Inter-governmental Panel on
Climate Change (IPCC) Work-
ing Group-I report released
on Monday. The first part of
its Sixth Assessment Report
(AR6, which has been final-
ised by scientists in collabo-
ration with 195 governments,
also stated that heatwaves
and humid heat stress will be
more intense and frequent
during the 21st century. Both
annual and summer monsoon
precipitation will increase
during this century, with en-
hanced interannual variability,
it further added. Average and
heavy precipitation will also
increase over much of Asia,
it added. Agricultural and
ecological droughts are also
expected to increase in the
subcontinent, the report said.

Srinagar: Militants Monday
shot dead a BJP sarpanch
and his wife in Anantnag dis-
trict of Jammu and Kashmir,
police said. The ultras fired
on Ghulam Rasool Dar, also
the Kulgam district president
of the BJP’s Kisan Morcha,
and his wife in Anantnag
town in south Kashmir, a po-
lice official said. He said the
two were rushed to a hospi-
tal where they succumbed to
their injuries.Dar, a resident
of Kulgam’s Redwani, was a
sarpanch affiliated with the
BJP. He had unsuccessfully
contested the last year’s
District Development Council
elections.Dar was currently
living in a rented accommo-

floods in Jhalawar,

tricts in Kota division
and demanded from
chief minister Ashok
Gehlot to visit the af-
fected areas.
Raje, who conducted
an aerial survey of
Baran, said that peo-
ple are suffering from
floods and excessive
rainfall but the chief
minister and minis-
ters only did formali-
ties by holding video
conferences.
She said that 100 per-
cent of crops in the
Hadoti region were
damaged but the divi-
sional commission
gave a report of 30 per-
cent damage.
“Dozens of people
died, hundreds of
houses collapsed, thou-
sands of animals died
and went missing but
the state government
and administration re-
mained ineffective,”
she said. In this era of
crisis, BJP is standing
on the ground to know
the plight of the people
and to help them.
The former chief
minister said that due
to the short-sighted-
ness of the state gov-
ernment, such a situa-
tion has happened in
the region.

Udaipur: Gogunda po-
lice late on Sunday
night, arrested a profes-
sor for raping a woman,
who runs a coaching
centre in Mumbai. The
accused had called the
woman to Udaipur on
the pretext of marriage.
The accused, Neeraj
Marothia, is a professor
in Polytechnic College
while the woman, a resi-
dent of Kharghar in
Mumbai, runs an engi-
neering coaching insti-
tute. The two met on an
online dating website.
The woman came to
Udaipur. They both met
in a resort where she
was offered a drink
laced with intoxicant
and later raped. She
then got a zero FIR reg-
istered in Mumbai, fol-
lowing which the profes-
sor was arrested.
Bharatpur: After several failed attempts, a woman
finally lodged a rape case at the Rudawal police
station in Bharatpur on Monday. The woman in her
complaint said Pintu visited her four months ago.
She was unwell and her husband was away when
Pintu offered to take her to a hospital. On the way,
he gave her juice laced with intoxicants and when
the woman fell unconscious, he raped and filmed
the act. Pintu blackmailed the woman with her
obscene videos and photos and raped her on other
occasions. The woman met higher officials after
which a case was registered.

Barmer: In suspicious circumstances a security
supervisor was found dead near the refinery area
in Barmer. On getting informed police reached at
spot and recovered the body. Incident took place
late on Sunday night while the body was recov-
ered on Monday morning. In this case, police
claimed that the supervisor, identified as Kanwraj
Singh-a resident of Fatehgarh in Jaisalmer, died
after being hit by an unknown vehicle. Angst
with police action, family members and others
launched a protest outside the refinery gate.
Jaipur: Kardhani police have filed a case of gang rape
and threatening to throw acid against 3 persons on the
basis of a complaint of the victim
here today. The victim has alleged
that Laxminarayan, Jaipal and
Shashi Prajapati took turns on her.
They later got her signature on a
blank cheque and deposited it in
the bank after filling an unknown
amount, she added. But her predicament did not stop
here. The perpetrators have also threatened her that if
she reveals their misdeeds, they will throw acid on her.
Jaipur: Miscreants murdered a middle-aged man
and ran away with the gold ear rings he was wearing
while he was grazing cattle in the Dadar Dham
jungles near Jairampura village under Harmada area
of the city on Monday. According to reports, four
persons came on four bikes and forcibly took out
ear rings of the shepherd Maliram Gurjar. They then
slit his throat with a knife before escaping from the
spot leaving him behind to die. DCP Pradeep Mohan
Sharma and ACP Rajendra Singh reached the spot
after being informed. Harmada police are trying to
identify the miscreants.

