in all states, for
the‘market’hasaddressedthe
needs of all segments of soci-
ety
, including those at the Bot-
tomof thePyramid(BoP).The
expansionof thetextileindus-
try
, coupled with availability
of recycled clothes, rejects
from brands and export sur-
pluses have ensured that al-
most everyone in the country
– from the workers at con-
struction sites to nursing as-
sistants – have access to
clothes as well as footwear.
Thus, we have the interest-
ing proposition under which
thestateensuredRoti,andthe
markets provided Kapda.
Working in tandem they have
also been able to address the
issue of Bijli(power), Sadak
(roads) and Paani(water).
While the state has offered
subsidy for the consumption
of some basic units of water
and electricity to very house-
hold, the tolling at the high-
ways has generated resources
fortheroadbuildingprogram.
However, with respect to a
roof over every head - neither
the state, nor the market has
a grip over the situation. This
is further complicated by the
fact that the judiciary is giv-
ing two sets of instructions.
While on the one hand some
High Courts have directed
the district administration
and municipal authorities to
remove all encroachments
and report compliance to the
court:TheSChasheldinCha-
meli Devi versus the state of
UP that the right to shelter is
a fundamental right available
to every citizen and it was
read into Article 21 of Funda-
mental Rights and Article 39
of Directive Principles of
State Policy of Constitution
of India as encompassing
within its ambit, the right to
shelter to make the right to
life more meaningful.
Isitnotcommonknowledge
that an overwhelming major-
ity of those who live in the
most precarious conditions in
Malin Bastis or JJ clusters be-
long to the BoP
, and do not
havethewherewithaltoowna
roof over their head? The liv-
ing conditions in the slums –
whether authorised or unau-
thorised – are not such that if
a person can afford to, she will
not move out. Is it not obvious
that the land on which their
dwelling unit is built is an en-
croachment? If this be case,
then threat of removal actu-
ally makes the occupants of
these unauthorised colonies
‘electoral fodder’ for parties?
As the occupation is not legal,
the threat of eviction, coupled
with prospects of regularisa-
tion keep voters in a state of
permanent dependency
.

political parties , cutting
across party lines evolve a
consensus on the Right to
Shelter will we be able to
move ahead and find
innovative financial, legal
and technology packages to
address the issue .After all , if
we harbour the ambition of
emerging as a global power
with a five trillion-dollar
economy by 2025, and forty
trillion by 2047 , we will
have to factor in the
burgeoning need and
demand for ecologically
sustainable, financially
stable, culturally enriching
habitations in which
children and women have
amenities to ensure their
development as per the SDGs
to which India is a
signatory.

eswaran citing the IMF
forecast that the Indian
economy would cross
USD 5 trillion by 2026-27,
senior Congress leader

USD 5 trillion GDP ap-
pears to be a case of

the original target year
was 2023-24.
Speaking at the fi-
nance ministry’s iconic
week celebrations of
’Azadi ka Amrit Mahot-
sav’, Nageswaran had
said last week that IMF
has forecast the Indian
economy to cross USD 5
trillion by 2026-27. In-
dia’s GDP in dollar
terms has already
crossed USD 3 trillion.
Reacting to the remarks,
Chidambaram said the
”goal of a USD 5 trillion
GDPappearstobeacase
of ’shifting goalposts’”.
The original target

EVMs are not designed for the
voting system of Prez election
The EVM is an aggregator of votes and under the system of proportional representation

dered why electronic
voting machines, used
in four LS elections and
127 assembly polls since
2004, are not deployed
in polls to elect the Pres-
ident and VP of India.
The EVMs are based
on a technology where
they work as an aggre-
gator of votes in direct
elections such as the LS
and state assemblies.
Voters press the button
against the name of the
candidate of their
choice and the one who
bags the maximum
number of votes is de-
clared elected. But the
election of the Presi-
dent is held in accord-
ance with the system of
proportional represen-
tation by means of sin-
gle transferable vote.
The EVMs, officials ex-
plained, are not de-
signed to register this
system of voting. The
EVM is an aggregator
of votes and under the
system of proportional
representation. In other
words, a different type
of EVM would be need.
Subsequently, in 1989,
Parliament amended
the Representation of
the People Act, 1951.

