Today in the republic
there are about 120 thousand registered
goods-carrying vehicles (trucks).
Of these, about 6 thousand trucks are engaged in transportation of goods to international
destinations. The bulk of trucks are engaged in transportation of goods within the
country. In order to protect the interests of the Kyrgyz road transport and create favorable
conditions in the international market of transportation services Kyrgyzstan signed
bilateral intergovernmental agreements on road transport with 19 states and
interdepartmental agreements with two countries. However, negotiations are conducted
annually with the 21states, with which an agreement on international road transport has
not been signed yet, but the issue of permit forms for the trips of Kyrgyz road carriers to
these countries was resolved.

3. Legislation in the field of road transport
The main objective of the Ministry is to create favorable conditions for
formation and development of the market of services in the field of road and
rail transport.
July 19, 2013, the Law of the Kyrgyz Republic “On the road transport” which
governs the relations arising from the provision of services by road transport,
which is part of the transport system of the Kyrgyz Republic. Relations
connected with the provision of services by road transport and urban land-
electric transport (trolleybuses).
However, according to the Law of the Kyrgyz Republic “On the system of
licensing and permits in the Kyrgyz Republic” activities in passenger
transportation (except taxi cabs) and international road transport of goods are
subject to licensing. Transportation of goods by road transport within the
country is not regulated by governmental agencies.

5. Integration unions
• In accordance with the Treaty on the Eurasian Economic Union, international road transport of
goods performed by carriers registered in the territory of one of the EAEC Member States, are
carried out without permits. There is no need in obtaining permits for Kyrgyz road carriers for
transportation of goods to the Russian Federation, Republic of Kazakhstan, the Republic of
Belarus and the Republic of Armenia. Reduction of the number of permits for transportation of
freight/goods also encourages carriers to improve quality of transport services.
In addition to the above measures a phased program for liberalization of domestic freight
transportation is being implemented since January 2016 within the EAEC. The aim of this
program is the formation of a common market of road transport services in the framework of the
Eurasian Economic Union and facilitation of access for carriers of the countries - members of
the Union to provision of road freight transport services across the entire territory of the Union,
regardless of nationality and the country of registration. Implementation of the program will
provide access for transportation companies to the domestic market of cargo transportation
across the EAEC, and will reduce empty runs, reduce transportation costs of consumers of
freight road transport services.

6. Automobile roads
• The transport network of Kyrgyz Republic consists of 34,000 km of roads. Of the total length
of roads in the country, 18810 km of roads are maintained/served by the Road units of the
Ministry of Transport and Roads of the Kyrgyz Republic, and 15190 km of the roads are
attributed to towns, villages, agricultural, industrial and other enterprises. Length of
automobile roads of international importance is 4162.0 km, of the State roads - 5678 km and
roads of local importance - 8969.0 km. The length of roads for public use with hard surface is
7228 km, gravel roads - 9961 km, unpaved roads - 1621 km.

7. • The activities of the Ministry are largely focused on maintaining the internal
network of roads in the country that facilitates public access to the agricultural
markets (in particular - for remote rural areas), and to social and health services. We
implement and maintain the practice of maintenance of rural roads which are not in
jurisdiction of the Ministry (about 15,000 km) with the efforts of rural
communities. However, this process is slow due to the resource limitations of local
budgets, low qualification and poor technical equipment on the ground.
• In the conditions of the constant need for additional governmental funding, the
Ministry identified priority road sections in order to maintain them at the
appropriate operational level. Sections of smaller roads are repaired in accordance
with the schedules that are adjusted according to the availability of funds. It should
be noted that the budget funding for road maintenance in recent years demonstrates
a trend towards improvement. If 7-8 years ago, the budget covered only about 20-
30% of the road fund needs, now it covers 60-80%.

9. Construction of the alternative road North-South
• Total length of the
alternative North-South Road
is 433 km.
The project involves construction
of the road according to the parameters of II technical category and is divided into three
phases. The North-South Road will increase the transit capacity of the republic, while
the farmers of the southern and northern regions of the republic will get mutual access
to markets of agricultural products, which in turn will improve well-being of the
population.