Barmer: A case of kidnapping and alleged
rape against a minor girl student has been
registered at the Rageshwari Terminal po-
lice station in Gudamalani circle. Police said
that the victim’s father submitted a com-
plaint that his daughter had gone to school
to get a Transfer Certificate. On her way
home, she was waiting for her friends after
getting down from the bus when Bankaram
and Shobharam kidnapped the girl in a car.

Jaipur: Taking a broadside at the Gehlot govt for its
callous attitude towards flood victims, BJP today
raised questions over no minister visiting the flood-
affected areas of Hadoti at a time when LS Speaker
Om Birla is continuously touring to provide relief to
victims there. BJP spokesperson and MLA Ramlal
Sharma said that incessant rain has created a flood-
like situation in Kota, Jhalawar and Bundi region
but the govt and its ministers are insensitive.
Kota: Flooding in Kota’s Sangod town has affected
the livelihoods of many people. BJP Ex-MLA from
Sangod Hiralal Nagar attributed negligence and lack
of coordination among district administration officials
of Kota and Jhalawar as the reason behind people’
trouble.Nagar, while speaking at a press conference in
Kota on Monday, sought an inquiry into the matter and
an FIR against the officers responsible. Nagar also
warned of a huge agitation if his demand is not met.

Out of the total 248
groundwater blocks in
the state, only 25 blocks
are in the safe zone,
hence there is an im-
mense need to recharge
groundwater level in
the state that has 10.45
percent of the geo-
graphical area of the
country
.
But the groundwater
is quite low as com-
pared to the area.
Due to the huge gap in
availability and de-
mand of water, the
groundwater exploita-
tion in the state on
average is 135 percent.
The Congress gov-
ernment is planning to
construct a rainwater
harvesting system on
plots smaller than 300
square meters. The
committee will hold a
meeting on August 10 in
this regard.

Jaipur: There will be no free entry to three- day
Jewellers Association Show (JAS) , which is going
to be held at JECC in Sitapura from August 18. The
three-day B2B show is the first “physical” jewellery
show in the country after corona outbreak. Entree
fees will be charged to control unnecessary gath-
ering. Jewelers Association members will have to
pay Rs. 2,000 per day, while the fee for a three-day
entry pass will be Rs. 5,000. Sources said that 97
exhibitors will have stalls in JAS-21 in which Gold,
Kundan-Meena, Diamond and Silver jewellery will
be displayed under one roof.

