events, irrevers-
ible glacier loss
and snow cover and more
cyclonic activity are likely
to occur across India and
the subcontinent over the
next few decades, stated the
Inter-governmental Panel on
Climate Change (IPCC) Work-
ing Group-I report released
on Monday. The first part of
its Sixth Assessment Report
(AR6, which has been final-
ised by scientists in collabo-
ration with 195 governments,
also stated that heatwaves
and humid heat stress will be
more intense and frequent
during the 21st century. Both
annual and summer monsoon
precipitation will increase
during this century, with en-
hanced interannual variability,
it further added. Average and
heavy precipitation will also
increase over much of Asia,
it added. Agricultural and
ecological droughts are also
expected to increase in the
subcontinent, the report said.

and his wife in Anantnag dis-
trict of Jammu and Kashmir,
police said. The ultras fired

of the BJP’s Kisan Morcha,
and his wife in Anantnag
town in south Kashmir, a po-
lice official said. He said the
two were rushed to a hospi-
tal where they succumbed to
their injuries.Dar, a resident
of Kulgam’s Redwani, was a
sarpanch affiliated with the
BJP. He had unsuccessfully
contested the last year’s
District Development Council

has renamed the ‘Ka-
kori Kand’ to ‘Kakori
Train action’ as the
word ‘Kand’ denotes a
sense of insult to this
incident under India’s
Independence struggle,
said the UP govern-
ment officials.
Some British histo-
rians named it as
kand which looks in-
sulting and hence the
name has been
changed, said UP gov-
ernment.

The Kakori Train Ac-
tion or Kakori Conspir-
acy was a train robbery
that took place at Ka-
kori, a village near Luc-
know, on 9 August 1925
during the Indian Inde-
pendence Movement
against the British co-
lonial rule. The robbery
was organized by Hin-
dustan Republican As-
sociation and more
than 40 persons were
arrested and were fi-
nally sentenced to
death by the British
government and also
severe punishments
were given to those peo-
ple who helped this in-
cident.
“This is an occasion
to pay tribute to the
freedom fighters, mar-
tyrs and brave souls
and their spirit and
dedication to free Moth-
er India,” the CM said
at the event. He, along
with Governor Anandi-
ben Patel and other
cabinet ministers paid
tribute to all the mar-
tyrs at the Kakori Mar-
tyrs Memorial site in
Lucknow. “Pro-
grammes in connection
with Amrit Mahotsav
are being held through-
out the country. Be it
the struggle saga of a
freedom fighter; be it
history of a place or
any cultural story from
the country, the Amrit
Mahotsav will bring it
to fore which will also
become a means to con-
nect with countrymen,”
he stated.
Yogi said that along
with centenary cele-
brations of Chauri
Chaura incident from
Gorakhpur on 4th Feb-
ruary 2021, seventy-
five weeks before India
completes 75 years of
Independence on Au-
gust 15, 2022, the coun-
try has decided to cele-
brate the ‘Azadi ka Am-
rut Mahotsav’, and in
this regard, PM Modi
flagged off the ‘paday-
atra (Freedom March)
from Sabarmati Ash-
ram.

family had announced
their “Ghar Vapsi” (re-
turning to roots) few
days back and per-
formed proper rituals
to confirm their deci-
sions. Sources said that
Umar, a resident of Rai
Jadgan colony in Kand-
hala area returned to
Hinduism with his
whole family including
wife, three sons, daugh-
ters-in-law and kids.

years back and now
their whole family has
returned to their origi-
nal roots.

23 fresh covid cases, one death;
destitute to be vaxed on priority

fresh COVID-19 cases on
Monday that took its
tally to 17,08,793, while
onemorefatalitypushed
the death toll to 22,774.
Of the fresh cases,
three were reported
from Prayagraj; two
each from Gautam Bud-
dh Nagar, Meerut, Bara-
banki, Kannauj and Un-
nao; and one each from
Lucknow, Mainpuri,
Varanasi, Kanpur Na-
gar, Agra, Jhansi, Sid-
dharthnagar, Bhadohi,
Basti and Mirzapur, the
government said. The
latest death was report-
ed from Jaunpur, it said.
Meanwhile, a spokes-

