2. Bangladesh is one of the most disaster-prone nations in the world. Dealing with the many
hazards is a major challenge for the national government. For this, disaster management is badly
needed in Bangladesh. Disaster management refers to the management of both risks and
consequences of disasters which includes the prevention, emergency response and post-disaster
recovery. As a result, a series of inter-related institutions at both national and sub-national levels
have been created for Disaster Management in Bangladesh.
Institutions for Disaster Management in Bangladesh: As we know before that Bangladesh is
one of the most disaster prone countries in the world. For this, there are a lot of disaster
management institutions which have been created in Bangladesh. The institutions for disaster
management in Bangladesh are as followed-
National Disaster Management Advisory Forum (NDMAF)
National Disaster Management Council (NDMC)
Inter-Ministerial Disaster Management Coordination Committee (IMDMCC)
Ministry of Disaster Management and Relief (MoDMR)
Department of Disaster Management (DDM)
National Platform for Disaster Risk Reduction (NPDRR)
District Disaster Management Committee (DDMC)
Upazila Disaster Management Committee (UzDMC)
City Corporation Disaster Management Committee (CCDMC)
Pourashava Disaster Management Committee (PDMC)
Union Disaster Management Committee (UDMC)
National Disaster Management Advisory Forum (NDMAF): The National Disaster
Management Advisory Forum is established by the Minister for Provincial and Local
Government in terms of section 5 of the Disaster Management Act of 2002. The Forum is a body
in which national and local government and other disaster management role-players consult with
one another to co-ordinate their actions that is related to disaster management.
National Disaster Management Council (NDMC): The National Disaster Management
Council is established to provide policy guidance towards disaster risk reduction and emergency
response management in Bangladesh. Honorable Prime Minister is the chairperson of the
National Disaster Management Council. It provides strategic advice for disaster risk reduction
and emergency response management and reviews national disaster management system. It
evaluates disaster preparedness measures and provides strategic advice. It promotes awareness
regarding disaster risk reduction among top policy makers.
Inter-Ministerial Disaster Management Coordination Committee (IMDMCC): The Inter-
Ministerial Disaster Management Coordination Committee is established to facilitate the policy
making, planning, programming and implementing measures relating to disaster risk reduction
and emergency response management in Bangladesh. Minister of Ministry of Food and Disaster
3. Management is the Chairman of IMDMCC. It plays an important role in risk reduction and
emergency response for disaster management in Bangladesh.
Ministry of Disaster Management and Relief (MoDMR): The Ministry of Disaster
Management and Relief have the responsibility for coordinating national disaster management
efforts across all agencies in Bangladesh. It issued the Standing Orders on Disaster (SOD) in
1997 to guide and monitor disaster management activities in Bangladesh.
Department of Disaster Management (DDM): The Department of Disaster Management was
established in 2012 under the Ministry of Disaster Management and Relief (MoDMR) . The
Department of Disaster Management serves the Ministry of Disaster Management and Relief to
implement the objectives of Disaster management Act 2012. It undertakes risk reduction
activities, such as- responding to disaster events efficiently. It is also strengthening and
coordinating the programs that are undertaken by different stakeholders related to Disaster Risk
Reduction (DRR) and Disaster Risk Management (DRM).
National Disaster Response Coordination Group (NDRCG): National Disaster Response
Coordination Group (NDRCG) headed by the Honorable Minister in charge of the Ministry of
Disaster Management and Relief (MoDMR). It evaluates disaster situation, activation of
response and recovery in emergencies, advocacy for declaration of affected area and power of
direct procurement in advance to combat disaster.
Cyclone Preparedness Programme (CPP) Implementation Board: Cyclone Preparedness
Programme (CPP) Policy Committee headed by the honorable Minister, Ministry of Disaster
Management and Relief. It provides policy related direction to the Cyclone Preparedness
Program Implementation Board (CPPIB). It is working in the field of disaster management in
Bangladesh especially in early warning system, search and rescue, evacuation and sheltering.
CPP is considered as a model programme in the disaster management field in the world.
National Platform for Disaster Risk Reduction (NPDRR): National Platform for Disaster
Risk Reduction is headed by Secretary of the Ministry of Disaster Management and Relief
(MoDMR) and Director General of DDM functions as the member secretary. This platform
coordinates and provides necessary facilitation to the relevant stakeholders.
District Disaster Management Committee (DDMC): District Disaster Management
Committee (DDMC) is headed by the Deputy Commissioner of the district. It plays an important
role in risk reduction and emergency response in sub-national level. It also ensures the
constitution of Upazila Disaster Management Committee (UzDMC) and Pourashava Disaster
Management Committee (PDMC) with its activation.
Although Bangladesh is highly vulnerable to natural hazards, it also has a long history of coping
with and managing major disasters. The government of Bangladesh has a great experience in
preparing for and responding to disaster events. The institutions for disaster management have a
great impact to manage disaster in national level as well as local level in Bangladesh.