ew York has become the first
US state to declare a disaster
emergency to address rising
gun violence. Governor Cuo-
mo’s declaration describes
gunviolenceasapublichealth
crisis and made several com-
parisons to the Covid-19 pan-
demicandtheresultingpublic
health response. While issu-
ing the emergency adminis-
trative order, Cuomo said in
hisaddress-“If youlookatthe
recent numbers, more people
are now dying from gun vio-
lence and crime than COVID,
this is a national problem but
someonehastostepupandad-
dress this problem because
our future depends on it.”
Actually America’s 2nd
Constitutional Amendment
(15 Dec.1791) enshrined the
right toownagunasarightto
citizens. Amendment reads:
“A well regulated Militia, be-
ing necessary to the security
of aFreeState,therightof the
peopletokeepandbearArms,
shallnotbeinfringed.”There-
fore, citizens should not be
denied possession of arms.
Butthechangingscenariohas
made it extraneous by elimi-
nating the concept of regu-
lated citizens. With more than
400 million firearms, the USA
tops theworldintermsof gun
average per capita. The Unit-
ed States, with only 5 percent
of the world’s population,
owns 48 percent of the world’s
guns. That is 89 percent of
American have firearms.
According to the Gun Vio-
lence Archive a record 23 mil-
lion guns were purchased in
2020, which is 66 percent more
than in 2019. (40 pct. Purchas-
ers are women) This fascina-
tion of guns is now posing the
biggest challenge. According
tothereportof theCentersfor
Disease Control and Preven-
tion’s(CDC’S)fortheNational
Center for Health Statistics
38,390 people died in 2020 and
the country suffered $ 280 bil-
lion in damage due to gun vio-
lence. In the first five months
of 2021 there have been more
than 8100 deaths in gun vio-
lence that is 54 deaths per day
.
InJuly17toJuly23therewere
1,018 shooting incidents
tracked. (A shooting every 10
minutes) in this 404 people
were dead and 958 wounded.
New York is a major dead-
lier state in the USA. In 765
incidents of shooting 886 peo-
ple have been victims of fir-
ing this year. At the end of the
first week of July 51 people
were killed in shootings in
the State, impelled the state
admin to take a tougher ap-
proach to gun violence, and
finally on July 8th Governor
Cuomo declared a state wide
gun violence emergency.
With the declaration of emer-
gency
, the state admin will be
able to use money and re-
sources under its discretion-
ary powers so gun violence
can be dealt with immediate-
ly
. The state will funnel $ 138.7
million towards gun violence
intervention and prevention
programmes, in which about
twenty thousand jobs will be
created by investing $ 76 mil-
lion. Employment opportuni-
ties will free the youth from
depression as well as devi-
ance and violence.
A seven-pronged action
plan has also been laid down
to effectively deal with gun
violence, which includes –
Treat gun violence like the
emergency public health it
is; Target hotspots with data
and science; Positive engage-
ment for at-risk youth; Break
the cycle of escalating vio-
lence; Get illegal guns off the
streets; Keep guns out of the
hands of dangerous people
and Rebuild the police-com-
munity relationship.
It should be expected that
this initiative will be effective
for the whole nation includ-
ing New York State to deal
with this challenge. Signifi-
cantly at the federal level in
April President Joe Biden is-
sued a deadline to the Justice
Department to prepare an
action plan on Ghost Guns
(HomeMade Guns) in 30 days
to deal with gun violence, as
well as sixty for the draft of
“Red Flag Law.” During a de-
tailed discussion in the White
House, Biden expressed seri-
ous concern about gun vio-
lence, saying “Gun violence
is an epidemic, it is an inter-
national embarrassment for
America, and it is more a
public health crisis than a
gun crisis.” Biden recently
committed a spending plan of
$ 5 billion for the prevention
of gun violence. It has also
announced plans to dispatch
strike forces to effectively
curb gun traffickers across
the country
.
Undoubtedly, these overall
efforts of the Biden admin
will prove to be a milestone.
At the same time ordinary
American citizens are now
also expecting that the Na-
tional Rifle Association of
America (organization with
strong lobbying) should play
its positive role in getting rid
of this horrific violence. No-
tablytheNRAsloganis“Guns
don’t kill anyone, people kill
each other.” More than 5 mil-
lion citizens are active mem-
bers of this association and
an ever-increasing number is
fretting. Gun violence has in-
flicted deep wounds on socie-
ty
. In such a situation the
words of Governor Cuomo
have given new hope to the
American – “Just like we did
with COVID, New York is go-
ing to lead the nation once
again with a comprehensive
approach to combating and
preventing gun violence, and
our first step is acknowledg-
ing the problem with a first-
in-the-nation disaster emer-
gency on gun violence.”

