2. EPA Paygrade vs Inventory ECM Notes

Rating is currently overmanned at 110% . Year Groups 2004-2006 and 1997-2002
have excess inventory due to EPA reductions. Inventory overages will be reduced via
PTS. Sailors in the Year Groups that are overmanned are encouraged to explore
conversion options.
Advancement opportunity is above ALNAV for E7 and E8 while E4 continues to
struggle due to excess inventory. ECM expects some improvement next cycle.