vaccines appear to be safe for patients treated
for hypothyroidism, say researchers. The
study, to be presented at ENDO 2022, found
that these vaccines do not cause significant
fluctuations in thyroid function and are not
associated with increased risks of emergency
department visits or unscheduled hospitalisa-
tions. No previous studies have looked at any
possible relationship between COVID-19 vac-
cines and unstable thyroid function control
among patients receiving thyroid hormone
replacement for hypothyroidism, said lead

CONSTRUCTION
Under the First Corridor of
Kanpur Metro Rail Project
(IIT-Kanpur to Naubasta), the
first Tunnel Boring Machine
(TBM) segment was lowered
today in the launching shaft
constructed at Bada Chauraha.
The segment was lowered after
Pooja ceremony at construction
site in the presence of senior
officials of UPMRC and
contracting agency. UPMRC is
trying to start the construction of
the tunnel till the end of this
month or in the first week of the
next month. The TBM selected
for the tunnelling is a state-of-
the-art machine designed for the
geological condition of Kanpur.
The process of lowering of TBM
has commenced today with
lowering of Middle shield
weighing120 tonne with the help
of 400 tonne and 250 tonne
heavy crawler cranes. This shield
was placed on the cradle inside
the shaft. After this Front shield,
Tail shield and Cutter head of the
machine will also be lowered
inside the rectangular shaft
which has a length of about 21
meters, width of about 24 meters
and a depth of about 17.5
meters. All these segments will
be then aligned in the shaft and
mechanical components and
wires will be connected to
complete the machine. The
casting of precast concrete rings
for the tunnel is going on since
October 2021. Two TBM
machines will be launched from
the launching shaft at Bada
Chauraha, which will construct
the tunnels in the direction of
Nayaganj. Extensive
instrumentation will be done
throughout the underground
stretch and continuous online
and real time monitoring will be
done by a team of dedicated
experts to ensure safety during
TBM operation. The state of the
art on board computerized tunnel
guidance system will be provided
in TBMs to ensure that the
tunnelling is done as per the
designed alignment to the
highest level of accuracy. TBM
shall be retrieved at Phoolbagh-
Nayaganj station after building
tunnel of 990m. The tunnel
between Bada Churaha and
Phoolbagh-Nayaganj metro
stations shall be completed in
approximately six months. After
the retrieval both machines will
be re-launched from the shaft to
be built at Chunniganj and the
tunnels will be constructed
through Naveen Market up to
Bada Chauraha.

Ayoung entrepreneur was found
dead in his vehicle in the
Indirapuram area. Police sources
here said that Shivam Sharma
was shot dead and his dead body
was found in his vehicle. The
police and forensic team initiated
an investigation and the body was
sent for post-mortem. Shivam
was the owner of a mobile phone
showroom in the Kanawani area.
Investigations revealed that
Shivam had received a call late on
Saturday night and then he left to
meet someone. Also, fire marks
were not found in the vehicle
which indicates that Shivam was
shot three times somewhere else
and put in his car later. Police
were searching for call details of
the deceased and CCTV cameras
in the area are also being
searched. Police said that the
initial investigation indicated that
someone known to Shivam could
be involved in the murder and
also claimed that the culprits will
be arrested soon.

Threat to bomb Ayodhya court

Ayodhya: A threat let-
ter was received in the
District Judge’s Court
through a registered
post in which it men-
tioned to explode the
local court with
bombs. Police have reg-
istered a case against
an unidentified person
in the matter and the
probe is underway
.
The letter was sent
with the name of
Rashid, a resident of the
Purakalandar area in
Daulatpur but after in-
vestigation, it was found
that some miscreant
used his name to frame
him. Security of local
court was enhanced af-
ter the threat letter re-
ceived. The name of
Rashid was used in the
threat letter while the
investigation revealed
that this minor kid had
no knowledge of such a
letter. An earlier bomb
threat was received to
explode important tem-
ples including the Ram
temple with a series of
bomb blast.
Security was en-
hancedafterathreatcall
was received on emer-
gency number 112. Po-
lice had traced the mis-
creants in Gujrat and it
was revealed that mis-
creants were trying to
create chaos in the holy
city
. Police still took the
matter seriously and
strict vigilance was put
near the sensitive areas.