Mumbai: Halting its five-session winning run,
the rupee on Monday declined by 11 paise to
close at 74.26 (provisional) against the US dol-
lar, tracking the firm American currency. At the
interbank foreign exchange market, the domestic
currency opened at 74.21 against the American
currency and slipped further to close at 74.26,
registering a decline of 11 paise over its previ-

reported at Indo-China
border this year, in-
formed the Ministry of
Defence on Monday

The Ministry’s re-
sponse came as the re-
ply to the unstarred
question in Rajya sab-
ha. As per the report of
Security Forces/Minis-
try of Home Affairs, at
Indo-Pakistan Border,
the number of infiltra-
tion attempts was 33, 11
infiltrators were killed
and 20 infiltrators were
apprehended during
2021 (till June 30, 2021).
At Indo-B’desh Bor-
der, there were 441 infil-
tration attempts, 740
infiltrators were appre-
hended while one infil-
trator was killed.
He further informed
that 11 illegal infiltra-
tors along Indo-Nepal
Border have been ap-
prehended in this year
“No cases of infiltra-
tion have been reported
at Indo-China Border,”
said the Defence Min.

New Delhi: Parliament Monday
passed the Central Universities
(Amendment) Bill, 2021 which seeks
to establish a Central University in
the Union Territory of Ladakh. The
Rajya Sabha passed the bill with a
voice vote amidst a walkout by the
opposition parties including The bill
was cleared by Lok Sabha last week.
Replying to a discussion on the bill,
Education Minister Dharmendra
Pradhan said, “Leh, Ladakh, is a
priority area for the prime minister.
We are committed to establish a
quality institution.” According to the
Statement of Objects and Reasons of
the bill, at present, there is no Central
University in Ladakh and therefore,
the govt has decided to increase in
accessibility of higher education.

ing financial crisis due
to the corona pandemic.
The finance depart-
ment has issued a circu-
lar about the scheme
announced by the state
government.
Due to the lockdown
during the corona pan-
demic, a large number
of vendors and small
businessmen faced eco-
nomic crisis and the
Gehlot government had
announced the scheme
to help them.
The scheme is aimed
at extending financial
support to hairdressers,
rickshaw pullers, pot-
ters, cobblers, masons,
tailors, washermen,
painters, electricians
etc. Under the scheme,
interest free loans up to
Rs 50,000 will be made
available without guar-
antee.
The scheme will be
applicable for 1 year
and loans can be sanc-
tioned under till March
31, 2022. The loan mora-
torium period will be 3
months and loan repay-
ment period will be 12
months.

state, the Bhopal
bench of National
Green Tribunal
(NGT) has issued no-
tice to the Rajasthan
government seeking
a report in four
weeks.
In a petition filed
in the NGT, the issue
of people taking
farm fields on lease
on pretext of agricul-
ture and then exploit-
ing it for illegal ex-
traction of gravel,
was raised.
According to the
petition, the flow of
water was stopped in
several places by dig-
ging pits in the catch-
ment areas along the
rivers. Hearing the
petition, the NGT
has asked the direc-
tor of mines depart-
ment, state-level en-
vironment impact
assessment commit-
tee and a joint com-
mittee of Rajasthan
PCB to soon submit
the report.

Government is looking
to bring the Mehendip-
ur Balaji Temple under
its ambit, citing public
interest to be the rea-
son for the same. The
move is being seen as a
way to properly man-
age the Temple after
the demise of Mahant
Kishorpuri. Word is
that the state govern-
ment is worried about
the Temple manage-
ment after they re-
ceived severe com-
plaints in this regard.
Moreover, few local
politicians had also at-
tached themselves with
controversies sur-
rounding the Temple
and therefore, in public
interest, the state gov-
ernment could take
over the management
of the Temple, much
like the Vaishno Devi
Temple Board.
Sources in the gov-
ernment reveal that
competitive and experi-
enced officials are mull-
ing over the matter and
considering all aspects
related to the issue.
Interestingly, word
is that the state gov-
ernment has prepared
to form a committee
under the District Col-
lector and the proposal
will now be put for
consideration at the
highest level. However
at the moment, it is be-
ing mulled over if the
state government can
take over the Temple
management under
Devsthan Depart-
ment’s rules.
But it is not as simple
as it appears. For the
past one and a half
years, the proposal for
Temple Board is stuck
in the Devsthan Depart-
ment and sources re-
veal that an audit re-
port is due since then.
For taking over the
Temple, first a public
notice will have to be is-
sued inviting objections
to the same and there is
a possibility that the
matter could get stuck
in court then.

