To this end, in accordance with §120 of the Tunis Agenda for the Information Society adopted by the Summit, WSIS Stocktaking Database was further maintained as a publicly accessible system under the stewardship of ITU to assist with the WSIS Follow-up, beyond the conclusion of the Tunis phase of the Summit.
The principal role of the WSIS Stocktaking exercise is to collect information, share knowledge and experiences and leverage the activities of stakeholders working on the implementation of WSIS outcomes and. In this context, WSIS Stocktaking process provides a portal of best practices for stakeholders seeking updated information on the progress of implementation of WSIS outcomes (see Geneva Plan of Action, §28.e).
Since the WSIS Stocktaking Process was established, five editions of Global WSIS Stocktaking report were prepared; each of them included latest information on WSIS related activities contributed by stakeholders. This exercise provided stakeholders with the platform to have an overall picture of and a sharper insight into latest WSIS activities undertaken toward achieving WSIS goals. The 6th edition of the WSIS Stocktaking report is under preparation and will be released and presented at WSIS +10 High Level Event. Other editions of the report for the following years 2005, 2008, 2010, 2012 and 2013 will also contribute to the WSIS+10 High-Level Event.

From Natural Language to Structured Solr Queries using LLMsSease
This talk draws on experimentation to enable AI applications with Solr. One important use case is to use AI for better accessibility and discoverability of the data: while User eXperience techniques, lexical search improvements, and data harmonization can take organizations to a good level of accessibility, a structural (or “cognitive” gap) remains between the data user needs and the data producer constraints.
That is where AI – and most importantly, Natural Language Processing and Large Language Model techniques – could make a difference. This natural language, conversational engine could facilitate access and usage of the data leveraging the semantics of any data source.
The objective of the presentation is to propose a technical approach and a way forward to achieve this goal.
The key concept is to enable users to express their search queries in natural language, which the LLM then enriches, interprets, and translates into structured queries based on the Solr index’s metadata.
This approach leverages the LLM’s ability to understand the nuances of natural language and the structure of documents within Apache Solr.
The LLM acts as an intermediary agent, offering a transparent experience to users automatically and potentially uncovering relevant documents that conventional search methods might overlook. The presentation will include the results of this experimental work, lessons learned, best practices, and the scope of future work that should improve the approach and make it production-ready.
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

• ITU Council Resolution 1334 (Mod. 2013) agreed on the format
of the event, expected the outcomes, preparatory process and
modalities for event.
• Preparatory Process as WSIS+10 Multistakeholder Preparatory
Platform started in July 2014 and consists of Six Phases.

• Accreditation is required to attend the High-Level Event.
• Accreditation is a continuous process. An organization that has been granted accreditation to attend an MPP(WSIS+10
HLE Open Consultation Process) will normally be entitled to attend all subsequent MPPs and the High-Level Event,
under the condition that the status of the entity and/or participant has not evolved since the last accreditation.
• The following entities will be automatically accredited:
– a Member State of the United Nations or of one of its Specialized Agencies; the European Union; any entity,
intergovernmental organization and other entities that have received a standing invitation from the UN General
Assembly to participate in the capacity of observers in the sessions and work of all international conferences
convened under the UNGA auspices; the Specialized Agencies, the IAEA, the WTO, the OPCW and the CTBTO;
other intergovernmental organizations invited by the ITU Secretary-General; interested organs of the United
Nations; associate members of UN Regional Commissions; ITU Sector Members, Associates and Academia; Non-
governmental organizations, civil society and business sector entities that have physically attended WSIS Forum
from 2010 to 2013 (under condition that their status has not evolved since their last accreditation).

that aims to empower
stakeholders to write and
report on all WSIS related

their work and ideas with thousands of WSIS
stakeholders online worldwide.
• The twitter hash tag for the campaign is #WSIS. This
hash tag will enable us to collect and include all your
feeds into the campaign. All the latest feeds with
reference to this campaign will be shared on the
Forum’s page.
34. VIP Airport Protocol Service
• Protocol operations at Genève Aéroport
are testimony to the dynamic environment
of international Geneva.
• Protocol Services are reserved for the
highest political levels, specifically:
– Heads of State
– Ministers
– Vice-ministers (only if acting as head of delegations on behalf of the minister)
• Greeting VIPs is organized exclusively at the official request of
permanent missions to the UN in Geneva: all useful information should
be provided during office hours (8 a.m. – 5 p.m.) at +41 22 717 71 07 /
03. This information should clearly state:
– the name and title of the official
– the number of passengers (max VIP + 4)
– flight information (schedule, flight number)
• As the Protocol office will not be able to guarantee assistance for last minute requests, early
information would be greatly appreciated.
35. Fellowships
• Limited number of partial fellowships are
available to the WSIS Stakeholders from
developing countries.
• The one-per-country partial fellowship,
to be awarded on a first-come-first-
served basis, within the limited available
budget.
• Partial fellowships i.e. daily allowance,
will allow the Fellows to cover
accommodation, meals and incidental
expense. Costs related to travel will have
to be borne by the organization
represented by the Fellow.
