For all of these reasons and more, the Navy combined most of these current commissioning paths into one consolidated program that preserves the Seaman to Admiral name made popular by Admiral Boorda: Seaman to Admiral-21 (STA-21). The STA-21 Commissioning Program is designed to meet the goals of the Navy in the 21st Century, while at the same time creating a fair and equitable system for outstanding active duty Sailors to receive a top-notch college education and become commissioned officers in the Unrestricted Line ((URL); Restricted Line in Human Resources; Special Duty Officer in Intelligence, Warfare (formerly Cryptologic) and Oceanography; Staff Corps in Civil Engineering (CEC), Medical Corps (MC), Nurse Corps (NC), or Supply Corps (SC).

What makes the STA-21 Program so different from most of the other commissioning programs is its fairness to the Sailor. Some of the previous enlisted commissioning programs required Sailors to pay their college tuition by themselves. Others removed the student from active duty status, thus taking away any source of income. The STA-21 Program will keep all participants on active duty at their current enlisted pay grade. This means they will receive all the pay, allowances, benefits, and privileges they currently enjoy and will still be eligible for enlisted advancement while in the program: Time spent in school will not count towards retirement, however, it will count towards pay purposes. Sailors will receive up to $10,000 per year to cover tuition, books, and fees. The Sailor will pay any costs above $10,000 per year. Participants attending inexpensive universities that do not require use of the entire $10,000 for any year will not be able to keep the difference.
Although the applicant's history of fleet performance will receive consideration during the selection process, emphasis will be placed on the identification of those applicants who possess the academic and leadership potential necessary to become outstanding Naval officers.

Upon completing the program and passing NCLEX, soldiers attend Basic Officer Leader Course and commission. He described the career opportunities, program requirements, and contact information for each degree. The Business degree focuses on principles, theory, and real-world experience to prepare students for careers in fields like marketing, human resources, and accounting. The Christian Ministry degree teaches the Bible, communication, and discipleship to prepare students for church roles and nonprofit work. The Animation degree utilizes advanced technology and software to train students for careers in areas such as game design, animation, and graphic design.

The RC LDO/CWO program is actively seeking candidates with the “right stuff”. The RC CWO program is in particular need of support from the CPO mess. We are approximately 50% manned in our RC CWO inventory and we are losing folks almost as fast as we are “making” them. The RC LDO situation is a bit better, but not by much. So the fleet has an incentive to get as many highly qualified candidates into those billets as possible.

At service selection (between Jr. and Sr. year), you will choose from URL communities ONLY. Pilot, NFO, SWO, SPECWAR (SEAL), NUKES and EOD. No CEC, HR, Intel, Information Warfare, Medical, Nurse, Oceanography, or Supply (these are RL and staff communities).
Try and choose CORE as a secondary option if first option is a Target option. You must meet CORE age and vision requirements. If you do this may increase you chances of getting into the community you desire.
If CORE eligible but want nuke (can’t apply because you’re not at one of the three places) opportunity may exist at service selection if you major is appropriate and quotas exist. You will need to meet GPA requirements. It would also look better to be at one of the Nuke schools. Interviews will be required.

Recognize nursing programs are very linear . Courses are usually taken and offered in a set sequence. It can be difficult to complete in 3 years with out completion of prerequisites.

CO’s endorsement

If Command wants you to do rough endorsement, DO IT! And don’t be shy or humble!
If Command doesn’t fulfill their responsibilities, you won’t be penalized. Stay up to date using the application status portion of the web site.
Ensure one rep from chosen option on board. All 03 and above.
In ranking, consider how rank will help or hurt based on comparative group. Will you rank all candidates or like groups of candidates.

Board is 3 weeks long. Each record is reviewed by a minimum of 3 senior naval officers with at least one of the same designator as the option choice.
Many of board members are COs and XOs themselves.
Board process reviews every record (even those determined not qualified) for quality assurance. Then in the process the cream of the crop float to the top, the less competitive to the bottom and the hard to sort to the crunch. Crunch records are often most likely reviewed again by up to 5 members. It is like swimming competitions where the difference can be as small as a thousandth of a point.
The board is concerned with the “WHOLE” person concept!
