May-June 1999 Participatory development of a new strategic vision for the
Planning Commission (Government of Pakistan) in the context of
the changing planning system and process. Work also entailed
organisational restructuring to match the new vision of the PC. With
respect to the latter, special attention was given to relation
between the federal Planning Commission and the provincial
Planning and Development Departments (Department for
International Development, Government of the United Kingdom)
January 1999 Tailor-made training of trainers of high-level government officials
(up to ministerial level) from the Republic of Kazakhstan, responsible
for public investment programming. The course was based on NEI
products, including financial and economic appraisal methods
and techniques and the process of public investment

April-Nov 1998 Six short missions to support the Institutionalisation and
Management of the Public Investment Programme of the Republic
of Kazakhstan, Agency for Economic Planning, Almaty/Astana.
Work entailed the provision of technical assistance to lay the

specifically, the project’s objectives were to improve the relevant
staff’s understanding of the necessary requirements for establishing

Nov-Dec 1998 In-depth evaluation mission, UNDP Public Administration Reform

pilot project itself and also prepared recommendations for the PAR
