In preparation for the UNGA Overall Review, two multistakeholder WSIS+10 Review Events were hosted by UNESCO and ITU in 2013 and 2014 respectively. They endorsed the following negotiated and consensus based outcome documents:
- WSIS+10 Statement on Implementation of the WSIS Outcomes (Geneva, 2014)
- WSIS+10 Vision for WSIS beyond 2015 (Geneva, 2014)
- WSIS+10 Review Final Statement - Information and Knowledge for All: An Expanded Vision and a Renewed Commitment (Paris, 2013)
In order to further the understanding of these important documents, ITU-UNESCO held Information Session on WSIS beyond 2015: Building upon Multistakeholder Consensus Based Outcome Documents of the UNESCO and ITU hosted WSIS+10 Review Events. 4th Generation Regulation: driving digital communications aheadITU
14th + special edition of ITU's Trends in Telecommunication Reform report examines the evolution towards 4th generation ICT regulation and the evolving role of ICT regulators as partners for economic development and social inclusion.
The latest ITU Statshot overview of the global technology landscape shows that by the beginning of 2012 there were seven countries where mobile cellular penetration topped 200% - meaning an average of more than two mobile phone subscriptions for each man, woman and child. China is the first country in the world to surpass one billion subscriptions, and India is close on its heels. Annual tech/comms sector revenues have reached USD 1.5 trillion, or 2.4% of global GDP, and exports of ICT goods represent 12% of global merchandise trade. Between 2008 and 2011, the relative price of ICT services dropped by 30%. But two thirds of under-25 year olds – or almost two billion young people – are not yet online. Measuring the Information Society 2014 report overviewITU
ITU's Measuring the Information Society report, published since 2009, features key ICT data and benchmarking tools to measure the information society, including the ICT Development Index (IDI). The IDI captures the level of ICT developments in 166 economies worldwide and compares progress made during the last year.
MIS 2014 highlights the relationship between ICT development (as measured by the IDI) and the MDGs, a contribution to the ongoing discussions on the potential of ICTs as development enablers.

ITU Standardization of Telebiometric applications ITU
Our Goal at ITU-T SG17 is to develop telebiometric (remote life measurement) standards from sensor thru the gateway and into the cloud. The standards focus on how to acquire biological information and interaction, structure the data, encrypt, store, and authenticate.
Initially, biological data is acquired from a living entity e.g. a person. A Metric system is applied and the information is then structured and encrypted X. Implementing authentication standards ensures only the users permitted to view the telebiometric data have access.
Traditionally, biometrics has been a niche industry with a very limited scope. However at Q9/17, we have expanded the scope to all biological measurements combined with the necessary telecommunication infrastructure.

WSIS Stocktaking process was launched in 2004. WSIS Stocktaking process provides information on ICT-related initiatives and projects with reference to the 11 WSIS Action Lines (Geneva Plan of Action) carried out by governments, international organizations, the business sector, civil society and other entities. To this end, in accordance with §120 of the Tunis Agenda for the Information Society adopted by the Summit, WSIS Stocktaking Database was further maintained as a publicly accessible system under the stewardship of ITU to assist with the WSIS Follow-up, beyond the conclusion of the Tunis phase of the Summit.
The principal role of the WSIS Stocktaking exercise is to collect information, share knowledge and experiences and leverage the activities of stakeholders working on the implementation of WSIS outcomes and. In this context, WSIS Stocktaking process provides a portal of best practices for stakeholders seeking updated information on the progress of implementation of WSIS outcomes (see Geneva Plan of Action, §28.e).
Since the WSIS Stocktaking Process was established, five editions of Global WSIS Stocktaking report were prepared; each of them included latest information on WSIS related activities contributed by stakeholders. This exercise provided stakeholders with the platform to have an overall picture of and a sharper insight into latest WSIS activities undertaken toward achieving WSIS goals. The 6th edition of the WSIS Stocktaking report is under preparation and will be released and presented at WSIS +10 High Level Event. Other editions of the report for the following years 2005, 2008, 2010, 2012 and 2013 will also contribute to the WSIS+10 High-Level Event.
The first physical meeting of the open consultation process on WSIS Forum was held on 30 January 2015 in ITU Headquarters. More than 100 WSIS Stakeholders participated and contributed to shaping the format of this unique meeting to be held in Geneva, from 25 to 29 May 2015. Driven by the rapid progress in Artificial Intelligence (AI) research, intelligent machines are gaining the ability to learn, improve and make calculated decisions in ways that will enable them to perform tasks previously thought to rely solely on human experience, creativity, and ingenuity. As a result, we will in the near future see large parts of our lives influenced by AI.
AI innovation will also be central to the achievement of the United Nations' Sustainable Development Goals (SDGs) and will help solving humanity's grand challenges by capitalizing on the unprecedented quantities of data now being generated on sentiment behavior, human health, commerce, communications, migration and more.
With large parts of our lives being influenced by AI, it is critical that government, industry, academia and civil society work together to evaluate the opportunities presented by AI, ensuring that AI benefits all of humanity. Responding to this critical issue, ITU and the XPRIZE Foundation organized AI for Good Global Summit in Geneva, 7-9 June, 2017 in partnership with a number of UN sister agencies. The Summit aimed to accelerate and advance the development and democratization of AI solutions that can address specific global challenges related to poverty, hunger, health, education, the environment, and others.
The Summit provided a neutral platform for government officials, UN agencies, NGO's, industry leaders, and AI experts to discuss the ethical, technical, societal and policy issues related to AI, offer reccommendations and guidance, and promote international dialogue and cooperation in support of AI innovation.