sion of abortion to a
13-year-old rape victim.
The single judge
bench of Justice SP
Sharma gave the per-
mission and also asked
the concerned doctor of
Mahila Chikitsalaya,
Sanganeri Gate-Jaipur
to obtain the consent of
the victim’s family for
the abortion.
In the petition filed
on behalf of the victim,
it was said that she be-
came pregnant due to
the rape and a rape case
has been registered
with Muhana police sta-
tion. Petitioner sought
permission for abor-
tion, considering her
health and mental con-
dition. During the hear-
ing, the report of the
Medical Board consti-
tuted on the orders of
the High Court was pre-
sented.
It was informed in the
report that the victim is
18 weeks pregnant and
abortion up to 24 weeks
is allowed by law.
If it is important enough to be
done personally, it is important
to be done against all odds.

and what may seem in-
evitable, may in turn,
become a distant
dream. This is exactly
what has happened
with the Gehlot cabinet
expansion, where, ac-
cording to sources, ‘all
hopes have been lost’,
as there is no stream of
communication be-
tween the High Com-
mand-Gehlot and Pilot!
Word is that the ‘no
communiqué’ has been
due to severe differenc-
es between the three.
For the past few days,
all eyes were set on Ge-
hlot,however, now even
Gehlot camp has given
up on any hope they
had of cabinet rejig and
expansion.
While Gehlot is com-
pletely engrossed and
focussed with provid-
ing ‘good governance’,
party matriarch Sonia
Gandhi is silent over
the matter. Further-
more, Priyanka Gan-
dhi is on a foreign tour
while Rahul Gandhi is
spearheading party
and opposition’s
‘hopes’ in the Parlia-
ment and therefore
this ‘lack of communi-
cation’ between the
three ‘parties’ to the
matter, has resulted in
stalling the process.
Word is that sooner
or later, the entire
script will be rewritten
from scratch and there-
fore, thinking about
cabinet expansion, at
this juncture, would
amount to wastage of
time. Interestingly, po-
litical observers have
gone to the length to
claim that only a mir-
acle can now get the
cabinet rejig done in
Rajasthan amidst pre-
vailing situation as all
the ‘parties’ have
donned a ‘curious’ si-
lence.
But could it really be
that such a massive de-
velopment, for which
the High Command
and Gehlot govern-
ment’s hands were
forced into, stalled
with such ease? Sourc-
es close to the High
Command reveal that
while all may seem si-
lent on the surface, in-
ternally, “everything is
moving as planned and
will be executed at the
right time.”
Yet, sceptics will re-
main sceptical about
the claims citing that
such ‘assurances’ are
being given almost dai-
ly for the past one
month and therefore,
how long can the assur-
ances be relied upon?

‘MY EPITAPH’ TAKES THE READERS ON AN INNER CONRADIAN
JOURNEY INTO THE HEART OF DARKNESS WITH THE POET!

