The Analysis of the Development and Alignment of Aid Monitoring and
Evaluation Policy for The Effectiveness of National Development Fund:
A Case Study of Indonesia, Post-Paris Declaration Agreement

THESIS ABSTRACT
Wangwe on his study ‘the management of foreign aid in Tanzania’ noted that
the weaknesses of monitoring and accountability mechanism resulted to a
failure of the fulfillment of aid commitments utilization; it also caused a decline
in the trust of the donors and also the decrease of government credibility over
donors.
Answering Wangwe, Paris Declaration existed to optimize the M&E function as
well as to achieve its five principles: 1) Ownership; 2) Harmonization; 3)
Alignment; 4) Results; and 5) mutual accountability for aid effectiveness.
Analyzing the implementation in Indonesia, we should appreciate the
Government of Indonesia who has achieved in gathering 22 bilateral and
multilateral donors institutions to sign a commitment for aid effectiveness in
Indonesia. Jakarta's commitment brings to a new paradigm on how foreign aid
will (hopefully) be well managed.
To have an optimum analysis, the authors apply six models that simultaneously
analyze, they are: a) The Administrative System Model (Sharkansky); 2) Ten
Steps to a Result-Based Monitoring and Evaluation System (Kusek); 3) Total
Strategic Alignment Model (Kaplan); 4) hierarchy of Policy M & E (Ananto); 5)
Building Government Monitoring and Evaluation Systems (Mackay), and 6)
Systems Thinking for Managers (Checkland and Scholes).
The analysis concluded that the M&E policies and design should well aligned
ang sustain in order to encourage the follow-up action as an implementation of
the Jakarta's commitment. But while Indonesia has headed toward a better
M&E atmosphere, there is still found many problems of disharmony and
misaligned between M&E policies and inter-agency who has the M&E authority.
On the other hand the need for sustainable M&E policy did not appeared on the
design that exist today. Therefore an alternative recommendation to improve
the alignment of M&E policy is required.
The analysis was also concluded on the importance of the role of Funding and
Evaluation Unit which was recently formed in National Planning Board
(Bappenas). Both units have a strategic role to be the initiator of M&E policy
alignment efforts and also to sustain the improvement recommendation as
suggested on this research.