18-YEAR-OLD GIRL MURDERED, BODY

18-year-old girl was
murdered and her body
chopped off before be-
ing dumped in a sugar-
cane field here, police
said on Sunday. Police
have arrested in this
connection a man, iden-
tified as Santosh Ver-
ma, who is in his late
20s. The woman’s family
members have alleged
rape before murder, po-
lice said. The girl had
gone missing on June 6
and her family was in-
formed on Saturday
that her body was found
in the sugarcane field in
a decomposed condi-
tion. Her father identi-
fied her from slippers
and clothes. The girl’s
family claimed that acid
was poured on the body
to hide her identity

perintendent of Police

said the accused has
been arrested. The body
has been sent for a
post-mortem examina-
tion, he said.
Kanpur violence well-planned conspiracy: VHP
Haridwar (PTI): The
Vishwa Hindu Parish-
ad on Sunday ex-
pressed concern over
the Kanpur violence
last Friday and de-
scribed it as a “well-
planned conspiracy”.
VHP General Secre-
tary Milind Parande
after the conclusion of
the organisation’s two-
day meeting here said
the government, po-
lice and society are
fully capable of re-
sponding to it. Seers at
the meeting expressed
resentment against
the violence and called
it a “well-planned con-
spiracy”, Parande

in Jalaun.” Of the 13

Police Force and dog
squad to hunt for his
stolen pack of buffalos.
More recently a BJP
MLA in Karnataka re-
portedly apologized, af-
ter video proof surfaced
of his daughter arguing
and reprimanding a po-
lice officer after she al-
legedly cut a red light.
The bizarre incident
has since, gone viral on
several social media
platforms.

the wake of the ongoing
protest following con-
troversial remarks on
Prophet Muhammad by
suspended BJP leader
Nupur Sharma, Uttar
Pradesh Minister of
Minority Affairs Dan-
ish Azad on Sunday
said that the party’s ac-
tion clarified that re-
specting all religions is
its priority and also
urged people to main-
tain law and order.
Speaking to ANI,
Danish Azad said, “Our
party and our govern-
ment believe in unity
and respect of all reli-
gions. They are going to
work together with all
parties. We believe in
‘Sabka Saath, Sabka
Vikaas’. Whatever was
said, our party took a
stand and clarified that
respecting all religions
is our priority. We all
should also cooperate
in maintaining law and
order.”
According to him, the
way the party took ac-
tion against the contro-
versy, and gave out a
loud message that the
party believes in devel-
opment and any at-
tempt to divide people
will not be tolerated. “It
is our responsibility to
ensure law and order
are maintained. If there
is any issue, we should
present it in a matured
manner and take our
country forward.”
“Our party took stock
of the situation and
cleared that we respect
all religions and it is
also our duty that we all
maintain peace and law
and order. We should
talk about peace. If
there is any problem,
then sit together and
solve them”, he added.

er challenging an order

Judge, Mahoba sum-
moning the accused un-
der section 319 crpc in
connection with an of-
fence of culpable homi-
cide not amounting to
murder (punishable un-
der Section 304 IPC)
The court said that
once the Magistrate
finds that there is suffi-
cient material available
on record before it to
summon a person in the
trial which is proposed
to be undertaken, then
the powers u/s 319
Cr.P.C. are to be used.
“The stage which is
contemplated under
section 319 Cr.P.C. 1973
is a stage before the con-
clusion of the trial and
thus, only one conclu-
sion can be drawn that
the Magistrate must be
prima facie of the opin-
ion that there are suffi-
cient material and
cause for summoning
the culprit who is either
not named in the FIR or
if named”, the High
Court mentioned.

vidha Kendra’ in Barsa-
na area here, police said

lice, the incident took

Singh has been ar-

for attempting to kill
the woman and her
brother, and for molest-
ing her, police said.
In all, 10 people have
been booked in connec-
tion with the incident,
police said.
On Saturday
, Ranveer
Singh came to the Jan
Suvidha Kendra’ (a
public facilities centre),
and started ransacking
the woman’s shop, po-
lice said. When she and
her brother resisted,
they were thrashed
with sticks, causing
them to bleed, they said.
Subsequently

of the incident was cir-
culated on social media,
prompting Samajwadi
Party leader Pradeep
Chaudhary to demand
an action in the matter.
When contacted,
BJP’s district president
Madhu Sharma said
Ranveer Singh is the
head of the party’s
Nandgaon mandal, and
that the incident had
taken place over a prop-
erty dispute.
“A three-member
committee headed by
the general secretary of
BJP’s district has been
formed, and it will sub-
mit its report in 15 days.
After the submission of
the report, action will
be taken accordingly,”

