The nature of public universities has changed over time, although their missions have largely remained the same. Some public universities—many of which
include large, public research universities—are now considered to be some of the most elite universities in the world (e.g., University of California, Berkeley,
University of California Los Angeles, or the University of Virginia). These prestigious public universities have highly competitive admissions, often requiring very
high SAT and ACT scores for acceptance.
Respond to Tobin’s (2009) statement in the textbook about the purpose of higher education systems:
America’s public flagship universities were created to meet the social and economic development of the states that chartered them, to serve as the great
equalizer and preserver of an open, upwardly mobile society to provide “an uncommon education for the common man.” Any resident, regardless of
socioeconomic status, who fulfilled a standard set of academic requirements, would, in theory, be admitted to one of the state’s public higher education
institutions. In principle, the flagship university of the late 19th and early 20th century was an institution that served everybody, but in an era when few
people completed high school (and many who did pursued non-college proprietary curriculum), the notion of the “people’s university” was more of a
symbol than a reality. (p. 11)
From the viewpoint of a representative of a higher education institution, explain whether you believe the notion of the “people’s university” is more of a symbol
than a reality today. Analyze whether higher education institutional operations are being effectively designed to increase diverse students’ enrollment, retention,

Introduction
Every generation defines and redefines the concept of leadership as it faces the challenges
of its era. Certainly, some time periods provide more material and opportunity for reflection
than others. For example, in 1862, as the fractured United States fought the Civil War, Presi-
dent Abraham Lincoln said, “The dogmas of the quiet past are inadequate to the stormy pres-
ent. The occasion is piled high with difficulty and we must rise with the occasion. As our case is
new, so we must think anew and act anew” (as cited in Woolley & Peters, 2015).
Part of Lincoln’s legacy stemmed from his ability to “think and act anew.” While the issues
facing our globalized world significantly differ compared to the 1800s, some themes remain
the same: When it comes to issues like CSR and sustainability, it seems necessary for brave
people to think and act anew. This chapter examines how the next generation of leaders can
begin this process. If society is to face new problems in a novel way, completing such tasks is
not easy, but it is essential.
The first nine chapters of this text illustrated the difficult and specific problems of build-
ing socially responsible and sustainable organizations. The opportunity to make the future
dramatically different from the past—and the present—presents unique leadership chal-
lenges that we address in this chapter. After reviewing the history of leadership, we describe
CSR-relevant conditions facing leaders. Finally, we describe skills that leaders must mas-
ter if they are to effectively lead in a global, environmentally stressed, and economically
fluctuating world.
