Hill areas remain different, distinct and unique in its physical structure; economic resources and social fabric . Hill areas also remain unique by virtue of of its morphology, heritage and culture. It remains highly susceptible/prone to human interventions. Accordingly, issues related to architecture, built & manmade environment, ecology, land, resources, heritage, culture and management are critical for any hill areas . Development strategies put in place for hill area to overcome the challenges facing these areas must focus on and leverage sound land use practices for creating sustainable built environment, development of alternate sources of energy, conservation of heritage, planned development of tourism related activities, rational settlement system, optimum utilization and development of resources etc. The basic approach to hill area development must be based on the adopting Regional Approach to planning; using principle of development without destruction and design with nature, culture , local environment/ecology, with efforts made to eliminate any damage to the fragile hill eco-system and natural resources.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Vision Statement
The vision for the area is having proper coordination of the interaction of various uses of
land for the improvement of the quality of life and an even distribution of economic status
within the territory of the land.
Statements Of Justification – Functional Spaces
These statements will be based on the functional areas of the land which include;
Residential spaces: The residential spaces in the spatial arrangement assume an almost
peripheral model. The areas have been spaced out away from the center of the territory.
The residential zone is configured to be consisting of single family residences, duplex and
multi-family units. As much as possible, the spatial arrangement has tried to have
residential places next to open areas and environmental regions for better air quality. The
location of the residential spaces is justified as they are in locations with minimal
interference to peaceful living.
Open/environmental spaces: Open and environmental spaces occupies strategic position in
the plan, almost engulfing the whole area. This is configured as a sense of an
environmentally ‘right’ area where forest cover may help in the reduction of any gas
emissions from the commercial centres and the open spaces may be used for leisure
activities. Notably, the open spaces are close residential zones. Justifiably, there is little
commercial activities beyond the open/environmental spaces, a good sense for
environmental conservation.
Mixed use development areas: These are areas that are construed to have small retail shops,
some offices and mostly apartment type residential zones. These areas as per the plan are
located right in the middle of the territory, with few of them being on the periphery. The
location is strategic as it enables economic activities, corporate activities and living right
within the territory - away from the borders which may be susceptible to external
issues/concerns.
2. Purely commercial centres: Most purely commercial centers are taken to be industrial zones
where nothing other than industrial activities takes place. They are mostly on the southern
part of the spatial plan – away from a majority of the residential zones up north. Even for
the few residential zones in the south (that houses factory workers), they are separated
from the industrial zone by open spaces or environmental areas. The arrangement is
justifiable based on the transport network in the area. Industrial produce need to be
transport and thus factories need to be located in areas with the most developed transport
network.
Institutions: Institutions include hospitals, schools, research centres, conservation hubs
among others. Most of the institutions are located in spaces next to residential zone for easy
service and reach of the people living in these areas.
Transport corridor: The transport corridor is fairly distributed throughout the area and
every area of the territory is quite accessibly with the main transport trunk running from
north east to south west of the territory. In the plan, the transport corridor is uncolored.
Statement Of Justification - Choice Of Spatial Alignment
This choice of spatial arrangement ensures that the area is livable, in the most economical
way while ensuring that the quality of life, environmental conservations, social interaction,
community leisure and integration are not compromised at any stage. This can be seen from
the complementary function of the land portions adjacent to each other.
