This reference is designed for the COMMAND Role.
Use CMS/ID QuickStart for Active Duty Sailor for the following:
• OBTAIN THE CURRENT CMS/ID SCHEDULE

• ENTER CMS/ID
• VIEW OR MODIFY JOB PREFERENCES AND CAREER INTENTIONS
• UPDATE YOUR PERSONAL INFORMATION

• VIEW GSA JOBS
• VIEW/MODIFY COMMAND WEBSITE

OBTAIN COMMAND ACCESS TO CMS/ID
• Go to the NPC home page at https://www.npc.navy.mil/.
• Select Career Mgmt. System under Enlisted Assign.
• Scroll down to Career Counselor, Command, MCA Users and select Access
Letter.
• A generic version of the Access Letter will open. Save, complete and print the request,

then have it signed by your CO, XO or OIC.
• Attach signed letter to email and send to CMS/ID_inbox@navy.mil.
NAVIGATE THE COMMAND HOME PAGE
• Select the Roles tab, then select the Enlisted Command role.
• Select the Home tab. Data will be displayed for the command(s) and UIC(s) you have
permission to access.

• Review information in the collapsible tables: Jobs Open Past Fill Date For Your
Command, Open Jobs For Your Command, Losses Without Orders For
Your Command, and Sailors Assigned to NCS for Your Command.

ENTER COMMAND COMMENTS ON YOUR ADVERTISED JOBS
• Perform a Job Comparison and select the desired job on the Requisition Comparison

page, OR view Job Detail.
TIP: Use the CMS/ID QuickStart for Command CC to CONDUCT JOB SEARCH, VIEW JOB
DETAILS, and COMPARE JOBS.
• Select Proceed to Command Job Update Screen.
• Enter comments in the Command Comment section.
• Click UPDATE.
TIP: Entering comments provides information Detailers can use to select the best Sailor for your

command. Comments are viewable by Command Career Counselors, as well. Submit comments
as soon as the Application Phase opens to maximize the likelihood that potential applicants have
access to information provided.
VIEW/COMPARE/RANK AND COMMENT ON APPLICANTS
• Select the Applications tab.
• Enter criteria in the Required Input box and click SEARCH to search for applicants.

(To select all ratings, leave the Community block blank.)
TIP: To sort applications by job, select Sort by Job in the Sort By section.
• To perform a side-by-side comparison of applications for a particular job, first select the
job using the check boxes on the left, then click View Applicants. Chosen applicants
will be displayed five at a time. Use the Next button to navigate through selections.
• To narrow the field, click the check box(es) of the application(s) you want to “keep” and
then select Compare Selected Applications. Those not chosen will be replaced by
the next in line.
NOTE: For additional information, use the check box to select the applicant and then select either
Proceed to Personnel Detail or Proceed to Sailor History.
• After reviewing each applicant’s qualifications, rank applicants 1 through 5, with 5 being

Best Fit with your command and 1 being Least Fit with your command.
IMPORTANT: Your ranking is to indicate an applicant’s fit to your command, NOT a comparison of one
applicant against another. You may find all candidates suitable (5), all candidates unsuitable (1), or anything
in between.
• Add comments to help Detailers understand your ranking.
• Click UPDATE.
VIEW APPLICATION SUMMARY REPORT
• Select the Reports tab.
• Click Application Summary Report.
• Choose a Requisition Date (required); enter SSN/UIC (optional).
• Click SEARCH.
• Click the underlined number in any of the three boxes offered, according to data desired (# of
Open Requisitions, # of Applications, or # of Selections).