the Public
R e l a t i o n s
seekers al-
ways had a penchant
for the right word. With
his book of poetry, he
enters the internal
space of the self to ex-
plore the work and the
eternal questioning the
self faces. It is a very
personalized account of
what is universal in the
human condition and
what is its philosophical
intent. The voice of the
narrator is ever-present
looking at that side of
one’s psyche that ob-
serves life’s poignant
moments silently and
the other part that lives
those moments. The for-
ty-six pieces that make
the book are laden with
sad notes to oneself that
become a comment on
the outer world. There is
an ironic punch and
dark humour too in
there that makes one
smile wryly
. As the book
opens we encounter the
bum who did nothing in
life except writing ‘his
own epitaph / on a cold
hard stone.’
The poet has met ‘pain
head-on and enter the
very/crucible of suffer-
ing/ and come out clean/
pure like gold.’ There is
a certain layering of un-
dertones that make the
poems very readable
from one page to anoth-
er. The content is not as
light as the book and the
reader goes on an inner
Conradian journey into
the heart of darkness
w i t h
the poet. It is
that sense of identi-
fication with the Eli-
otean disillusionment
with life that makes the
book a complete narra-
tive of the human condi-
tion. As the poet most
aptly says in an untitled
poem – ‘And you said/
you want to look/ into
my very core of sad-
ness/ …you‘ll find you
are staring at yourself.’
It is this identification
with the written word
that endears the poems
as your very own.
While the narrator
lives so much in the
world, there is a parallel
life he lives with writers
and their characters too.
Conrad, Eliot, Shake-
speare, Sylvia Plath
meet you with their
lives’ paradoxes, their
characters rubbing
shoulders with you and
the historically recorded
truths written in a con-
versational flow becom-
ing a facsimile of read-
ers’ experience.
However,
the pithy
statements evoke an
overtone that is beyond
words, feelings unsaid,
the utterances that hang
in the air, the life truths
lived by the reader him-
self. The writer and the
reader meet halfway
through a poem con-
fronting each other at
times.
To be accepted as a
poet by P Lal’s Writers’
Workshop is an amazing
achievement for
Jagdeep. It seems he too
like Lal did not use any
promos, good words by
eminent writers or sup-
port to get accepted. It
simply merits that
counts at Writers Work-
shop which is profess-
edly a venture of alter-
native publication in
a world of commer-
cial publication.
Jagdeep Singh prefers to
write poetry in a world
of publishing where po-
etry does not sell. P Lal’s
Writers Workshop is a
‘cottage industry-style
low key entrepreneur-
ship which considers
small to be beautiful and
viable’ as well. So that is
how Jags’ poetry fits
into the classy, person-
ally culled variety of po-
etry of Writers Work-
shop. It is no mean
achievement. In a per-
sonalized production,
the book is hand-bound
in hand woven fabric.
This too stands as a cor-
ollary to the ‘cottage in-
dustry’ entrepreneur-
ship where the content
of the book and its cover
are well assimilated.
One expects to read
more of Jags’ poetry
who it seems keeps
weighing his work for
years before bringing it
out for publication.

