Energy efficiency is sometimes called "the greatest market failure of all times" - it makes so much sense, is imperative to achieve the energy transition affordably, and yet it remains difficult to achieve the energy efficiency potential that technological and policy innovations promise to deliver. Is this because our technological and policy advances fail to reach all energy users in the same way? We believe that there is a significant percentage of the human population who can be regarded as “hard-to-reach (HTR) energy users”. These are the people policymakers, utility programme managers and research experts often struggle to engage with when designing and rolling out technological and behavioural interventions. Their barriers and needs are different to those "lower hanging fruit" energy users we understand well. However, political ambition has not resulted in regulation. During this workshop, policy makers and key stakeholders will discuss implementation barriers and explore possible remedies.
The European Copper Institute commissioned research to look into the experience with developing system related ecodesign and energy labelling regulations to date (Brocklehurst, 2021). In their review, the authors analysed the common characteristics and challenges related to ecodesign and energy labelling of eight product groups that, at least to some extent, go beyond a ‘simple’ product.
During this workshop, the authors will present the findings of their study. Policy makers will be invited to present their views on taking the systems approach in ongoing product regulation initiatives. During a debate, we will invite stakeholders to share their experiences and views on systems approach in product regulation. We will evaluate implementation barriers and explore possible remedies.

Evaluation protocols for building-related energy efficiency measures (EED art.7)Leonardo ENERGY
The high potential of Energy Efficiency Obligation (EEO) schemes under article 7 of the Energy Efficiency Directive (called “Energy Savings Obligation” in the Commission’s Clean Energy Package) in the achievement of energy efficiency targets is widely recognised.
However, in the current form EEOs do not get the most out of this potential. In addition, the scope of application of EEOs should be widened to include measures in all energy using sectors and to include some of the potentially more complex energy saving measures that offer significant savings potentials.
ECI advocates the idea of establishing a toolbox of technical energy saving measures for EU Member States, including simplified measurement & verification protocols that offer a reasonable degree of certainty and comparability of the target achievements of the MS. This report by Ecofys analyses which building-related measures are the most relevant in terms of energy savings and could provide best practices and a potential template for future measures.
As selecting energy efficiency measures to be on the standard list is, ultimately, the decision of the individual member states, this report aims at providing insight into why member states and obliged parties would benefit by promoting selected measures as a standard measure.

Increasing the conductor cross sectional area (CSA) of a cable reduces its energy losses. The most economic CSA is that for which the cable investment cost is equal to the total lifetime cost of energy losses.
Cable sizing is subject to regulation through national building codes, but these only take safety and aspects of functionality into account, not energy efficiency. These mandatory cable sizing prescriptions have given rise to the general misconception that following them precisely is best practice. The notion that the regulations are only the bare minimum requirement is often disregarded. As a result, economic cable sizing is not usually even taken into consideration during installation design or energy management initiatives.
Economic cable sizing cannot be derived just from the physical design parameters, but depends on the load profile of the electrical circuit in which the cable is used. Consequently, it is not the cable and its current-carrying capacity that should be regulated, but the choice of the cable cross section in the context of the electrical circuit and its load profile – in other words the installed cable system.
Approximately 8% of the electrical energy generated in the EU gets lost in the network between generation and end-use. Of this 8%, around 6% represents losses in the transmission and distribution network and 2% is behind-the-meter. Of the latter, 1.5% can be attributed to non-residential buildings – around 50 TWh per year – and the remaining 0.5% to residential buildings.

The European Copper Institute wishes to understand why this is and if there is evidence to support challenging this omission. Session 10 will focus on how actual energy efficiency improvements can be achieved in organisations of different sizes. The presentation will start with a discussion of the status of energy efficiency in major developing countries. A variety of tools for working towards higher energy efficiency will be discussed, including benchmarking, energy audits, process analysis, and energy management schemes.
Kornelis Blok (1956) studied experimental physics at Utrecht University and received a Ph.D. degree in 1991 on a thesis ‘On the Reduction of Carbon Dioxide Emissions’. In 1984 he was one of the founders of Ecofys, where he is now Director of Science. Dr. Blok has extensive research and consultancy experience in the field of energy efficiency improvement and clean energy production. He played an important role in the development of European energy policies and international climate policies and has worked in many countries around the globe. He is also with Utrecht University, where he holds a professorship in Sustainable Energy. He is supervising the master programme Energy Science. He authored and co-authored 90 articles in peer-reviewed scientific journals, several books and over 200 research reports, conference contributions and other scientific publications. He was a lead author for the Third and Fourth Assessment Reports of the Intergovernmental Panel on Climate Change, the institution that was award the Nobel Peace Prize in 2007. With his company he won the Erasmus award for the most innovative company of the Netherlands in 2008.

Introduction to the Energy Efficiency DirectiveLeonardo ENERGY
The Energy Efficiency Directive (EED) was adopted in 2012 and is one of the EU’s four key Directives addressing energy efficiency in stationary (i.e. non transport) end-uses (the others being the Energy Performance in Buildings Directive, The Ecodesign Directive and the Energy Labelling Directive). Given that the other Directives cover the energy performance of buildings and equipment the EED is designed to address energy savings opportunities that are not readily addressed by the other Directives. It has its origin in the preceding Energy Services Directive, which was repealed when the EED was adopted. The Energy Efficiency Directive establishes a set of binding measures intended to help the EU reach its 20% energy efficiency target by 2020. Under the Directive, all EU countries are required to use energy more efficiently at all stages of the energy chain from its production to its final consumption. EU countries were required to transpose the Directive's provisions into their national laws by 5 June 2014.
Energy-intensive industries – energy efficiency policies and evaluationsLeonardo ENERGY
The webinar will review results from academic evaluations of energy efficiency and climate mitigation policies that have targeted energy-intensive industry on EU and Member State level. The EU emissions trading system, by some portrayed as Europe´s flagship policy to tackle climate change, has had little effect in triggering innovative low-carbon solutions. Other policy approaches taken by Member States have centred on site-level energy management practices linked with national incentives and obligations that stimulates industrial energy efficiency as a strategy aiming at multiple objectives. Remarks are also made about policy design and the role of evaluation to foster policy improvements.