dren and a woman were

Hospital after com-
plaintsof acutestomach
pain.Allwerediagnosed
with diarrhoea and they
were under treatment.
Hospital administra-
tion said three kids were
admitted on Sunday
while seven others were
admitted on Monday
. All
of them had consumed
the same water.
Dr SK Nanda, medi-
cal superintendent of
the hospital said, “Ten
kids from Balu Adda
area were admitted
with complaints of
loose motion and acute
stomach ache. Three
were in serious condi-
tion while others were
stable.”
Dr Nanda said chil-
dren of age group 4 to 12
years were affected.
Though Dr Nanda re-
fused any causalit, it
was reported that two
children died with the
same troubles earlier.
It was said that drink-
able water was not
available in the area
easily even after it was
closed to CM residence
and other higher offi-
cial’s residences.

floor to the second
floor due to water,”

ister Yogi Adityanath
conducted an aerial
survey of villages af-
fected by floods in Au-
raiya and Etawah dis-
tricts on Monday and
took stock of the rescue
operations and relief
measures initiated by
the authorities in the
region.
He surveyed more
than half-a-dozen flood-
hit villages of Ajitmal
and Sadar tehsils.
On Tuesday
, the CM will
conduct an aerial sur-
vey of flood-affected Ja-
laun district.
With major rivers in
spate due to the continu-
ous downpour, the UP
governmenthasexpedit-
ed its relief and rescue
operations on a war foot-
ingtopreventanylossof
life and damage to prop-
erty in flood-hit areas.
The government has
deployed 1,133 boats and
409 medical teams while
828 flood relief camps,
976 flood posts and 360
animal relief camps
have been set up. Over 39
teams, including those
of the NDRF, SDRF and
PAChavebeendeployed.
In the flood relief
camps, facilities like
drinking water, toilets,
clothes, utensil and bed-
ding among others are
being provided. Covid
protocol is also being fol-
lowed in these shelters.
According to the De-
partment of Irrigation,
there is an increase in
the water levels of Gan-
ga, Yamuna, Betwa,
Sharda, Kuwano and
Chambal. At present 247
villages of 15 districts
are affected. Etawah,
Hamirpur and Jalaun
districts are highly vul-
nerable. Over 60 villages
areflood-affectedineach
of these districts. The
CM directed the DMs
and SPs to visit the sen-
sitive spots in the flood-
hit areas.

have been providing aid
to the flood hit areas in
12 villages in Jalaun dis-
trict, around 350 kms
from here. The villages
have been cut off due to
the rising water levels.
It was reported that
from Aug 7 to 9, 135 vil-
lagers, including 20 kids
havebeenevacuated.Ra-
tion and relief materials
have also been provided
by the army teams. On
August 7, a pregnant
lady Sadhna Devi was
rescued by the team in
close coordination with
the administration.
During the evacua-
tion, the lady developed
labour pains and due to
the concerted efforts of
the Red Eagle Division
Flood Relief Team, the
ladywasshiftedsafelyto
the nearest hospital. She
gave birth to a baby girl
the next day
. The flood
relief teams have pro-
vided much needed sup-
port to the villagers of
Jalaun.