Both annual and summer monsoon precipitation will increase during this century, with en- hanced interannual variability, it further added. Average and heavy precipitation will also increase over much of Asia, it added. Agricultural and ecological droughts are also expected to increase in the subcontinent, the report said. I J&K: MILITANTS GUN DOWN BJP SARPANCH, WIFE Srinagar: Militants Monday shot dead a BJP sarpanch and his wife in Anantnag dis- trict of Jammu and Kashmir, police said. The ultras fired on Ghulam Rasool Dar, also the Kulgam district president of the BJP’s Kisan Morcha, and his wife in Anantnag town in south Kashmir, a po- lice official said. He said the two were rushed to a hospi- tal where they succumbed to their injuries.Dar, a resident of Kulgam’s Redwani, was a sarpanch affiliated with the BJP. First India Bureau Baran: Former chief minister Vasundhara Raje on Monday ex- pressed concern on the situation arising out of floods in Jhalawar, Baran and other dis- tricts in Kota division and demanded from chief minister Ashok Gehlot to visit the af- fected areas. Raje, who conducted an aerial survey of Baran, said that peo- ple are suffering from floods and excessive rainfall but the chief minister and minis- ters only did formali- ties by holding video conferences. She said that 100 per- cent of crops in the Hadoti region were damaged but the divi- sional commission gave a report of 30 per- cent damage. “Dozens of people died, hundreds of houses collapsed, thou- sands of animals died and went missing but the state government and administration re- mained ineffective,” she said. The accused had called the woman to Udaipur on the pretext of marriage. The accused, Neeraj Marothia, is a professor in Polytechnic College while the woman, a resi- dent of Kharghar in Mumbai, runs an engi- neering coaching insti- tute. The two met on an online dating website. The woman came to Udaipur. They both met in a resort where she was offered a drink laced with intoxicant and later raped. She then got a zero FIR reg- istered in Mumbai, fol- lowing which the profes- sor was arrested. Bharatpur: After several failed attempts, a woman finally lodged a rape case at the Rudawal police station in Bharatpur on Monday. The woman in her complaint said Pintu visited her four months ago. She was unwell and her husband was away when Pintu offered to take her to a hospital. On the way, he gave her juice laced with intoxicants and when the woman fell unconscious, he raped and filmed the act. Pintu blackmailed the woman with her obscene videos and photos and raped her on other occasions. The woman met higher officials after which a case was registered. Professor held for raping woman onpretextofmarriageinUdaipur CRIME AGAINST WOMEN SECURITY SUPERVISOR DIES NEAR REFINERY AREA, KIN ALLEGE MURDER Barmer: In suspicious circumstances a security supervisor was found dead near the refinery area in Barmer. On getting informed police reached at spot and recovered the body. Incident took place late on Sunday night while the body was recov- ered on Monday morning. In this case, police claimed that the supervisor, identified as Kanwraj Singh-a resident of Fatehgarh in Jaisalmer, died after being hit by an unknown vehicle. Angst with police action, family members and others launched a protest outside the refinery gate. Jaipur: Kardhani police have filed a case of gang rape and threatening to throw acid against 3 persons on the basis of a complaint of the victim here today. The victim has alleged that Laxminarayan, Jaipal and Shashi Prajapati took turns on her. They later got her signature on a blank cheque and deposited it in the bank after filling an unknown amount, she added. But her predicament did not stop here. The perpetrators have also threatened her that if she reveals their misdeeds, they will throw acid on her. Jaipur: Miscreants murdered a middle-aged man and ran away with the gold ear rings he was wearing while he was grazing cattle in the Dadar Dham jungles near Jairampura village under Harmada area of the city on Monday. According to reports, four persons came on four bikes and forcibly took out ear rings of the shepherd Maliram Gurjar. They then slit his throat with a knife before escaping from the spot leaving him behind to die. DCP Pradeep Mohan Sharma and ACP Rajendra Singh reached the spot after being informed. A seven-pronged action plan has also been laid down to effectively deal with gun violence, which includes – Treat gun violence like the emergency public health it is; Target hotspots with data and science; Positive engage- ment for at-risk youth; Break the cycle of escalating vio- lence; Get illegal guns off the streets; Keep guns out of the hands of dangerous people and Rebuild the police-com- munity relationship. It should be expected that this initiative will be effective for the whole nation includ- ing New York State to deal with this challenge. The finance depart- ment has issued a circu- lar about the scheme announced by the state government. Due to the lockdown during the corona pan- demic, a large number of vendors and small businessmen faced eco- nomic crisis and the Gehlot government had announced the scheme to help them. The scheme is aimed at extending financial support to hairdressers, rickshaw pullers, pot- ters, cobblers, masons, tailors, washermen, painters, electricians etc. Under the scheme, interest free loans up to Rs 50,000 will be made available without guar- antee. The scheme will be applicable for 1 year and loans can be sanc- tioned under till March 31, 2022. The loan mora- torium period will be 3 months and loan repay- ment period will be 12 months. In a petition filed in the NGT, the issue of people taking farm fields on lease on pretext of agricul- ture and then exploit- ing it for illegal ex- traction of gravel, was raised. According to the petition, the flow of water was stopped in several places by dig- ging pits in the catch- ment areas along the rivers. Hearing the petition, the NGT has asked the direc- tor of mines depart- ment, state-level en- vironment impact assessment commit- tee and a joint com- mittee of Rajasthan PCB to soon submit the report. First India Bureau Jaipur: The all-India Baudhik Pramukh of RSS Swant Ranjan on Monday visited Kes- havpura Adarsh village located in Jaipur’s Chaksu tehsil. He took feedback about the ongoing vil- lage development works with the joint efforts of RSS and the Village De- velopment Committee. The RSS leader in- spected rakhis, diyas and other items pre- pared from cow dung and held discussions with the villagers on the problems faced in self-employment. The move is being seen as a way to properly man- age the Temple after the demise of Mahant Kishorpuri. Word is that the state govern- ment is worried about the Temple manage- ment after they re- ceived severe com- plaints in this regard. Moreover, few local politicians had also at- tached themselves with controversies sur- rounding the Temple and therefore, in public interest, the state gov- ernment could take over the management of the Temple, much like the Vaishno Devi Temple Board. Sources in the gov- ernment reveal that competitive and experi- enced officials are mull- ing over the matter and considering all aspects related to the issue. Interestingly, word is that the state gov- ernment has prepared to form a committee under the District Col- lector and the proposal will now be put for consideration at the highest level. However at the moment, it is be- ing mulled over if the state government can take over the Temple management under Devsthan Depart- ment’s rules. But it is not as simple as it appears. For the past one and a half years, the proposal for Temple Board is stuck in the Devsthan Depart- ment and sources re- veal that an audit re- port is due since then. For taking over the Temple, first a public notice will have to be is- sued inviting objections to the same and there is a possibility that the matter could get stuck in court then. In the petition filed on behalf of the victim, it was said that she be- came pregnant due to the rape and a rape case has been registered with Muhana police sta- tion. Petitioner sought permission for abor- tion, considering her health and mental con- dition. During the hear- ing, the report of the Medical Board consti- tuted on the orders of the High Court was pre- sented. It was informed in the report that the victim is 18 weeks pregnant and abortion up to 24 weeks is allowed by law.

