Subject: Appeal for Special Hardship Allowance for Teachers at Cagbalete Island National
High School in Mauban, Quezon
Dear Sir:
We hope this letter finds you in good health and high spirits. In behalf of Cagbalete Island
National High School, Cagbalete I Annex Elementary School, and Cagbalete I Elementary School
teaching force, we are writing to express our collective concern and request for the reconsideration
of the Special Hardship Allowance for our school's teaching staff.
Cagbalete Island National High School (Grades 7-12), Cagbalete I Annex Elementary School, and
Cagbalete I Elementary School are located on Brgy. Cagbalete I, an area characterized by its
unique geographical challenges. Our dedication to providing quality education to the students on
the island is unwavering; however, we face exceptional difficulties due to our remote location,
which severely impacts our daily lives and teaching responsibilities.
The special hardships we encounter include:
1. Inaccessibility: Cagbalete Island is isolated and accessible only by boat. This isolation
makes it difficult for teachers to commute to and from the island, especially during adverse
weather conditions (Amihan).
2. Lack of Basic Amenities: The island lacks essential infrastructure such as a consistent
supply of electricity, potable water, and stable internet connectivity. These deficiencies
hinder our ability to conduct online research, communicate with the Department of
Education, and etc.
3. Healthcare Challenges: Access to healthcare facilities and services is limited on the
island, which poses a significant health risk, especially in emergencies.
4. Living Conditions: The high cost of living on Cagbalete Island, combined with limited
job opportunities of our family members, places additional financial stress on our families.

Given these unique challenges, we respectfully request the reconsideration and approval of a
Special Hardship Allowance for the teachers of the said schools above. We believe that this
allowance will not only acknowledge the extraordinary difficulties we face daily but also provide
much-needed support to continue our commitment to education.
We understand that the Department of Education has a rigorous process for evaluating such
requests, and we are willing to provide any additional information or documentation required to
support our appeal. We are confident that the approval of this allowance will enable us to continue
delivering quality education to the students of Cagbalete Island National High School., Cagbalete
I Annex Elementary School, and Cagbalete I Elementary School.
Attached herewith are the lists of teaching personnel of the three schools.
Thank you for your attention to this matter. We look forward to a positive response to our appeal
and remain dedicated to our mission of providing education to our students despite the challenges
we face. The three schools support the Deped MATATAG: Bansang Makabata, Batang
Makabansa!