ew York has become the first
US state to declare a disaster
emergency to address rising
gun violence. Governor Cuo-
mo’s declaration describes
gunviolenceasapublichealth
crisis and made several com-
parisons to the Covid-19 pan-
demicandtheresultingpublic
health response. While issu-
ing the emergency adminis-
trative order, Cuomo said in
hisaddress-“If youlookatthe
recent numbers, more people
are now dying from gun vio-
lence and crime than COVID,
this is a national problem but
someonehastostepupandad-
dress this problem because
our future depends on it.”
Actually America’s 2nd
Constitutional Amendment
(15 Dec.1791) enshrined the
right to owna gunas arightto
citizens. Amendment reads:
“A well regulated Militia, be-
ing necessary to the security
of aFreeState,therightof the
peopletokeepandbearArms,
shallnotbeinfringed.”There-
fore, citizens should not be
denied possession of arms.
Butthechangingscenariohas
made it extraneous by elimi-
nating the concept of regu-
lated citizens. With more than
400 million firearms, the USA
tops the world in terms of gun
average per capita. The Unit-
ed States, with only 5 percent
of the world’s population,
owns 48 percent of the world’s
guns. That is 89 percent of
American have firearms.
According to the Gun Vio-
lence Archive a record 23 mil-
lion guns were purchased in
2020, which is 66 percent more
than in 2019. (40 pct. Purchas-
ers are women) This fascina-
tion of guns is now posing the
biggest challenge. According
tothereportof theCentersfor
Disease Control and Preven-
tion’s(CDC’S)fortheNational
Center for Health Statistics
38,390 people died in 2020 and
the country suffered $ 280 bil-
lion in damage due to gun vio-
lence. In the first five months
of 2021 there have been more
than 8100 deaths in gun vio-
lence that is 54 deaths per day
.
InJuly17toJuly23therewere
1,018 shooting incidents
tracked. (A shooting every 10
minutes) in this 404 people
were dead and 958 wounded.
New York is a major dead-
lier state in the USA. In 765
incidents of shooting 886 peo-
ple have been victims of fir-
ing this year. At the end of the
first week of July 51 people
were killed in shootings in
the State, impelled the state
admin to take a tougher ap-
proach to gun violence, and
finally on July 8th Governor
Cuomo declared a state wide
gun violence emergency.
With the declaration of emer-
gency
, the state admin will be
able to use money and re-
sources under its discretion-
ary powers so gun violence
can be dealt with immediate-
ly
. The state will funnel $ 138.7
million towards gun violence
intervention and prevention
programmes, in which about
twenty thousand jobs will be
created by investing $ 76 mil-
lion. Employment opportuni-
ties will free the youth from
depression as well as devi-
ance and violence.
A seven-pronged action
plan has also been laid down
to effectively deal with gun
violence, which includes –
Treat gun violence like the
emergency public health it
is; Target hotspots with data
and science; Positive engage-
ment for at-risk youth; Break
the cycle of escalating vio-
lence; Get illegal guns off the
streets; Keep guns out of the
hands of dangerous people
and Rebuild the police-com-
munity relationship.
It should be expected that
this initiative will be effective
for the whole nation includ-
ing New York State to deal
with this challenge. Signifi-
cantly at the federal level in
April President Joe Biden is-
sued a deadline to the Justice
Department to prepare an
action plan on Ghost Guns
(HomeMade Guns) in 30 days
to deal with gun violence, as
well as sixty for the draft of
“Red Flag Law.” During a de-
tailed discussion in the White
House, Biden expressed seri-
ous concern about gun vio-
lence, saying “Gun violence
is an epidemic, it is an inter-
national embarrassment for
America, and it is more a
public health crisis than a
gun crisis.” Biden recently
committed a spending plan of
$ 5 billion for the prevention
of gun violence. It has also
announced plans to dispatch
strike forces to effectively
curb gun traffickers across
the country
.
Undoubtedly, these overall
efforts of the Biden admin
will prove to be a milestone.
At the same time ordinary
American citizens are now
also expecting that the Na-
tional Rifle Association of
America (organization with
strong lobbying) should play
its positive role in getting rid
of this horrific violence. No-
tablytheNRAsloganis“Guns
don’t kill anyone, people kill
each other.” More than 5 mil-
lion citizens are active mem-
bers of this association and
an ever-increasing number is
fretting. Gun violence has in-
flicted deep wounds on socie-
ty
. In such a situation the
words of Governor Cuomo
have given new hope to the
American – “Just like we did
with COVID, New York is go-
ing to lead the nation once
again with a comprehensive
approach to combating and
preventing gun violence, and
our first step is acknowledg-
ing the problem with a first-
in-the-nation disaster emer-
gency on gun violence.”