day in Bhadohi district on charges of inciting

of Police Dr Anil Kumar, one Chaudhary Azhar,
a resident of Suryawa Police Station area, had
made some caste-specific posts on Facebook
against Nupur Sharma after some people took
out a procession in her
support on Saturday.
Durgesh Singh, the
second accused, from
Kotwali area, had also

same site hurting the
religious sentiments of
a particular community, he said.
The SP said that police took note of the posts
made by the two men and booked them under

social media and maintain peace, warning them
of strict legal action if they do otherwise.

This sector has been under the strong grip of the Saifai clan, especially the family of Shivpal Singh Yadav, for many dec- ades. But now the strat- egy of the saffron camp is to completely elimi- nate the Shivpal camp’s influence on coopera- tives, and it is evidently paying off. Notably, the coopera- tive movement started gaining momentum in UP from the ’70s. The cooperative sector con- tributed a lot in strengthening the hold of the Samajwadi Party in the state. In fact, in the year 1977, Mulayam Singh Yadav became the cooperative minis- ter for the first time and since then the coopera- tives in the state were dominated by his sup- porters. PCF ELECTIONS ON JUNE 14 FARMERS TO PROSPER WITH ‘BHAMASHAH’ First India Bureau Lucknow: Believing that the prosperity of the state is directly pro- portional to the pros- perity of the farmers, the Yogi Adityanath government has chalked out a plan for benefitting the farmers at grassroot level. In order to provide re- lief to farmers engaged in horticulture, the Yogi government has pro- posed Rs 100 crore for Bhamashah Price Sta- bility Fund in order to guarantee the mini- mum price of potato, onion and tomato to the farmers. Under this scheme, the government will create Bhamashah Price Stability Fund, which will ensure the minimumsupportprice of potatoes, onions, and tomatoes. Even in its manifesto -- “Lok Kalyan Sankalp Patra 2022” –the BJP had promised to create a “Bhamashah Bhav Sthirta Kosh” (price stability fund) to ensure minimum price for all the major crops like po- tato, tomato, and onion. Its direct benefit will be given to those farmers who were fac- ing difficulties due to the negligence of the previous governments before 2017. The second is Belvedere Suites at a cost of Rs 400 crores and is likely to be commis- sioned by January 2025. It is expected to create 300 jobs. The third, named Whispering Woods, coming up at a cost of Rs 325 crores, is likely to be commis- sioned by December. UP’S PROMINENT INVESTING PARTIES Prominent among the proposals is that from One97 Communica- tions (PayTM) which proposes to set up a commercial office space in Noida, which would include ample retail space on ground floor. The proposed invest- ment is to the tune of Rs 504 crore and it is expected to generate 8,000 jobs. It is ex- pected to be completed and commissioned by July 2024.Among other housing and commer- cial property projects is the Aissphra Lifespaces (Palm Emporio) project in Gorakhpur investing Rs 250 crore, expected commissioning date be- ing January 2025 with employment generation for 400 individuals. First India Bureau Lucknow: After Prime Minister Narendra Modi donned a saffron cap during a roadshow in Gujarat in March, all BJP leaders were seen wearing similar caps during the party’s foun- dation day celebrations in April. Uttar Pradesh, which is fresh out of Assem- bly elections, has been quick to catch in on the trend. BJP MLAs were recently seen sporting saffron caps instead of the usual saffron ‘gam- chhas’. Sanjiv Kumar had gone to irrigate his fields at Kadirpur village on Saturday night when the accident took place. Police have sent the body for a post-mor- tem examination. Anurag Arya, SP said NSA was imposed against accused of illegal liquor trade. He said 13 persons had lost their lives while several others faced health dis- abilities after consuming liquor sold from shop of Rangesh Yadav, nephew of SP MLA Ramakant Yadav. He said case was registered against accused under Section 60 (A) of Excise Act and sections 272, 273, 420, 467, 471 of IPC. Action was also taken under Gangster Act and their assets were seized as per proceedings. He said NSA was imposed on Mohd Naeem, Mohd Faeem and Shahbaz and further proceedings were underway. All accused were jailed. First India Bureau Lucknow: The Energy Minister AK Sharma to- day said that the State Government was deter- mined to provide ade- quate and uninterrupt- ed power supply to all the electricity consum- ers. He said all the con- sumers should pay their bills on time. Due to non-payment of bills regularly, the amount due to the con- sumers increases and theyareunabletopay .In order to give relief to consumers, the Energy Departmenthasdecided to delay the distribution of all electric load of do- mestic (LMV-1) and pri- vate tube wells (LMV-5) and