Vote Yes for Tipp City Schools 2012
The Tipp City School District is asking voters to approve a 7.95 mill emergency levy on August 7th to generate $3 million annually for 5 years. State funding cuts have forced the district to make $1.3 million in budget cuts with another $1 million expected for the upcoming school year. Passage of the levy would allow the district to avoid cutting additional staff and programs and maintain its excellent academic rating. Without the levy, the district would have to make further staff cuts that could impact class sizes, graduation rates, and student services.

- The superintendent told taxpayers that $187,000 was needed to close the junior high to save money but stimulus funds could have prevented this. However, the real reasons for closures were not disclosed.
- An audit revealed that contingency funds were not actually used for operating expenses as claimed by the superintendent over several years. Stimulus money was hidden in the contingency fund against state rules.

Statewide data shows that Illinois public school districts are continuing to struggle financially with 532 districts – or nearly 62 percent – deficit spending, using their reserves or borrowing, this year compared to 32.5 percent in 2008. Despite significant cuts to schools’ staff and academic programs, the average score of district finances, based upon FY 2013 data, dropped below the highest financial ranking for the first time in five years, according to an annual Illinois State Board of Education (ISBE) statewide review.