Mumbai: Halting its five-session winning run,
the rupee on Monday declined by 11 paise to
close at 74.26 (provisional) against the US dol-

infiltrators were killed
and 20 infiltrators were
apprehended during
2021 (till June 30, 2021).

der, there were 441 infil-
tration attempts, 740
infiltrators were appre-
hended while one infil-
trator was killed.
He further informed
that 11 illegal infiltra-

(Amendment) Bill, 2021 which seeks

in the deed. A new scam has
come to the fore in the
Municipal Corporation, in which
a clerk named Satyavrat Yadav
created an organization in the
name of his wife which
employed close to 600
employees in the Municipal
Corporation and from whom he
collected close to Rs. 55 lakh
per month. The scam was
unearthed by IAS Ajay Dwivedi,
Municipal Commissioner as he
came to know that a government
employee posted in his
department has made an
associate firm named Arna
Associate firm in the name of his
wife, engaged 600 employees in
the cleaning works and collected
lakhs of rupees under the
pretext of bills. The Municipal
Commissioner immediately
issued a notice to Babu,
blacklisted his company and
ordered an inquiry into the
whole matter. The most
surprising aspect is that
Satyavrat Yadav, who is a Babu
in the Municipal Corporation,
has been posted in the Health
Department of the Municipal
Corporation for a long time. He
was collecting lakhs of rupees
from the municipal corporation
as remuneration for workers
had hundreds of employees on
paper but in reality, he could not
show even a dozen employees in

The Three of the outsourced
staff nurses who had been
made scapegoats had never been
deployed in neuroscience Covid
ward. Due to this, the corruption
of the then Chief Medical
Superintendent of Halat Hospital
Dr Jyoti Saxena and Matron Shiv
Kanti Sachan has come to the
fore, because these two together
had submitted the above list to
the DM. In the report submitted to
District Magistrate Alok Tiwari,
names of all these outsourced
staff nurses and ward boys were
put by these two people and a
separate line was mentioned in
which stated that these people
should be suspended immediately.
Through their report, both of them
misled the DM and the current
Principal Dr Sanjay Kala,
arbitrarily, showed the way out to
everyone. Recently, a video of
Principal Dr Sanjay Kala had gone
viral in which he is seen saying in
front of all these suspended
nurses that DM Alok Tiwari has
done this action, there is no hand
of Halat administration in this.
Due to his arbitrariness, Dr Kala
put the blame on DM’s head
whereas the DM had only ordered
for action against the culprits and
not asked to show the way out to
everyone. In this case, how were
the people implicated who were
not even present on duty. The
names of nurse Anju, Male Nurse
Atish Wah and Staff Nurse Shashi
Kala have been mentioned in the
list, while the duty of these three
was never in the Neuroscience
Covid Ward. At whose behest
their names were put, it should be
thoroughly investigated. When an
attempt was made to talk to the
then Chief Medical
Superintendent Dr Jyoti Saxena
and Matron Shiv Kanti Sachan
about the names of these three,
both of them refused to talk in
this matter. Principal Dr. Sanjay
Kala also declined to comment.

to the Allahabad High
Court’s decision that
sex with a wife above
15 years of age is not
rape.
Taking suo motu
cognizance of the deci-
sion, the commission
has written a letter to
Chief Secretary of UP
government. In this let-
ter, the state govern-
ment has been request-
ed to take necessary
steps and file an imme-
diate appeal against
this decision.
On August 6, the Al-
lahabad HC, while
hearing a case related
to unnatural sex and
torture for dowry, had
said that having sex
with a minor wife who
is more than 15 years of
age is not rape. While
pronouncing this deci-
sion, the HC had grant-
ed bail to the accused
Khushabe Ali.
After this decision, the
Child Commission it-
self took cognizance of
the matter and has
written a letter to UP
Chief Secretary also
shared a link to a re-
port by the media
group that published
the verdict, which said
that sex with a 15-year-
old minor wife would
not amount to rape.
Had the prosecution ar-
gued in this case keep-
ing in mind the POSCO
Act, the accused would
not have got bail in
such a serious offence.
Along with this, the Al-
lahabad HC’s order in
this case - that physical
relationship with a
wife above 15 years
does not amount to
rape - also needs to be
reviewed. Therefore,
the government should
file a review petition in
this matter.
A minor girl had
filed a case against her
adult husband Khush-
abe Ali at Bhojpur po-
lice station in Mo-
radabad on charges of
dowry, assault, intimi-
dation forced sex in
which the accused filed
a bail application in Al-
lahabad HC. During the
hearing of bail applica-
tion, Justice Moham-
mad Aslam of Alla-
habad HC, while pro-
nouncing the verdict,
said sex with a minor
wife who is more than
15 years of age will not
be treated as ‘rape’. The
SC advocate Shashwat
Anand said that the HC
in its order released the
accused on bail citing
subsection 2 of Section
375 of IPC, which pro-
vides that ‘sexual inter-
course of a man with
his own wife or Sexual
act, if the wife is not
less than fifteen years
of age, is not rape.’
‘ABOVE ALL KINDS OF RULES’
NCPCR has said in a letter to CS that Protection of
Children from Sexual Offenses (POCSO) Act 2012 was
not properly placed before the court by public prosecu-
tor. The POSCO Act is special and it is above all kinds
of rules. Even IPC and Personal Law also become inef-
fective before POSCO Act. After reading the judgment
of HC, it becomes clear that prosecution has completely
failed to present the case of the minor in this case.