commercial (MMV- 2) categories of consum- ers of 05 kW electric load in urban and rural areas. He said One-time settlement scheme (OTS) with 100% waiver of surcharge (interest) / surcharge was imple- mented on June 1, 2022. This scheme will be applicable till June 30, 2022. Under the scheme, consumers now had 18 days left to take advan- tage of the discount on their dues. The Energy Minister said so far, 7.19 lakh peo- ple took advantage of the one-time settlement scheme and deposited Rs 432 crore as the first installment. This had given them relief of Rs 110 crore on their inter- est exemption. He said that there were about 2.75 crore defaulting consumers, who could pay their outstanding bills by taking advan- tage of this scheme. He said under the scheme the department was ex- pected to get the out- standing revenue of Rs 35,000 crore. Under the scheme fa- cility had been provid- ed to the defaulting con- sumers to deposit their dues in monthly install- ments along with the bills of the coming months. He said consumers with arrears amounting to over Rs one lakh will get the facility to deposit the amount in maxi- mum 12 installments whileforthosewhohave outstanding amount up to Rs 1 lakh, in six in- stallments. He said the disconnected connec- tion of the consumers would also be reconnect- ed as soon as the first installment was paid by joining this scheme. Overtime,manyof theseis- sues are resolved, but newer ones emerge for we live in a world in which the expecta- tions of stakeholders will al- ways exceed the capacity of the state to fulfil them. When the state expands its capacity , it extends its powers, includ- ing those of coercion. The very first amendment to the Constitution saw the dilution of theRighttoFreedomof Ex- pression,aswellasof theFun- damental Right to Property and endorsement of sedition laws. In fact, without the first amendment, the abolition of Zamindari would have been rendered difficult, if not im- possible. The main argument proffered by the state was that addressing issues of hunger and employment took prece- dence over any other Right enshrinedintheConstitution. Over the years, there was a political consensus on land reforms as well the need to strengthen the PDS and some kind of an employment guar- antee, and finally in the first decade of this century , the Right to Work and the Right to Food were adopted in a rare showof bipartisanconsensus. As things stand today , The Na- tional Food security Act cov- ers nearly seventy percent of thepopulationandofferscere- als, pulses, oil, and sugar at affordable rates. PDS outlets across the country as well as welfare schemes like Mid-day meal and ICDS centres for ex- pectant and lactating mothers have addressed the issue of hunger and absolute depriva- tion. Besides,theMGNREGA, has ensured that the landless and the marginal farmers haveatleastahundreddaysof employment in a year. Be- tween these two rights, the is- sue of Roti (basic food) has been resolved. In the hierarchy of basic needs, next to Roti is Kapda – clothing. Till three decades ago, many state governments ran the ‘dhoti- saree scheme’ to provide two sets of clothes to the BPL families before the festival season. To the best of my knowledge this has been discontinued in all states, for the‘market’hasaddressedthe needs of all segments of soci- ety , including those at the Bot- tomof thePyramid(BoP).The expansionof thetextileindus- try , coupled with availability of recycled clothes, rejects from brands and export sur- pluses have ensured that al- most everyone in the country – from the workers at con- struction sites to nursing as- sistants – have access to clothes as well as footwear. Thus, we have the interest- ing proposition under which thestateensuredRoti,andthe markets provided Kapda. Working in tandem they have also been able to address the issue of Bijli(power), Sadak (roads) and Paani(water). While the state has offered subsidy for the consumption of some basic units of water and electricity to very house- hold, the tolling at the high- ways has generated resources fortheroadbuildingprogram. However, with respect to a roof over every head - neither the state, nor the market has a grip over the situation. This is further complicated by the fact that the judiciary is giv- ing two sets of instructions. While on the one hand some High Courts have directed the district administration and municipal authorities to remove all encroachments and report compliance to the court:TheSChasheldinCha- meli Devi versus the state of UP that the right to shelter is a fundamental right available to every citizen and it was read into Article 21 of Funda- mental Rights and Article 39 of Directive Principles of State Policy of Constitution of India as encompassing within its ambit, the right to shelter to make the right to life more meaningful. Isitnotcommonknowledge that an overwhelming major- ity of those who live in the most