• Includes concessional and non-concessional financing
and captures all financial instruments.
• Covers activities that promote sustainable development
• Captures official schemes for mobilising private
investments for development.
• The DAC is planning to shape the TOSSD concept and
include the views of partner countries through outreach
and engagement activities.
Large potential to join up efforts and engage
on a broader dialogue on green finance with
partner countries and other stakeholders!
TOSSD is a new comprehensive statistical
measure that captures the diversity of resource
flows in support of sustainable development.

– web-based dynamic guidance table on Climate Rio
markers
– Improved visualization tools for the Biodiversity
and Desertification Rio markers
• Policy work:
– policy dialogue on tracking international climate
relate development finance at the country level
(pilot with Viet Nam and UNDP)

effectiveness of climate finance

• Two main areas or types of work – need to prioritise:
– Technical – extension of work of the Task Team – i.e.
• Biodiversity and Desertification marker updates;
• engaging with MDBs to harmonise / improve comparability /
integrate multi- and bilateral data
– Outreach
• Looking outward, listening and gather feedback from users
• Feeding suggestions back into system
