2. What is HIB?
From Lawrence BOE Policy 5512 - Any
gesture, written, verbal, or physical act, or
electronic communication – a single
incident or series of incidents that:
• Is reasonably perceived as being motivated
by either any actual or perceived
characteristic, such as race, color, religion,
gender, sexual orientation, etc.
• By any other distinguished characteristic

• Takes place on school property, at any school-
sponsored function, on a school bus, or off
school grounds that substantially disrupts or
interferes with the orderly operation of the
school
• A reasonable person should know that the act(s)
will have the effect of physically or emotionally
harming the pupil(s)
• Insults or demeans the pupil(s), resulting in the
substantial disruption of school, and creates a
hostile educational environment for the pupil(s)
4. Conflict vs. HIB
Conflict
• Involves two people w/
similar degrees of power
• Involves mutual
disagreement and/or
mutual wrongdoing
• Can be fairly resolved
• Is teasing
HIB
• Involves an imbalance of
power where the power is
being used unfairly
towards the victim
• Wrongdoing & blame lie
w/ the offending party
• Is one-sided: the offender
maintains the bullying
dynamic
• Is taunting
6. COMMUNICATE!
• While volunteering at your activity, if you
see something that might be conflict or
HIB, please communicate this to a LTPS
staff member with you at the activity.
• That staff member will address it by taking
the appropriate next step.

• Keep in mind that in your role as parent
volunteer, confidentiality is very
important. The information that you gain
in your role needs to be kept to yourself.
This will allow the students involved to
maintain the privacy that they deserve and
the school wants them to have.
