INTRODUCTION
 The National Disaster Management Framework-2005 has been developed by the
Union Ministry of Home Affairs (MHA), the nodal agency for disaster
management in India.
 NDM Framework -2005 seeks to promote a proactive approach to disaster
preparedness, mitigation, and prevention.
 The framework focuses on integrating disaster management in the development
agenda, establishing/enabling institutional arrangements, creating awareness for
risk reduction.

• The GOI-UNDP National Disaster Risk Management Program, formulated
under this framework aims to reduce vulnerabilities of communities at risk
to sudden disaster in 169 of most multi-hazard prone districts spread over
17 states.
• This framework is aimed to enhance capabilities of governments
institutions, communities and civil societies.

INSTITUTIONAL
FRAMEWORK
• A permanent and institutionalized set up began in the
decade of 1990s with set up of a Disaster Management
Cell under Ministry of Agriculture, following the
declaration of decade of 1990 as the “ International
Decade for Natural Disaster Reduction (IDNDR) by
United Nation”.
• Disaster Management Division has been shifted under
Ministry of Home affairs in 2002 and a hierarchical
structure for disaster management evolved in India.

ORGANIZATION STRUCTURE OF DISASTER
MANAGEMENT:
 The disaster management division is headed by Joint Secretary (DM) in
Ministry of Home Affairs (MHA), who is assisted by three (3) Directors,
Under secretaries, Section Officers, Technical Officers, Senior Economic
Investigator, Consultant and Other Supporting Staffs
 The upper echelon of structure consists of Secretary (Border
Management), Home Secretary, Ministry of State in Charge & Home
Minister.
LEGAL FRAMEWORK
 Legal Framework refers to the framework of Laws,
Executive Orders, and other legal instruments that sets
ground rules for Government and Non-Governmental
activities.
 Legal Framework defines authorities, responsibilities,
and role of officials & organizations as they relates to
Disaster Management.
 Legal Framework is comprised of Statutes, Executive
acts/orders and implementing regulations that
establishes legal authority for programs &
organizations.

FINANCIAL
FRAMEWORK
 Budgetary provision of relief funds is dealt with by
Ministry of Finance, the processing of request of State
Government for these funds are done by the Ministry
of Home Affairs (DM Division).
 The present schemes of State Disaster Response Fund
(SDRF) and National Disaster Response Fund (NDRF)
are based on the recommendation of 14th Finance
Commission. Further, NITI Ayog will deal with the
same.
