documento “Planos Estratificados por ingreso a nivel de manzana de las Grandes Ciudades”. Los planos presentan
la estratificación de las manzanas censales de cada distrito según los niveles estimados del ingreso per cápita cuyas
estimaciones fueron realizadas en base a la información del Censo de Población y Vivienda 2017, las encuestas
permanentes de hogares y otras fuentes de datos.
Las nuevas orientaciones de lucha contra la pobreza ponen énfasis en la necesidad de diseñar políticas sociales que
aborden las especificidades de la pobreza urbana en sus diferentes dimensiones. Actualmente, las ciudades del
país concentran un poco más de la mitad de la población en situación de la pobreza pero, por la dimensión de su
población, los instrumentos de medición e identificación requieren ser complementados por otros más finos que
tomen en cuenta la heterogeneidad de situaciones de los hogares urbanos. Ello implica, en el caso de las grandes
urbes poder distinguir diferentes áreas de la ciudad en donde la intervención debe ser focalizada y con información
actualizada. Este es uno de los objetivos principales del documento.
Este documento consta de cinco capítulos. En el primer capítulo de introducción se detalla la importancia y
necesidad de focalizar en el área urbana, haciendo uso de la estratificación de los ingresos del hogar y las mejoras
incorporadas. En el segundo capítulo se presentan la metodología para la estimación del ingreso, las fuentes de
información utlizadas, procedimiento para el agrupamiento de los núcleos urbanos y las etapas de estimación. El
tercer capítulo, desarrolla el analisis de precisión y robustez así como los procedimientos de validación del modelo
econométrico. En el cuarto capítulo, se detalla los procedimientos empleados para la estratificación de los ingresos
de los hogares. El quinto capítulo, presenta los resultados de la estratificación según ingresos, comparándolos con
la estratificación del ingreso del 2017 así como otros criterios de estratificación. Finalmente, el documento incluye
los mapas temáticos de los 50 distritos a nivel de manzanas estratificadas según los ingresos per cápita del hogar.
El INEI expresa su reconocimiento a las autoridades públicas y privadas, a los funcionarios censales y a las familias
peruanas por su apoyo en brindarnos la información; y de manera especial al Dr. Javier Herrera del Institut de

La población total estimada del Perú al día del censo, 22 de octubre del 2017 es de 31 millones 237 mil 385
habitantes. Esto es resultado de 29 millones 381 mil 884 habitantes registrados en el XII Censo Nacional de
Población, VII de Vivienda y III de Comunidades Indígenas, más 1 millón 855 mil 501 habitantes omitidos, 5,94%,
de la población total estimada con la Encuesta de Evaluación Censal post-empadronamiento.
La realización de Censos de Población y Vivienda en el Perú data desde la época del Imperio Incaico. Los censos
ejecutados desde la Época Republicana, hasta la actualidad son doce de Población y siete de Vivienda. En 1940,
después de 64 años se realizó el quinto Censo de Población.
Históricamente, la metodología empleada en el Perú, para el empadronamiento poblacional, ha sido el que
corresponde a los censos de Hecho o Facto, es decir, se empadronó a la población en el lugar en que se encontraba
el “Día del Censo”, independientemente de que éste fuera el lugar de su residencia habitual.