With his book of poetry, he enters the internal space of the self to ex- plore the work and the eternal questioning the self faces. It is a very personalized account of what is universal in the human condition and what is its philosophical intent. The voice of the narrator is ever-present looking at that side of one’s psyche that ob- serves life’s poignant moments silently and the other part that lives those moments. The for- ty-six pieces that make the book are laden with sad notes to oneself that become a comment on the outer world. There is an ironic punch and dark humour too in there that makes one smile wryly . As the book opens we encounter the bum who did nothing in life except writing ‘his own epitaph / on a cold hard stone.’ The poet has met ‘pain head-on and enter the very/crucible of suffer- ing/ and come out clean/ pure like gold.’ There is a certain layering of un- dertones that make the poems very readable from one page to anoth- er. The content is not as light as the book and the reader goes on an inner Conradian journey into the heart of darkness w i t h the poet. It is that sense of identi- fication with the Eli- otean disillusionment with life that makes the book a complete narra- tive of the human condi- tion. As the poet most aptly says in an untitled poem – ‘And you said/ you want to look/ into my very core of sad- ness/ …you‘ll find you are staring at yourself.’ It is this identification with the written word that endears the poems as your very own. While the narrator lives so much in the world, there is a parallel life he lives with writers and their characters too. Conrad, Eliot, Shake- speare, Sylvia Plath meet you with their lives’ paradoxes, their characters rubbing shoulders with you and the historically recorded truths written in a con- versational flow becom- ing a facsimile of read- ers’ experience. However, the pithy statements evoke an overtone that is beyond words, feelings unsaid, the utterances that hang in the air, the life truths lived by the reader him- self. The writer and the reader meet halfway through a poem con- fronting each other at times. To be accepted as a poet by P Lal’s Writers’ Workshop is an amazing achievement for Jagdeep. It seems he too like Lal did not use any promos, good words by eminent writers or sup- port to get accepted. It simply merits that counts at Writers Work- shop which is profess- edly a venture of alter- native publication in a world of commer- cial publication. Jagdeep Singh prefers to write poetry in a world of publishing where po- etry does not sell. P Lal’s Writers Workshop is a ‘cottage industry-style low key entrepreneur- ship which considers small to be beautiful and viable’ as well. So that is how Jags’ poetry fits into the classy, person- ally culled variety of po- etry of Writers Work- shop. It is no mean achievement. In a per- sonalized production, the book is hand-bound in hand woven fabric. This too stands as a cor- ollary to the ‘cottage in- dustry’ entrepreneur- ship where the content of the book and its cover are well assimilated. One expects to read more of Jags’ poetry who it seems keeps weighing his work for years before bringing it out for publication.
