Quality Flood Protection SLFPA- The New Levee Boards By J.M. Drake PE, CQE, CSP Greater New Orleans Section 1518 Team Website: http://section1518.asqquality.org
Agenda The Problem The Challenge The State’s Response Mission and Vision of the SLFPA Systems Approach Project Execution Quality Modeling Techniques Highlights of two important Projects/ Initiatives Recommendations and Conclusions
The Problem
The Past- Hurricane Katrina Legacy More than 1500 lives lost Category 5 strength less then 12 hours before landfall- 127 mph winds at Louisiana landfall Maximum surge 28 to 30 feet along Mississippi coast 75-80% of Greater New Orleans land areas flooded 138,000 Residences Lost; 12,000 Business Facilities; 304,000 Vehicles > $18 Billion Dollars in damages
The Challenge: Protect Southeast Louisiana
The State’s Response Southeast Louisiana Flood Protection Authority (SLFPA) SLFPA – East SLFPA – West Bank Coastal Protection and Restoration Authority (CPRA)
Southeast Louisiana Land Loss
Complex Global Environmental Changes
To demand that focus be on flood related duties To remove opportunities for patronage To create regional levee protection To provide constitutional protection of the new districts Need for Flood Protection Legislation Governor Blanco’s letter to Legislature dated Dec 10, 2005 contained following objectives:
Levee Board Reform Legislation Act 1 of 2006 LA Legislature created SLFPA and CPRA Southeast Louisiana Flood Protection Authority (SLFPA) Two “super levee boards” East and West of the Mississippi River with jurisdiction over multi-parish regions Replaced the Pre Katrina numerous and ineffectual levee boards Post Katrina the electorate supported the Constitutional Amendment which was passed by 81% of voters. Abolished old structure and established new organizations Coastal Protection and Restoration Authority (CPRA) Single State Entity responsible for the Comprehensive Protection Plan State wide
LA CPRA’S Role “ The Coastal Protection and Restoration Authority is established, authorized, and empowered to carry out any and all functions necessary to serve as the single entity responsible to act as the local sponsor for construction, operation and maintenance of all of the hurricane, storm damage reduction and flood control projects in areas under its jurisdiction, including the greater New Orleans and southeast Louisiana area.” - Louisiana Senate Bill 8, 2006

SLFPA Goal and Objectives Integrated, Risk Based, Flood Protection That provides Citizen Safety and Peace of Mind That is sustainable with respect to the environment, and the system’s design, construction, maintenance and operation
Vision Statement The SLFPA provides and maintains a robust regional flood protection system that is based on the principles of ecologic integrity, economic vitality and social equity, that mitigates the adverse effects of natural phenomena, and assures the safety of its citizens and requisite real property in a responsible manner.
Mission of the SLFPA The SLFPA will construct and maintain drainage works of all types related to tidewater flooding, hurricane protection, precipitation, subsidence, and saltwater intrusion and assure the readiness and quality of each protective element within the system, either in cooperation with other governmental entities, or upon its own undertaking. As a critical element of Louisiana’s Comprehensive Coastal Protection Plan and Strategy, the SLFPA will comply with all federal and state, law and regulation, regarding rehabilitation assistance for flood control works in a manner balanced between conservation and development. 3. The SLFPA will mitigate the adverse affects of natural phenomena while holding paramount the public safety and welfare in Southeastern Louisiana.