precarious conditions in Malin Bastis or JJ clusters be- long to the BoP , and do not havethewherewithaltoowna roof over their head? The liv- ing conditions in the slums – whether authorised or unau- thorised – are not such that if a person can afford to, she will not move out. Is it not obvious that the land on which their dwelling unit is built is an en- croachment? If this be case, then threat of removal actu- ally makes the occupants of these unauthorised colonies ‘electoral fodder’ for parties? As the occupation is not legal, the threat of eviction, coupled with prospects of regularisa- tion keep voters in a state of permanent dependency . THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL O However, if, and only if political parties , cutting across party lines evolve a consensus on the Right to Shelter will we be able to move ahead and find innovative financial, legal and technology packages to address the issue .After all , if we harbour the ambition of emerging as a global power with a five trillion-dollar economy by 2025, and forty trillion by 2047 , we will have to factor in the burgeoning need and demand for ecologically sustainable, financially stable, culturally enriching habitations in which children and women have amenities to ensure their development as per the SDGs to which India is a signatory. The segment was lowered after Pooja ceremony at construction site in the presence of senior officials of UPMRC and contracting agency. UPMRC is trying to start the construction of the tunnel till the end of this month or in the first week of the next month. The TBM selected for the tunnelling is a state-of- the-art machine designed for the geological condition of Kanpur. The process of lowering of TBM has commenced today with lowering of Middle shield weighing120 tonne with the help of 400 tonne and 250 tonne heavy crawler cranes. This shield was placed on the cradle inside the shaft. After this Front shield, Tail shield and Cutter head of the machine will also be lowered inside the rectangular shaft which has a length of about 21 meters, width of about 24 meters and a depth of about 17.5 meters. All these segments will be then aligned in the shaft and mechanical components and wires will be connected to complete the machine. The casting of precast concrete rings for the tunnel is going on since October 2021. Two TBM machines will be launched from the launching shaft at Bada Chauraha, which will construct the tunnels in the direction of Nayaganj. Extensive instrumentation will be done throughout the underground stretch and continuous online and real time monitoring will be done by a team of dedicated experts to ensure safety during TBM operation. The state of the art on board computerized tunnel guidance system will be provided in TBMs to ensure that the tunnelling is done as per the designed alignment to the highest level of accuracy. TBM shall be retrieved at Phoolbagh- Nayaganj station after building tunnel of 990m. The tunnel between Bada Churaha and Phoolbagh-Nayaganj metro stations shall be completed in approximately six months. After the retrieval both machines will be re-launched from the shaft to be built at Chunniganj and the tunnels will be constructed through Naveen Market up to Bada Chauraha. —First India Bureau YOUNG ENTREPRENEUR FOUND DEAD IN GHAZIABAD Ayoung entrepreneur was found dead in his vehicle in the Indirapuram area. Police sources here said that Shivam Sharma was shot dead and his dead body was found in his vehicle. The police and forensic team initiated an investigation and the body was sent for post-mortem. Shivam was the owner of a mobile phone showroom in the Kanawani area. Investigations revealed that Shivam had received a call late on Saturday night and then he left to meet someone. Also, fire marks were not found in the vehicle which indicates that Shivam was shot three times somewhere else and put in his car later. Police were searching for call details of the deceased and CCTV cameras in the area are also being searched. In the peti- tion, it was stated that social activist Javed Mohammad was arrest- ed on the night of June 10 regarding an FIR lodged at Police station Khuldabad of Prayagraj, and the Prayagraj Development Authority has decided to bulldoze his house situated in JK Ashiya- na, Kareli area of Prayagraj. As per the petition, Javed Moham- mad was not the owner of the house in which he and his family reside and the owner of the house was Parveen Fatima wife of Javed and the house was gift- ed to her by her parents before marriage. Police have reg- istered a case against an unidentified person in the matter and the probe is underway . The letter was sent with the name of Rashid, a resident of the Purakalandar area in Daulatpur but after in- vestigation, it was found that some miscreant used his name to frame him. Security of local court was enhanced af- ter the threat letter re- ceived. The