seekers al-
ways had a penchant
for the right word. With
his book of poetry, he
enters the internal
space of the self to ex-
plore the work and the
eternal questioning the
self faces. It is a very
personalized account of
what is universal in the
human condition and
what is its philosophical
intent. The voice of the
narrator is ever-present
looking at that side of
one’s psyche that ob-
serves life’s poignant
moments silently and
the other part that lives
those moments. The for-
ty-six pieces that make
the book are laden with
sad notes to oneself that
become a comment on
the outer world. There is
an ironic punch and
dark humour too in
there that makes one
smile wryly
. As the book
opens we encounter the
bum who did nothing in
life except writing ‘his
own epitaph / on a cold
hard stone.’
The poet has met ‘pain
head-on and enter the
very/crucible of suffer-
ing/ and come out clean/
pure like gold.’ There is
a certain layering of un-
dertones that make the
poems very readable
from one page to anoth-
er. The content is not as
light as the book and the
reader goes on an inner
Conradian journey into
the heart of darkness
w i t h
the poet. It is
that sense of identi-
fication with the Eli-
otean disillusionment
with life that makes the
book a complete narra-
tive of the human condi-
tion. As the poet most
aptly says in an untitled
poem – ‘And you said/
you want to look/ into
my very core of sad-
ness/ …you‘ll find you
are staring at yourself.’
It is this identification
with the written word
that endears the poems
as your very own.
While the narrator
lives so much in the
world, there is a parallel
life he lives with writers
and their characters too.
Conrad, Eliot, Shake-
speare, Sylvia Plath
meet you with their
lives’ paradoxes, their
characters rubbing
shoulders with you and
the historically recorded
truths written in a con-
versational flow becom-
ing a facsimile of read-
ers’ experience.
However,
the pithy
statements evoke an
overtone that is beyond
words, feelings unsaid,
the utterances that hang
in the air, the life truths
lived by the reader him-
self. The writer and the
reader meet halfway
through a poem con-
fronting each other at
times.
To be accepted as a
poet by P Lal’s Writers’
Workshop is an amazing
achievement for
Jagdeep. It seems he too
like Lal did not use any
promos, good words by
eminent writers or sup-
port to get accepted. It
simply merits that
counts at Writers Work-
shop which is profess-
edly a venture of alter-
native publication in
a world of commer-
cial publication.
Jagdeep Singh prefers to
write poetry in a world
of publishing where po-
etry does not sell. P Lal’s
Writers Workshop is a
‘cottage industry-style
low key entrepreneur-
ship which considers
small to be beautiful and
viable’ as well. So that is
how Jags’ poetry fits
into the classy, person-
ally culled variety of po-
etry of Writers Work-
shop. It is no mean
achievement. In a per-
sonalized production,
the book is hand-bound
in hand woven fabric.
This too stands as a cor-
ollary to the ‘cottage in-
dustry’ entrepreneur-
ship where the content
of the book and its cover
are well assimilated.
One expects to read
more of Jags’ poetry
who it seems keeps
weighing his work for
years before bringing it
out for publication.
