Executive Summary
It is understood that PPESA is in the process of upgrading its IT infrastructure in order to
successfully manage and implement the Ethiopian Privatization Program and keeping its
existing systems up to date. To this end, PPESA requires the services of a Consultant for:
Managing and technically supervising the procurement and installation/application of IT
soft and hardware.
This proposal will review the “Terms of Reference”, outline my relevant experience
including CV and Financial requirements.

TOR Review
Objective
I am pleased with the various measures already implemented to update the management
information systems at PPESA and with the accuracy and detail of the Scope of Works. I
did try to visit your website www.ppesa.gov.et but was unsuccessful. I did some research
and it seems your site is not online.
I also did some research on the IPRIS system and it appears to have been developed by
Cybersoft PLC.
Local and Wide Area Network
A proper evaluation of the technical proposals for the Local and Wide Area Network will
avoid potential deficiencies and/or pitfalls. In addition, sufficient testing will be
performed to ensure perfectly functional Networks. Project will be properly implemented
using the latest technologies and ensuring the highest technical standards.
Procurement of IT Hard and Software
A proper investigation of the IT requirements of the Agency will determine exactly what
the immediate and future needs are in order to create an up to date and efficient IT
solution. In this phase, cooperation from PPESA employees will be a determinant factor
to its success. A proper evaluation of the prospective suppliers’ proposals will also avoid
potential pitfalls down the road and ensure a state of the art IT department. The
procurement will be timely and adhere to agreed to technical specifications and quality
parameters.
Integrated Privatization and Restitution Information System (IPRIS)
Investigating the IPRIS, eliminating drawbacks and strengthening the application will be
the most important aspect of the project. The application must work perfectly and
perform to the exact specifications that are required. Careful evaluation of the technical
proposals will minimize pitfalls and sufficient testing will ensure that the modifications to
the application work as intended. The Agency’s applications will be assessed and a
recommendation submitted.

Organization of the Study
Arranging for cooperation with the relevant departments is critical for the success of the
project, especially during the investigation of the IT and IPRIS requirements.
Time Scale
The Time Scale is acceptable as are the 15 days spread over 6 months. But, since testing
both the upgraded IPRIS application and the Wide and Local Area Networks could be
time consuming please take into consideration the possibility of 30 days spread over 6
months.

Relevant Experience
I have been in the IT consulting business since 1991. Originally headquartered in Los
Angeles providing consultancy to a number of companies in the manufacturing, real
estate, software testing, insurance, pharmaceutical, healthcare and movie industries. In
1999 I entered the Las Vegas market with a contract to upgrade the IT department of a
famous casino, Binion’s Horseshoe.
At Binion’s I successfully modernized their IT infrastructure from the ground up. I
evaluated their LAN and WAN and upgraded it to encompass all areas of the casino. I
evaluated their hardware and software needs, sent out bids and upgraded several hundred
PCs, multiple servers and 2 Mainframes. I also evaluated their existing applications and
upgraded those. Managed vendor contacts, negotiated terms, reviewed contracts, issued
RFPs, evaluated proposals, updated technical documentation, implemented Disaster
Recovery procedures and real-time backup strategy with off-site storage.
Working with the Nevada Gaming Control Board and the Casino’s Security Department I
ensured strict adherence to security standards, both internal (auditing) and external (24 H
Recorded Video Surveillance).

MANAGEMENT EXPERIENCE

Undertook a collaboration with Access Gaming Systems Europe Inc. (Software company
based in Ireland) to develop the World’s Standard of Online Poker website with an
exclusive marketing concept. This marketing included multi level marketing techniques
(MLM) and “viral marketing” (e.g., word of mouth) avoiding heavy traditional marketing
expenses.
In 2006, entered a marketing alliance with Pitbull Poker Ltd., (gaming company based in
Costa Rica) that developed its own poker software utilizing the latest information
technologies. Developing the software in Macromedia Flash, the company positioned
itself strategically in the international online poker market, allowing its users the freedom
of multiple operating system platforms such as Windows, Mac and Linux utilizing any
browser. As a result of our creative synergies, I helped increase traffic and sales by
more than 300% in just two short years.
CIO – Binion’s Horseshoe Hotel Casino, Las Vegas, NV 1999 - 2004
During the latter part of my tenure there, 2000 onwards, I was instrumental in merging
Binion’s with the Internet, carefully avoiding legal pitfalls with both the Federal
government and the Nevada Gaming Control Board.
In 2001 after evaluating tens of online casino software providers, I settled on Access
Gaming Systems because of their clean record of accomplishment having licensed their
software exclusively to European and Australian companies in full regulatory oversight
of their respective governments. This was a key requirement in obtaining Nevada
Gaming Board approval. Thus, Binion’s Play for Fun casino was born.
In 2002, I brought the World Series of Poker to the Internet in a 24 hour delayed
broadcast of the final tables of each event. This was a precursor of the 2003 5 minute
delayed web cast of the World Series with such a high quality broadcast that it was like
watching it on television complete with play by play.

Financial Proposal
Contract Amount and Method of Payment
Contract Amount
Pursuant to Article II of this Contract, the client will pay the Consultant in full
compensation for all services rendered and for all costs and expenses whatsoever incurred
in carrying out the Services and performing the Contract a total amount of Birr
192,000.00 net as detailed below:
My current billable rate for this project is 800.00 Birr net an hour.
Pursuant to Article I, Paragraph 1.4, it is estimated that the project will require thirty
person days spread over six months to complete, presuming there are no 3rd
party
delays.
Presuming 30 person days at 8 hours a day totals 240 billable hours.
240 hours at Birr 800.00 net an hour totals Birr 192,000.00 net.
Method of Payment
The Contract Amount shall be paid according to the following schedule for carrying out
the works and services designated in the Terms of Reference attached under Section I of
this contract and upon presentation of a fee note:
Client will pay a fee to Consultant based on Birr 800.00 net per hour for services
provided by Consultant. This amount shall be payable bi-weekly, no later than four
business days after the end of each applicable two-week period during which services
were performed.
In the event more hours should be required and approved by client, said fee of Birr
800.00 net per hour shall be applied.
Client will be responsible for all taxes and duties.