Enhancing innovation and participation in smart sustainable citiesITU
The United for Smart Sustainable Cities (U4SSC) initiative was launched by the International Telecommunication
Union (ITU) and United Nations Economic Commission for Europe (UNECE) in May 2016. The first phase of this initiative, which was conducted via three Working Groups, was completed in April 2017. This flipbook brings together the work done in Working Group 3 (WG3) for Enhancing Innovation and Participation in Smart Sustainable Cities. WG3 is formed of a group of global experts and practitioners to facilitate knowledge sharing and partnership building on smart cities, with the aim of formulating strategic guidelines and case studies for enhancing innovation and participation in smart sustainable cities. More specifically, WG3 addresses various topics on smart governance, smart economy and smart people with the aim of achieving strong and symbiotic governance, economics and society.

3. WSIS Overall Review: Background
• The World Summit on the Information
Society (WSIS) Outcome Documents and the
UN General Assembly Resolution 60/252
resolved to conduct an overall review of the
implementation of the Summit outcomes in 2015.
• The modalities for the Overall Review were discussed at the
68th Session of the UN General Assembly. Modalities are
expected to be finalized by end of March 2014.
• Following the guidance of its Membership (PP-10 Resolution
172 and ITU Council Resolution 1334 (Mod. 2013)), ITU has
initiated the preparatory process leading towards the
WSIS+10 High-Level Event to be held in 2014.
4. WSIS Overall Review: Background
• WSIS Forum 2012 and 2013, and
the WSIS+10 Vision Challenge led
towards elaboration of the work plan
on the WSIS+10 process endorsed by the
WSIS stakeholders as well as
32 UN Agencies, members of the
UN Group on the Information Society.
• Moreover templates for the 10 years implementation reports
of Action Lines and Member States have been endorsed
through a multistakeholder consensus.
5. Council Resolution 1334 (MOD. 2013)
WSIS+10 High Level Event
• The WSIS+10 High-Level Event will be an extended
version of the WSIS Forum to:
WSIS+10 High Level Track
– address the progress made in the implementation of the
WSIS outcomes related to the WSIS Action Lines under
mandates of the participating agencies
WSIS Forum Track
– provide a platform for multi-stakeholder coordination of the
implementation of the WSIS outcomes, with involvement
and participation of all WSIS action line facilitators, other UN
agencies and all WSIS stakeholders.
6. Objectives
• The WSIS+10 High-Level Event will review
the WSIS Outcomes (2003 and 2005),
in particular, related to the Action Lines
with a view to developing proposals on a
new vision beyond 2015, potentially also
exploring new targets.
• The meeting will be organized taking
into account decisions of the 68th
Session of the UN General Assembly
(negotiations on modalities started
on 23 October 20013)
