Community empowerment interventions for sex workers may help reduce HIV and STI transmission. Evidence from observational studies found lower rates of HIV infection and STIs among sex workers who received empowerment interventions compared to those who did not. Empowerment interventions also increased condom use with clients, regular partners and non-paying partners based on observational studies. However, the quality of evidence is very low due to limitations of the observational studies. Overall, while empowerment interventions appear beneficial, high quality randomized controlled trials are still needed to provide more robust evidence.
