    Need for Flood Protection Legislation Governor Blanco’s letter to Legislature dated Dec 10, 2005 contained following objectives:
  • 10. Levee Board Reform Legislation
    • Act 1 of 2006 LA Legislature created SLFPA and CPRA
      • Southeast Louisiana Flood Protection Authority (SLFPA)
        • Two “super levee boards” East and West of the Mississippi River with jurisdiction over multi-parish regions
    • Replaced the Pre Katrina numerous and ineffectual levee boards
    • Post Katrina the electorate supported the Constitutional Amendment which was passed by 81% of voters.
    • Abolished old structure and established new organizations
    • Coastal Protection and Restoration Authority (CPRA) Single State Entity responsible for the Comprehensive Protection Plan State wide
  • 11. LA CPRA’S Role
    • “ The Coastal Protection and Restoration Authority is established, authorized, and empowered to carry out any and all functions necessary to serve as the single entity responsible to act as the local sponsor for construction, operation and maintenance of all of the hurricane, storm damage reduction and flood control projects in areas under its jurisdiction, including the greater New Orleans and southeast Louisiana area.”

  • 15. SLFPA Membership & Nomination Process
    • Nominating Committee shall recommend one name for those members listed in #3 above and two names for those listed in #2 and #4 above for each board position to the Governor
    • The Governor shall appoint from the list of nominations

    • Members prohibited from political activity subject to the Louisiana Board of Ethics
    • SLFPA – East
    • Total of 11 Members of which no more or no less than one member from each parish in the SLFPA - East.
    • 3 At-Large members
    • 5 members who shall either be an engineer or a professional in a related field such as geotechnical, hydrological, or environmental science
    • 3 members who shall be a professional in a discipline other than that occurring in (# 3 above) with at least 10 years of professional experience in that discipline
    • SLFPA – West Bank
    • Total of 7 Members of which no more or no less than two members from each parish in the SLFPA – West Bank.
    • 2 At-Large members
    • 3 members who shall either be an engineer or a professional in a related field such as geotechnical, hydrological, or environmental science

    • Integrated, Risk Based, Flood Protection
      • That provides Citizen Safety and Peace of Mind
      • That is sustainable with respect to the environment, and the system’s design, construction, maintenance and operation
  • 17. Vision Statement
    • The SLFPA provides and maintains a robust regional flood protection system that is based on the principles of ecologic integrity, economic vitality and social equity, that mitigates the adverse effects of natural phenomena, and assures the safety of its citizens and requisite real property in a responsible manner.
  • 18. Mission of the SLFPA
    • The SLFPA will construct and maintain drainage works of all types related to tidewater flooding, hurricane protection, precipitation, subsidence, and saltwater intrusion and assure the readiness and quality of each protective element within the system, either in cooperation with other governmental entities, or upon its own undertaking.
    • As a critical element of Louisiana’s Comprehensive Coastal Protection Plan and Strategy, the SLFPA will comply with all federal and state, law and regulation, regarding rehabilitation assistance for flood control works in a manner balanced between conservation and development.
    • 3. The SLFPA will mitigate the adverse affects of natural phenomena while holding paramount the public safety and welfare in Southeastern Louisiana.
