Members of the religious Society of Friends started in 1660 by George Fox, who greatly opposed violent actions of any type.  The Quakers believe in conscience, revelation, and the “inner light.”  The Quakers continue to this day to practice pacifism, social equality, integrity, and simplicity. The Navigation Acts were passed in 1660 and 1663.  They restricted colonial trade routes exclusively between the colony and its mother country, particularly between Great Britain and the British Colonies in America. They specifically:  forbade all trade with colonies except in ships owned and constructed by England (with at least three quarters of the crew being British, forbade the transportation from the colonies to any place other than England, and forbade any goods from Europe to be sent to the colonies. William Penn received the colony which later became Pennsylvania in payment for a debt the king owed his father.  According to the charter of 1681, Penn was required to enforce the Navigation acts, submit to the laws of the king, allow appeals to the king from Pennsylvania courts, and provide and Anglican minister whenever 20 or more colonists asked for one.  The charter permitted William Penn to begin the English Quaker Colony of Pennsylvania.  (Blum 41). William Penn Charter