name of Rashid was used in the threat letter while the investigation revealed that this minor kid had no knowledge of such a letter. An earlier bomb threat was received to explode important tem- ples including the Ram temple with a series of bomb blast. Po- lice had traced the mis- creants in Gujrat and it was revealed that mis- creants were trying to create chaos in the holy city . Kanpur violence well-planned conspiracy: VHP Haridwar (PTI): The Vishwa Hindu Parish- ad on Sunday ex- pressed concern over the Kanpur violence last Friday and de- scribed it as a “well- planned conspiracy”. VHP General Secre- tary Milind Parande after the conclusion of the organisation’s two- day meeting here said the government, po- lice and society are fully capable of re- sponding to it. Seers at the meeting expressed resentment against the violence and called it a “well-planned con- spiracy”, Parande said. Justice Vikas Bud- hwar was hearing a re- vision petition filed by Rameshwar and anoth- er challenging an order of the Court of Sessions Judge, Mahoba sum- moning the accused un- der section 319 crpc in connection with an of- fence of culpable homi- cide not amounting to murder (punishable un- der Section 304 IPC) The court said that once the Magistrate finds that there is suffi- cient material available on record before it to summon a person in the trial which is proposed to be undertaken, then the powers u/s 319 Cr.P.C. are to be used. “The stage which is contemplated under section 319 Cr.P.C. 1973 is a stage before the con- clusion of the trial and thus, only one conclu- sion can be drawn that the Magistrate must be prima facie of the opin- ion that there are suffi- cient material and cause for summoning the culprit who is either not named in the FIR or if named”, the High Court mentioned. According to the po- lice, the incident took place on Saturday . Singh has been ar- rested along with Deenu, Virendra, and Harishankar, allegedly his accomplices in the act, and a case has been registered against them for attempting to kill the woman and her brother, and for molest- ing her, police said. In all, 10 people have been booked in connec- tion with the incident, police said. On Saturday , Ranveer Singh came to the Jan Suvidha Kendra’ (a public facilities centre), and started ransacking the woman’s shop, po- lice said. When she and her brother resisted, they were thrashed with sticks, causing them to bleed, they said. Subsequently , a video of the incident was cir- culated on social media, prompting Samajwadi Party leader Pradeep Chaudhary to demand an action in the matter. When contacted, BJP’s district president Madhu Sharma said Ranveer Singh is the head of the party’s Nandgaon mandal, and that the incident had taken place over a prop- erty dispute. “A three-member committee headed by the general secretary of BJP’s district has been formed, and it will sub- mit its report in 15 days. After the submission of the report, action will be taken accordingly,” Sharma said. The accused has been identified as Kshitij Dwivedi, a resident of Shastri Nagar locality of Kakadev, the police officials said. Violence broke out in parts of Uttar Pradesh during protests against the controversial remarks of now-sacked BJP functionaries on Prophet Mohammad on Friday with mobs pelting stones at policemen and an attempt being made to set ablaze a police vehicle. However, Kanpur, the industrial capital of Uttar Pradesh, which witnessed violence over the issue on June 3, remained peaceful on June 10. Joint Commissioner of Police (Law and Order) Anand Prakash Tiwari told PTI that Kshitij Dwivedi was arrested from Kakadev for cir- culating messages on WhatsApp asking people to close their shops on June 10. The accused had created a group and shared mes- sages appealing people to observe a bandh on June 10 with an inten- tion to instigate people and disturb communal harmony in the city, the police official further added.An FIR has been lodged in the matter under relevant sections of the Indian Penal Code and the IT Act on a com- plaint by a sub-inspector. Lucknow: Two people were arrested on Sun- day in Bhadohi district on charges of inciting religious sentiments’ through Facebook posts, police here said.According to Superintendent of Police Dr Anil Kumar, one Chaudhary Azhar, a resident of Suryawa Police Station area, had made some caste-specific posts on Facebook against Nupur Sharma after some people took out a procession in her support on Saturday. Durgesh Singh, the second accused, from Kotwali area, had also made a post on the same site hurting the religious sentiments of a particular community, he said. The SP said that police took note of the posts made by the two men and booked them under relevant sections.He also appealed to the general public to avoid making objectionable remarks on social media and maintain peace, warning them of strict legal action if they do otherwise.