A review of systems approaches in Ecodesign and Energy LabellingLeonardo ENERGY
It is widely recognised that there are substantial energy savings to be made from considering an energy system – how products are combined and operated – in addition to those from each product.
Recent ecodesign and energy label regulations and the ecodesign and energy label working plan which is currently in development are not adopting these approaches. The European Copper Institute wishes to understand why this is and if there is evidence to support challenging this omission. They commissioned this research to look into the experience with developing system related ecodesign and energy labelling regulations to date.
Systems have increasingly been studied explicitly, rather than as an ‘added benefit’ to a basically product based approach. This is in recognition of the additional energy savings which are accessible via a system approach.
This project has reviewed studies on eight product groups, most of them ecodesign and energy labelling preparatory or review studies:

Session 10 will focus on how actual energy efficiency improvements can be achieved in organisations of different sizes. The presentation will start with a discussion of the status of energy efficiency in major developing countries. A variety of tools for working towards higher energy efficiency will be discussed, including benchmarking, energy audits, process analysis, and energy management schemes.
Kornelis Blok (1956) studied experimental physics at Utrecht University and received a Ph.D. degree in 1991 on a thesis ‘On the Reduction of Carbon Dioxide Emissions’. In 1984 he was one of the founders of Ecofys, where he is now Director of Science. Dr. Blok has extensive research and consultancy experience in the field of energy efficiency improvement and clean energy production. He played an important role in the development of European energy policies and international climate policies and has worked in many countries around the globe. He is also with Utrecht University, where he holds a professorship in Sustainable Energy. He is supervising the master programme Energy Science. He authored and co-authored 90 articles in peer-reviewed scientific journals, several books and over 200 research reports, conference contributions and other scientific publications. He was a lead author for the Third and Fourth Assessment Reports of the Intergovernmental Panel on Climate Change, the institution that was award the Nobel Peace Prize in 2007. With his company he won the Erasmus award for the most innovative company of the Netherlands in 2008.
Course on Regulation and Sustainable Energy in Developing Countries - Session 7Leonardo ENERGY
It is recognized that Energy Efficiency shall be the major component of any energy policy.
Session 7 introduces the institutional framework needed to implement energy efficiency (energy agency, utility Demand Side Management, other) notably by presenting the example of Tunisia.
It deals with the way to fund energy efficiency programmes via tax and social levies or carbon finance. This session gives an overview of white certificates schemes notably with the examples of India and Uruguay, and introduces different support energy efficiency schemes (grants, tax incentives, soft loan,other).
Introduction to the Energy Efficiency DirectiveLeonardo ENERGY
The Energy Efficiency Directive (EED) was adopted in 2012 and is one of the EU’s four key Directives addressing energy efficiency in stationary (i.e. non transport) end-uses (the others being the Energy Performance in Buildings Directive, The Ecodesign Directive and the Energy Labelling Directive). Given that the other Directives cover the energy performance of buildings and equipment the EED is designed to address energy savings opportunities that are not readily addressed by the other Directives. It has its origin in the preceding Energy Services Directive, which was repealed when the EED was adopted. The Energy Efficiency Directive establishes a set of binding measures intended to help the EU reach its 20% energy efficiency target by 2020. Under the Directive, all EU countries are required to use energy more efficiently at all stages of the energy chain from its production to its final consumption. EU countries were required to transpose the Directive's provisions into their national laws by 5 June 2014.
Energy-intensive industries – energy efficiency policies and evaluationsLeonardo ENERGY
The webinar will review results from academic evaluations of energy efficiency and climate mitigation policies that have targeted energy-intensive industry on EU and Member State level. The EU emissions trading system, by some portrayed as Europe´s flagship policy to tackle climate change, has had little effect in triggering innovative low-carbon solutions. Other policy approaches taken by Member States have centred on site-level energy management practices linked with national incentives and obligations that stimulates industrial energy efficiency as a strategy aiming at multiple objectives. Remarks are also made about policy design and the role of evaluation to foster policy improvements.

Five actions fit for 55: streamlining energy savings calculationsLeonardo ENERGY
During the first year of the H2020 project streamSAVE, multiple activities were organized to support countries in developing savings estimations under Art.3 and Art.7 of the Energy Efficiency Directive (EED).
A fascinating output of the project so far is the “Guidance on Standardized saving methodologies (energy, CO2 and costs)” for a first round of five so-called Priority Actions. Prior to the current soaring energy prices across Europe, the European Commission proposed, as part of the FitFor55 climate and energy package, the EU Social Climate Fund to mitigate the expected social impact of extending the EU ETS to transport and heating.
The report presented in this webinar provides an update of the European Energy Poverty Index, published for the first time in 2019, which shows the combined effect of energy and mobility poverty across Member States. Beyond the regular update of the index, the report provides analysis of the existing EU policy framework related to energy and transport poverty. France is used as a case study given the “yellow vest” movement, which was triggered by the proposed carbon tax on fuels.
